Philippine National Police (PNP) chief Director General Oscar Albayalde sees a growing role in the future for the elite Special Action Force (SAF) which celebrated its 35th founding anniversary Tuesday in Camp Bagong Diwa, Taguig City.
Speaking before the SAF personnel and alumni, the PNP chief urged the unit to continue with its "culture of heroism and gallantry " as he noted the successful participation of the unit in last year's siege of Marawi City where 500 SAF troopers saw action, resulting in 60 wounded and four troopers killed.
From starting as a single batallion, the PNP-SAF has grown to eight batallions with an additional five batallions being planned under the directive of President Rodrigo Duterte.
"It is still the elite force of the PNP," Albayalde told reporters adding that recent years will see the frontline unit better equipped to handle its mission on the frontline in the fight against terrorism.
Aside from terrorism and high risk warrant service mission, the SAF was chosen by the president to guard the New Bilibid Prison in Muntinlupa where hardened criminals run the illegal drugs trade from behind bars.
The unit was originally put up in the defunct Philippine Constabulary (PC) as Philippine Constabulary Special Action Force (PCSAF) under former generals Fidel Ramos and Renato De Villa.
Col. Rosendo Ferrer and Maj. Avelino Razon Jr. led the initial batch of men which underwent the PCSAF Ranger Course. In January 29, 1991, Republic Act 6975 a law reorganizing the national police changed the name of the SAF from PCSAF to PNPSAF.
In his speech, Albayalde recalled his own decision as a fledgling second lieutenant to enter the SAF upon the promise that "it is where the action is".Albayalde urged the unit to protect its own good name and help the PNP create a better image with the public.

CAMP GEN EMILIO AGUINALDO, Quezon City (DWDD) – The Department of National Defense (DND) has released the Implementing Rules and Regulations (IRR) for Task Force “Balik-Loob” (TFBL), the coordinating body tasked to centralize all government efforts for the reintegration of former communist rebels.
The seven-page IRR was signed by DND Secretary Delfin Lorenzana, DILG Undersecretary Eduardo Año, Housing General Manager Marcelino Escalada Jr., Presidential Peace Adviser Jesus Dureza, and Undersecretary of the Office of the President Nelson Estares.
The IRR will take effect 15 days after its publication in two newspapers of general circulation and after registration with the Office of National Administrative Register (ONAR), UP Law Center, Quezon City.
This was after President Rodrigo R. Duterte signed Administrative Order (AO) No. 10, on April 10 creating TFBL as the central coordinating body that will supervise the reintegration efforts.
TFBL’s IRR provides the framework to pursue a comprehensive, integrated, community-based national program that is locally-implemented to address the legal status and security of former rebels (FRs), as well as their economic, social, psychological rehabilitation needs and provide immediate to long-term interventions that are supported by strengthened institutions to ensure effective implementation and attainment of these desired outcomes.
Under the IRR, TFBL will be in charge of centralizing two existing government programs for former rebels, namely the Comprehensive Local Integration Program (CLIP) administered by the DILG, and the PAyapa at MAsaganang PamayaNAn (PAMANA), which is administered by Office of the Presidential Adviser on Peace Process (OPAPP), as well as all the other social services of other government agencies.
The program will now be called the E-CLIP or the Enhanced Comprehensive Local Integration Program (E-CLIP) which refers to the complete package of assistance to FRs.
Among the benefits and other forms of assistance given to beneficiaries include safety and security, PHP 15,000 immediate assistance, PHP21,000 to defray the subsistence or meals cost, support to relocate and secure the FR and his or her family, PHP50,000 livelihood assistance, temporary shelter, PhilHealth enrolment, medical assistance package, housing assistance and/or housing unit , modified Conditional Cash Transfer, legal assistance, livelihood materials, healing and reconciliation initiatives, and any additional assistance.
Composition and Function
TFBL will be composed of representatives, with a rank not lower than Undersecretary from the DND, DILG, OPAPP, office of the President and the National Housing Authority. The task force will be chaired by the DND representative who may invite other government agencies and instrumentalities to the task force as he may deem necessary.
It will also have the following functions:
Qualified beneficiaries of the E-CLIP have to be former members of the Communist Party of the Philippines (CPP), New People’s Army (NPA) and National Democratic Front (NDF) who voluntarily abandoned the armed struggle and opted to become productive members of the society.
Their spouses, partners, children, whether legitimate or illegitimate, parents or siblings are also beneficiaries.
Meanwhile, members of the Militia ng Bayan (MB), who surfaced starting April 3, 2018 shall only be eligible to the following assistance: 1) Immediate Assistance; 2) Reintegration Assistance and 3) Firearm Remuneration
MBs are individuals who have been indoctrinated and may or may not be directly involved in violent armed struggle but when organized can provide mass support to the revolutionary movement of the CPP/NPA/NDF.
The program will cover those who will surface starting April 3, 2018 or issuance of Duterte’s order.

IMPASUGONG, Bukidnon – Two members of the CPP-NPA Terrorists (CNTs) voluntarily surrendered to the 8th Infantry (Dependable) Battalion bringing along one US cal. 30 M1 Carbine afternoon of June 3, 2018 at its headquarters here.
The former CNTs were identified as a certain Elsie Camahay Ampildon also known as (AKA) ANGIE/JAMAICA, a regular member of the NPA’s Headquarters Force, North Central Mindanao Regional Committee (NCMRC), together with her husband, Tanny Saritao Ampildon AKA VERDEL, a member of the NPA’s Militia ng Bayan (MB).
It can be recalled that on April 14, 2018, NCMRC suffered heavy losses during an encounter with the troops of the 8th Infantry Battalion near Sitio Ulayanon, Brgy. Kalabugao, Impasugong, Bukidnon including the seizure of five high powered firearms, 30 backpacks, and numerous subversive documents as well as the rescue of a 3-month pregnant CNT, Susan Cabusao Guaynon.
LTC RONALD M ILLANA, the Commanding Officer of the 8th Infantry Battalion, called upon the NPA, especially those who were wounded during the series of encounters, to embrace peace or face death.
“I welcome the surrender of our brother and sister who were former members of the CPP-NPA. We will work hand in hand with our LGUs and the CLIP Committee of Bukidnon to ensure your safety and well-being.” said Lieutenant Colonel Illana.
“I am calling upon those CPP-NPA Terrorists who still remain deceived by their leaders, especially those who were wounded, to quit from running and hiding. Surrender now while there is still time. There is no point in risking your lives for a failing ideology such as that of your ill-motivated and futile armed struggle. Choose peace or die of your wounds or hunger. And make no mistake, we will have no let-up in our Focused Military Operations.” he added.
