Taskforce Conflict Resolution and Management (TFCRM) of the Moro Islamic Liberation Front (MILF) led the gathering of various stakeholders both at the local and regional levels in a thanksgiving ‘kanduli’ for the successful resolution of a clan feud on Monday, May 15, 2018 at Barangay Meti, Datu Blah Sinsuat, Maguindanao.
The ‘rido’ or feud between Dabpil and Dacula clans has been raging for years. Lives were lost, houses and civilian properties destroyed, and families displaced brought about by cycles of violence in the area.
Years of meetings and negotiations to settle the feud finally ended with the signing of a Peace Covenant witnessed by the MILF Chairman Al Hadj Murad Ibrahim on February 17, 2018 held at Camp Darapanan, Sultan Kudarat, Maguindanao.
The program ceremony of the said thanksgiving ‘kanduli’ was hosted by RRUC Executive Director. Chairman Guinaid Kasan of Brgy. Meti delivered the welcome message where he expressed his appreciations to the leadership of the MILF for providing peacekeeping force to stop the warring clans from continuously fighting. The MILF buffer force led by Abu Saima was deployed in the area since 2016 to pacify the tensions.
While the parties and the facilitators deserved recognition for the peaceful settlement, Regional Reconciliation and Unification Commission (RRUC) of the Autonomous Region in Muslim Mindanao (ARMM) have played a vital role. In the message of support given by RRUC Chairman Romeo Sema, he urged the conflicting families to move forward, to settle their gaps for the betterment of their people. “From now on, let’s bring back trust to each other, let’s help one another; let’s eat together; sleep together as brothers and sisters in Islam, so that we can have a peaceful community that is free from fear,” Chairman Sema said
On the part of the DBS LGUs, former Mayor Datu Marshall Sinsuat and his better half, the incumbent Mayor Bai Raida Tomawi-Sinsuat both expressed appreciations and gratitude to the MILF Chairman for the efforts it offered to resolve the problem once and for all. The lady mayor also urged her constituents to support the Bangsamoro Basic Law (BBL) that is being tackled by the 17th Philippine Congress. “Supurtahan natin ang BBL sapagkat ito lamang ang alam nating makaka resolba sa mga problema natin, hindi lamang problema sa Rido, bagkos mareresolba nito ang iba pang problema katulad ng kahirapan hindi lamang dito sa Barangay Meti kundi boung Bangsamoro ang makikinabanabang” (Lets support BBL because this is the only solution that we know to resolve our problem not only Rido, but it will also resolve other problems such as poverty. Not only in Barangay Meti but it will benefit the entire Bangsamoro as a whole)

Camp Darapanan, Simuay, Sultan Kudarat, Maguindanao - A delegation of IHH Insani Yardim Vakfi, headed by Omer Kesmen paid a courtesy call to the Moro Islamic Liberation Front leadership, Wednesday at Camp Darapanan .
IHH is an official Turkish organization who has been working since 1992 with the purpose to deliver aid to all people who are in need, who had a catastrophe, victims of war, natural disaster wherever they are regardless of their religion, language, race or sect.
During their short meeting, the IHH delegation was able to have a glimpse of the peace process development. They keenly listened as the MILF Central Committee Chairman Al Haj Murad Ebrahim answered their questions.
With optimism, Chairman Ebrahim gave the visiting delegation of goodwill updates on the status of BBL in both Houses of Congress. He mentioned that only the present head of state, President Rodrigo Duterte is acknowledging the injustices committed against the Bangsamoro people.
When asked what does he think about the crisis in middle east, Chairman Murad Ebrahim worriedly expressed concern and sympathy over the conflicts created among Muslim countries, saying “it is a negative factor to the Muslim Ummah, and we continue praying to Allah SWT for them”
Chairman Al Haj Murad Ebrahim, on behalf of the MILF Central Committee, and the Bangsamoro Peope conveyed thanks and appreciation to Turkey for the delegation’s visit and humanitarian assistance.
After the brief meeting, the IHH delegation went to the grounds of the camp and distributed packages of foodstuffs for Iftar (breaking of the fast), to civilians, and some members of the Bangsamoro Islamic Armed Forces (BIAF).

Rebel spokesman Dionesio Magbuelas, had claimed in a statement that at least five soldiers were killed, while about 10 others were injured, in an ambush they staged on May 12 in Brgy. Tan-awan, Kabankalan City.
But the Army’s 3rd Infantry Division disputed the rebel claims, stressing that only two soldiers died, while eight others were injured in an encounter with about 60 communist rebels.
The increasing NPA atrocities recently in Negros Occidental, including the killing of an alleged military informant in Toboso, and three civilians in Isabela town, among others, took place as negotiators of the National Democratic Front and the Philippine government are engaged in back channeling talks in Europe.
Magbuelas said the ambush was in response to the call of the Communist Party of the Philippines to heighten the revolutionary armed struggle against the abuses of the administration of President Rodrigo Duterte.
The armed clashes in Kabankalan City, led to the displacement of more than 200 residents in the area, who evacuated from their homes for security reasons.
Magbuelas admitted that the NPA suffered a lone casualty identified only as a certain Ka Bebe, while two others were injured.
But they recovered an M-203 rifle grenade, more than 100 rounds of a K3 Squad Automatic Rifle and six back packs, he said.
The eight injured soldiers of the 62nd Infantry Battalion were recently conferred the Wounded Personnel Medals by Maj. Gen. Dinoh Dolina, 3rd Infantry Division commander, in recognition of their exemplary performances in preventing the NPA from staging more terroristic activities during the May 16 synchronized barangay and Sangguniang Kabataan elections.
The same rebel group also claimed responsibility earlier for the destruction of P6.8 million in heavy equipment and construction equipment used in the construction of a water dam in Brgy. Tan-awan, Kabankalan City.

"The Philippines and the United States have reaffirmed their firm resolve to bolster their enduring alliance anchored on common values and interest, historic ties, and the Mutual Defense Treaty, in high-level discussions in Honolulu," said the Philippine Department of Foreign Affairs (DFA) in a statement on Sunday, May 20.
Medialdea was accompanied by Foreign Secretary Alan Peter Cayetano, Secretary Delfin Lorenzana, Interior and Local Government OIC-Secretary Eduardo Año, Philippine Ambassador Jose Manuel Romualdez, and Permanent Representative to the United Nations Teodoro Locsin Jr.
Harris is expected to become US envoy to South Korea.
"The Philippine delegation had a very substantive exchange with Admiral Harris on regional challenges and both sides agreed that the alliance remains consequential to the preservation of regional stability and development," the DFA said.
The South China Sea was among regional issues discussed.
"On the South China Sea, the DFA said the Philippine delegation underscored that the deliberate and nuanced diplomacy by the Duterte administration had lowered tensions in the region and resulted in clear economic gains for the Philippines in terms of access to marine resources, protection of the marine ecology, and the potential to explore oil and gas resources," the DFA said.
This comes in the wake of reports that China has installed missiles on a Philippine reef it occupied in 1994 and landed a bomber on the nearby Paracel Islands, which it seized from Vietnam in 1974.
In its statement, the DFA said Harris meanwhile congratulated the Philippines for its "decisive victory in Marawi."
"Both sides agreed on the need to work more closely together, including in the exchange of information, in the fight against terrorism and in countering violent extremism," the DFA statement said.
Harris has led PACOM since 2015, has worked closely with the Philippine military, and has met with President Rodrigo Duterte himself. He is retiring in June.
Harris was recently conferred the Philippine Legion of Honor, the order of defense merit of the Philippines.

Police Senior Inspector Recto Iwangan, chief of police of Pantao Ragat, told MindaNews in a telephone interview Sunday afternoon that Mayor Mohammad Lacson Lantud was driving the Hi-lux pick up vehicle with his group on their way to Sitio Piagma Lapresa in Barangay Cabasagan, to supervise the water system project when ambushed by still unidentified perpetrators.
Iwangan said the mayor survived unscathed because the armed men were firing from the right side of the road while the mayor was on the left side as he was driving.

At least four people were killed Sunday when gunmen ambushed a pickup truck carrying Mayor Mohammad Lacson Lantud of Lanao del Norte’s Pantao Ragat town.
The politician survived the attack, but four of his companions were reported killed in the daring attack in the village of Cabasagan. Lantud was on his way to a water project in the village when gunmen ambushed his vehicle.
Police and military authorities did not release any statement on the attack and the motive of the ambushers were still unknown.

SULU – Security forces continued its operations against the Abu Sayyaf in Sulu province in southern Philippines. The offensive just after the notorious group freed two policewomen it kidnapped last month in Patikul town.
Police officers Bennie Rose Alvarez and Dinah Gumahad were freed near Patikul town where rebels seized them April 29 along with two other civilians Jakosalem Blas and Faizal Ahidji who had been earlier released.
They were travelling on a motorcycle taxi when about a dozen gunmen flagged down their vehicle in Liang village in Patikul town and took them away. Police have identified the gang’s leader as Mujir Yada.
The release of the officers came days after national police chief Oscar Albayalde visited Sulu and inspected police forces and had a meeting with Governor Totoh Tan. Albayalde has fetched the policewomen who are assigned with the crime laboratory and engineering department.
Police did not say if ransom had been paid for the release of the captives, but the Abu Sayyaf had originally demanded P5 million for the freedom of both Alvarez and Gumahad.
It was unknown why no policemen and soldiers were guarding the highway or why authorities failed to prevent the kidnappings despite an extended martial rule on the whole southern region.
Tan repeatedly rallied his mayors to work hard in protecting their communities and repeatedly ordered authorities to impose a tighter security in the Sulu and for the military to help police in maintaining peace and order in the province.

As the nation marks with grief the first anniversary of the Marawi siege by pro-Islamic State Maute terrorists on Wednesday (May 23), journalist Benjie Liwanag recalled his daring coverage of the bloody fighting that lasted for five months, during which, he found himself in the line of fire a number of times, but cited prayers and faith in God as his savior during his war reportage.
Liwanag, defense reporter of radio station dzBB under TV network GMA, was one of the more than 80 journalists from various parts of the world who covered the war on terror waged by the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) against more than 1,500 Maute terror group members that lay siege on Marawi City in southern Philippines on that fateful day of May 23, 2018.
The Marawi siege was preceded by a series of clashes between the military and the Maute terrorists to capture Isnilon Hapilon, the leader of the Islamic terror group, who was spotted in the Marawi.
During the fighting, the Maute terrorists attacked Camp Ranao and occupied several tall buildings, including the city hall and the Mindanao State University in Marawi.
In an interview, Liwanag said it was the second day of the fighting when he arrived in Marawi by car from Iligan City, where he and his driver, Joshua Otadoy, had to pass checkpoints put up by government forces on strategic areas going to Marawi.
Marawi City is about 850 kilometers south of Manila, in the province of Lanao del Sur in the Autonomous Region in Muslim Mindanao.
Before they proceeded to Marawi, Liwanag and Otadoy donned their bullet proof vests and steel helmets for their protection since they were in a war zone, where stray bullets fly and zoom anytime of the day or night.
While approaching Marawi, they could hear the rattling sounds of gunfire from various calibers, including cannons and machine guns.
Liwanag immediately called dzBB in Quezon City to make his first on-the-spot broadcast of the ongoing firefight.
He knew beforehand how dangerous and risky his assignment was but he was determined to fulfill his job as a reporter.
“I prayed to God, morning, noon and night to protect me from harm, and the Lord heard and answered my prayers Thank you, Lord!” he said.
“During the five-month Marawi siege, I covered the gun battles for four and a half months, my office gave me a weeklong leave twice to visit my family in Metro Manila, but continued to monitor the situation daily during my vacation so I would be updated of the latest news,” Liwanag said.
During the Marawi siege, Liwanag reported blow-by-blow accounts of the fighting live on radio and TV on real time, tailing government troops during heavy fighting, finding himself in the line of fire.
Adam Harvey, radio broadcaster for the Australian Broadcasting Company, was the first journalist wounded during the Marawi siege.
Harvey was wounded in the neck while covering the fighting. He was rushed to the hospital and was pronounced out of danger.
The war had practically ruined the once beautiful and scenic Marawi City. However, rehabilitation of the city has been ongoing since its liberation from the terror attacks.
There were reports that foreign-looking terrorists have participated in the fighting, including some operating as snipers.
With today’s modern technology through the internet, people across the country and around the world were able to listen over the radio or saw the fighting including the "surgical airstrikes" by government forces against the Maute terrorists holed up in tall concrete buildings in Marawi City, on televisions, and mobile phones in real time, right in their living rooms.
Liwanag was no stranger covering the war. He covered the bloody Zamboanga siege mounted by elements of the Moro National Liberation Front (MNLF) in 2013.
Other Manila-based journalists who likewise covered the Marawi siege were Manny Mogato of Reuters, a 2018 Pulitzer winner in journalism, Jim Gomez of the Associated Press (AP), Sandra Aguinaldo, Jun Veneracion, Macky Pulido, and Emil Sumangil all of GMA 7.
Also on the front line were Chiara Zambrano, Jeff Canoy, George Cariño, and Rod Gagalac of ABS-CBN TV/DZMM radio and Ed Estabillo, to name a few.
During the five-month siege, most of Marawi City's commercial area was destroyed.
The government’s counter offensives had resulted in the killing of two top terrorist leaders, Isnilon Hapilon and Omar Maute on Oct. 16 last year. The following day, President Rodrigo R. Duterte declared that Marawi City was “liberated from terrorists influence.”
Six days later or on Oct. 23, Defense Secretary Delfin Lorenzana formally announced that the Marawi siege had ended. The five-month fighting had resulted in the killing of 974 Maute terrorists, and the capture of 12 militants, including one foreigner.
On the side of the government, 168 soldiers were killed, including 12, who were killed accidentally by friendly fire, and some 1,400 others were wounded. Also during the same period, 87 civilians were killed, 40 of whom died due to various ailments.
With tears in his eyes, Liwanag emotionally recalled “how our soldiers made their great sacrifice by risking their lives in defending the country from terrorists’ attacks.”
“I salute our brave soldiers and I continue my prayers for them,” Liwanag said.
Like the raw courage of the soldiers, journalists - who covered the Marawi fighting - were unfazed in the face of the grave danger to their lives, as their mission was to broadcast and write for the world to know about the wicked truth of terrorism that continued to wreck mankind today.

JOLO, Sulu -- The two policewomen who were abducted some two weeks ago in Sulu by suspected Abu Sayyaf Group (ASG) members were rescued on May 19 and were formally turned over to President Rodrigo Duterte in Davao City.
The two Philippine National Police (PNP) personnel were rescued with the assistance of Moro National Liberation Front (MNLF) chair Nur Misuari, who was reportedly personally requested earlier by the President to help in the captives safe return.

Also present during the handover were AFP Chief of Staff Carlito Galvez , PNP Chief Oscar Albayalde, and Sulu Task Force head Gen. Cirilito Sobejana.
“Since day one, President Duterte instructed us to work on the safe release of the victims,” he said.
Police Officer 2 Benierose Alvarez and Police Officer 1 Dinah Gumahad, along with two civilians, were abducted by armed men on April 29 in the town of Patikul.
They had just come from Camp Teofilo Bautista near the Jolo Airport when their tricycle was waylaid by suspected members of the Abu Sayyaf Group.
Authorities in Sulu said the two police officers underwent medical examination and military debriefing.
Sobejana said military operations have been heightened to rescue the remaining kidnap victims in the island.

A navy personnel who hailed from this city is now serving as part of the Pre-Commissioning Unit for the first US Navy stealth ship USS Thomas Hudner (DDG 116).
Prince Apollo Tangco-Natac is a sailor assigned to DDG 116 in Bath, Maine, whose responsibility covers that of ship preservation, line handling, refueling at sea, and painting the exterior of the ship.
Natac, in an interview via Facebook Messenger, said he began serving in the US Navy in December 2017, and has since experienced ‘underway’ (short deployment) in various assignments.
“Every assignment and mission is a new experience for me, it is an opportunity to learn new things and know more people,” he said.
Natac, now 24, was born of Filipino parents who migrated to Oakland California, where he also moved in after he finished a degree in Information Technology at Lyceum Northwestern University here in 2014.
He grew up in Dagupan City, graduating from Doña Victorina Elementary School and Saint John Catholic School in high school.
In his new assignment to serve in the new-generation US Navy ship, Natac has carried lessons learned from his hometown into his military service.
“Respect is the most important thing I can show to my shipmates. It is probably the first thing I learned when I spent my childhood and adolescence in Dagupan,” he said.
He is glad to carry the family tradition of military service.
“My grandfather and uncle were both retired Navy officials, and another uncle is currently serving in Japan as a culinary specialist first class,” Natac added.
According to an article written by the Navy Office of Community Outreach, the USS Thomas Hudner’s (DDG-116) keel was laid down on November 16, 2015 and the warship was officially launched on April 23, 2017, with commissioning scheduled later this year.
The warship represents the next step in the evolution of the Arleigh Burke-class, known under the designation of "Flight III" (three total flights dot the Arleigh Burke fleet), forced upon the US Navy after the reduction-in-number of the technologically-laden Zumwalt-class destroyer group. The ship is the first in its class to boast of technology insertion.

Military troops operating in Sarangani province discovered an arms cache buried in an area near Sitio Mahayag, Barangay Upper Suyan, Malapatan, Sarangani Province.
Capt. Jerry Lamosao, spokesperson of the 10th Infantry Division based in Mawab, Compostela Valley province, on Sunday said the arms cache composed of three AK-47 rifles were recovered by the 73rd Infantry Battalion on Friday after a surrenderer pointed the area to the troops.
Lamosao said the recovered AK-47 rifles have defaced serial number and are believed to be possessed by the Platoon North, Guerilla front 71, Far South Mindanao Region (FSMR).
According to Lamosao, Pangalayan Salda alias Lakay, a member of Platoon North, GF 71, FSMR member who surrendered to 73IB with one M-16 rifle on May 15, tipped off the army about the arms cache.
The firearms are now in the custody of 73IB for proper disposition.
“With our intensive security operations and continuous collaboration with our barangay officials, we can gear our efforts towards the attainment of peace in our communities.” said Lt. Col. Marion Ancao, commander of 73IB.
Ancao assured that Lakay and other former rebels will be presented to the LGU of Sarangani for immediate assistance and subsequently enroll them to the Comprehensive Local Integration Program (CLIP).
They will be provided with livelihood assistance and will also receive additional cash assistance which will help them start a new and peaceful life.
"For those NPAs who are still hiding right now, it is your chance to surrender peacefully, bring down your firearms and avail the government programs intended for you. You deserve to live happily with your family,” said Brig. Gen. Roberto Ancan, commander of the 1002nd Brigade.
Ancan said the military will continuously conduct intensified security operations and collaboration efforts with stakeholders in Sarangani and other areas to thwart the atrocities planned by the NPAs.
Major Gen. Noel Clement, commander of the 10ID, encouraged members of the NPA to avail of the government's CLIP program and find peaceful solution to their problems and urged them to stop resorting to violence and armed struggle.

Ancao assured that Lakay and other former rebels will be presented to the LGU of Sarangani for immediate assistance and subsequently enroll them to the Comprehensive Local Integration Program (CLIP).
They will be provided with livelihood assistance and will also receive additional cash assistance which will help them start a new and peaceful life.
"For those NPAs who are still hiding right now, it is your chance to surrender peacefully, bring down your firearms and avail the government programs intended for you. You deserve to live happily with your family,” said Brig. Gen. Roberto Ancan, commander of the 1002nd Brigade.
Ancan said the military will continuously conduct intensified security operations and collaboration efforts with stakeholders in Sarangani and other areas to thwart the atrocities planned by the NPAs.
Major Gen. Noel Clement, commander of the 10ID, encouraged members of the NPA to avail of the government's CLIP program and find peaceful solution to their problems and urged them to stop resorting to violence and armed struggle.

The Armed Forces of the Philippines (AFP) is now more capable of defeating and neutralizing terrorists following the conclusion of this year's Balikatan exercises.
AFP chief-of-staff Gen. Carlito Galvez attributes this capability to the added learning and experiences obtained by Filipino troops to decisively address terrorism.
He made this point during the closing ceremonies of the two-week "Balikatan" exercises last Friday in Camp Aguinaldo, Quezon City.
"It can be said that this year's culmination is very timely and relevant to the AFP as we also near the first year commemoration of the Marawi Siege and its eventual liberation from the hands of the Maute and the ISIS terrorists. Through (an) event such as this, the AFP is now more ready and more capable to defeat enemies of the state," Galvez stressed.
The fighting in Marawi City started May 23 and ended on Oct. 23.
Over 1,000 Maute-ISIS terrorists were killed in the fighting including ISIS Emir in Southeast Asia, Isnilon Hapilon, and Omar Maute, the founder of the terror organization. Around 200 soldiers and civilians died in the fighting.
This year's "Balikatan" exercises gave special focus on counter-terrorism operations, disaster relief and mutual defense.
Around 5,000 Filipino and 3,000 American soldiers participated in this year’s 'Balikatan' activities that started mid-April, prior to the opening ceremony last May 7.
Troops from the Australian Defense Force and Japan Self-Defense Force also joined some of the exercises. Their participation was under the ambit of the US alliance system.

The Armed Forces of the Philippines (AFP) is determined to frustrate and defeat efforts of all terror groups planning to launch attacks that can disrupt the peace and stability of the country.
This was disclosed Saturday by AFP spokesperson Edgard Arevalo after Prof. Rommel Banlaoi, of the Philippine Institute for Peace, Violence and Terrorism Research, claimed that extremist groups in Central Mindanao are conducting recruitment activities that are "massive, discreet, and decisive" among displaced Marawi City residents.
"Prof. Banlaoi may have drawn his conclusions from his sources. But in so far as the AFP is concerned there may be discreet and serious efforts to recruit but not 'massive' that it cannot be monitored by the AFP," he added.
Arevalo also noted that the above-mentioned recruitment is also an indication of the severe defeat suffered by the Maute-ISIS Group in Marawi City during last year's bloody fighting which started May 23, 2017 and ended on Oct. 23, of the same year.
"As we have said in the past, we were not surprised to hear reports of recruitment. The Maute-ISIS Group has suffered a serious defeat in Marawi. And certainly, they will recruit, re-organize and regroup to stage a comeback," he added.

"We are aware that the issues raised by our brothers and sisters at the relocation/evacuation sites cannot be addressed by military solution alone. The Philippine and United States governments, in a high-level discussion, have reaffirmed firm resolve to bolster their enduring alliance anchored on common interest and the Mutual Defense Treaty, the Department of Foreign Affairs (DFA) said Sunday.
The MDT, signed in 1951, contains eight articles stipulating that both parties would provide each other aid in case of an armed attack against either Washington or Manila by an external party.
As per the agency, a high-level delegation led by Executive Secretary Salvador Medialdea had "productive discussions" on critical regional and international issues with US Pacific Command (PACOM) chief Admiral Harry Harris Jr. and the commanders of all PACOM service components in Honolulu Sunday.
“The Philippine Delegation had a very substantive exchange with Admiral Harris on regional challenges and both sides agreed that the alliance remains consequential to the preservation of regional stability and development,” the DFA, through Acting Assistant Secretary Elmer Cato said.
At the meeting, Medialdea was joined by DFA by Secretary Alan Peter Cayetano, Defense Secretary Delfin Lorenzana, Interior and Local Government OIC-Secretary Eduardo Año, Philippine Ambassador to the US Jose Manuel Romualdez, and Permanent Representative to the United Nations Teodoro Locsin Jr.
On the South China Sea issue, the Philippine delegation underscored that the "deliberate and nuanced diplomacy" of the current administration had lowered tensions in the region and resulted in clear economic gains for the country.
This, in terms of access to marine resources, protection of the marine ecology, and the potential to explore oil and gas resources.
On Saturday, People's Daily, the official news organization of the Communist Party of China, posted a video on its Twitter account showing Chinese bombers, including a long-range H-6K bomber, landing and taking off on an island reef in a "southern sea area."
According to Asia Maritime Transparency Initiative, Manila, including five Philippine military bases earmarked for development under the Philippine-US Enhanced Defense Cooperation Agreement, fall within the radius of these bombers.
As of posting, the DFA has yet to issue a statement.
Meanwhile, on counter-terrorism cooperation between Washington and Manila, both sides agreed on the need to work closer, including in the exchange of information.
The DFA said Harris congratulated the Philippines on its decisive victory in Marawi.
The Philippine delegation for its part expressed gratitude for Washington’s strong support in this effort, which was instrumental in the successful campaign.
Harris has led the PACOM since May 2015 and has actively worked to strengthen Philippine-US security relations including through his role as the co-chair of the Mutual Defense Board-Security Engagement Board.
Following his retirement in June, the White House announced his appointment as the next US Ambassador to South Korea.
For his role in promoting Philippine-US defense cooperation, the Admiral was recently conferred the Philippine Legion of Honor, the order of defense merit of the Philippines.

TWO soldiers were wounded when alleged members of the New People’s Army (NPA) detonated a bomb at a bridge in Zamboanga del Norte province, the police said Saturday.
Chief Inspector Helen Galvez, Police Regional Office-Zamboanga Peninsula information officer, said the incident happened around 10 a.m. Friday in Palalian village, Kalawit.
Galvez said that prior to the incident, six soldiers aboard a truck have noticed three suspected NPA rebels rigging the Palalian Bridge with an improvised bomb fashioned out as a landmine.
She said the soldiers disembarked from the truck but the NPA rebels detonated the improvised bomb as they were approaching the bridge.
Galvez said a brief firefight ensued as the other suspected NPA rebels positioned at a high ground opened fire that prompted the soldiers to return fire.
The police official said the suspected rebels fled towards to the village of New Salvacion, Labason, Zamboanga Del Norte.
The troops have recovered from the clash site more or less 100 meters wire, three nine-volt batteries, and shrapnel.

CAMP MELCHOR DELA CRUZ, ISABELA – The police and military on Saturday (May 19) found eight high-powered guns and 15 police uniforms allegedly buried by New People’s Army (NPA) rebels at Nagtipunan town in Quirino province.
The discovery of the arms cache at 7 a.m. foiled a rebel plot, said Maj. Gen. Perfecto Rimando, 5th Infantry Division commander of the Philippine Army.
Rimando presented the seized guns and uniforms to the media on Saturday afternoon here.
But details of the NPA’s supposed plans were not revealed, except to identify the unit as the NPA Kilusang Larangang Guerilla operating in the provinces of Quirino and Nueva Vizcaya.
The military said they recovered the weapons in Sitio (subvillage) Calvo at Barangay (village) Dimasungal.
The Army and the Cagayan police confiscated two M-14 Armalite rifles, four M-16 Armalite rifles, an M653 Baby Armalite rifle, the upper receiver of an M-16 Armalite rifle, various ammunition, 15 sets of police uniforms and 14 pairs of combat boots.
“This was the result of our active engagement with the local officials, community and tribal elders in the area. The local officials and the community are also behind the more than 70 [rebels] who surrendered to this command this 1st quarter of the year,” Rimando said.
Also in Nagtipunan on Saturday, soldiers of the Army’s 86th Infantry Battalion engaged armed men in a 5-minute gunfight after they stumbled upon an alleged rebel encampment in Sitio Pulang Lupa. No casualties were reported.

The discovery of the arms cache at 7 a.m. foiled a rebel plot, said Maj. Gen. Perfecto Rimando, 5th Infantry Division commander of the Philippine Army.
Rimando presented the seized guns and uniforms to the media on Saturday afternoon here.
But details of the NPA’s supposed plans were not revealed, except to identify the unit as the NPA Kilusang Larangang Guerilla operating in the provinces of Quirino and Nueva Vizcaya.
The military said they recovered the weapons in Sitio (subvillage) Calvo at Barangay (village) Dimasungal.
The Army and the Cagayan police confiscated two M-14 Armalite rifles, four M-16 Armalite rifles, an M653 Baby Armalite rifle, the upper receiver of an M-16 Armalite rifle, various ammunition, 15 sets of police uniforms and 14 pairs of combat boots.
“This was the result of our active engagement with the local officials, community and tribal elders in the area. The local officials and the community are also behind the more than 70 [rebels] who surrendered to this command this 1st quarter of the year,” Rimando said.
Also in Nagtipunan on Saturday, soldiers of the Army’s 86th Infantry Battalion engaged armed men in a 5-minute gunfight after they stumbled upon an alleged rebel encampment in Sitio Pulang Lupa. No casualties were reported.

The Armed Forces of the Philippines (AFP) rejected claims that there was an ongoing “massive, discreet, and decisive” recruitment of extremist groups in Mindanao months after the Marawi City siege ended.
In a statement, Col. Edgard Arevalo, AFP spokesman, said that the military was not surprised to hear reports of recruitment but denied that it was “massive” enough for them not to be alerted.
Arevalo issued the statement in response to a radio interview with Professor Rommel Banlaoi of the Philippine Institute for Peace, Violence and Terrorism Research who said that extremist groups in Central Mindanao have intensified their recruitment by exploiting the condition of displaced residents in Marawi City.

He said that the AFP was “determined to frustrate and defeat the terrorist group and that is the assurance we give to our people as we work closely with other relevant agencies of government.”
Arevalo agreed with Banlaoi’s recommendation that the government must not only focus on rehabilitating the area but also “rebuilding its spirit and sense of hope”.
He cited Preventing and Countering Violent Extremism programs in fulfilling that recommendation as it aimed to prevent and counter radicalism and extremism.
“We are aware that the issues raised by our brothers and sisters at the relocation/evacuation sites cannot be addressed using military solution alone that is why the AFP is working in close coordination with other agencies of government…to address the issues of the IDPs and the roots of terrorism,” Arevalo said.
The five-month Marawi siege ended on Oct. 23, 2017 when President Rodrigo Duterte declared the city was liberated from the IS-inspired Maute group, which staged a series of attacks in a bid to establish a caliphate.
He said that the AFP was “determined to frustrate and defeat the terrorist group and that is the assurance we give to our people as we work closely with other relevant agencies of government.”

Banlaoi disclosed that the unabated recruitment activities are being undertaken by the Abu Sayyaf, Maute Group and the Bangsamoro Islamic Freedom Fighters (BIFF) that pledged allegiance to the Daesh extremists in the Middle East, who wanted to turn Marawi into a caliphate to be used as the main base for their expanded operation in Southeast Asia.
The military said the BIFF is a breakaway group founded by the late veteran field commander Ameril Umbra Kato of the Moro Islamic Liberation Front (MILF) who seceded with about 1,000 of his followers due to major policy differences with the front leaders over the conduct of their peace negotiations with the government.
In this light, Banlaoi urged the government to focus not only on the overall rehabilitation efforts of Marawi but especially in the rebuilding of the homes of the displaced residents as well as their spirit and sense of hope.
Six days before the first anniversary of the siege on May 23, 2017, meanwhile, Task Force Bangon Marawi launched on Thursday the Marawi Week of Peace to commemorate the heroism and unity of civilians and soldiers during the siege.
