Ranking MNLF and MILF leaders continue the much needed dialogue for common understanding to forge unified stand amidst the seemingly bright future of the Bangsamoro Basic Law in the Congress.
MNLF Jikiri Faction Vice Chairmen Punduma Sani and Romeo Sema, Military Affairs and Political Affairs respectively, led more than a dozen ground leaders of the MNLF group while Peace Implementing Panel Chair and Commissioner of the Bangsamoro Transition Commission, Mohagher Iqbal, BLMI Executive Director Ustadz Mahmod Ahmad and this writer sat for the MILF in the second phase of the continuing dialogue among the two fronts at the Marianne Hotel in Cagayan de Oro City from April 29 to 30, 2018.
At the outset challenges were identified that must be addressed such as unity of the Bangsamoro in the present state of things, biases of the majority Filipinos against the Moro, and the status of the BBL in both houses of the Congress of the Philippines.
During the session proper, a Lanao delegate suggested creation of joint advocacy engagement on the ground where both political and military components of the two fronts are represented. Another suggestion was the holding of another Bangsamoro Assembly where all sectors will be involved and a Second Dansalan Declaration will come up, referring to the 1935 meeting of Moro leaders where they announced their preference of being a special province of the United States rather be incorporated into the incoming Philippine state.
Chairman Iqbal reminded the attendees that it will be prudent for all to toe the line and obey what were agreed up in the Central Committees of the two fronts and allow them to trickle down on the ground among the followers.
He also briefed the leaders about the status of the BBL in the Congress, giving details on the engagement of the Implementing panel, the Bangsamoro Transition Commission and the Central Committee of the MILF giving a seemingly bright prospect for the bill especially with the long awaited certification of the measure by the president as urgent administration bill.
Chair Iqbal also recalled the Bangsamoro Assembly in November of 2017 where more than I million attended and raised the probability of a bad scenario where certain group or groups would veto what were worked out and decided by the fronts. He did not discount the possibility of another assembly but cautions the tremendous financial requirements the same will entail.
A recurring concern is the fate of 34,000 employees of the ARMM that will be affected by the transition to the Bangsamoro government. But a closer look will reveal a fact that this is not the first time that change of government happened in ARMM. The same happened when the autonomy was first set up pursuant to Republic Act 6734 abolishing the Lupong Tagapagpaganap ng Pook (LTP) to give way to the Autonomous Region in Muslim Mindanao in 1989. And there was not much problem encountered at the time.
At any rate the Bangsamoro Basic Law contains detailed provisions on the mechanics and solutions to problems of this nature.
Then again, leaders of the MNLF from the island province of Basilan, Sulu and Tawi Tawi met again the delegation from the MILF at the Ever O Hotel, Zamboanga City from May 2 to 3 for dialogue and strategic planning on the issues confronting the Bangsamoro as a whole.
Quite frank but fruitful was the strategic planning on the second day of the meeting/dialogue. Utilizing the SWOT analysis of problem solving, the attendees recalled the strengths of the assertion of Moro right to self-determination like the intact MILF organization, easy access to the IMT, strong mass base particularly in Maguindanao and Basilan, Bangsamoro Coordination Forum and convergence of the two fronts. Opportunities they noted is basically making wise use of the identified strengths.
Weaknesses lie in leadership vacuum and division on the ground, leaders unarticulated on the BBL, lack of information dissemination, no firm stand and easily swayed by others, lack of resources for campaign and engagement.
The threats consist mainly of the Moro and non-Moro political leaders both in mainland Mindanao and the island provinces specifically Zambonaga City, Lanao del Norte and Sulu. But they also contended that even weaknesses and threats when properly addressed and managed could turn to opportunities and strength in the final analysis.
With the active and reliable role of the secretariat led by Wahab Guialal and the boys, by and large the continuing dialogue was quite successful and encouraging to continue.

“Parliamentary system is the most appropriate form of governance for the Bangsamoro people,” Moro Islamic Liberation Front (MILF) Implementing Panel Chairman Mohagher Iqbal said during the Bangsamoro Islamic Armed Forces (BIAF) Officers Assembly on Monday (May 7) held at Camp Darapanan in Sultan Kudarat, Maguindanao.
Iqbal spoke before an estimated crowd of more than 50,000 BIAF, including civilians, coming from different provinces of Mindanao to give updates of the Bangsamoro peace process.
He related that the Bangsamoro before it was annexed to the Republic of the Philippines had its own governance similar to what is today’s parliamentary system.
Iqbal explained that the parliamentary system is “group leadership” and it is adherent to Islamic principles where decisions are made out of consultation of the members of organization.
“The Moro people used to practice consultative leadership where the cabinet members of the sultanate were consulted in making decisions,” he narrated.
Iqbal recalled the statement of the late MILF Chair Salamat Hashim who said that “The most civilized way of resolving the Bangsamoro problem is through negotiated political settlement.
“The real problem of the Bangsamoro is how to regain its self-governance,” he underscored and stressed that “Genuine autonomy is the political solution where the Bangsamoro people will have power, authority and access to their resources.”
“With peace negotiation, we avoid loss of life and destruction of properties,” he told the Assembly participants and added that at present, “The two panels are already engaged in the peace implementation phase.”
The MILF started peace negotiation with the GPH in 1997 with a mutual desire to come up with the concrete solution to address the Mindanao problem.
“We were engaged in peace talks with five presidents, starting with President Ramos to Estrada, Arroyo, Aquino and now with President Duterte,” the MILF peace implementing panel chair.
He related further that the two parties have signed the Framework Agreement on the Bangsamoro and the Comprehensive Agreement on the Bangsamoro of 2014, two political documents where the provision to establish the Bangsamoro government through passage of the Bangsamoro Basic Law (BBL) is inscribed.
Iqbal is hopeful that the lawmakers will ratify the BBL drafted by the Bangsamoro Transition Commission and noted that President Duterte has the commitment to pass the BBL.

The Communist Party of the Philippines (CPP) condemns the 2018 Balikatan joint war exercises between the Philippine and US military forces which violate Philippine sovereignty, heighten the militarization of the Asia-Pacific and drag the Philippines to the rising military tensions between the US and China.
The Balikatan 2018 war exercises outrightly violate Philippine sovereignty. US military forces are being allowed to sail its nuclear-powered and -capable warships into Philippine seas. The US forces are allowed to fly their jetfighters and drones over Philippine airspace. US naval forces are scheduled to mount practice amphibious invasion maneuvers on Philippine coastal areas.
Under the Visiting Forces Agreement which govern the Balikatan exercises, Philippine government officials have no authority to check on the cargo of US warships. Thus, the Philippine government cannot enforce its own 1987 constitution which prohibits the entry of nuclear weapons. The American military have long stationed missiles and other weapons in its exclusive facilities without informing the Philippine public.
With the Balikatan exercises and its focus on so-called “counter-terrorist” operations, the US is set to further heighten its intervention in the Philippines. With the terror tagging of the CPP and NPA by the US and Duterte regime, the US is set to increase its counter-insurgency intervention operations in the country. This constitutes direct intervention in a domestic conflict.
By providing the Duterte regime with military aid, the US is supporting Duterte’s fascist rampage against the people.
The Balikatan war exercises strengthens the US hegemonic foothold in the Philippines and exarcerbates military tensions in the Pacific region. It makes the Philippines an accessory to US imperialist power projection. As in the second world war, the US is dragging the Philippines to its imperial wars.
While protesting the Balikatan war exercises, the CPP denounces as well the Chinese deployment of missiles in its military outposts in the South China Sea which violates Philippine sovereignty as these are being erected within the Philippine’s exclusive economic zone. Like the Balikatan exercises, the deployment of these missiles stoke military tensions in the Asia-Pacific region.
Between the US and China, it is the US which is the bigger giant trampling on Philippine sovereignty. American boots are on the ground.
The CPP supports the protests being mounted against the Balikatan exercises. It urges the Filipino people to call for the demilitarization of the South China Sea. They must amplify the demand for the pull-out of all US troops and facilities in the Philippines and the dismantling of Chinese military facilities in the South China Sea.

Women, youth slam US-RP Balikatan military exercises

Militant women and youth slammed the administration of President Rodrigo Duterte for allowing the new round of US-RP Balikatan joint military exercises.
In a statement, Anakbayan Secretary General Einstein Recedes said Duterte has continued its “subservience to the US imperialist agenda by actively allowing the presence of American troops in the country which is a clear affront to the national sovereignty.”
The opening ceremony of the 34th Balikatan Exercises was held on Monday, May 7 at the Camp Aguinaldo and led by Defense Secretary Delfin Lorenzana, US Ambassador Sung Kim, and AFP Chief of Staff Gen. Carlito Galvez.
“The Duterte regime is a complete US flunky for allowing American troops to use our lands as playing field for their war games that do not benefit the Filipino people,” Recedes said.
Around 5,000 Filipino troopers and an estimated 3,000 American soldiers will join the amphibious assault drills set to commence on Wednesday in San Antonio, Zambales.
The drill will culminate on May 18.
New generation of ‘comfort women’
For its part, the women’s group Gabriela also denounced the conduct of Balikatan exercise, saying it will only result to the generation of new “comfort women” in the country.
“We fear the rise of a new generation of ‘comfort women”.” We fear the rise of military sexual slavery and other forms of abuse against Filipino women by foreign troops under the so-called US’ Operation Pacific Eagle,” Gabriela Secretary-General Joms Salvador said in a statement issued on Monday.
The continued presence of US forces in the country also spawned the rise of the sex industry particularly in areas where US facilities are situated.
“The Balikatan exercises, likewise, not only trample upon Philippine sovereignty by transforming the country into a theater for the US’ so-called war against terrorism. It potentially spells another Marawi for other parts of the country and drags the nation into a perilous situation as the US-China military conflict intensifies,” Salvador said.
She said, “The Duterte government now wants us to simply forget not only by spreading the false information that Japan has already apologized to the victims but also by removing any remaining symbol of these atrocities with the recent removal of the ‘comfort woman’ statue on Roxas Boulevard.”
The most infamous cases involving US soldiers were the murder of Jennifer Laude, and the rape committed by Daniel Smith against ‘Nicole’.
Threat to livelihood
Anakbayan condemned Balikatan for threatening to destroy the livelihood of affected communities.
The government said the military drills will focus on counterterrorism, mutual defense, humanitarian exercise and disaster response.
“The US-Duterte regime is foolishly masquerading the Balikatan as a goodwill exercise, but in actuality, it is about enhancing mutual capabilities to launch operations that destroy the livelihood of entire communities and violate their rights, just like what they did in Marawi in line with the US’ war on terror,” Recedes said.
He also lamented against the continued adherence of the Duterte administration to the Enhanced Defense Cooperation Agreement or EDCA.
The agreement, the group insisted, is a “clear part of the ‘pivot to Asia’ geopolitical strategy of the US to strengthen its foothold in the region amid rising threats to its hegemony posed by China and Russia.”
Anakbayan scored the construction of military facilities under EDCA in the areas of Basa Air Base in Pampanga, Nueva Ecija, Misamis Oriental, Palawan, and Cebu.
“In exchange for loans and support to his war on drugs and fascist dictatorship, the US-Duterte regime has willingly made the Philippines a pawn of the United States to contain China, putting the country at a potential risk of being caught in a war between the rival imperialist nations,” Recedes said.
“We reiterate the call to abrogate Balikatan, EDCA, and all other existing lopsided military agreements with the US, and enjoin the youth to intensify the fight against foreign intervention and exploitation by forwarding the national democratic revolution with a socialist perspective,” Recedes concluded.

Rookie cop killed in Sorsogon ambush
From the Philippine News Agency (May 8): Rookie cop killed in Sorsogon ambush
A rookie policeman was killed in an ambush staged by five armed men suspected to be members of the New People's Army in Barangay Naspi, Pilar town in Sorsogon province on Monday afternoon.
The victim was identified as Police Officer 1 Darwin Borsil assigned at Castilla Municipal Police Station, PNP Bicol spokesperson Senior Insp. Ma. Luisa Calubaquib said.
Citing a report, Calubaquib said Borsil was on his way to Castilla MPS on board his motorcycle when he was waylaid by five unidentified armed men along the highway around 5:50 p.m. Monday.
The still unidentified gunmen shot him several times, killing him on the spot. The suspects escaped going to the mountainous area of the village, Calubaquib added.
Pilar MPS is looking into the possible identities and motive of the suspects in killing Borsil.
Initial information showed that the victim was a former village chairman before entering the police service.

CAMP AQUINO, Tarlac City ---The Staff Exercise (STAFFEX) and Command Post Exercise (CPX) for Balikatan 2018 started on Tuesday in Northern Luzon Command (NOLCOM) grounds here.
Brig. Gen. Milfredo M. Melegrito, NOLCOM deputy commander and designated Exercise Support Group (ESG) director, graced the ceremony signaling the start of the exercise inside this camp.
Melegrito said the STAFFEX and CPX, which will be conducted at the NOLCOM headquarters here, are some of the activities for Balikatan 2018 that will emphasize joint and combined application on military planning and decision making process that will address simulated scenarios.
“The STAFFEX/CPX will also test the joint planning skills and synchronization of planned actions of Filipino officers, in tandem with their US counterparts, in resolving typical defense and security contingencies,” he said.
The theme of the exercise will be on mutual defense; counter-terrorism; and humanitarian assistance and disaster response wherein scenarios will include planning and participation of PH and US government, focusing on maritime security; chemical, biological, radiological, ruclear and Explosives (CBRNE) threats; and humanitarian assistance.
Melegrito added that NOLCOM personnel, together with other units involved in the training, will actively participate in the conduct of Balikatan 2018, to acquire optimum mutual benefits from the exercise and strengthen relations between involved forces.

TUBA, Benguet -- The Municipal Council passed a resolution asking President Rodrigo Duterte not to approve the recommendation of Department of Environment and Natural Resources (DENR) Secretary Roy Cimatu for the issuance of a Presidential Proclamation reserving an additional area of 106 hectares over a parcel of land for the training ground of the Philippine Military Academy (PMA) in Barangay Camp 6.
In February this year, Cimatu revealed that PMA wanted to expand the present 374,000 hectare area proclaimed as military reservation by another 105 hectares. Cimatu said the academy has asked President Rodrigo Duterte to issue a proclamation regarding the matter.
In Resolution No. 60-2018, copy of which was obtained on Tuesday, provides that “the local government of Tuba was not informed and consulted about the proposed issuance of Presidential Proclamation reserving an area of 105.9018 hectares for the multipurpose training ground and other military facilities of PMA in Tuba.”
It further stated that the delineation and recognition process for Tuba Ancestral Domain is pending before the National Commission on Indigenous Peoples (NCIP).
The local council also anchored its resolution on the provision of Section 2 of the Local Government Code, which provides that “it is likewise the policy of the State to require all national agencies and offices to conduct periodic consultations with appropriate local government units, non-governmental and peoples organizations and other concerned sectors of the community before any project or program is implemented in their respective jurisdictions.”
The council aslo cited Section 27 of the same law, which states that, “no project or program shall be implemented by government authorities unless the consultations are conducted and prior approval of the Sanggunian concerned is obtained,” and that “that occupants in areas where such projects are to be implemented shall not be evicted unless appropriate relocation sites have been provided, in accordance with the provisions of the Constitution.”
The council resolution stated further that “there are also ancestral land claimants over the lot which is the subject matter of the proposed Presidential Proclamation, hence, there is also a need to address the issues raised by the claimants (Ibaloys) before its issuance.
“It’s just proper that PMA should first seek permission from the host municipality,” said Councilor Tita Bugtong, Committee on Indigenous Peoples.
Last month, a similar resolution was passed by the Benguet Provincial Board urging MalacaƱang to hold action on a proposed proclamation that would allow the country’s premier military institution in Baguio City to annex a portion of Tuba town.
Earlier, Cimatu relayed that in the letter to the President, the academy said that granting the PMA the additional land would “assure the academy of a secure water source and help protect the area from intrusions, encroachments and other forms of adverse claims.”
Cimatu earlier added that the expansion area is outside a property being claimed by an IP family that has been operating small-scale mining.

Senior Supt. Rufino Inot, Basilan police director, identified the arrested suspect as Unjie Jammang alias Dams, 50, a resident of Barangay Canibungan, Lantawan town.
Jammang has a PHP600,000 reward for his capture based on the Department of National Defense-Department of Interior and Local Government (DND-DILG) reward list for wanted personalities.
Inot said Jammang, who has standing warrants of arrest for kidnapping and serious illegal detention with ransom, was arrested in an operation around 3 a.m. Tuesday in Barangay Taberlongan, Maluso, Basilan.
He said the warrants stemmed from the suspect’s alleged involvement in the June 2001 Lamitan siege and June 11, 2001 kidnapping of 15 workers at the Golden Harvest Plantation in Barangay Tairan, Lantawan, Basilan.

President Rodrigo R. Duterte will lead the commemoration of the renaming of Benham Rise to Philippine Rise by visiting the natural submarine prolongation of the Luzon Island on May 15 to 16.
“The President will be commemorating the renaming of Benham Rise to Philippine Rise by visiting the Philippine Rise itself; and this is on May 15 to 16,” Presidential Spokesperson Harry Roque said in a Palace press briefing Tuesday.
Roque said Duterte will also launch the start of scientific research to be conducted by an all-Filipino team composed of 50 scientists.
“So the event will be attended by the 50 scientists whom the President will be sending off, as they start their scientific researches in Philippine Rise,” Roque said.
On May 16, 2017, Duterte signed Executive Order No. 25 changing the name of the undersea feature to Philippine Rise.
“The Benham Rise Region is subject to sovereign rights and jurisdiction of the Philippines pursuant to relevant provisions of the 1987 Philippine Constitution, national legislation, and the UNCLOS and applicable international law,” stated in EO 25.
In 2012, the United Nations, through recommendations of the Commission on the Limits of the Continental Shelf (CLCS), approved the Philippines’ claim that the Philippine Rise is within the country’s 200-nautical-mile exclusive economic zone.
Last month, Duterte announced that he is going to sail to Benham Rise to “make a statement there that nobody but nobody owns this place including the continental shelf, the underground land mass that extends under the sea”.
He was earlier quoted as saying, “I will go to war” if foreign countries would claim the area which is potentially rich in mineral and natural gas deposits.
The President earlier issued an order requiring all international researchers to secure permission from the Philippine government if they wish to conduct studies on Philippine Rise.
Duterte said Filipino researchers will be given priority in exploring the 13-million hectare undersea plateau off Aurora province.

The Philippine government (GPH) has started engaging the Communist Party of the Philippines-New People's Army-National Democratic Front (CPP-NPA-NDF) in informal peace talks in Europe, MalacaƱang said on Tuesday.
Presidential spokesperson Harry Roque said that Presidential Adviser on the Peace Process Jesus Dureza and Labor Secretary Silvestre Bello III have informed President Rodrigo R. Duterte about this development during the 25th Cabinet meeting on Monday.
“President Duterte was briefed last night after the Cabinet meeting by Cabinet Secretaries Jesus Dureza and Silvestre Bello to inform him that the efforts to resume peace negotiations with the CPP-NPA-NDF are underway with backchannel informal talks now taking place in Europe,” Roque said, reading from the statement from the Office of the Presidential Adviser on the Peace Process.
Roque said Dureza and Bello have also informed the President that his clear directives are being relayed across the table, and are now the subject of discussions in the ongoing meetings.
“Our team is now in Europe, and we are informed that there are initial positive results so far -- this, according to Secretary Dureza,” Roque said, reading Dureza’s statement.
Roque, meanwhile, said that according to Bello, the team will return home “soon” to personally brief the President of the outcome.
“We are doing our best to meet the deadlines set by the President about the resumption of talks within 60 days,” Roque said, reading Bello’s statement.
Last month, Roque said the Duterte administration may withdraw its petition to declare communist rebels as terrorists but only once formal peace agreements have been signed.
Duterte himself said that he is willing to resume peace talks under three conditions -- absolute ceasefire; no collection of revolutionary taxes; and no coalition government.
Should peace negotiations resume, Roque said that the government could file a manifestation to hold the petition in abeyance, pending the outcome of the peace talks. The petition stays until there is a final peace agreement signed.
“I think it will be withdrawn if there is a final peace agreements signed. But while the peace talks are ongoing, what we can do is keep it there,” Roque said.
Roque confirmed that Duterte also vowed to assist members of the CPP-NPA if they agree to his terms.
“Well, he will find ways and means to assist members of the CPP-NPA by way of providing them livelihood and housing if possible; provided that they cease and desist from collecting revolutionary taxes,” Roque said.
Duterte started formal peace talks with the NDFP shortly after he became President in 2016 but canceled them in November last year amid continued attacks by the NPA on government forces.

"Pursuant to the provisions of existing laws, you are hereby appointed Admiral (0-10), Philippine Coast Guard (PCG), Department of Transportation (DOTr)," Hermogino’s appointment paper read.
Hermogino was appointed as commandant of the Philippine Cost Guard (PCG) January this year.
Hermogino is a member of the Philippine Military Academy Class of 1985 and was a Maritime Safety Service Commander prior to his appointment.
PCG is one of the attached agencies of the DOTr headed by Secretary Arthur Tugade.

In return, I ask that you help me restore the people’s faith in their government,” Duterte said in his speech during the AFP officers’ oath-taking at MalacaƱan Palace.
“We will see to it that the nation that we hand over to the next generation of Filipinos is one that is more stable, harmonious and progressive,” he added.
Duterte also urged them to remain “steadfast and vigilant” in pursuing the government’s efforts to eradicate social ills particularly illegal drugs, corruption, and criminality.
“Despite the significant progress that we have made against illegal drugs, corruption, and criminality, our country is not yet safe from harm and danger,” Duterte said.“Nonetheless, I remain optimistic that we can prevail against those challenges if we work together as a people and as a nation.”
Duterte said his fight against corruption will continue until his last day of his term in 2022.
“I have fired so many due to corruption. There is another one,” Duterte said without giving name.

5 NPA supporters surrender in Nueva Vizcaya

Five more members of the New People's Army’s (NPA) "Militia Ng Bayan" have voluntarily surrendered to security troops in Ambaguio municipality, Nueva Vizcaya province on Monday.
In a statement Tuesday, Capt. Jefferson Somera, 5th Infantry Division spokesperson, said the five rebel supporters turned themselves in to troopers of the 54th Infantry Battalion and personnel of the Ambaguio Police at the Landing Patrol Base in Barangay Poblacion.
Somera said their surrender was made possible through the intervention of Barangay Ammoweg.
Before their surrender, the five served as contacts, couriers and spies of regular NPAs operating in the area.
As of this posting, they were being debriefed at the Landing Patrol Base.
As of Jan. 1, the 5th Infantry Division has recorded the surrender of seven NPA rebels and 63 "Militia Ng Bayan" members.

Somera said their surrender was made possible through the intervention of Barangay Ammoweg.
Before their surrender, the five served as contacts, couriers and spies of regular NPAs operating in the area.
As of this posting, they were being debriefed at the Landing Patrol Base.
As of Jan. 1, the 5th Infantry Division has recorded the surrender of seven NPA rebels and 63 "Militia Ng Bayan" members.

Aaron Aquino, director general of the Philippine Drug Enforcement Agency (PDEA), identified the suspects as MILF member Maguid Taug Abdul and his wife Saguira Bali Usman.
In a statement on Monday, the PDEA disclosed that the two were “responsible for the proliferation of illegal drugs in Pagadian City and nearby towns in Maguindanao.”
Abdul and Usman were arrested by joint elements of PDEA Regional Office ARMM, 90th Infantry Battalion of the 6th Infantry Division, Maguindanao Police Provincial Office-Provincial Intelligence Branch and local police in Poblacion Dalican, Datu Odin Sinsuat, Maguindanao on May 3, Thursday.
The PDEA said 13 pieces of heat-sealed transparent plastic sachet of suspected shabu, weighing more or less 22.8 grams, with an estimated value of Php149,600.00, were seized from the suspects’ possession.
Aside from the suspected shabu, also confiscated from the suspects were one Federal caliber 45 pistol, one caliber 45 holster, one caliber 45 magazine assembly, two rounds of caliber 45 live ammunition, two mobile phones, two identification cards, and cash amounting to P770.
“The suspects will be charged for violation of Article II of Republic Act 9165, or The Comprehensive Dangerous Drugs Act of 2002, and violation of RA 10591 (Comprehensive Firearms and Ammunition Act),” the PDEA said.

MAGUINDANAO — The former separatist group Moro Islamic Liberation Front (MILF) is allowing its members to vote in the May 14 village and youth council elections and even the setting up of polling precincts in its camps.
They, however, could not yet run as candidates or join the electoral campaign, said Von Al Haq, spokesperson for the MILF’s military wing, Bangsamoro Islamic Armed Forces.
For MILF leaders, Al Haq said their participation was on a voluntary basis. It was up to them if they vote or not, he said.
Candidates in the barangay and Sangguniang Kabataan elections are barred from running under a political party, as the polls are nonpartisan.
The MILF first relaxed its policy on the electoral exercise of supporters in the 2013 midterm elections. It announced that they would be allowed to vote, but campaigning and other forms of action that benefited candidates were banned.
Electoral policy
In 2015, the MILF formed United Bangsamoro Justice Party in anticipation of its participation in the 2016 presidential election and the passage of the Bangsamoro Basic Law (BBL) to govern the proposed Moro homeland. Congress, however, has failed to pass the BBL.
“Unless the BBL had been put in place and the new Bangsamoro entity had been established, we cannot participate in any elections,” said Ghazali Jaafar, MILF first vice chair.
To help ensure that the May 14 polls will be peaceful and orderly, Al Haq said the MILF’s Coordinating Committee on the Cessation of Hostilities (CCCH) had signed a deal with the military, which permitted government forces to move freely inside MILF territories as long as their activities were related to their election duties.
“We know that they will enter, pass by, or bring in ballots. And that was agreed on by both parties. We do not see it as a problem,” he said.
Avoiding friendly fire
He said, however, that proper coordination must still be observed to avoid confusion and friendly fire.
While government forces were tasked with securing the elections, the MILF is willing to provide immediate support if necessary, Al Haq said.
The MILF and the military have also agreed to establish mechanisms that would ensure the free movement of civilians and MILF forces inside rebel-held areas, he said.
“Main routes, water and land usually used by the MILF troops during movements and activities shall be left open,” Al Haq said. “Provided, however, that MILF movements are properly coordinated earlier with the [government] CCCH and the existing ceasefire mechanisms.”
MILF members who will vote are not allowed to carry firearms, he said. Likewise, armed members are prohibited from approaching polling centers and precincts.
The movement of MILF members will be restricted, Al Haq said. They will be barred from massing up in any area during the election period, except at Camp Darapanan in Maguindanao and Camp Bushra in Lanao del Sur.

MAYOR Maria Isabelle Climaco-Salazar said Monday, May 7, that Zamboanga City does not recognize any camps except those established by legitimate security forces like the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP).
Salazar's statement came following reports that certain individuals have attempted to set up a Moro National Liberation Front (MNLF) camp over the weekend in Sitio Anuling, Barangay Pamucutan, Zamboanga City.
Task Force Zamboanga and PNP personnel conducted a dialogue with alleged MNLF members. The signage was then dismantled without resistance from the group.
The concerned group was informed that the City Government does not allow the setting up of such camps.
Salazar has called on the residents to remain vigilant and to immediately report the presence of suspicious individuals and help stop the establishment of MNLF camps in any part of the city.
Salazar said the Ad Hoc Joint Action Group has declared the action as illegal and has informed the group to cease from future attempts to disrupt security in Zamboanga City.

CAGAYAN DE ORO CITY: The unidentified body of the slain New People’s Army (NPA) rebel was turned over to Datu Juliano Lipangga, the tribal leader in the mountain village in San Luis, Malitbog in Bukidnon.
Insp. Hubert Terol, Malitbog Police Station chief, said the military recovered the decomposing body during clearing operations in the mountains of Victory in San Luis after the government troopers encountered the NPA on Friday afternoon.
Lt. Col. Ronald Illana, commanding officer of the 8th Infantry Battalion (8IB) said, a team was dispatched to the area after a report about the presence of an armed group reportedly asking candidates in the Barangay and Sangguniang Kabataan elections to pay for a permit to campaign (PTC) and permit to win (PTW).
“I am deeply saddened that another deceived Filipino citizen died in an encounter with my troops,” Illana said in a statement.
He said the NPA recruit members but when an encounter happens, they leave them behind either dead or wounded.
Recovered along with the dead body was an M16 rifle. There was no report of any casualty on the side of government troopers, Illana added.

A recent delivery has once again raised questions about future plans on this front.
This week, reports once again surfaced about how the Philippines intended to arm its attack craft that had been added to its arsenal last year. The ongoing attention to this development reflects the broader concerns around the expansion of the Philippines’ still limited military capabilities under President Rodrigo Duterte.
As I have noted before in these pages, as the Philippines seeks partners to realize some key line items in its ongoing military modernization, the Philippines and Israel have been making inroads in the defense realm over the past few years, including through several procurement deals (See: “What’s Next for Philippine Military Modernization Under Duterte?“). Over the years, the Armed Forces of the Philippines (AFP) has placed orders for a range of equipment, including missile systems, armored personnel carriers, and radars, from several Israeli firms.
In just the past few weeks alone, the Israel-Philippine relationship has been in the headlines. Beyond the commemoration of the bilateral relationship more generally, on the defense side, there have also been deliveries of Israeli-made weapons, including to the Philippine Coast Guard (PCG) and the Philippine Navy (PN). One of these was the Spike extended range missile systems from Israeli weapons weapon manufacturer Rafael Advanced Defense Systems to be installed on the PN’s multiple-purpose attack craft (MPACs), which had officially been added to the 3rd Boat Attack Division of the PN’s Littoral Combat Force (LCF) in May 2017 in accordance with Philippine defense modernization plans (See: “Philippines Gets New Israel Missile System for its Attack Craft”).
The delayed arrival of the missile system, which had been expected late last year, was followed by its integration onto the MPACs, after which there would be technical inspections before official acceptance and use. The MPACs were initially cited as being intended for use for a variety of purposes, including patrols, search and rescue, ship boarding, and surface warfare operations related to missions ranging from counterterrorism to maritime law enforcement.
As that has begun to take shape, questions have also begun to surface on how the arming of the MPACs might proceed more generally as well. Though the initial plan had been to equip three of the existing MPACs with the missile systems, the Philippines currently has nine MPACs with plans for more coming online as well.
On Friday, according to the Philippine News Agency, Arsenio Andolong, a spokesperson at the Department of National Defense (DND), said that the idea of arming all operational MPACs with missiles was an idea “still under consideration.”
Andolong unsurprisingly did not offer much more in the way of specifics. Though the idea of equipping all MPACs with missile systems is no doubt an improvement on them in terms of capability, whether such plans can be realized has been contingent on a range of factors including what else is in Manila’s arsenal and to what extent various priorities will eventually be funded. It is worth noting, for instance, that even though arming the few MPACs had been something already included as part of the Philippine military modernization budget, it was initially unclear whether or not the money would actually be allocated until this was subsequently confirmed.

The exasperation in Camp Aguinaldo was apparent early morning on Monday, May 7, before the formal opening of the Balikatan 2018 exercises between the US and Philippine militaries.
A Philippine military spokesman relayed new instructions that the media will no longer be allowed to cover the amphibious landing exercise to be held at a Philippine naval facility in Zambales on Wednesday.
The ban was recalled later after a closed-door meeting between Philippine and US officials. US officials were not aware of the media ban, based on their surprised reactions when sought for comment.
Zambales was opened to the media, after all, but other exercises are still off limits.
What is Balikatan? The US and Philippine militaries have an unmatched alliance, owing to over 70 years of cooperation that dates back to World War II. The Mutual Defense Treaty (MDT) was signed after the war, binding them to come to each other's defense if one or the other's sovereignty is threatened.

Sensitive exercises have been traditionally off limits to the media, including some command post exercises between Philippine and US generals. The new ban covers exercises that are traditionally open to the media, however.
If the Zambales ban was not recalled, the media would have been effectively allowed only at the opening and closing ceremonies in Camp Aguinaldo.

Satellite images from Washington-based Asia Maritime Transparency Initiative (AMTI) show that Vietnam has the most number of facilities in the Spratly Islands.
According to AMTI's island tracker, Vietnam has built facilities on 21 rocks and reefs in the Spratly Islands, along with 14 isolated platforms on six underwater banks that it does not consider part of the disputed island chain. However, China and Taiwan consider it part of the Spratlys.
The Philippines only has one airstrip on Pag-asa (Thitu) Island, one of the largest features in the Spratlys.
Other Manila-controlled features in the island group such as Rizal (Commodore) Reef, Patag (Flat) Island, Melchora Aquino (Loaita) Cay, Kota (Loaita) Island, Lawak (Nanshan) Island, Parola (Northeast Cay) Island and Ayungin (Second Thomas) Shoal remain bare.
In August 2017, there have been reports that Chinese vessels, including fishing, coast guard and navy ships had been operating near Pag-asa Island.

Foreign Affairs Secretary Alan Peter Cayetano then said that the reported presence of Chinese ships near the Manila-claimed island in Palawan should not be a cause for alarm.
"Why were we not concerned about the US doing freedom of navigation, ang lalaki ng ships nila. You know why? Kasi they’re our allies so if we keep looking at China as the enemy, every time na may movement sila masyado tayong nag-re-react," Cayetano said.
Meanwhile, China has seven outposts in the Spratlys — Calderon (Cuarteron) Reef, Kagitingan (Fiery Cross) Reef, Burgos (Gaven) Reefs, McKennan (Hughes) Reef, Johnson Reef, Panganiban (Mischief) Reef and Zamora (Subi) Reef.

Government troops and police arrested 30 Islamic State-inspired terrorists in a surprise commando-type offensive deep into their lair in the lakeshore town of Lutayan in Sultan Kudarat province, officials said Sunday.
Police Supt. James Gulmatico, Sultan Kudarat police provincial director, said the operation by the 4th Special Action Battalion of the Police Special Action Force and the 33rd Infantry Battalion of the Philippine Army, took place in Markadz, Barangay Sisiman, Lutayan.
Gulmatico said the arrested men were being interrogated, and that the police will provide further updates later.
Seized from the extremists were one M-16 automatic rifle; three homemade shotguns; two rifle grenade; two hand-held two-way radios, an improvised bomb with coiled electrical wire, a cellular phone for a triggering device, and nails.
News of the successful raid came a day before Armed Forces chief Gen. Carlito Galvez Jr. opened the Balikatan joint Philippine-US military exercises on Monday.
Galvez, who headed the overall Philippine military operations against the IS-inspired extremists in Marawi City, acknowledged how the US forces provided Filipino counterparts with “intelligence support in real time,” as well as ammunition, and other resources like rubber boats, firepower, and capability training.
A lakeshore city, Lutayan town sits on a southern shore of Lake Buluan, similar to Marawi.
In both cases, local officials were unaware of the presence of the extremists.
Australia and Japan on Monday joined the humanitarian operations component of Balikatan 34, which is being held from May 7 to 18 in multiple locations in Luzon.
The participating forces have already conducted a series of community engagement activities since April 19, the US Embassy said in a statement.

Despite continued challenges, the drills have been scaled up relative to the previous year.
This week, the United States and the Philippines launched the 34th iteration of their biggest annual bilateral exercise known as Balikatan. Though only a few specifics have been released so far, initial indications are that this year’s iteration of the exercises has been scaled up relative to the previous year, mirroring the pattern we have witnessed in the broader bilateral defense relationship under Philippine President Rodrigo Duterte.
As I have noted previously, despite initial uncertainties created for the U.S.-Philippine alliance during the Duterte era, defense ties between the two sides have actually not only been sustained in most areas, but even quietly expanded in some realms (See: “What Will US-Philippines Military Exercises Look Like in 2018?”). Though indications were that this would also be the case with respect to Balikatan as well, an actual assessment had to await specifics related to the exercise.
The specifics available so far indicate that this year’s iteration of Balikatan certainly constitutes a major boost relative to the previous year. For instance, in terms of troop numbers, while only over 5,000 participated last year, according to Lieutenant Liezl M. Vidallon, the Balikatan Combined Joint Information Bureau chief, this year that number is up to 8,000, which includes 5,000 personnel from the AFP and 3,000 troops from the U.S. side.
Beyond the numbers, and more substantively, in terms of the kinds of activities carried out in the various components of Balikatan this year, there are also indications of a boost as well. Most notably, certain engagements previously downgraded or not publicly emphasized last year were included this year. For instance, according to the U.S. Embassy in Manila’s public statement, operational and counterterrorism training exercises will include a joint combined live fire exercise and an amphibious raid. The focus of the drills will include military operations in urban terrain based off of lessons learned from the siege by Islamic State-backed militants in the southern Philippine city of Marawi, which had an important role in catalyzing alliance cooperation (See: “ASEAN’s Post-Marawi Islamic State Challenge”).
To be sure, a more comprehensive assessment of the Balikatan exercise will have to wait until the exercises themselves conclude on May 18, as there are typically more details released thereafter, including on the role of other countries involved beyond the United States and the Philippines such as Australia and Japan. And though some basic metrics such as the ones above indicate that the drills have been scaled up relatively speaking, it is worth keeping in mind that, for perspective, in terms of more meaningful conceptions of scale and scope, they are still not where they were during the Obama years. Yet that should not detract from the fact in spite of lingering challenges in the Duterte era, Balikatan is gradually scaling up just as the U.S.-Philippine alliance has been.

At least 12 suspected militants were killed in clashes Monday between Philippine troops and a band of Abu Sayyaf gunmen holding four hostages, including two policewomen, the military said.
The fighting began early Monday when a 70-member Abu Sayyaf force attacked soldiers from the 21st Infantry Battalion who were patrolling a remote village in Patikul, a town on southern Jolo island, said Brig. Gen. Cirilito Sobejana, the local army commander.
Sobejana said reports from the field indicated that a dozen Abu Sayyaf fighters were killed.
“They were buried by their comrades,” he said, adding that seven soldiers were wounded, but were said to be out of danger.
The clashes broke out after troops had launched a search-and-rescue operation against militants responsible for the April 29 abduction in the same area of two policewomen, Benierose Alvarez and Dinah Gumahad, and two civilians, identified as Jakosalem Ahamad Blas and Faizal Ahidji.
Authorities said the kidnappers were demanding a ransom of five million pesos (U.S. $96,153) in exchange for the freedom of their captives, but the government said it rejected the demand.
Last week, fighting on Jolo island left one Abu Sayyaf gunman dead and nine others in nearby Basilan island over the weekend.
Basilan and Jolo, covered mostly by impenetrable jungle terrain, are bailiwicks of the Abu Sayyaf, a small band of militants on the U.S. government’s list of foreign terrorist organizations responsible for kidnappings, beheadings and random bombings.
One of its leaders, Isnilon Hapilon, had been appointed as the Islamic State’s leader in the region. He was killed late last year after leading a five-month siege that destroyed the southern city of Marawi and left at least 1,200 people – mostly militants – dead.
Brig. Gen. Juvymax Uy, the military task force commander in Basilan, said the group of Abu Sayyaf leader Furuji Indama was the target of air and ground assaults in Basilan.
Uy said Indama’s group and another sub-leader named Radzmi had a combined force of around 40 followers. He said elite scout rangers were able to close in on the group of Indama for a 30-minute firefight.
“The Air Force provided air support to the scout rangers,” Uy said, adding that they had recovered the remains of one of the nine dead rebels.
In February 2017, Abu Sayyaf members beheaded German yachtsman Jurgen Kantner after his government failed to pay a ransom equivalent to $600,000. Two Canadian hostages suffered the same fate the previous year.
The Abu Sayyaf also were blamed for bombing a passenger ferry on Manila Bay, leaving at least 100 dead in 2004, in the country’s worst terrorist attack.

POLICE have arrested and charged an alleged member of the Maute terror group who took part in the five-month Marawi siege in 2017, Philippine National Police (PNP) chief Oscar Albayalde said Tuesday, May 8.
Unday Macadato, who allegedly served as a sniper during the Marawi armed conflict, was arrested at 4:55 p.m. on Felix Manalo Street, Cubao, Quezon City.
Albayalde said police responded to complaints about a person displaying his firearms and threatening bystanders and neighbors in the area.
Recovered from Macadato were a caliber 45 pistol and a hand grenade.
Police immediately filed charges of illegal possession of firearms and explosives against him.
Albayalde said custodial investigation revealed that Macadato was listed on Martial Law Instruction number 1 arrest order, a list of suspected terrorists particularly in Mindanao. His name was the 519th on the list.
“If under the arrest order you can be subjected to surveillance, it’s not a warrant of arrest. You can be subjected to surveillance kaya ginagawa natin pag merong information at na-validate at nandun sila we immediately conduct intelligence build up on this people,” he said.
He said Macadato escaped from the battle in Marawi and went to Metro Manila to hide.
Albayalde said Macadato is still being investigated on his other possible illegal activities, such as providing security escort services to a "VIP" in Mindanao, and on the extent of his connection to the terrorist group.

194 underground CPP members surrender

The Community Support program (CSP) implemented by the Army’s 66th Infantry (Kabalikat) Battalion (66th IB) brought another significant development in the continuing campaign with 194 Underground Mass Organization (UGMO) members and 31 assorted Low Powered Firearms (LPFAs) surrendered in Compostela Valley (ComVal) province last week.

Capt. Jerry S. Lamosao, chief Public Affairs Office (PAO) of the Army’s 10th Infantry (Agila) Division (10th ID) said on Monday, this significant development is the result of a diligent conduct of CSP operations and a purposive information operation during the organized “pulong-pulong” dubbed as mass surrender campaign last Thursday.
“The 66th IB is inching its way towards the realization of the unit’s mission and such accomplishments boost the morale of ‘Kabalikat’ troops in delivering results towards the accomplishment of the unit’s mission,” Capt. Lamosao said.
UGMO is the political and mass-based structure of the CPP-NPA underground movement at the local level.
The intensified Focused Military Operations (FMO) launched by the 66th IB also prompted the number of the Communist New People’s Army Terrorists (CNTs) to go drastically down, the 10th ID PAO chief said.
Maj. Gen. Noel S. Clement, commanding general of the Army’s Southern Mindanao 10th “Agila” Division commended the exemplary accomplishment of the 66th IB.
“You have gone this far of dismantling Guerilla Front 27 (GF27), downgrading GF25, KRM and other UGMOs surrendered but the best is yet to come; that is when all our brothers and sisters who continue to bear arms against the Republic will lay their arms and embrace peace,” the 10th ID chief said, in a statement.
“I recognize the mettle of every Kabalikat troopers for another significant milestone despite all odds. This is a clear manifestation of your high motivation in performing your duties. The Community Support program (CSP) implemented by the Army’s 66th Infantry (Kabalikat) Battalion (66th IB) brought another significant development in the continuing campaign with 194 Underground Mass Organization (UGMO) members and 31 assorted Low Powered Firearms (LPFAs) surrendered in Compostela Valley (ComVal) province last week.

Capt. Jerry S. Lamosao, chief Public Affairs Office (PAO) of the Army’s 10th Infantry (Agila) Division (10th ID) said on Monday, this significant development is the result of a diligent conduct of CSP operations and a purposive information operation during the organized “pulong-pulong” dubbed as mass surrender campaign last Thursday.
“The 66th IB is inching its way towards the realization of the unit’s mission and such accomplishments boost the morale of ‘Kabalikat’ troops in delivering results towards the accomplishment of the unit’s mission,” Capt. Lamosao said.
UGMO is the political and mass-based structure of the CPP-NPA underground movement at the local level.
The intensified Focused Military Operations (FMO) launched by the 66th IB also prompted the number of the Communist New People’s Army Terrorists (CNTs) to go drastically down, the 10th ID PAO chief said.
Maj. Gen. Noel S. Clement, commanding general of the Army’s Southern Mindanao 10th “Agila” Division commended the exemplary accomplishment of the 66th IB.
“You have gone this far of dismantling Guerilla Front 27 (GF27), downgrading GF25, KRM and other UGMOs surrendered but the best is yet to come; that is when all our brothers and sisters who continue to bear arms against the Republic will lay their arms and embrace peace,” the 10th ID chief said, in a statement.

AN ALLEGED communist rebel was killed in a gun battle with government forces in San Luis, Malitbog, Bukidnon, on Friday, May 4.
The slain member of the New People’s Army (NPA) has yet to be identified and was turned over to Datu Juliano Lipangga, a tribal leader of Sitio Victory of said village.
Troops under the 8th Infantry Battalion (8IB) encountered the undetermined number of communist insurgents belonging to the Guerilla Front-4B of North Central Mindanao Regional Committee (NCMRC).
The military seized an M16 rifle at the clash site.
"I am deeply saddened that another deceived Filipino citizen died in an encounter with my troops. This is what NPA terrorists do all the time! They recruit members and when an encounter happens, they leave their recruited member behind dead or wounded," 8IB commanding officer Lieutenant Colonel Ronald Illana said.
The military said the operation was launched in response to reports from residents who complained the presence of the NPA combatants in the area.
Reports also reached the 8IB that NPAs are asking Permit to Campaign (PTC) and Permit to Win (PTW) from Barangay and Sangguniang Kabataan (SK) candidates.
Brigadier General Eric Vinoya, Commander of 403rd Infantry Brigade, said they will establish grounds and verify reports pertaining to the PTC and PTW scheme of the Maoist guerillas.
"We affirm that our soldiers will continue to uphold the peaceful undertaking of the Barangay and SK elections. We will be extra vigilant to avoid any chaos that the NPA terrorists may do to disrupt the election," Vinoya said.
Giving of donations, goods, or in kind to a group during election period to advance his or her candidacy is an election offense as stipulated in Article 261 of the Omnibus Election Code.
Major General Ronald Villanueva, commander of the 4th Infantry Division (4ID), said PTC is still extortion and repugnant in all possible ways.
"Candidates who will be paying PTC will violate the election code and these candidates should not win. I call on the candidates to never give-in to the demands of the NPA by paying PTC and PTW. Further, I encourage voters to choose wisely and not vote for candidates who are paying PTC and PTW," Villanueva said.

Suspected members of New People’s Army waylaid and killed a police officer in Pilar town in Sorsogon province on Monday afternoon.
PO1 Darwin Borsil, 34, who was assigned at Castilla Municipal Police Station, was on his motorcycle when he was ambushed by more or less five armed men in Barangay Naspi at around 5:50 p.m., according to Senior Supt. Marlon Tejada, director of the Sorsogon Police Provincial Office.
The officer died instantly from multiple gunshot wounds.
Tejada said the slain officer was on his way back to his police station after visiting his wife in Barangay Lourdes, also in Pilar.

A BACKHOE and a small hut owned by the National Irrigation Administration (NIA) were allegedly burned by suspected rebels at Barangay Tan-awan, Kabankalan City Monday night, May 7.
Captain Ruel Llanes, civil-military operations officer of the 303rd Infantry Brigade of the Philippine Army, confirmed to SunStar Bacolod yesterday, May 7, that about 10 to 20 armed men believed to be members of the New People's Army (NPA) arrived at the area around 8 p.m.
Llanes said the perpetrators burned first the backhoe and also a small hut, where employees of NIA were temporarily staying.
He added they received a report from a concerned citizen about the burning incident.
No casualties were reported but Llanes said they have no feedback yet about the situation in the area after the incident.
Military troops were already sent to the area to conduct clearing operations and investigation.
"We cannot penetrate easily because it is already too dark and the area is considered infested by armed men," he added.
Llanes said they assumed that the rebels committed such act but it is still subject for verification.

The New People’s Army (NPA) denied that the alleged top rebel assassin slain in an encounter with the police last week was one of their own.
In an emailed statement, the NPA’s Cezar Batralo Command in Laguna said the group Ismael Criste was a “criminal syndicate” that state forces in the province have long been aware of.
Criste was killed while four others, Luis Alano Jr., 44; Shirley Martinez, 47; Felicidad Villegas, 60; and Cristy Lacuarta, 30, were arrested following a brief gunfight with the police in Barangay (village) Dambo, Pangil town on May 2.
In a press conference on May 3 at the Laguna police headquarters in Sta. Cruz town, the police announced that the group operated as the “Sparu” (Special Partisan Unit) of the communist rebels that collected “revolutionary taxes.”
‘Fake’
“Ismael Criste’s group was not (part of the) NPA but instead a criminal syndicate controlled by the (Philippine National Police-Armed Forces of the Philippines). They wouldn’t dare carry firearms during (an election) gun ban if they were not being protected by the AFP,” said the NPA statement written in Filipino.
It added that the documents supposedly recovered by the police after the encounter “were documents with fake NPA letterhead,” it added.
The NPA said Major General Rhoderick Parayno, commander of the Army’s 2nd Infantry Batallion and the top regional police officials “should know who Criste’s handler was.”
Sought for his comment Tuesday, Parayno stood by the government’s report that Criste’s group was part of the communist movement.
He said the operation that led to their arrest was based on an intelligence that the rebel team was planning to “liquidate” police officials in Laguna.

Police authorities on Tuesday said a kidnap victim was released by the Abu Sayyaf in Patikul, Sulu and is now under the custody of the military in Sulu for debriefing.
Chief Superintendent Billy Beltran, the Western Mindanao police chief, said Faizal Hambali, a resident of Sitio Palar in Barangay Gandasuli in Patikul, was released by his abductors on May 5.
But Beltran said the release was only confirmed when Hambali was brought to the Joint Task Force Sulu by his relatives on Monday.
“We are hoping to secure more information as to the whereabouts of the rest,” Beltran said.
Hambali was kidnapped in Barangay Buhanginan, along with Police Officer 3 Bennie Rose Alvarez, Police Officer 1 Dinah Gumahad and a certain Jacosalem on April 29.
On Monday, three Abu Sayyaf terrorists were killed while seven members of the 21st Infantry Battalion were wounded in a clash in Patikul.
Brigadier General Cirilito Sobejana, the commander of the Joint Task Force Sulu, said the soldiers were trying to rescue Alvarez and Gumahad when they clashed with the terrorists in Sitio Sangay in Barangay Buhanginan around 6:14 a.m.

“JTF Sulu forces will not stop its focused military operations until all kidnapped victims are safely rescued and the Abu’s strength is reduced to an insignificant level,” Sobejana said.

The event will commence with an invocation to be led by BGen Tirso Dolina, Chief Chaplain, AFP, to be followed by the Welcome Remarks and Recommendation to Open the Exercise by Lt Gen Lawrence Nicholson (USMC) US Executive Director – BK18.

CAMP GEN EMILIO AGUINALDO, Quezon City (DWDD) – The Armed Forces of the Philippines – United States Armed Forces Exercise Balikatan 34 – 2018 will hold its Opening Ceremony today, May 7, 2018 at the Tejeros Hall, AFP Commissioned Officers Club (AFPCOC) at Camp General Emiio Aguinaldo, Quezon City.
The event will commence with an invocation to be led by BGen Tirso Dolina, Chief Chaplain, AFP, to be followed by the Welcome Remarks and Recommendation to Open the Exercise by Lt Gen Lawrence Nicholson (USMC) US Executive Director – BK18.
Lt Gen Emmanuel Salamat, PH Exercise Director, will give his remarks nd formally open the exercise.
Lt Gens Salamat and Nicholson will jointly unfurl the Balikatan Flag.
Meanwhile, US Ambassador to the Philippines Ambassador Sung Kim will also give his remarks.
Lt Gen Carlito Galvez, Chief of Saff, Armed Forces of the Philippines will introduce the Guest of Honor Defense Secretary Delfin Lorenzana.
