CAMP SIONGCO, Maguindanao -- Two Daesh-inspired Bangsamoro Islamic Freedom Fighters (BIFF) were killed and two others injured during a brief firefight in Shariff Saydona, Maguindanao Monday night, the Army here reported.
Major Gen. Arnel dela Vega, Army's 6th Infantry Division (6ID) commander and head of Joint Task Force Central (JTFC), said the BIFF was frantic to get back at the military following their losses in recent clashes, including the discovery of a firearm fabrication shop in Datu Salibo, Maguindanao on Sunday.
Lt. Colonel Gerry Besana, JTFC spokesperson, said the recent BIFF act of revenge took place in Barangay Nabundas, Shariff Saydona Mustapha.
About 16 BIFF bandits, led by Commander Samad Simpal, harassed a detachment of the 40th Infantry Battalion at around 7:40 p.m. on Monday, triggering a brief clashes that left two BIFF killed and two wounded.
“They are desperate to get back at the Army, they continue to harass our detachments,” Besana said, adding that no casualty was reported on the government side.
Another clash erupted Tuesday morning when gunmen fired at 40th IB troops conducting clearing operations in the previous night’s clash site.
The rebels fled when the Army returned fire.
Two improvised explosive devices (IEDs) were also recovered and safely deactivated by Army bomb experts.
Besana has blamed the BIFF for the harassment and bombings in Cotabato City, Maguindanao and North Cotabato.
A balut vendor was hurt when suspected BIFF set off an IED along the highway near the Army division first sentry in Barangay Awang, Datu Odin Sinsuat, Maguindanao on Monday night.
In North Cotabato, three men were also injured when suspected BIFF tossed a hand grenade in Barangay Kolambog, Pikit town on Monday night.
On Sunday night, an improvised bomb was planted atop Ugalingan Bridge in Barangay Ugalingan, Midsayap, North Cotabato, but failed to explode. The bridge connects the town of Datu Piang in Maguindanao and Midsayap in North Cotabato.
“These nonsense attacks of the ISIS-inspired BIFF extremist group shows that they can no longer handle the pressure that we have imposed on them,” Dela Vega said as he condemned the bombings by BIFF in civilian areas.
But he said the government remains open to peaceful surrender of the rebels.
“Time and again, we have given them options to lay down their arms and surrender or they will be dealt with more pressure as we intensify our mandate to get rid of all lawless elements in our area,” Dela Vega said.
Besana said tight security measures have been imposed and alert memoranda and security reminders were constantly given to the line units of 6ID and the forces of the Joint Task Force Central within its area of responsibility.

The Enhanced Defense Cooperation Agreement (EDCA) between the Philippines and the United States will allow both nations to approach evolving security challenges in the region.
This was stressed by Department of National Defense (DND) Secretary Delfin Lorenzana during the groundbreaking ceremony of the first EDCA warehouse project in Basa Air Base, Floridablanca, Pampanga Tuesday.
"The US-Philippines alliance is built on a strong foundation of shared values, sacrifices, and history. I know that EDCA is one of the sure ways to enhance our alliance and help promote peace and security in the region as it provides a framework through which both the Philippines and the United States will approach the evolving security challenges," he added.
Lorenzana also said EDCA would allow increase in training opportunities for the US and the Philippine forces beefing up the inter-operability of both militaries.
Aside from this, EDCA training will also permit Filipino and American forces to immediately respond to humanitarian crises affecting the Philippines.
"EDCA is a demonstration that our two nations are interested in long term solutions to shared problems. We are truly thankful that the EDCA supports our government’s goal of promoting the long-term modernization of the Armed Forces of the Philippines (AFP) through development of certain facilities and bases such as this here in Basa. EDCA also helps the AFP in performing its roles in maritime security, maritime domain awareness, and humanitarian assistance and disaster relief," the DND chief added.
Once completed, the EDCA warehouse in Basa Air Base will serve as storage area for equipment and other supplies that will aid in providing assistance to the Filipino people during times of crisis and disasters.
"The prepositioning of equipment and supplies in a consolidated location increases our ability to respond quickly. Hence, it is the Filipino community that will ultimately benefit from this project which is not only a testament to our countries’ commitment to having a stronger alliance, but also to our desire to help one another grow capabilities together," Lorenzana added.
The United States is working closely with the Philippine government on future EDCA projects at five locations namely Cesar Basa Air Base, Fort Magsaysay Military Reservation, Lumbia Air Base, Antonio Bautista Air Base, and Mactan Benito Ebuen Air Base.
Finalized after eight rounds of talks that began in August 2013, EDCA, which was signed in April 2014, allows US troops access to designated Philippine military facilities, the right to construct facilities, and pre-position equipment, aircraft and vessels, but rules out permanent basing.

As he formally steps down from the military's top post, outgoing Armed Forces of the Philippines (AFP) Chief-of-Staff Gen. Rey Leonardo Guerrero has expressed hope that operations aimed at improving the country's internal and maritime security would continue.
"Sa ngayon ang kinakailangan i-sustain lang (For now, we only have to sustain) what has been achieved in the past. In terms of stability (of our) operations (in) internal security and of course, (the) guarding of our territorial, maritime areas, we have plans in place,” Guerrero said in an interview Tuesday when asked on what operations his successor needs to continue.
“We have additional capabilities that would allow us to perform these missions," he added.
Guerrero, a member of Philippine Military Academy (PMA) Class of 1984, formally leaves his post as AFP chief on Wednesday after 38 years of service in the military. He will turn over the position to Western Mindanao Command head Lt. Gen. Carlito Galvez, a member of PMA Class of 1985.
While serving as Eastern Mindanao Command head, Guerrero carried out the Community Support Programs, a key component of the military’s new operation plan, the Development Support and Security Plan Kapayapaan.
During his term as AFP chief, the concerted efforts of AFP units in focused military and intelligence operations resulted in the neutralization of 6,817 members of the New People’s Army (NPA) as of April 15, leading to the surrender of 6,709 rebels -- 723 regular NPAs and Sangay ng Partido sa Lokal members; 513 Militia ng Bayan; 712 underground organization members; and 4,761 mass supporters.
A total of 47 NPAs were also killed, while 61 others were apprehended in legitimate focused military operations. Some 288 assorted firearms were also seized from the rebels.
Intensified efforts against local terror groups and foreign fighters have also resulted in the neutralization of 457 various terror personalities, 81 of whom were killed, 280 were apprehended, and 96 surrendered.

The Bases Conversion and Development Authority (BCDA) is planning to install more historical markers honoring the heroism and courage of Filipino soldiers.
This was disclosed by BCDA president and chief executive officer Vivencio Dizon in a statement Tuesday.
He made this announcement following the unveiling of the "Alab ng Puso" (Fire in the Heart) sculpture in Bonifacio Global City (BGC), Taguig.
“This is just the beginning. We’re currently working on more tribute markers for our soldiers,” Dizon said.
The BCDA chief said the "Alab sa Puso" sculpture is also an initiative to promote the history of BGC, which is a former military camp called Fort Bonifacio, prior its transformation to a premier business district.
“Looking back at our cherished history is so important. The history of Fort Bonifacio is really very much ingrained and very deep in the hearts of our soldiers; and it should be the same for each and every Filipino who goes here,” he added. "Alab ng Puso," which is sculpted by artist Daniel Dela Cruz, depicts a soldier reading a letter from his family and ignoring the war for a moment.
Behind the soldier is metal plaque containing the lyrics of the country's national anthem, “Lupang Hinirang” in which the name of the sculpture was “lifted”. On the steps are several words that mean “love,” “sacrifice,” "freedom,” “peace,” and “hope” in Filipino and other Philippine dialects.
The sculpture represents the humane side of every Filipino soldier wherein despite treating the battlefield as their second home, these brave and patriotic men and women go back to being an ordinary individual that misses their families back home.

With no less than President Rodrigo R. Duterte convincing him to run for the Senate in the 2019 mid-term elections, Special Assistant to the President (SAP) Christopher Lawrence "Bong" Go earned support from a leader of the Moro Islamic Liberation Front (MILF).
MILF Central Committee first vice chairman Ghazali B. Jaafar has expressed his support for the President’s most-trusted aide if he decides to run for senator in next year's polls.
Jaafar, also chairman of the Bangsamoro Transition Commission, hailed Go as “a man of integrity and competence,” being one of the most trusted men of Duterte.
“He demonstrated exemplary leadership which is instrumental to the good and harmonious relationship of the Filipino and Bangsamoro in Davao,” he said in a press statement.
“He deeply understands the problem of the Bangsamoro people and the importance of addressing them to ensure just and dignified peace in Mindanao. He is profoundly aware of what is needed for the attainment of the socio-economic prosperity of the country,” Jaafar added.
As the Special Assistant to the President, Jaafar said Go serves as a facilitator of the BTC’s communications for the Office of the President and other departments and agencies of government.
He said that “all concerns including some sensitive issues confronted by the BTC were clarified and addressed through the able facilitation of Secretary Bong Go.”
“Through his help, we were able to expedite the legislative process of the BBL in both houses of Congress. With the significant contributions of Secretary Bong Go, the BTC leadership believes that he deserves to be endorsed and supported in the coming 2019 senatorial race,” Jaafar said.
“With his new aspiration in public service, we strongly believe that he can contribute more in our shared goal to ensure the success of the future Bangsamoro government and ultimately, achieve lasting peace and prosperity in Mindanao,” he added.

Incumbent Western Mindanao Command head Lt. Gen. Carlito Galvez formally assumed as the 50th chief-of-staff of the 120,000-strong Armed Forces of the Philippines (AFP) during the change of command ceremonies held in Camp Aguinaldo, Quezon City Wednesday afternoon.
As he formally assumed command of the military, the new AFP chief-of- staff vowed to carry out his mission of defending the Filipinos from all enemies to best of his abilities.
"As I assume command of the Armed Forces, I now address my fellow officers, the men, women and civilian employees of the AFP. Our Commander-in-Chief has directed us to defend the Filipino people from all enemies of peace and democracy. With your unwavering support, (I) intend to carry this order to the best of my abilities," he added.
Galvez also said that it is time to reconcile with "misguided Filipino brothers and sisters" and walk the path of peace.
"It is the time to rebuild and reconcile with our Filipino brothers and sisters. We must now walk the path of peace. I now extend to our misguided brothers and sisters a chance to end all conflict. Hundreds of our comrades have already (stacked) arms and abandoned your hopeless cause and they have seen by themselves that our government is a just and fair government," the new AFP chief emphasized.
The new AFP chief also said violent extremism remains a threat as shown by the destructive fighting in Marawi City which was attacked by Maute Group terrorists in May 23 last year.
The five-month conflict in the city ended after the AFP neutralized Omar Maute, one of the leaders of the Maute Group, and Abu Sayyaf leader and ISIS Emir in Southeast Asia, Isnilon Hapilon, in October 2017.
"The Abu Sayyaf and other local terrorist groups have long held (communities) in the grip of terror. Daesh and ISIS and the Battle of Marawi have just very recently shown us how truly destructive violent extremism can be," he added.
"We have won many battles but we have yet to win the war. Violent extremists and their corrupted ideology remain a threat, too much (blood) has been spilled, too many lives have been lost to terror and hate," Galvez emphasized.
And while professional soldiers and sworn to protect every Filipinos, the newly-appointed AFP chief said that they are always prepare to pursue the path of peace.
"Hence we shall support all peace initiatives of the government, we shall more vigorously work hand in hand with government agencies, non-government organizations and other stakeholders to address the underlying cause of conflict. We shall keep our door open with all peaceful possibilities," Galvez pointed out.
"Toward this end I enjoin all peace loving Filipinos most especially our Muslim brothers and sisters to stand with us in the fight against all forms of violent extremism. We will pursue with even more vigor our campaign to end insurgency and terrorism which with your help we will definitely win," he added.
By working together, Galvez said the military and the public cause of insurgency irrelevant for it can only thrive where discord prevails.
"Together we shall defeat the Abu Sayyaf and all other terrorist group for terrorism only works when people are divided and afraid. Together we shall drive Daesh and other violent extremists from our shores for extremism dies in the light of a people united and strong," he added.
Also, Galvez said he reiterated his full support to the peace process with the Moro Islamic Liberation Front and the Moro National Liberation Front.
"We look forward to the final peaceful political resolution of conflict in Mindanao, we will strengthen our existing peace mechanisms and revitalize the peace and development offices at the Unified Command levels to more effectively address the grievances of the people of Mindanao and create conditions for a just and lasting peace in the south," he pointed out.
Galvez, a member of Philippine Military Academy Class of 1985, replaced Gen. Rey Leonardo Guerrero, a member of PMA Class of 1984, who was honored with a testimonial parade and review and the prestigious award of the Philippine Legion of Honor (Rank of Commander).
Guerrero was appointed as AFP chief last Oct. 26 replacing then AFP chief-of-staff Gen. Eduardo Año, who stepped down after reaching the mandatory retirement age of 56. The former was supposed to retire on Dec. 17, 2017 but his term as AFP chief was extended by another four months by President Rodrigo Duterte.
Present during his assumption-of-command ceremonies were President Rodrigo Duterte, former presidents Fidel V. Ramos and Gloria Macapagal-Arroyo, and a host of ranking government officials.

By working together, Galvez said the military and the public cause of insurgency irrelevant for it can only thrive where discord prevails.

"But one thing I want to make clear to defiant enemies of the people and the state who may misread our intentions: while we give primacy to peace, we will never hesitate to use our might when innocent civilians are threatened and attacked," Galvez said during the change of command ceremonies held in Camp Aguinaldo, Quezon City.
Galvez stressed that the AFP will not hesitate to conduct intense focused military operations to stop atrocities committed against civilians.
"We will frustrate terrorist acts that disrupt economic activities," he pointed out.
Earlier, Galvez said that it is time to reconcile with "misguided Filipino brothers and sisters" and walk the path of peace.
"It is time for rebuilding and reconciliation amongst Filipinos. It is the best time to walk the path of peace. I once again propose to you, brothers and sisters, that you consider returning to the folds of the law and avail (of the) government’s offer to end all conflicts," the newly-appointed AFP chief added.

"As an institution committed to support the Commander-in-Chief’s (President Rodrigo R. Duterte’s) crusade of ridding the country of illegal drugs and organized crimes, I pledge the AFP’s assistance to the Philippine National Police and the Philippine Drug Enforcement Agency," Galvez said during the change of command ceremonies in Camp Aguinaldo, Quezon City on Wednesday.
Illegal drugs, he said, are anathema to any civilized society and are considered the primary cause of rising criminality and narco-terrorists.
"Illegal drugs and dependence to it spawn criminals and narco-terrorists. We have seen in the siege of Marawi how terrorists used illegal drugs to fund their campaign of terror. The Basa Air Base in Floridablanca, Pampanga will start operating and housing the Philippine Air Force (PAF)'s 12 FA-50 PH "Fighting Eagle" light-lift fighter trainers by fourth quarter this year.
The move is in coordination with the PAF's "Balik Basa" program, 5th Fighter Wing public information officer Lt. Gary Regalado said in a text message to the Philippine News Agency Wednesday.
"Basa Air base will re-establish itself as the PAF's first line of air defense against all threats both foreign and domestic. Moving the FA-50s back to Basa ensures that we become the center of air defense operations here in the Philippines," he added.
The 5th Fighter Wing is the PAF unit tasked with fast jet operations and air defense.
The first two aircraft were delivered last Nov. 28, 2015 while the last two of the PAF’s 12 plane-order with Korea Aerospace Industries were delivered on May 31, 2017.
The FA-50PHs have a top speed of Mach 1.5 or one and a half times the speed of sound and is capable of being fitted air-to-air missiles, including the AIM-9 "Sidewinder" air-to-air and heat-seeking missiles aside from light automatic cannons.
Formely, Basa Air Base was the home of the PAF's former fighter mainstays, the Vought F-8 "Crusader" and Northrop F-5 "Tiger" before their decommissioning in 1988 and 2005, respectively.
At present, Basa Air Base is hosting the PAF's three remaining SIAI-Marchetti S-211 jet trainers.

Saying better late than never, President Rodrigo R. Duterte on Tuesday conferred the highest Philippine National Police (PNP) awards to the remaining 42 of 44 Special Action Force (SAF) troopers who died in the botched Mamasapano operation in 2015.
In an awarding ceremony held in Malacanang Palace, the Commander-in-Chief led the presentation of the PNP Medal of Valor and Magalong Medals to the families of the 42 SAF troopers.
In his speech, Duterte said the SAF44 are worthy of being called heroes because of “their extraordinary display of bravery” despite being outnumbered by enemies.
“You know it comes late but better late than never. So I am not attributing anything to anybody except that I am happy that we are able to recognize today the bravery of our police officers,” Duterte said.
Duterte said the death of the brave 44 SAF commandos “maybe one of the darkest and saddest parts of our nation’s history”.
“Yet, this sad episode just proved that [through their] commitment to their sworn duty to protect our nation from terror and violence, they have successfully neutralized one of the world’s most wanted terrorists,” he said.
The President said the SAF44 are “individuals worthy of emulation and admiration” by uniformed men and women of the police and military.
“It is my hope that this recognition will further invigorate our police officers and military personnel to perform their duties with utmost dedication, excellence, loyalty and love of country,” he said.
Duterte assured the police and the families of the fallen troops that his administration will continue to pursue welfare assistance programs such as housing, scholarships and job opportunities for the families they left.
“Most importantly, I assure you that we remain resolute in ensuring that justice -- no matter how long it takes -- will be served,” Duterte said.
“The fate of the SAF 44 in the hands of the enemies will live on in the annals of our nation’s history. This will continue to inspire us and the generations after us to pursue genuine peace in our country,” he added.
The Magalong Medals, the highest precedence in the Order of Lapu-Lapu, is bestowed on officials and personnel of the government who exhibited extraordinary service to the success of an activity pursuant to a campaign or advocacy of the President.
On the other hand, the PNP Medal of Valor is awarded to any of its members who have executed a deed of personal bravery and self-sacrifice and beyond the call of duty.
The 44 elite forces of the PNP were part of the 55th and 84th Special Action Company tasked to serve the warrant of arrest against Malaysian terrorist Zulkifli bin Hir alias ‘Marwan’ and his Filipino cohort Basit Usman in Mamasapano, Maguindanao on Jan. 25, 2015.
Marwan was killed but the operation codenamed "Oplan Exodus" had left 67 people including the 44 SAF commandos killed in an 11-hour encounter with Moro rebels.
The remaining 42 SAF troopers who have been given the highest PNP awards include Chief Inspectors Ryan Pabalinas, Max Jim Tria, John Garry Erana, Cyrus Anniban and Ryan Pabalinas; Senior Inspectors Joey Gamutan and Rennie Lumasag Tayrus; SPO2 Lover Ladao Inocencio; SPO1 Rodrigo Fernandez Acob Jr., Vergel Serion Villanueva, Noel Onangey Golocan, Andres Duque Jr., Junrel Kibete, Victoriano Acain Jr., Robert Allaga, Jedz-in Asjali and John Lloyd Sumbilla.

Former President Benigno Aquino III conferred the Medal of Valor only to two SAF members, Senior Insp. Gednat Tabdi and Police Officer 2 Romeo Cempron, three months after the deadly operation.
Tabdi had been cited for “ably leading” the Team 1 of the 84th SAC while Cempron, a member of the 55th SAC, was cited for his bravery after saving the life of PO2 Christopher Lalan, the 55th SAC’s lone survivor.
