Indanan, Sulu – Senior leaders and field commanders of the Moro National Liberation Front (MNLF) are pushing Yusop Jikiri, chair of the MNLF Central Committee, to succeed MNLF founding chair Nur Misuari as leader of the group.
Abuambri Taddik, director general of the MNLF national intelligence bureau said majority of the members of the MNLF central committee want Jikiri to head the organization founded by Misuari.
Misuari, during the MNLF’s 50th founding anniversary on Sunday, admitted: “Maybe it’s about time I take some rest and let the second liners among our leadership to take over.”
Jikiri, 64, is a son of a poor farmer in Indanan, Sulu and graduated with a Bachelor of Science in Education degree at the Philippine Muslim College in Jolo, Sulu. He joined the MNLF at the age of 20 and became one of its top commanders, eventually rising to become Chief of Staff under Nur Misuari.
The 65 members of the MNLF central committee voted unanimously in February 2017 favoring Jikiri to lead them due to his performance and dedication.

SULU – Kidnappers have freed a Muslim teacher barely 2 weeks after she was seized in the southern Philippine province of Sulu.
The 45-year old Doris Hamsirani was recovered Tuesday in the village of Liang in Patikul town, police said.
Hamsirani was snatched on March 7 in Timbangan village in Indanan town, but details surrounding her abduction were unclear. Police said she was brought to a hospital in the capital town of Jolo for a medical check-up.
It was unknown whether her family paid ransom or not, or whether the Abu Sayyaf or other group was behind her abduction. Police provided no other details.
The Abu Sayyaf is still holding over a dozen hostages, mostly foreign sailors, in the troubled region.
The military did not release any statement on Hamsirani’s release.

SECURITY forces have arrested a member of the Abu Sayyaf Group who was involved in the kidnapping of 21 people, including 10 Europeans, 17 years ago in a Malaysian resort, a top police official said March 21.
Arrested was Dani Suraidi, who uses the aliases Dad and Amdak Jumah, said Chief Superintendent Billy Beltran, of the Police Regional Office-Zamboanga Peninsula.
Beltran said Suraidi was arrested by joint police and military operatives around 5:40 p.m. Tuesday, March 20, in the village of Sta. Barbara, Zamboanga City.
Suraidi has a standing arrest warrant for kidnapping and serious illegal detention with ransom for his alleged involvement in the April 23, 2000 kidnapping of 21 people in Sipadan island diving resort, Palau, Sabah, Malaysia.
The Abu Sayyaf Group herded the hostages that included 10 Europeans, nine Malaysians and two Filipinos to the forest of Sulu, where they were released in batches months later following payments of ransom.
Beltran said Suraidi was taken to the Regional Intelligence Unit-Zamboanga Peninsula office for debriefing and eventual turnover to the Criminal Investigation and Detection Group for temporary custody and for proper disposition.

The school principal was inside her office at Liang Elementary School in Barangay Liang in Patikul, when armed men barged in and forcibly took her away, Brigadier General Cirilito Sobejana, the commander of the Joint Task Force Sulu, said.
A military official, who did not want to be identified for lack of authority to speak on the matter, identified the abducted principal as Marjorie Abdul, 58, a resident of Godinez in Patikul.

Saying not all Moros are enemies, President Duterte has encouraged the country’s premier police and military academies to accept more Muslim cadets in their institutions.
The President suggested a percentage must be allocated for Muslims applying for slots at the Philippine National Police Academy (PNPA) and the Philippine Military Academy (PMA), as he recognized the country’s need for more trained officers in the future.

“I’d like also to remind everybody that we are a one nation, that not all the Moro of Mindanao are our enemies. So maybe next time there should be a percentage of the Moro people joining PMA or the PNPA. We need them,” Duterte said during the graduation of the PNPA Maragtas Class of 2018 in Silang, Cavite.
The President said he has seen the bravery of Muslim government forces in “so many battles,” including how they helped quell the five-month deadly terror siege in Marawi City.
“Many of the Moro people who were soldiers were there and many died for our country,” he said.
The commander-in-chief acknowledged that the country needed more police and military officers who could be assigned to help keep peace and order in Mindanao.
“We cannot govern this country by just selecting from the other provinces without looking towards Mindanao. And we need officers trained and we need to work with them in Mindanao,” he said.
Apart from the Moros, Duterte pushed for the enlistment of more Ilocanos, Bisaya and other “tribes” in the police and military. “I hope by the next batch or the next — the one coming up for this generation, I will have the money to give you to enlist more police officers,” he said
The President, meantime, congratulated the new PNPA graduates and encouraged them to remain on guard against the communist assassins.
He told the new police officers that the country was “at war” with the communist terrorists, citing the resurgence of the New People’s Army’s infamous assassination squad.
He said he was not condemning the new police officers to death but urged them to “keep a low profile” and “heighten your sense of awareness.”
“Bantay kayo kasi [Be alert because] the sparrows are very active. kayong may mga baril [Those carrying guns] be sure not to display it, and be sure to keep a low profile,” he told the class of 2018 led by Fritz John Villador of Negros Occidental.
“And if you enter a place na hindi naman kayo kilala [where you are not known], keep a sub rosa style of movement,” he said.

President Duterte wants to raise the retirement age of uniformed personnel to 75 from 56, saying the government would be shortchanged if security officials are allowed to leave the service early.
Duterte said the retirement age of 56 is “too early,” considering that Filipinos are spending so much for soldiers and policemen.
“Alam mo ’adre, sa totoo lang, lugi ang gobyerno sa inyo (You know buddy, the government is shortchanged). You retire at the age of 56, that’s too early,” the President said at the graduation of the Philippine National Police Academy (PNPA) “Maragtas” class of 2018 yesterday in Cavite.
“Do not be offended. Filipinos are spending much for you, yet you retire at the age of 56. Hindi ako makabawi (I cannot recover the expenses),” he added.
Duterte urged Vice President Leni Robredo, who was also present during the graduation ceremony, to support a measure raising the retirement age of the armed services.
“Perhaps in the next legislation, we will ask the Vice President to do her part... Retirement age is 75,” he added.
Duterte also cited the need to enlist more policemen to address the Philippines’ security requirements. He expressed hope that more Muslims would join the country’s security forces.
“I hope by the next batch or the next – the one coming up for this generation, I will have the money to give you to enlist more police officers,” he said.
“Not all the Moro of Mindanao are our enemies. So maybe next time there should be a percentage of the Moro people joining PMA (Philippine Military Academy) or the PNPA. We need them,” he said.

Robredo shared on Twitter photos of the artwork by Cadet Fourth Class Don Carlo Labastida, who hails from Davao City. The painting featured the Vice President’s face and the seal of her office.

Inspector May Ann Bejuna, 25, was with her relatives on the parade grounds when her boyfriend of three years, Inspector Thomas Allabo, 26, of the Philippine National Police Special Action Force (SAF), approached her with a bouquet of flowers.
Allabo, a member of the PNPA Lakandula Class of 2015, was accompanied by his classmates carrying heart-shaped balloons.

MANILA, Philippines – Classmates of the Philippine Military Academy Class of 1985 are competing for the leadership of the Armed Forces of the Philippines (AFP).
Defense Secretary Delfin Lorenzana named the top commanders in Mindanao – Lieutenant General Benjamin Madrigal and Lieutenant General Carlito Galvez – as the "strongest candidates" to succeed AFP chief General Rey Guerrero.
"There are several candidates for that. One is General Madrigal of Eastmincom, General Galvez of Westmincom. They are the strongest candidates," Lorenzana told Pinky Webb in an interview on CNN Philippines on Tuesday, March 20.
Lorenzana confirmed in a separate interview that Army chief Lieutenant General Rolando Joselito Bautista is also a possible contender.
Lorenzana said the Board of Generals will meet after the Holy Week to finalize a shortlist for President Rodrigo Duterte. All 3-star generals are possible candidates, but he said a shortlist of 5 names will be given to Duterte.
"All we can do is to recommend to the President 5 names and then he chooses," Lorenzana said.
AFP chief General Rey Guerrero is scheduled to retire on April 24. He replaced retired General Eduardo Año in October 2017, only two months before his supposed retirement in December 2017. His term was extended for 4 months.

He will also become the implementor of martial law in Mindanao, which will last until the end of the year. The military will need to show significant gains in its operations in Mindanao to justify the long extension of martial law and suspension of the writ of habeas corpus.
The military has enjoyed massive support nationwide since the battle of Marawi, where 166 soldiers were killed and about a thousand were wounded. But this popularity could be threatened by emerging issues raised against its war against the communists, the continued displacement of Marawi residents, and implementation of martial law. The military knows it should immediately address allegations of human rights violations.
Profiles of the contenders
Madrigal has been the commander of the Davao City-based Eastern Mindanao Command (Eastmincom) since November 2017. It's the post he was transferred to after serving as chief of the Bicol-based Southern Luzon Command for only 3 months.
He leads the military's operations against the New People's Army, responsible for Asia's longest-running communist insurgency, which remains strong in pockets of areas in Eastmincom. He is scheduled to retire in September 2019.
Galvez is the commander of the Western Mindanao Command (Westmincom) and was previously expected to replace Año in October. He has been Westmincom commander since January 2017.
Galvez leads operations against terrorists in western Mindanao and has a good relationship with Mindanao stakeholders who support the peace process with the dominant Muslim rebel group Moro Islamic Liberation Front (MILF). He is scheduled to retire in December.
Bautista has been the Philippine Army chief since October 2017. He led military operations as ground commander in Marawi City during the war when he was 1st Infantry Division commander serving under Galvez.
Bautista is widely perceived inside military circles to be a strong contender because of his closeness to the President. He was first commander of the Presidential Security Group in the Duterte administration. He is scheduled to retire in October.
The AFP chief post is a prerogative of the President.
"My preference is irrelevant because it will be the President who will choose. Besides, all of the 3 stars are all qualified. I know them all and I am sure whoever will be chosen will do a good job," said Lorenzana.

He leads the military's operations against the New People's Army, responsible for Asia's longest-running communist insurgency, which remains strong in pockets of areas in Eastmincom. He is scheduled to retire in September 2019.
Galvez is the commander of the Western Mindanao Command (Westmincom) and was previously expected to replace Año in October. He has been Westmincom commander since January 2017.
Galvez leads operations against terrorists in western Mindanao and has a good relationship with Mindanao stakeholders who support the peace process with the dominant Muslim rebel group Moro Islamic Liberation Front (MILF). He is scheduled to retire in December.
Bautista has been the Philippine Army chief since October 2017. He led military operations as ground commander in Marawi City during the war when he was 1st Infantry Division commander serving under Galvez.
Bautista is widely perceived inside military circles to be a strong contender because of his closeness to the President. He was first commander of the Presidential Security Group in the Duterte administration. He is scheduled to retire in October.
The AFP chief post is a prerogative of the President.
"My preference is irrelevant because it will be the President who will choose. Besides, all of the 3 stars are all qualified. I know them all and I am sure whoever will be chosen will do a good job," said Lorenzana.

DAVAO CITY, Philippines – Davao City’s accident fund policy for its residents has been revised to exclude members of New People’s Army (NPA) and people who've broken the law, NPA members and lawbreakers were previously eligible for the Lingap para sa Mahirap program if they needed assistance.
Mayor Sara Duterte-Carpio made this announcement on Tuesday, March 20, through the City Information Office.
Duterte-Carpio said this was done “to further strengthen the program’s processes and to ensure the efficient delivery of its services to qualified residents of Davao City.”
This came after she signed Executive Order (EO) No. 7 series of 2018, which amended a section of the Lingap para sa Mahirap program, more commonly known as Lingap.
The amendment now excludes patients found to be NPA members “for their injuries arising from clashes with government troops.”
In a statement Monday, Duterte-Carpio said exclusion was based on her father President Rodrigo Duterte’s Proclamation No. 947, which declared the NPA as a designated or identified terrorist organization.
It can also be recalled that the mayor led a localized peace talks with NPAs operating in the city but was called off few days after the President made the proclamation. Duterte-Carpio explained the city government would run the risk of being tagged as a terrorist supporter should they pursue the local initiative.
Lawbreakers ineligible
Tuesday’s announcement also revealed that the following patients are can no longer take advantage of the Lingap program: drivers or passengers injured in accidents caused by violating traffic laws, drivers involved in an accident due to alcohol consumption, individuals injured due to punishable acts, and patients in maternity cases (except those involving newborn babies).
Lingap began in 2001 during the term of then-Mayor and now President Duterte. It aims to shoulder the costs of indigent Davao City residents’ hospital bills, medicine, funeral and burial costs.
Based on the city government’s website, Lingap is available to general public, as long as those who wish to avail the service comply with documentation requirements.

Captain Jerry Lamosao, 10th Infantry Division (ID) Division of Public Affairs Office (DPAO), said on March 19, at around 2:45pm., troops of 46th Infantry Battalion, conducted combat operations at Sitio Dasuran, Barangay Golden Valley, Mabini after receiving tip from a concerned citizen of armed men in their locality.
Seized from the possession of suspects were two Cal .45 pistol, one hand grenade, three improvised explosive devices (IEDs), and other personal belongings.
Lamosao said in an interview with one of the arrested individuals, identified as Rex Comania, alias Kevin, on March 20, he revealed that an M16 rifle was kept at the house of certain Junjun Ramos, thus, troops immediately conducted strike operations at Barangay Taglawig, Maco to locate it.
The troops recovered one R4 with serial number 002650-9.
Major General Noel S Clement, Commander 10ID, lauded the troops’ accomplishment and vowed to continue doing their mandate to protect the people against threats of insurgency and plot of attacks by the NPA.
He likewise emphasized that the troops’ information gathering has improved as people themselves in the community have become their partners in clearing their area out of red fighters.
“The people in the community are now more aware of the deceptions of the CPP-NPA terrorists. Many of the NPA supporters/victims have withdrawn their support to the terrorists as observed in the past months. With this, such manifestation of the people brought down the CPP-NPA terrorists’ influence in the area thereby making them irrelevant,” Clement added.

Lorenzana, in a television interview, said that the military has been sending naval patrols of the country's territory from time to time.
"These planes, every time they fly over the features occupied by the Chinese, they challenge… Well, they will say 'You are entering Chinese airspace,'" the Defense chief said, referring to Beijing's artificial islands in the Spratlys.
The Defense chief clarified that the Chinese and the Filipinos only exchange words when the latter conducts patrols in the West Philippine Sea.
"They just exchange words, 'No, we are passing by Philippine airspace.' This is just a play of words but it happens every time our patrols go around," Lorenzana said.
Aside from the Air Force, the Coast Guard and the Bureau of Fisheries and Aquatic Resources also conduct patrols in the West Philippine Sea.
The Philippines is now using the Cessna aircraft that the US donated last year to conduct patrols over the waters surrounding the country.
Lorenzana said that the Philippines did not have equipment for the aircraft upon receiving them last year. The aircraft from the US have been installed with equipment and are now capable of patrolling the country's domains.
ScanEagle can be used for patrols
The ScanEagle unmanned aerial vehicle system that the US recently donated to the Philippines may also be used for patrolling the West Philippine Sea and Philippine Rise.
"They will be used in the south and also anywhere because they are very mobile. They can be transported easily because they are just put in a container," Lorenzana said.
Beijing has installed military capabilities in its "Big Three" islands in the Spratly Islands — Subi (Zamora), Mischief (Panganiban) and Fiery Cross (Kagitingan) Reefs.
A March 2017 report from the Asia Maritime Transparency Initiative showed that China's naval, air, radar and defensive facilities in the artificial islands would allow them to deploy aircraft and mobile missile launchers to the Spratly Islands at any time.
Kagitingan or Fiery Cross Reef contains communication facilities and is likely being used by China as its intelligence hub in the region, AMTI reported in February.
Last month, President Rodrigo Duterte downplayed China's militarization of the South China Sea and said that it is not intended for the Philippines.
"It’s not intended for us. The contending ideological powers of the world or the geopolitics has greatly changed. It’s really intended against those who the Chinese think would destroy them and that is America," Duterte said.

Speaking before the Philippine National Police Academy's (PNPA) Maragtas Class of 2018, the President said he would not allow the Philippine troops to join the US army in battles, emphasizing that the Philippines gained nothing but a mere "brutality and agony" from the joint expedition.
"I am addressing America right now, whatever expeditions that you will conduct, any wars that you will fight in any other countries, count us out. We did not get anything all these years of sacrifice, except brutality and agony. We will stand on our own," Duterte told the graduates of PNPA's Maragtas Class.
"So if that's the case, unless we are threatened directly, there will be no more joint expedition, at least during my watch. Just wait until I step down," he added.
The Philippines and the US have been treaty allies since the two nations signed Mutual Defense Treaty of 1951.
On August 31, 1951, the two countries inked the treaty to bolster their defense and security cooperation.
An Enhanced Defense Cooperation Agreement was also signed in 2014 by the Philippines and the US to boost the allies between the two countries.
Duterte said that during his watch, the Philippines would exercise its independence, especially that the nation had been under American colonial rule.
"We will never beg for any help. Sometimes, it could mean really the dignity of the people," he said. "We have been enslaved by two countries in succession: Spaniards for 400 years and Americans for 50 years. That's enough. You have had your fill. Do not ask for more," he added.
Duterte has been critical of the US after former American President Barack Obama criticized the Philippines' anti-drug campaign. He, however, has mended ties with the most powerful nation when Donald Trump was elected president in 2016.

Cebu City – Armed Forces of the Philippines (AFP) Central Command has filed charges of illegal possession of firearms and explosives against six-armed persons they arrested on March 3 in an operation in Mabinay. The six are allegedly members of the New Peoples’ Army.
AFP-Centcom Information Officer Medel Aguilar said the Central Command is happy to see that the wheels of justice is moving forward to clarify the issues surrounding the arrest of the alleged NPA members, one of them Myles Albaracin, a UP-Masscom student.
The AFP personnel involved in the operations have already submitted their sworn statements to the prosecutor during the preliminary investigation conducted Monday, Medel told Manila Bulletin.
Medel explained that the military operations are guided by its DSSP-Kapayapaan. “While we see the armed group as the immediate threat to peace, we also look at the root causes of dissent which the party is using against the government to recruit bright and young individuals for its legal and armed struggle,” he added.
According to Medel, the military is partnering with local government units and other stakeholders to bring government’s basic services to the people at the local communities, specifically in isolated and disadvantaged areas.
“It is our hope that the Communist NPA terrorists will find value in what we do to help our people,” the AFP spokesperson added.
On its preparation for the upcoming NPA anniversary on March 29, Medel said the troops are already on red alert. The NPA in the Visayas is no longer a threat to the troops but a distraction in communities’ peace, he said.

“There are several candidates for that. One is [Lt. Gen. Benjamin] Madrigal of Eastern Mindanao Command and [Lt. Gen. Carlito] Galvez of Western Mindanao Command. They are the strongest candidates there,” Lorenzana told CNN Philippines’ The Source on Tuesday.
Madrigal commands the Eastmincom based in Davao, the bailiwick of President Rodrigo Duterte. Galvez, meanwhile, was one of the generals who had a key role during the Marawi City siege, the country’s longest urban conflict in recent years.
Guerrero will retire as AFP chief on April 24 after Mr. Duterte extended his term from December 17, his birthday. The military has a mandatory retirement age of 56.
In January, Duterte said he will appoint Guerrero to lead the Maritime Industry Authority (Marina) after he retires.
In a text message to reporters on Wednesday, Lorenzana said Army chief Lt. Gen. Rolando Joselito Bautista is also being considered for the top military post.

Misuari issued the warning addressing his followers at the 50th anniversary celebration of the MNLF at the Davao Crocodile Park on Sunday.
“We will support the government’s policy to get rid of all drugs. We will hang all those who are violating this, hang them in public if they are caught doing the violation flagrantly,” he said.
He also warned to destroy “foreign infiltrators” who are trying to sow disunity among Moros.
“Those foreign infiltrators to our homeland – to create dissension among us, to disunite us – we must guard against this even if they come from Indonesia, they come from Malaysia, they come from Saudi Arabia, from Morocco, from Iran and from places in the world, we will have to destroy them, before they can destroy us,” he said.
Although seemingly in a fighting mood, Misuari, at 79, made clear he is ready to relinquish his post as leader of the MNLF.
“After 50 years, maybe it’s about time I take some rest and let the second liners among our leadership to take over,” he said.
The Moro leader, a close friend of Duterte, believes peace and freedom are already on hand for the Moros.
It has been a long journey for Misuari.
He gained huge support in Mindanao when he signed the 1976 Tripoli Agreement with the government of then Ferdinand Marcos Sr.
This was bolstered further when he signed a peace agreement with then President Fidel V. Ramos in 1996.

Defense Secretary Delfin Lorenzana opposes the proposal to form the Marines into a new branch of service in the military.
“We oppose that,” he told CNN Philippines’ The Source on Tuesday.
The Philippine Marine Corps Act (House Bill No. 7304) proposes to establish the PMC, currently under the Navy’s command, as an independent branch of service of the Armed Forces of the Philippines.
The PMC would be “amphibious in character” and would be composed of ground combat, combat support, combat service support, aviation component and other necessary units.
The PMC’s current strength is estimated at around 9,300.
“That would make Marines basically a ground force. So dalawa na ang ground force natin,” he said.
The Philippine Army is currently the main ground force of the AFP at 85,000-strong.

The Philippine Marine Corps Act (House Bill No. 7304) proposes to establish the PMC, currently under the Navy’s command, as an independent branch of service of the Armed Forces of the Philippines.
The PMC would be “amphibious in character” and would be composed of ground combat, combat support, combat service support, aviation component and other necessary units.
The PMC’s current strength is estimated at around 9,300.
“That would make Marines basically a ground force. So dalawa na ang ground force natin,” he said.
The Philippine Army is currently the main ground force of the AFP at 85,000-strong.

DAVAO CITY, Philippines – The founding chairman of the Moro National Liberation Front (MNLF) said its troops would be launching a border security initiative with Indonesia, the Philippines’ neighboring state which has recently been focusing on guarding its maritime gates.
“Very soon we’re going to inaugurate our joint undertaking with the Republic of Indonesia,” MNLF’s Nur Misuari said on Sunday, March 18.
Misuari was speaking to thousands of supporters and members of the MNLF in Davao City, where they commemorated the organization’s founding anniversary, and the Jabidah Massacre, which sparked the decades-old Moro rebellion in Mindanao. (WATCH: Still no justice 50 years after Jabidah Massacre)
“The Indonesian government has informed me...and the President has given his imprimatur to accept the proposal that we shall deploy 10 big naval boats around our territorial waters,” he said.
He said half of the forces would be coming from the Indonesian Army, while the Philippine armed forces will be represented by the MNLF “who are working with them.”
It was not clear which president Misuari was referring to as having given his imprimatur to MNLF's participation.
But it can be recalled that, in January, Philippine President Rodrigo Duterte met with Indonesia’s Foreign Affairs Minister Retno Marsudi in Davao to discuss their countries’ plan to guard their shared maritime border against terrorists.
According to Marsudi, Duterte had signified that the Philippines wants to increase its collaboration with Indonesia through a joint forces agreement.
Indonesia’s territorial waters and its exclusive economic zone (EEZ) are patrolled by its Tentara Nasional Indonesia-Angkatan Laut (TNI-AL).

The Indonesian government has once credited the MNLF for helping the release of its citizens abducted by the Abu Sayyaf.
In Sydney on March 16, Indonesian Defense Minister Ryamizard Rycudu met with his Australian counterpart Marise Payne to discuss a related matter.
Ryamizard said at least 3,500 ISIS fighters had returned from Iraq and Syriah, where some 1,300 to 1,500 of them had made Indonesia and the Philippines as targets for the spread of the ideology.
Ironically, the Indonesian official identified MNLF as among the groups the ISIS has allegedly infiltrated.
On Sunday, Misuari said the initiative would be the latest in the group’s “march on another path because there are some countries who are trying to demonize us who kidnap some innocent citizens and bring them to our homeland to create a misimpression about our people.”
The Philippines and Indonesia have actively discussed border security issues as part of their mutual concerns.
In 2017, Indonesian President Joko Widodo and Duterte agreed they would ramp up security efforts against the growing threat of Islamic State attacks in Southeast Asia.

The Armed Forces of the Philippines on Tuesday said it has intensified its offensives in anticipation of possible attacks and atrocities to be launched by the New People's Army which will mark its 49th founding anniversary next week.
In a statement, military spokesperson Brigadier General Bienvenido Datuin said military forces "will continue to be on a proactive stance against all threats of violence and will exert every effort to preserve the peace in every locality" ahead of the outlawed group's anniversary on March 29.
Datuin said the rebel attacks against the people, including on government troops, are "terroristic in nature" and shows the "clear reflection of their true color as a criminal and terrorist organization."
"In the NCR (National Capital Region) they have staged rallies and protest actions that caused massive traffic that affected motorists and commuters. They have repeatedly done such actions that disturbed the peace of the place and pestered law abiding citizens," he added.
Datuin earlier said they have yet to see the sincerity of the communist rebels before returning to the peace negotiations as they have seemed to continue with their atrocities.
President Rodrigo Duterte has officially terminated the government's peace negotiations with the communist rebels in November last year. On March 6, he said that he would consider resuming peace negotiations with the rebels if they will declare a "ceasefire."
In December last year, Duterte signed a proclamation categorizing the Communist Party of the Philippines and the NPA as terrorist groups.

Defense Secretary Delfin Lorenzana on Tuesday said President Rodrigo Duterte may have terminated the peace negotiation with the communist rebels “for good” as it has not progressed for the longest time.
“I think it's for good, especially that there are lot of surrenderees because the President has given them incentives to come down,” Lorenzana said in an interview on CNN Philippines when asked he if sees the President will revive talks with the communists.
Asked on whether it’s time to say a “final goodbye” to the peace negotiations with the Communist Party of the Philippines-New People's Army-National Democratic Front of the Philippines (CPP-NPA-NDFP), Lorenzana answered in affirmative.
“Yes, because we have been talking to them for the longest time and hindi naman nagproprogreso eh. I always maintain that the CPP-NPA when they come to the negotiating table and talk peace, they are not actually after peace,” he said.
The communist rebels, according to the Defense chief, is only after the “advantages” that they could get on the peace negotiation, adding that leaders of the communist rebels were even freed in 2016.
It was in August 2016 when the government released 22 NDF consultants for the negotiation, including CPP chairman Benito Tiamzon and his wife Wilma, who were arrested in 2014.
The Duterte administration then conducted its first round of peace talks with the NDF in Norway, ending almost five years of impasse.
Lorenzana, meanwhile, said the government did not get anything in return when the communist leaders were released.
“They went to Oslo, Norway to talk. Because our troops were prevented from operating against them, so they were able to recover a lot of barangays that we have taken from them,” he said.
“What did we get? Nothing, so ‘yun ang masasabi ko, they're just trying to take advantage of the peace talks, to gain a space to pursue their range,” he added.
The Defense chief also pointed out that he did not think that peace negotiations under the Duterte administration would work right from the start.
“No I did not think, a lot of us, the defense community did not think it would work and also lot of civilians did not think it would work,” Lorenzana said.
On November 22 last year, the government cancelled the peace talks with the CPP-NPA-NDF, citing “recent tragic and violent incidents all over the country committed by the communist rebels.”
President Duterte has also signed a proclamation formally tagging the CPP-NPA as a terrorist group.
With this, Lorenzana said government forces could easily arrest communist leaders who were “set free” during the peace talks.
“The tag of terrorist will help us give more teeth to our effort to capture them,” he said.

THE Negros Occidental Police Provincial Office (Nocppo) is urging the members of the New People's Army (NPA) to surrender.
Senior Superintendent Rodolfo Castil Jr., provincial director of Nocppo, said on March 19 that uniformed men in all police stations and the Armed Forces of the Philippines (AFP), as well as the municipal and provincial peace and order councils, will facilitate their enrollment to the Comprehensive Local Integration Program (Clip) of the government.
"You only live once, do it right, nothing compares a normal life," Castil said.
Castil assured the public that the police and military will continue to integrate its community support programs with the local government units in line with the implementation of the Clip.
He said there is no future in the Communist Party of the Philippines (CPP)-NPA revolution.
"While the ordinary NPA member is bleeding and sacrificing in the field, their leaders are enjoying a luxurious life in the Netherlands. It's not too late to have a normal life, do it for your children and your grandchildren," the province's top cop added.
Castil also appealed to the public for their cooperation to stop supporting and funding the communist rebels.
"Let us act together to end the long-suffering from senseless war and unnecessary loss of lives. A shared vision for our future generation - a safer and peaceful province of Negros Occidental," Castil said.
Meanwhile, Castil said they are not lowering their guards for possible attacks and other lawlessness acts of the communist rebels as the CPP-NPA will celebrate their founding anniversary on March 29.
The police, in coordination with the AFP, is now intensifying its intelligence operations against the communist rebels and their supporters for their possible arrest and prosecution in court.

AROUND 256 families were forced to flee their homes after the soldiers clashed with suspected communist rebels in Barangay Sinampongan, Aloran, Misamis Occidental, Monday, March 19.
Members of the 10th Infantry Battalion (IB) under the 1st Infantry Division were conducting combat operations against the New People’s Army (NPA) for alleged extortion and forced recruitment activities when they encountered some 20 guerrillas.
The military said the encounter started around 3 p.m. and lasted in the evening. The gun battle spread to nearby villages.
Major General Roseller Murillo, 1ID commander, said the clash forced residents of said barangay and other adjacent villages to leave their homes.
"In performance of its mandate of protecting the people against all threats to their safety, the 10th IB has been conducting focused military operations against the communist NPA terrorists. While acting on information given by concerned citizens...the 10IB encountered 20 armed communist NPA terrorists," Murillo said.
The town disaster office, the police, and the military are now collaborating to assist the displaced families.
Charmaine Tadlas, spokesperson of the Department of Social Welfare and Development-Northern Mindanao, said the town's local government unit has yet to request aid from their office. However, they are ready to extend help should there be request from the town officials.
Tadlas said they have ample supply of family food packs and P1 million standby fund. She said the evacuees are temporarily staying at the five evacuation centers in the town.

Gonda said the town police are ordered to implement target hardening and security measures to maintain peace and order in the affected communities.

Abdula said that a CAB-Compliant BBL is the best solution to normalize Mindanao situation where the Moros suffered for a long time due to armed conflict.
The BBL is a legal instrument that implements the Comprehensive Agreement on the Bangsamoro (CAB) that once passed by congress, and ratified in a plebiscite will lead to the establishment of Bangsamoro political entity, “‘Abdula further said.
“MILF is consistent in its peace agenda with the Philippine government to pave the way for genuine, and lasting peace in Mindanao,” Abdula highlighted.

ARMY chief Lt. Gen. Rolando Bautista yesterday said nine Army battalions have been activated this year amid the intensified military campaign against terrorist and communist forces.
During the celebration of the Army’s 121st foundation anniversary at the Army headquarters in Fort Bonifacio, Bautista said the newly-activated units include seven infantry battalions which are part of the 10 infantry battalions the Army is forming this year.
A battalion is composed of around 500 officers and men.
“To beef up our ground operations, seven out of the additional 10 infantry battalions have been activated. The remaining three shall be activated in the second quarter of this year,” said Bautista.
Bautista said the two other battalions have been activated -- 5th Scout Ranger Battalion and the 500th Engineer Combat Battalion.
Government forces have stepped up operations against the terrorist groups Abu Sayyaf and the Bangsamoro Islamic Freedom Fighters in the aftermath of the bloody Marawi City siege waged by the ISI-inspired Maute Group last year.
Military operations have been also intensified against the New People’s Army after President Duterte issued a proclamation terminating the peace talks with the communists in November last year. A month later, he issued another proclamation, declaring the NPA and the Communist Party of the Philippines as terrorist organizations.
“The threat of terrorism is omnipresent and unavoidable in this day and age. It is a reality that the free world must now confront,” said Bautista, who commanded the Joint Task Force Marawi that led the operations in Marawi.
“The siege of the city of Marawi opened the eyes of countries in our part of the world to the realities of terrorism and subsequently resulted in the second declaration of martial law in the Philippines,” added Bautista.
On the NPA, Bautista said the Army has been successful so far in the campaign against the group.
“When the President declared the CPP-NPA as terrorists in December 2017, we intensified our campaign against them. This resulted in the significant decline in their manpower and firearms,” said Bautista adding some 4,000 NPA members and supporters have surrendered to government.
During the anniversary celebration, President Duterte conferred medals and awards on 41 Army personnel, including AFP Western Mindanao Command chief Lt. Gen. Carlito Galvez who received the Order of Lapu-Lapu (Kamagi medal).

TWO HIGH-POWERED firearms were recovered by soldiers of the 66th Infantry Battalion in barangays Pagsabangan and Manurigao, both of New Bataan, Compostela Valley last March 14.
Lt. Col. Palmer Parungao, the commander of 66th IB, told TIMES that the recovery of the firearms was made possible through the tip from one of the rebel returnees.
“The recent surrenders of the regular guerrilla fighters and its (NPA) mass supporters clearly manifest the downfall of the armed and political components of Guerrilla Front 25 … operating in New Bataan and Compostela of Compostela Valley,” Parungao said.
They recovered an M16 rifle with defaced serial number along with the attached M203 grenade launcher (serial number 107785), one magazine 20-cap with six cartridges of 5.56mm in Purok 3, Sitio Mainit, Barangay Pagsabangan.
Meanwhile, one Ultimax 100 Mark 3, Cal. 5.56mm LMG (SN:182731) with four 30-cap magazines and 20 cartridges of 5.56mm ball were also found in Sitio Kabitian, Barangay Manurigao.
“With the continuing success of the battalion, I enjoin everyone to keep focused on what we are doing. Let us sustain our gains and put them to an end,” he further said.
Maj. Gen. Noel Clement, commander of 10th Infantry Division, said that more needs to be done for the communities to achieve lasting peace.
“Rest assured that your army will continue in running after the remaining members of the group and we will render them insignificant,” Clement said. “In this way, we will triumph against the members of the armed group who are posing threat to the lives of the Filipino people.”

THE EASTERN Mindanao Command (EastMinCom) recorded more than 300 members of the New People’s Army (NPA) who surrendered to the different line battalions from January to March alone.
Maj. Ezra Balagtey, spokesperson of EastMinCom, said that they have continuously received reports from different units of the mass surrenders of the NPAs from the different guerrilla units.
“In fact, for the month of March we have seen the increase in surrenders,” Balagtey said.
Based on their record from Jan. 1, 2018 to Mar. 12, 2018, there were 301 regular members of the NPA who surrendered to different units.
In March alone, they recorded 160 surrenders.
“So the number of surrenders this month is almost 50 percent,” he said.
Earlier, the Armed Forces of the Philippines (AFP) said 90% of the 2,263 members and supporters of the New People’s Army (NPA) who surrendered nationwide in the first two months of the year came from the Davao Region.
Lt. Col. Emmanuel Garcia, chief of AFP Public Affairs Office, said that 2,036 of the rebel returnees operated in the Davao Region. Most of the surrenders occurred in Compostela Valley.
Last Jan. 20, a total of 371 members and supporters of the NPA’s underground mass organizations (UGMO) surrendered in Maragusan town, Compostela Valley. It was followed by the surrender of 193 UGMO members and supporters in Monkayo on Feb. 3, and 166 others on Feb. 19.
As of March 4, a total of 607 regular members of the NPA yielded to government. The remaining 1,656 surrenders were members of Militia ng Bayan and UGMO.
The massive surrenders of the NPAs and their supporters were attributed to the combined focused military operations, intelligence efforts, civil-military operation, reintegration efforts and peace and development programs of the AFP, Philippine National Police, and the local government units.

3 soldiers wounded in roadside explosion in Philippines

Three government soldiers were injured in a roadside explosion Tuesday in the southern Philippine province of Compostela Valley, a known stronghold of communist insurgents in the restive region.
The soldiers were travelling in a truck in Kingking village in Pantukan town when suspected New People’s Army rebels remotely detonated the bomb. The blast wounded Corporal Michael Tabanao, Privates First Class Jerome Penaranda and Albert Cahepe, all members of the 46th Infantry Battalion.
The wounded soldiers were rushed to hospital in Tagum City. Their medical condition is unknown and the military did not release any statement on the daring attack.
Last week, rebels also strafed a low-flying agricultural plane and fatally wounded its pilot Captain Lynbert Laguda Sr in Surigao del Sur province, also in southern Philippines. Despite his wound, Laguda managed to safely land his aircraft and rushed to the hospital, but eventually died due to loss of blood from a gunshot wound he sustained in the body.
Laguda, a seasoned pilot from Dana Farms Aviation Inc. based in Davao City, was spraying fertilizer over a farm in Tagbina town when rebels targeted his plane. He was flying a single-engine biplane Grumman G-164 Ag Cat agricultural aircraft and a member of the Agricultural Aviator Association of the Philippines. The plane bore 3 bullet holes – on the fuselage near the cockpit, wings and on the nose near the engine of Laguda’s aircraft.
NPA rebels have previously threatened to attack agricultural aircrafts in the restive region where the communist group had been extorting money from aviation firms. The rebel group has been fighting for a separate Maoist state in the country for many decades now.

Captain Benjie Jimenez, a spokesman for the 1st Infantry Division, said the operation was an offshoot on an earlier clash with New People’s Army in Aloran town where they snatched a farming couple and a villager. The trio was later released unharmed and recovered by soldiers.
This was also confirmed by the town’s mayor, Junie Roa, and Roxas village chieftain Marieta Dologaog who claimed the victims were seized from their homes. “The two local officials reported that three of their constituents were forcibly taken from their home and used as human shields by ten communist NPA terrorists while retreating after their armed encounter with 10th Infantry Battalion troops in Sinampongan (village),” Jimenez said.
“The 10th Infantry Battalion immediately conducted rescue operations for the kidnapped civilians. The kidnapped civilians were released after the communist NPA terrorists were able use them as human shields to scamper away from the army’s rescue operations,” he added.
Major General Roseller Murillo, the army division commander, condemned the NPA for holding civilians hostage and used them as shield against pursuing soldiers. “This terroristic act of kidnapping innocent civilians for use as human shields is a crime against international humanitarian law and act of desperate criminal cowards who care nothing about the welfare and safety of the people,” he said.
The NPA has been fighting for many decades for the establishment of a Maoist state in the country.

PUERTO PRINCESA CITY, Palawan --Mayor Lucilo Bayron signed on Monday the ordinance that formed a joint urban anti-terrorism task group to guard Puerto Princesa’s public safety and security.
Ordinance No. 916, sponsored by the City Council’s Committee on Peace and Order and Public Safety, was passed on March 10 and prescribed the activation of the Joint Task Group Puerto Princesa (JTGPP) by the Western Command (Wescom).
“It is timely that we created this. We requested for this, we requested Wescom commander Lt. Gen. (Rozzano) Briguez if a task group can be commissioned to eventually include other law enforcement agencies later. It was good that his response was instant since he has sufficient powers to form this,” Bayron said.
He said the task group, now composed of troops from the 3rd Marine Brigade (3MBDE) and maritime police personnel of the 2nd Special Operations Unit-Maritime Group, can be later joined by other uniformed branches, such as the Philippine Coast Guard, and also private blue guards securing malls and other vital installations.
“It is like a support group to the police force. If the police say we have an event there and we lacked people on the ground, the task group can augment the lack of personnel. This was patterned after Davao City, which has Task Force Davao composed of the Philippine Army. Coast Guard has a big sea asset, and we can use that to also secure Puerto Princesa,” he said.
Bayron said it was formed not only to secure vital installations, but also places that cater to crowds, and all entry points, including open access river systems in Puerto Princesa.
He denied that the task group was created due to a terrorism-related security issue.
“I just want to clarify that this task group was created not because there is an existing security issue. We only want to be one step ahead, where our security and safety is concerned, and so they can already build understanding with the people in our communities for our responses to be fast,” Bayron added.
His claim was supported by Senior Supt. Ronnie Bacuel, City Police Office (CPO) deputy chief, who said there is presently no security threat in Puerto Princesa.
“So far, based on our intelligence reports, there is no security threat here. But since the city is part of Palawan, the creation of this task group is very important because it will help us in securing the city,” he said, adding that they will play a lead role in the task group.
Capt. Cherryl Tindog, the chief of the Wescom’s Public Affairs Office, added that there is no current threat in the city.
“Terrorism threat can happen anywhere because people come and go in our city, and then we are also addressing the internal threat posed by the communist-terrorist group New People’s Army. They move around visiting barangays that is why we have a task group for us to isolate the city from that influence coming from the communist-terrorist,” she said.
The task group will also conduct information campaign against the communist-terrorist group to prevent it from influencing the grassroots against the government.
“We want to educate the people to adopt the reporting system on how to report the presence of the communist-terrorist group because if the information does not reach us from the far barangays, we won’t be able to immediately address the problem,” she added.
Lt. Col. Dante Robert Grasparil, who will head the JTGPP under Wescom’s Joint Task Force Peacock (JTFP), said it intends to unify the uniformed services in securing the city against terror threats.
“The joint task group wishes to help in undertaking the security of the city. We intend to have a unified effort in our efforts, so we will be working with all the branches of service, as well as the local government unit,” he said.
Under the ordinance, the special operations body will be headed by Bayron as chairman and co-chaired by the CPO.
Aside from the 3MBDE by Wescom, it will also include the Civil Aviation Authority of the Philippines, the Philippine Drug Enforcement Agency for drug-related events, and the chairmen of the city's 66 barangays.
For duties and responsibilities, the task group has to convene at least twice a month, except in cases of emergency; formulate peacekeeping operational plans and mechanisms and anti-terrorism and -insurgency measures, and create a special action committee to immediately address issues on peace and order and public safety among others.

PUERTO PRINCESA CITY, Palawan --Mayor Lucilo Bayron signed on Monday the ordinance that formed a joint urban anti-terrorism task group to guard Puerto Princesa’s public safety and security.
Ordinance No. 916, sponsored by the City Council’s Committee on Peace and Order and Public Safety, was passed on March 10 and prescribed the activation of the Joint Task Group Puerto Princesa (JTGPP) by the Western Command (Wescom).
“It is timely that we created this. We requested for this, we requested Wescom commander Lt. Gen. (Rozzano) Briguez if a task group can be commissioned to eventually include other law enforcement agencies later. It was good that his response was instant since he has sufficient powers to form this,” Bayron said.
He said the task group, now composed of troops from the 3rd Marine Brigade (3MBDE) and maritime police personnel of the 2nd Special Operations Unit-Maritime Group, can be later joined by other uniformed branches, such as the Philippine Coast Guard, and also private blue guards securing malls and other vital installations.
“It is like a support group to the police force. If the police say we have an event there and we lacked people on the ground, the task group can augment the lack of personnel. This was patterned after Davao City, which has Task Force Davao composed of the Philippine Army. Coast Guard has a big sea asset, and we can use that to also secure Puerto Princesa,” he said.
Bayron said it was formed not only to secure vital installations, but also places that cater to crowds, and all entry points, including open access river systems in Puerto Princesa.
He denied that the task group was created due to a terrorism-related security issue.
“I just want to clarify that this task group was created not because there is an existing security issue. We only want to be one step ahead, where our security and safety is concerned, and so they can already build understanding with the people in our communities for our responses to be fast,” Bayron added.
His claim was supported by Senior Supt. Ronnie Bacuel, City Police Office (CPO) deputy chief, who said there is presently no security threat in Puerto Princesa.
“So far, based on our intelligence reports, there is no security threat here. But since the city is part of Palawan, the creation of this task group is very important because it will help us in securing the city,” he said, adding that they will play a lead role in the task group.
Capt. Cherryl Tindog, the chief of the Wescom’s Public Affairs Office, added that there is no current threat in the city.
“Terrorism threat can happen anywhere because people come and go in our city, and then we are also addressing the internal threat posed by the communist-terrorist group New People’s Army. They move around visiting barangays that is why we have a task group for us to isolate the city from that influence coming from the communist-terrorist,” she said.
The task group will also conduct information campaign against the communist-terrorist group to prevent it from influencing the grassroots against the government.
“We want to educate the people to adopt the reporting system on how to report the presence of the communist-terrorist group because if the information does not reach us from the far barangays, we won’t be able to immediately address the problem,” she added.
Lt. Col. Dante Robert Grasparil, who will head the JTGPP under Wescom’s Joint Task Force Peacock (JTFP), said it intends to unify the uniformed services in securing the city against terror threats.
“The joint task group wishes to help in undertaking the security of the city. We intend to have a unified effort in our efforts, so we will be working with all the branches of service, as well as the local government unit,” he said.
Under the ordinance, the special operations body will be headed by Bayron as chairman and co-chaired by the CPO.
Aside from the 3MBDE by Wescom, it will also include the Civil Aviation Authority of the Philippines, the Philippine Drug Enforcement Agency for drug-related events, and the chairmen of the city's 66 barangays.
For duties and responsibilities, the task group has to convene at least twice a month, except in cases of emergency; formulate peacekeeping operational plans and mechanisms and anti-terrorism and -insurgency measures, and create a special action committee to immediately address issues on peace and order and public safety among others.

First Lt. Paulo dela Paz, civil military operations officer of the Army's 10th Infantry Battalion based in this town, said Tuesday the clash with some 20 to 40 NPA rebels occurred shortly after they intercepted a total of 12 sacks of rice that had allegedly been intended for an NPA unit operating in this town.
The food supplies were about to be transported to the neighboring Brgy. Roxas and was intended for consumption during the NPA's 49th anniversary on March 29, Lt. Dela Paz said.
“In the last few weeks, we have been receiving reports of NPA presence in the vicinity of Aloran. We immediately we deployed our soldiers for clearing operation and to confirm reports," the Army official said.
While the soldiers were conducting patrol in the area, he said the NPA opened fire at government troops.
The firefight has prompted over 200 individuals to evacuate and seek shelter at this town's gymnasium, said Mayor Junipher Roa.
Mayor Roa has called on the residents not to post misleading information on social media so as not to sow panic among the town's populace.
Roa said he has already requested the Army to put up a detachment in the area.

Lt. Col. Darrel Bañez, commander of the 62nd Infantry Battalion, said one of the firearms recovered from the so-called “Mabinay 6” suspected NPA members was very expensive and which was bought at around PHP300,000 by a businessman who claimed to be the owner.
Bañez issued his statement Monday amid claims the pieces of evidence recovered from the six suspected NPA members arrested last March 3 in Barangay Luyang, Mabinay, Negros Oriental, were all planted.
He said the Army could not afford to buy the M4 Ghostbuster rifle just to plant the same as evidence against Myles Albasin, the alleged leader of the six arrested after a brief encounter last March 3.
He is confident there is probable cause for the crimes allegedly committed by the six, for violation of Republic Act 10591, otherwise known as the Comprehensive Firearms and Ammunition Regulation Act; and Republic Act 9516, or the law on illegal possession of firearms and explosives.
Bañez said they later found out that the same firearm pointed to by Albasin as hers, while at Camp Leon Kilat in Tanjay City, Negros Oriental, is owned and registered in the name of a businessman from Sipalay.

The provincial government of South Cotabato has endorsed the inclusion of 18 rebel returnees into the government's reintegration program.
Grace Rodel, the program coordinator for rebel returnees, said Wednesday they are currently processing the application of the former rebels for various support and livelihood assistance under the Comprehensive Local Integration Program (CLIP).
She said the 18 returnees, which include two minors, were former members of a New People's Army (NPA) unit operating in the province's upper valley area.
They surrendered last year to the Army's 27th Infantry Battalion, she said.
CLIP reintegrates former rebels into the social mainstream and seeks to uplift their socio-economic conditions to enable them to become active partners in local development.
The program seeks to contribute in the achievement of the goal of permanent peaceful closure of all armed conflicts with non-state armed groups.
Rodel said each returnee stands to receive an initial P15,000 as immediate assistance, and a separate financial assistance of P50,000 for their chosen livelihood livelihood projects - through the Department of the Interior and Local Government.
On top of the CLIP assistance, she said the provincial government will also extend an augmentation assistance of P20,000.
Since January, she said they already endorsed 20 rebel returnees into the CLIP and other related support programs.
Two of the returnees already completed the profiling process and signed their application documents, she added.

The Armed Forced of the Philippines (AFP) is now intensifying efforts to thwart possible attacks and atrocities by the New People's Army (NPA) in line with the latter's 49th anniversary on March 29.
"The AFP is intensfying efforts to thwart possible attacks and atrocities by the NPA in line with their upcoming anniversary on March 29, 2018. The occasion is usually marked by their attacks against our people and vulnerable communities," AFP spokesperson Brig. Gen. Bievenido Datuin said Tuesday.
Hostilities include raids, ambuscades, and sabotage against government troops, on public establishments and vital installations that severely affected innocent civilians.
"These attacks against our people are terroristic in nature and clear reflection of their true color as a criminal and terrorist organization," Datuin pointed out.
To deter such pointless violence, the AFP spokesperson said all military units would continue to be on a proactive stance against all threats of violence and would exert every effort to preserve the peace in every locality.
"The fight against terrorism and the preservation of peace is a shared responsibility of everyone," Datuin stressed.
