From the Philippine Star (Mar 3): 2 farmers file torture raps vs AFP
Two farmers from Compostela Valley filed complaints of torture against the Armed Forces of the Philippines (AFP) before the Commission on Human Rights yesterday.
Janry Mensis, 22, and a certain “Jerry” (not his real name) were accompanied by members of the human rights group Karapatan when they filed their complaints accusing soldiers of torturing them from Nov. 28 to Dec. 6, 2017.
Karapatan said the two farmers were kidnapped by members of the police and military in Tagum City, Davao del Norte on Nov. 28 last year after being falsely accused as thieves.
After the police cleared them, they were turned over to the Army’s 71st Infantry Battalion, whose soldiers allegedly accused them of being New People’s Army members and beat them up.
On Dec. 6, 2017, the farmers said they were brought to a mountainous area in Compostela Valley and were thrown in a pit where the soldiers tried to burn them alive. The victims were able to escape after pretending to be dead.
Karapatan deputy secretary-general Roneo Clamor said the case of these two farmers shows the cruel character of state security forces.
“These stem from the military’s dangerous mindset that they can get away with anything, owing from the climate of impunity in the country,” he said.
Mensis and Jerry are among the 87 alleged victims of torture documented by Karapatan under the Duterte administration, Clamor said.

Samantala, matagumpay ang inilunsad na haras ng isang tim ng Celso Minguez Command sa instalasyon ng Globe sa Brgy. Banwang Daan, Matnog, Sorsogon ng alas-11 ng gabi sa parehas na oras. Dito sa nasabing instalasyon nakahimpil ang 22nd Cadres Battalion sa pangunguna ni Sgt. Joselito Roman.

The Bangsamoro Basic Law (BBL) is an “advent of a new era for Mindanao,” this is how Sen. Juan Miguel Zubiri described the new proposed Bangsamoro Law during a press briefing.
He told reporters during the press briefing that the Senate remained on track to passing the legislation as it was introduced before the plenary on Wednesday, a report by Inquirer.Net said.
“What we passed as a committee report is not 100-percent BTC [Bangsamoro Transition Commission] version. But we simply say that it’s 96-percent BTC. All the important provisions are there. If we added other provisions, it was just to strengthen,” Zubiri disclosed as report by Inquirer.Net.
For his part, BTC Chair Ghazali Jaafar, who have participated in the series of hearings expressed confidence that the submission of the committee report would lead to Senate approval of the BBL.
“And the BBL is not only necessary. But we believe it’s very important and urgent because we consider this a formula for peace in Mindanao,” Jaafar told the reporters.
“And with the passage of this proposal, it will address the peace situation in Mindanao and pave the way for realization of the dreams of the Bangsamoro people and all other people in the region, including Christians, and IPs (indigenous peoples),” he added.
Zubiri, who sees the Senate’s passage of the bill by March 21, said they were also confident that no provision of the BBL would be unconstitutional.
He also said the proposed measure would provide mechanisms to audit the P72 billion automatically-appropriated annual block grant or development fund for the Bangsamoro government.
In the same article by Inquirer.Net, Zubiri said that the BBL also includes an anti-dynasty provision. But it does not cover mayors and governors because they are “still awaiting a national anti-dynasty law.”
Zubiri hopes to submit the approved bicameral version of the measure before President Rodrigo Duterte’s State of the Nation Address (SONA) in July.
After that, a plebiscite running from 90 to 150 days between September to November will be conducted to ratify the BBL.
Once ratified through a plebiscite, he said the Bangsamoro Transtion Authority (BTA) would be setup, to be followed by an election after three years.
The BTA would be the interim government to allow “the Moro Islamic Liberation Front (MILF) to transition from a rebel organization into governance through a peaceful democratic process.” (Source: Inquirer.Net)

MANGUDADATU, MAGUINDANAO- “Political solution by way of the peace process will resolve the Moro problem. It is the best way to end the decades of war in Mindanao between the Moro secessionists Groups, and the Philippine Government”, Hisham Nando said yesterday during a Bangsamoro Islamic Symposium held in this town.
Nando is a member of the Bangsamoro Leadership, and Management Institute (BLMI) Steering Committee
The symposium was jointly organized by the BIAF 109th Base Command, and Moro Islamic Liberation Front (MILF)- Damakling Political Committee.
“The MILF is committed to pursue its peace agenda with Philippine Government to finally end the hostilities in Mindanao”, Nando further said.
“Nothing can solve the Moro problem except passing the Comprehensive Agreement on the Bangsamoro (CAB)-compliant Bangsamoro Basic Law (BBL) into enabling law”, Nando underscored.
One BIAF Officer who requested anonymity because he is not authorized to speak on behalf of the base command told this writer during a brief interview that they are elated to learn that the deliberations on the BBL by the Senate Committees, and House Committees are moving faster. “We hope this, this new government will not fail us others, our patience will run out.”
The BBL is crafted by the Bangsamoro Transition Commission (BTC) which seeks to establish Bangsamoro political entity contained in the CAB.
CAB is the peace agreement signed between the Government of the Philippines and the MILF in 2014.
Guest speaker Professor Esmael Abdula, President of Kalilintad Peacebuilding Institute and BLMI Steering Committee member, and Training Officer, explained the historical injustices committed against the Moro people that started during the Spanish era.
“Moro Historical Injustices are the main reasons why the Moro people waged a revolutionary war in early 70’s to get back their long lost freedom”, Abdula said.
He emphasized that “Political struggle is the most civilized way of solving problem in Mindanao.”
Abdula told the participants that due the coming of foreign colonial powers such as Spain, Japan which invaded the country for a short period of time during World War II, and the United States, the Moro people faced systematic marginalization, minoritization, illegal, and immoral annexation of Moro Homeland to the Philippines, the injustices became dovetailed into single problem- the Moro Problem.

MANGUDADATU, MAGUINDANAO- Abas Bukol, Base Commander of 109th Base Command of the Bangsamoro Islamic Armed Forces (BIAF) told members of his command, and participants to the symposium in Mangudatu town on February 19 that MILF is strictly obliging all its line agencies, and BIAF members to ‘enjoin what is right and forbid what is wrong’ in the Bangsamoro communities.
“The BIAF is tasked to promote peace, and order in the communities”, Bukol said.
Bukol added: “Enjoining what is right and forbidding what is wrong can be a channel in seeking lasting peace in Mindanao.”
“Let us work together towards inclusive peace in Mindanao”, emphasized Bukol.

MANGUDADATU, MAGUINDANAO- Abas Bukol, Base Commander of 109th Base Command of the Bangsamoro Islamic Armed Forces (BIAF) told members of his command, and participants to the symposium in Mangudatu town on February 19 that MILF is strictly obliging all its line agencies, and BIAF members to ‘enjoin what is right and forbid what is wrong’ in the Bangsamoro communities.
“The BIAF is tasked to promote peace, and order in the communities”, Bukol said.
Bukol added: “Enjoining what is right and forbidding what is wrong can be a channel in seeking lasting peace in Mindanao.”
“Let us work together towards inclusive peace in Mindanao”, emphasized Bukol.
Guest speaker Professor Esmael Abdula, President of Kalilintad Peacebuilding Institute and BLMI Training Officer, said “MILF Political Struggle is a Bangsamoro people’s struggle towards establishing Bangsamoro political entity.”
“Addressing the Moro Historical Injustices is the ultimate solution to the Bangsamoro Problem”, Abdula emphasized.

During the congressional hearing on the Bangsamoro Basic Law (BBL) last February 27, Congressman Celso Lobregat of Zamboanga City asked his colleagues to invite MNLF Chairman Nur Misuari so that he would be able to share his views and take on the proposed law.
To us, this is not a bad idea. But is this the real motive for the invitation? Reports said that Lobregat had asked the most questions, probably outnumbering all those asked by his colleagues combined.
However, it was not known whether such proposal was considered for adoption by the three committees namely Committee on Local Government, Committee on Muslim Affairs, and Committee on Unity and Reconciliation chaired by Congressman Pedro Acharon, Jr., Congressman Mauyag Papandayan, Jr., and Congresswoman Ruby Sahali, respectively.
Indeed, the proposal is challenging; only a man of Lobregat’s mold dares such a proposal. Misuari is not free to move, because he has a pending warrant of arrest. Only the court can order such a furlough, which is not readily available as of date. By the time it is secured, the hearing would have ended already if we based our reckoning on what Speaker Pantaleon Alvarez said that the Lower House will have its version of the bill by March 22.
Frankly, we do not know what the constituents of Lobregat in Zamboanga City would say about the proposal, appreciation or disgust. Misuari is persona-non-grata in Zamboanga City, the consequence of the Zamboanga Siege on September 9, 2013.
Of course, Lobregat can be credited for being daring, but the flip side is the noted inconsistency here. He does not want Misuari to step on the soils of Zamboanga City for reason above-cited [MA1] but why is he proposing for his presence in the halls of Congress, which is a higher entity. This gives Misuari the upper hand in the battle for moral or even legal ascendancy.
To recall, the plane carrying Misuari was not allowed to land in Zamboanga City when he was brought to Davao City. Zamboanga City Mayor Maria Isabel Climaco and Lobregat vehemently opposed such stopover and Misuari’s stepping on the soils of Zamboanga City.
Frankly, we do not know the effects of the invitation on the raging pre-election positioning of Climaco and Lobregat. Both politicians are eyeing for the same mayoralty post in the forthcoming election in 2019.

CAMP MELCHOR F DELA CRUZ, Gamu, Isabela (DWDD) – Five more members of the “Militia ng Bayan” under the Communist NPA Terrorist surrendered to the joint elements of the 17th Infantry Battalion and Rizal Municipal Police Station at Headquarters, 17IB at BrgyMasin, Alcala, Cagayan on February 26, 2018 (Monday).
The surrender of said personalities was facilitated by Brgy Officials of BrgyBural, Rizal, Cagayan led by BrgyCpt Evelyn Baloran, of said Barangay through the intervention of Hon Joel A Ruma, Vice Mayor of Rizal, Cagayan.
According to Lt Col Camilo Saddam, Commander, 17IB, the five MBs together with the Brgy Officials were transported from Brgy Bural, Rizal to the Headquarters of 17IB.
Lt Col Sadam added that the said five terrorist were among the personalities identified in photos with the CNTs undergoing training in Zinundungan Valley in 2014.
Meanwhile, BGen Perfecto M Rimando Jr, Commander, 5ID was delighted with the series of surrenders in the Province of Cagayan.
“The credit goes to the Local Government Officials who facilitated and assisted their constituents to return to the folds of the law. We need to convince these MBs to denounce their support to the terrorist group, because we knew that when they undergo training, they pledged to support the terrorist groups,” BGen Rimando said.
“I encourage the other LCEs to emulate the initiatives of the Rizal LGUs. We need to assist our constituents associated with the CNTs if they have the intention to return to the folds of the law. The feeling of nothing to lean on will make some CNT members hide forever or cling to the CNTs even if they could no longer stomach the terroristic activities of the group.” BGen Rimando Jr, added.
If we recall, in the past days around 22 MBs and terrorist mass base supporters have surrendered to the same unit alone, and all of those surrenders came from the Municipality of Rizal, Cagayan.17IB / MCAG

LUUK, Sulu (DWDD) – Prior to, during and after the All-in-One Humanitarian Mission, the Unang-Una Battalion continues to give its all for the people of Sulu.
On our third day in Luuk, Sulu, our rest and recreation day after the two-day humanitarian mission, unknown to many of us, Ltc Stephen Lalas Cabanlet, commander of the MBLT 1, was receiving an Abu Sayyaf member who surrendered right at the same beach where we were eating, swimming and frolicking!
On Monday, after we’ve all gone home, some of the soldiers went back to Pata Island to finish constructing Dome-type structures donated by the Tzu Chi Foundation, facilitated by Dr. Anton Lim, Ms. Paulita Agpaoa and Jason Ricafort Cabalida Cardente of Alegado Foundation.The dome-type structures will be used for the High School annex, day care center and a Health Center.
The last classroom building at Pata Island was a two-room classroom constructed many years ago, during the time of former President Ramos in 1995. Because of the shortage of classrooms, most of the children in the island were not able to pursue high school education, due also to the long-standing conflict between the people of Pata Likud and Pata Harap.
