TUBIGON, Bohol (DWDD) – Col Ignacio B Madriaga INF (GSC) PA the newly installed Commander of 302nd Infantry (Achiever) Brigade visited Headquarters 47IB, Camp Gov Lino I Chatto, Brgy Macaas, Tubigon, Bohol on January 22, 2018.
Col Madriaga was welcomed by the katapatan troopers led by LTC Eufracio Joel G Malig INF (GSC) PA. Tree planting was also conducted and followed by the talk to men and peace and security briefing.
Along with his msg, he encourages the Katapatan troopers to be more prepared for there will be a continuous military operations soon. He reminded the troops that fighting skills must not be forgotten despite the peaceful situation in the Province of Bohol. And lastly, everybody must be always alert and vigilant at all times.

CAMP NAVARRO, Calarian, Zamboanga City (DWDD) – Five more members of the Abu Sayyaf Group, three from Sulu and two from Tawi-Tawi, surrendered to the soldiers of the Joint Task Forces on January 28.
Abu Sayyaf members Kadra Arajun Sawadjaan; Alnajar Arajun Sawadjaan; and Sherul Arad Sahiyul, all with high-powered firearms yielded to the Philippine Marine Ready Force-Sulu of the Joint Task Force Sulu following the surrender of fellow Abus since late last year and early this year.
The former bandits were picked-up by soldiers at Brgy Bunot, Indanan, Sulu after earlier arrangements had been made to ensure their safety and security.
In his report to WestMinCom Cmdr, Brigadier General Sobejana said that the Abus also surrendered an M16 rifle; an M79 Grenade Launcher; and a cal .45 pistol upon their surrender.
“As a procedure, we let them undergo immediate medical treatment at our station hospital in Busbus, Sulu in order to address any medical conditions that needed care,” BGen Sobejana said.
During the debriefing, it was found out that the three were recruited by the late Abu Sayyaf Sub Group leader Alhabsy Misaya. All three were also previously seen in a recovered video showing Abu Sayyaf members marching and in formation in Indanan, Sulu taken sometime in August 2015.
Meanwhile, two more Abus also yielded to the soldiers of the Joint Task Force Tawi-Tawi at 3pm yesterday. Jun Hassan; and Titing Alihassan @Iyot Panday, both residents of Sitangkai, Tawi-Tawi voluntarily surrendered to the marines bringing along an M16 rifle; an M1 Garand rifle; and a short magazine for M16 rifle with 22 pcs ammunition for cal 5.56mm.
“We found out that Titing Alihassan @Iyot Panday is number one in our wanted list of Abu Sayyaf members and is included in the DND Arrest Order Nr 3,” said Brigadier General Custudio Parcon, Jr., commander of the Joint Task Force Tawi-tawi.
“He was involved in the series of kidnapping incidents in the high seas such as the sea-jacking of Vietnamese flag vessel (M/V GIANG HAI) in 17 Feb 2017,” added BGen Parcon. “Jun Hassan on the other hand, is also among those listed in our watchlist and is in the DND Arrest Order same with Alihassan.”
Based on the initial debriefing conducted, Jun Hassan is the brother of killed KFRG sub leader Butchoy Hassan who was neutralized last March 2017 by elements of JTF Tawi-Tawi in Sitangkai, Tawi-Tawi. Subject is one of the financiers of the kidnapping of Taiwanese National Evelyn Chang at Pompom Island Resort, Sabah, Malaysia last November 2013.
“We would like to reiterate our call for the remaining Abu Sayyaf members especially those from Sulu Province to surrender the soonest,” said Lieutenant General Carlito G Galvez, Jr., commander of the Western Mindanao Command.
“The government in coordination with the Ulama has prepared rehabilitation programs to those who have surrendered and will surrender to ensure that they do not go back to their ill beliefs and practices.”
As of this report, a total of 164 ASG personalities already surrendered in WestMinCom Joint Area of Operations since January 2017. Of the number, there were 72 from Basilan; 57 from Sulu; 33 from Tawi-tawi and two from Zamboanga City.

CAMP NAVARRO, Calarian, Zamboanga City (DWDD) – A member of the Bangsamoro Islamic Freedom Fighters was slain in a five-minute armed confrontation with the troops of the Joint Task Force Central in Maguindanao on January 26.
Troops of the 61st Division Reconnaissance Company under 2nd Lieutenant Roy John Atoga encountered five BIFF members while conducting combat operation in Sitio Minanga, Barangay Bakat, Radjah Buayan, Maguindanao on Friday, January 25.
Said firefight resulted in the death of BIFF member Gabriel Amado. Amado, 49, a resident of Sitio Minanga, Barangay Bacat, Radjah Buayan, Maguindanao.
“Troops turned over the cadaver of Amado to Barangay Chairman Ebrahim Dagandal of Bakat, Radjah Buayan, Maguindanao for proper disposition,” said Major General Arnel Dela Vega, the JTF Central commander.
Troops also recovered an Improvised Explosive Device, 20 rounds of live ammunition of a shotgun, and personal belongings of the BIFF. No casualty was reported on the government troops. “The JTF Central closely monitors the movement of the BIFF factions to thwart any of their attempts to conduct violent ploys,” added MGen Delavega.
Meanwhile, Marine troops recovered two improvised explosive devices laid in two barangays in Sulu on the same day (January 26).
Elements of the Naval Task Group Sulu, Philippine Marine Ready Fleet Sulu responded and proceeded to Sitio Buling-Buling, Barangay Suh, Panamao and Barangay Bagsak, Talipao, both in Sulu after reports from concerned citizens reached their attention. The marines recovered the IEDs made of 60mm mortars and a container with ammonium nitrates with nails.
“We are still trying to trace who is responsible for laying the IEDs, the good thing however is that, our soldiers were able to preempt its explosion and the possible loss life and limbs said explosion might result into,” said Brigadier General Cirilito Sobejana, commander of the Joint Task Force Sulu.
The explosive devices were brought to the headquarters of the Marine Battalion Landing Team-3 for proper disposition.
“Collaboration and cooperation between our soldiers and stakeholders on the ground resulted to this early detection of the IED,” said Lieutenant General Carlito G. Galvez, Jr., commander of the Western Mindanao Command.

President Rodrigo Roa Duterte on Tuesday, January 30, led the groundbreaking ceremony for a new military camp here that would protect the city from future attacks of Islamic terrorists.
Upon his arrival at Barangay Kapantaran, President Duterte was briefed about the project, which is expected to be completed in less than two years.
He then led the capsule laying for the construction of the new military facility that will be undertaken by the Philippine Army’s 54th Engineering Brigade.
The initial development of the site is the renovation of the old Marawi City Hall, converting it into a new Marawi military camp headquarters building.
Located on the top of the hill, the new camp would become a stronghold of the Philippine Army’s infantry units to prevent the re-entry of ISIS-backed groups here and to protect civilians from any security threats.
Duterte recognized the bravery of soldiers and policemen who fought to liberate Marawi from the Maute terrorist group.
“I would also like to thank the brave men of the Armed Forces of the Philippines, kasali na ‘yung --- marami akong sundalo na Moro na namatay rin. I’ll salute them for their ---katapangan nila to face terror and the police,” he said in his speech during the turnover of temporary shelter units in Barangay Sagonsongan here.

Government security forces have arrested an alleged bomber of the Abu Sayyaf Group (ASG) involved in the kidnapping and killing of plantation workers 16 years ago in Basilan, a top police official announced Tuesday.
The suspect was so far the ninth ASG member involved in the plantation workers’ kidnapping the authorities have apprehended since January 1 this year in this city.
Chief Supt. Billy Beltran, Police Regional Office-9 (PRO-9) director, identified the arrested ASG member as Abdulhan Ataram, who carries the aliases of Sauman Usman, Fraser, Abu Jar, Jarin, Abu Salman.
Beltran said Ataram was arrested at around 6 p.m. Monday at the historical Plaza Pershing, located a stone throw away from City Hall downtown.
He said Ataram was a member of the ASG’s Special Operations Group under ASG leader Isnilon Hapilon, who was killed in the Marawi City siege in October 2017.
He said that Ataram had standing warrant of arrest for the crime of kidnapping and serious illegal detention, murder, multiple frustrated murders and multiple attempted murders.
He said the cases filed against Ataram stemmed from his involvement in the kidnapping of 15 workers on June 11, 2001 at the Golden Harvest Plantation in Barangay Tairan, Lantawan, Basilan.
The ASG executed by beheading five of the 15 workers while remaining 10 had either escaped or rescued by pursuing military forces.
Beltran said Ataram was also involved in the October 5, 2007 bombing along Quezon Boulevard, Kidapawan City.
Ataram was the ninth ASG member involved in the kidnapping of plantation workers to be arrested by police authorities this year in this city.
The others were identified as Mudrim Isnani, Emran Ismael, Bryan Mohammad, Puyat Saiyadi, Faizal Sariul, Rabulat Balito, Isa Sampang and Paisar Sampang.
They were identified by the witnesses who were under the WPSBP of the Department of Justice (DOJ).

The Davao City Police Office (DCPO) sent 12 chiefs of police, group commanders and staff to a two-day urban tactical and defensive training at Camp Domingo Leonor firing range Tuesday.
City Chief of Police Sr. Supt. Alexander Tagum, said the training was a test of their alertness and tactical defense in responding to any eventualities.
“We all know the present heightened alert level of the DCPO together with the whole service security provider of Davao City because of the threat of terrorist group like the New People’s Army and other Southern Philippines terror groups,” Tagum said.
“This is also part of our preparation because we know that at any given day if the criminals and terrorists will attack and target our policemen then at least be assured that they are ready to confront them,” he added.
Tagum also expected that the police chiefs and group commanders would be more prepared with the high-level training under capable instructors.
The two-day training is also timed when the Philippine National Police (PNP) is launching Southern Storm, a security and disaster drill.
Davao City is piloting the police-led interagency security and disaster plans with simulation exercises dubbed as Southern Storm to determine the readiness of the government to respond to a crisis such as terorrism, law enforcement, and insurgency.

Due to alleged corruption within the ranks of the New People’s Army (NPA), an alleged commanding officer of the New People’s Army (NPA) and five of his men surrendered to the 75th Infantry Battalion (75th IB) Monday morning in Surigao del Sur, claimed 25th IB commander Lt. Col. Jaime R. Datuin, on Tuesday.
“(They surrendered) because they can no longer stomach the corruption inside the Communist Party of the Philippines (CPP)-NPA organization where extorted money from the businesses and the people are only controlled by a few CPP-NPA leaders while the ordinary members go hungry and do not receive enough support from the leadership,” claimed 25th IB commander Lt. Col. Jaime R. Datuin, in a statement sent to The Manila Bulletin on Tuesday.
In his report to Maj. Gen. Ronald C. Villanueva, commanding general of the Army’s Northeastern and Northern Mindanao Fourth Infantry (Diamond) Division, and Col. Andres C. Centino, commanding officer of the Army’s 401st Infantry (Unity) Brigade, Datuin said Jonathan C. Navarro, alias “Ka Rigor,” alleged commanding officer of the Sandatahang Yunit Pangpropaganda (SYP) Platoon, guerilla-Front Committee 3 of the CPP-NPA Northeastern Mindanao regional Committee (NEMRC) also turned in high-powered firearms, along with the weapons of his men.
These weapons included an AK47 rifle, an M16 Armalite rifle, improvised M14 rifles, a homemade shotgun, a cal.-.357 Revolver, two hand grenades and assorted live bullets.
“These active NPAs have also gotten tired of the armed struggle that’s why they decided to come down when I initially talked to them,” Lt. Col. Datuin said.
Elsewhere in Mindanao, Col. Roberto Ancan, 1002nd Infantry Brigade commander, said the series of encounters between government forces and NPA rebels in the provinces of Sarangani and Davao Occidental the past weeks had forced local Communist insurgents to return to the mainstream society and avail of the livelihood projects from the government.
He said an NPA guerilla identified as Michael Tang surrendered Monday to the 73rd Infantry Battalion in Malapa. Lt.Col Marion Angcao, 73rd IB commander, said Tang, who belonged to NPA Guerilla Front 71, also yielded an M-2 .30 caliber rifle.

Due to alleged corruption within the ranks of the New People’s Army (NPA), an alleged commanding officer of the New People’s Army (NPA) and five of his men surrendered to the 75th Infantry Battalion (75th IB) Monday morning in Surigao del Sur, claimed 25th IB commander Lt. Col. Jaime R. Datuin, on Tuesday.
“(They surrendered) because they can no longer stomach the corruption inside the Communist Party of the Philippines (CPP)-NPA organization where extorted money from the businesses and the people are only controlled by a few CPP-NPA leaders while the ordinary members go hungry and do not receive enough support from the leadership,” claimed 25th IB commander Lt. Col. Jaime R. Datuin, in a statement sent to The Manila Bulletin on Tuesday.
In his report to Maj. Gen. Ronald C. Villanueva, commanding general of the Army’s Northeastern and Northern Mindanao Fourth Infantry (Diamond) Division, and Col. Andres C. Centino, commanding officer of the Army’s 401st Infantry (Unity) Brigade, Datuin said Jonathan C. Navarro, alias “Ka Rigor,” alleged commanding officer of the Sandatahang Yunit Pangpropaganda (SYP) Platoon, guerilla-Front Committee 3 of the CPP-NPA Northeastern Mindanao regional Committee (NEMRC) also turned in high-powered firearms, along with the weapons of his men.
These weapons included an AK47 rifle, an M16 Armalite rifle, improvised M14 rifles, a homemade shotgun, a cal.-.357 Revolver, two hand grenades and assorted live bullets.
“These active NPAs have also gotten tired of the armed struggle that’s why they decided to come down when I initially talked to them,” Lt. Col. Datuin said.
Elsewhere in Mindanao, Col. Roberto Ancan, 1002nd Infantry Brigade commander, said the series of encounters between government forces and NPA rebels in the provinces of Sarangani and Davao Occidental the past weeks had forced local Communist insurgents to return to the mainstream society and avail of the livelihood projects from the government.
He said an NPA guerilla identified as Michael Tang surrendered Monday to the 73rd Infantry Battalion in Malapa. Lt.Col Marion Angcao, 73rd IB commander, said Tang, who belonged to NPA Guerilla Front 71, also yielded an M-2 .30 caliber rifle.

Michael Pascua, civil-military operations officer of the Army’s 75th Infantry Battalion, identified the communist rebels as Jonathan Navarro alias Rigor; Selbert Camarillo alias Keneth; Edelberto Navarro alias Joross; Merelena Navarro alias Lhea; Joebert Camarillo alias Rey; and Jomar Camarillo alias Roy.
Seized firearms from the suspects of Barangay Maharlika, Bislig City in Surigao were one AK47 rifle, one M16A1 rifle, one improvised M14 rifle, one homemade shotgun, one caliber .357 revolver and two hand grenades.
Pascua said that the communist fighters were under the SYP Platoon 3, the Southern Mindanao Regional Committee of the NPA.
“The surrenderees were convinced by their families and through the continuous information and dissemination conducted by the unit (75th IB), in coordination with the LGU (local government unit), on the plans and programs of the government to return to the folds of law especially about the Comprehensive Local Integration Program (CLIP),” Pascua said.
He also claimed that the six rebels experienced “hunger, hardships on trekking mountains, fear of possible encounter with government forces, plus the unbearable lies and deceptions” by the leadership of the NPA and its umbrella organization, the Communist Party of the Philippines.
Lt. Col. Jaime Datuin, 75th IB commander, said that his office would ensure the safety of the NPA rebels as part of a mandated task in maintaining peace and order within the area.
The surrender came days after President Rodrigo Duterte threatened anew to crush the CPP-NPA and hit the armed group for collecting revolutionary taxes from business companies.

The Department of Defense awarded Harris Corp. a $45 million contract to provide the Armed Forces of the Philippines (AFP) with a joint service command and control system of systems in an effort to update the force’s outdated service specific systems, according to a Jan. 19 announcement.
The Global Command and Control System, dubbed “Maritime”, will provide “information integration and dissemination” to a series of Philippine headquarters. The new system will allow the leaders there to greatly expand their ability to form and maintain a national common operational picture.
The contract qualifies as a foreign military sale to the Philippines. Under such sales, the U.S. government enters into a relationship with a foreign government at the behest of the Secretary of State. The Secretary of Defense oversees the program’s execution.
Harris Corp. will preform work on the project in Rochester, New York and various locations in the Philippines. The program is expected to be completed by December 2020.

A design review for two new multi-role response vessels for the Philippine Coast Guard (PCG) has been finalized, ramping up its patrol vessels fit for maritime law enforcement and security.
The Japan International Cooperation Agency (JICA) recently handed over to the Department of Transportation (DOTR) the final report of the design review of the new 94-meter patrol vessels under the JICA-Philippine cooperation Maritime Safety Capability Improvement Project Phase II for the Coast Guard.
With the design review, the transportation department can now conclude the bid documents for the construction of the additional vessels, a component of the 16.455 billion yen Official Development Assistance (ODA) loan from Japan.
“JICA has been supporting the PCG for the past decades and we’re looking forward to the completion of this assistance to ramp up design of the patrol vessels the PCG can use for maritime law enforcement and security,” said JICA Chief Representative Susumu Ito.
Under the project’s first phase, JICA has already provided six of the 10 middle-sized MRRVs and are now deployed in Philippine sea waters.
The recent one, BRP Malabrigo, succeeded in the rescue mission in Zamboanga when a passenger vessel encountered engine trouble this month.
The cooperation between JICA and the Philippines for maritime safety is meant to address rising maritime accidents due to the increase in passenger volume, aging vessels, and natural disasters, JICA said in a statement.
Under the project, training for PCG personnel on vessel operation and maintenance in Japan and in the Philippines will also be conducted.

Top leaders in Samar Island were urged to reassess the areas to be included in the implementation of road for peace projects by the Office of the Presidential Adviser on the Peace Process (OPPAP).
The reassessment will help poor communities get a bigger share of budget for OPPAP-funded projects intended to end decades of insurgency, according to Samar Governor Sharee Ann Tan-de los Santos in an interview Monday.
The provincial governments of Northern Samar and Eastern Samar passed resolutions for the reassessment of areas covered by the Payapa at Masaganang Pamayanan (Pamana).
The roads and bridges projects are the national government's convergence program that extends development interventions to isolated, hard-to-reach and conflict-stricken communities, ensuring that they are not left behind.
Only 10 local government units in Eastern Visayas are currently included in the list of Pamana areas.
These are San Jose de Buan and Matuguinao in Samar province, Silvino lobos, Las Navas, Catubig, Lope de Vega, San Roque and Mondragon in Northern Samar; Maslog and Jipapad in Eastern Samar.
In the resolution of Eastern Samar province, they want to include Borongan City, Arteche, Oras, Dolores, Can-avid, San Julian, Hernani, Llorente, and General Macarthur towns.
Last year, Samar Island got a meager budget in the implementation of Pamana with only PHP447 million funding from the PHP20 billion budget in 2016.
The insurgency-free declaration in some areas in Samar by the military prompted the government to cut funding for the three Samar provinces despite the presence of New People’s Army in some villages, according to Tan, the chairperson of the Eastern Visayas Regional Peace and Order Council.
“I am really sensitive in the declaration of insurgency-free. Yes, I know that there are areas that are free from insurgency, but there are also communities where presence of rebels is still felt,” Tan explained.
“I always raise this issue during my discussion with top officials of the Philippine Army and the Philippine National Police not to sugar coat the situation just because of the directives from the higher-ups. I always tell them to assess the real situation on the ground before issuing such declaration,” she added.
Pamana Samar Area Manager Emilda Bonifacio asked local government units in Samar province to hasten the submission of their new recommended areas as she confirmed that insurgency-free status declarations have lowered allocations for such projects.
“I think this has to be revalidated if the information is true. It would be better if we will base our information from the ground than base it from the central office,” Bonifacio said.
She added that aside from insurgency problem, their agency was also looking to include poverty as basis for an area to be listed as recipient.

Promoted were PA chief-of-staff, Maj. Gen. Danilo Chad D. Isleta, and 702nd Infantry Brigade commander, Maj. Gen. Henry A. Robinson.
The latter unit is based in Manaoag, Pangasinan and is part of the Nueva Ecija-headquartered 7th Infantry Division.

In a 23-page resolution dated Dec. 12, 2017 but was released to media only on Tuesday, the DOJ filed four counts of kidnapping and serious illegal detention and two counts of kidnapping and serious illegal detention with murder against Dr. Russel Langi Salic and 53 other individuals suspected of being members of the Maute terrorist group before Branch 11 of the Regional Trial Court of Malabang, Lanao del Sur.
Apart from Salic, three other respondents have also been arrested and detained, namely, TJ Tagadaya Macabalang, Wendell Apostol Facturan, and Musalli Musta.
The three are detained at the Davao City Jail.
The cases stemmed from the complaints of Gabriel Tomatao Permitis, Alfredo Sarsalejo Cano-os, Esperanza Permitis, Adonis Antipisto Mendez, and Julito Permitis Janubas, who were all abducted by the Maute group while working in a sawmill in Butig, Lanao del Sur on April 4, 2016.
Two of their co-workers identified by the authorities as Jaymart Capangpangan and Salvador Janubas were beheaded six days after the kidnapping.
“Criminal liability exists, notwithstanding non-participation in every detail in the execution of the crime… Where conspiracy has been established, it is unnecessary to pinpoint who among the accused inflicted the fatal blow… The inaction of a respondent where he could have prevented the crime only reveal his complicity thereto,” read the resolution signed by Senior Assistant State Prosecutor Peter Ong, recommended approval by OIC-Senior Deputy State Prosecutor Amor L. Robles, and approved by acting Prosecutor General Jorge Catalan.
“After a careful review and evaluation of the evidence submitted by the parties, the undersigned finds probable cause to charge respondents,” the resolution stated.
According to the complainants, Salic was with the group who abducted them, and the group later said they were members of the Maute and allied with the terror group Islamic State.
Likewise, they said they also saw him talking with Cayamora and Farhana Maute, parents of the leaders of the Maute group.
Salic has denied the allegation, saying that on the date cited by the complainants, he was working as a resident physician at the Northern Mindanao Medical Center in Cagayan de Oro City.
He said that on April 5, 2016, he attended the 26th Philippine Orthopedic Association Mid-Year Convention in Palawan and that he returned to Cagayan de Oro on April 10 of the same year.
However, the DOJ sided with the claim of the complainants, saying that after a review and evaluation of the evidence submitted by both parties, they found probable cause to indict Salic and the other respondents.
The DOJ said Salic’s negative assertion could not prevail over the testimony of the complainants who described in sufficient detail his active participation in the commission of the crimes.
“Respondent Salic’s arguments that complainants’ accusations are fabrication and based on hearsay, and that they were coached to implicate him, deserve scant consideration,” the resolution added.
Salic, 37, is among three people who are facing charges in the US for allegedly plotting attacks in New York City.
The US government is also seeking Salic’s extradition on allegation that he helped fund a plot that included attacks on Manhattan’s Times Square and the city’s subway.
The allegation against Salic was based on the testimony of Canadian El Bahnasawy who was arrested in New Jersey in May 2016 and pleaded guilty to terrorism charges. He described Salic as “Abu Khalid” a trusted supporter of Islamic State.
Last October, Justice Secretary Vitaliano Aguirre II said the DOJ was set to process the extradition request from the United States for Salic.
Aguirre said US court documents showed that Salic, an orthopedic surgeon by profession, allegedly sent money to help plan the terror attacks.
US authorities said they uncovered a plot by Salic and two other Islamic State sympathizers -Abdulrahman El Bahnasawy and Talha Haroon, both 19 - to carry out terrorist attacks in locations in New York City, including concert venues, subway stations and Times Square in the summer of 2016.
Salic has been detained at the National Bureau of Investigation since April.

Bid opening is scheduled on Feb. 15, 9 a.m. at the PAF Procurement Center Conference Room, Villamor Air Base, Pasay City.
"All particulars relative to Eligibility Statement and Screening, Bid Security, Performance Security, Pre-Bidding Conference that shall be governed by the pertinent provision of RA 9184 and its Implementing Rules and Regulations," PAF Bids and Awards Committee chair Brig. About 150 members of the Abu Sayyaf Group (ASG) have surrendered to the military following sustained surgical military operations by the Armed Forces of the Philippines, Western Mindanao Command (AFP-WestMinCom) last year.
AFP-WestMinCom Commander Lt. Gen. Carlito G. Galvez, Jr., said the military here has recorded 144 members of the ASG who have surrendered as a result of the substantial pressure to finish-off the ASG who are holding camps in the forested areas of Zamboanga City, Basilan, Sulu, and Tawi-Tawi.
“This massive surrender is ascribed to the relentless operations of our troops on the ground and the robust support of the people of Mindanao, especially our local chief executives who are now involved in our fight against decades-long internal aggression on the islands,” Galvez said.
AFP-WestMinCom statistics showed that last year, 77 ASG terrorists have yielded to the military in Basilan, 53 in Sulu, and 21 in Tawi-Tawi.
For this month alone, four ASG members, three in Sulu province and one in Basilan province surrendered to the Joint Task Forces under the AFP-WestMinCom and turned over three high-powered firearms.
On January 21, 2018, Reymal Abe Majan, 23, Tarun Uhad Ismael , 63, and Makdar Jikiri, 25, yielded to Captain John Armand Guevarra of the 2nd Special Forces Battalion, Special Forces Regiment (Airborne) in Barangay Kanaway, Parang, Sulu.
Ismael and Jikiri are followers of ASG sub-leader Idang Susukan, while Majan is a follower of ASG sub-leader Maradjan Hadjiri. They also surrendered two M1 Garand rifles and an M16 rifle.
“We urge members of the ASG to return to the fold of the law and live a normal life,” Galvez said.
“The government, in coordination with the Ulama, has prepared rehabilitation programs to those who have surrendered to ensure that they do not go back to their old ways,” Galvez added.
According to Galvez, the AFP-WestMinCom, through its JTF Basilan, in collaboration with Balay Mindanaw, ARMM, Eisenhower Fellowship Association, US Embassy, and Nagdilaab Foundation Inc., conducted an “Expository Tour” under the ASG Returnees Rehabilitation Program (ARRP) for 40 Basilan ASG returnees.
The activity intends to provide the returnees with an avenue for personal, spiritual, values formation and the opportunity to gain new experiences, he said.
The tour also seeks to provide exposure to the returnees’ progressive communities outside Basilan Province; create positive disposition among the returnees through leisure and other activities; foster cohesion and team spirit; and reinforce positive and moderate view of Islam, the AFP-WestMinCom commander added.

A DOJ resolution said there is probable cause to indict Dr. Russell Salic and 50 others with six counts of kidnapping and serious illegal detention and two counts of murder.

The joint forces of the regional intelligence unit of the Philippine National Police (PNP), Task Force Zamboanga and its maritime unit arrested two suspected members of the Abu Sayyaf Group (ASG) in Barangay Mariki, in Zamboanga City last Saturday.
They were identified as Tantari Sampang alias Abu Sonny and Paisar Aktub Sampang alias Jaber.
The two were allegedly working for ASG top leader Radulan Sahiron.
“Hindi lang sila basta-basta. They are someone doon sa organization nila kasi directly under Radulan Sahiron sila kaya nga mas masaya tayo na nakuha natin sila the fastest time,” said Zamboanga City Police spokesperson, PSInsp. Shellamae Chang. (They are not ordinary members. They are someone [important] within the organization because they are working directly under Radulan Sahiron. That’s why we’re glad to have arrested them in the fastest time.)
Tantari Sampang is facing seven counts of kidnapping and serious illegal detention, while Paisar Aktub Sampang is facing six counts of the same offenses in connection with his alleged involvement in the abduction of the employees of golden harvest plantation in Lantawan, Basilan, back in 2001.
According to Chang, they were able to arrest seven ASG members this month.
Meanwhile, the Zamboanga police allayed residents’ concerns over the series of arrests of alleged ASG members in the city.
They explained that they are just proving that they are doing their all in providing security to the public.
Despite this, the PNP is not discounting the possibility that the colleagues of the arrested ASG members might have been planning to sow violence in the area.
“Hindi po tayo pwede magrelaks kumbaga hindi natin pwede idisregard yung thought na baka mas madami pa sila kaya nga we rely on the information na yung binibigay ng community,” said Chang.

Camp Bancasi, Butuan City – A supply officer, three squad leaders and a medical officer of the New People’s Army (NPA) surrendered to the Army’s 25th Infantry (Fireball) Battallion (25th IB) during their weeklong peace and development activities in their areas of responsibility (AOR) in the provincial boarder of Agusan del Sur and Compostela Valley (ComVal), said 25th IB Civil Military Operations (CMO) officer Capt. Alan Bapara, on Monday.
Sixteen members of NPA Solid Mass Organization (SMO) also yielded without firearms to the operating troops of the 25th IB during the peace and development activities that started on January 20, Bapara said in a statement sent to The Manila Bulletin.
He said the five NPA officers who yielded to their unit belonged to the Pulang Bagani Command 8-SRC 1, SDG Section 3-SRC 4 guerilla-Front Committee 15 of the CPP-NPA Southern Mindanao Regional Committee (SMRC).
The identities of the 3 squad leaders and supply officer from Sta. Emelia, Veruela, Agusan del Sur and medical officer from Purok 7, Barangay Salvacion, Monkayo, Comval province, were temporarily withheld for security reason, the 25th IB CMO officer said.

Camp Bancasi, Butuan City – A supply officer, three squad leaders and a medical officer of the New People’s Army (NPA) surrendered to the Army’s 25th Infantry (Fireball) Battallion (25th IB) during their weeklong peace and development activities in their areas of responsibility (AOR) in the provincial boarder of Agusan del Sur and Compostela Valley (ComVal), said 25th IB Civil Military Operations (CMO) officer Capt. Alan Bapara, on Monday.
Sixteen members of NPA Solid Mass Organization (SMO) also yielded without firearms to the operating troops of the 25th IB during the peace and development activities that started on January 20, Bapara said in a statement sent to The Manila Bulletin.
He said the five NPA officers who yielded to their unit belonged to the Pulang Bagani Command 8-SRC 1, SDG Section 3-SRC 4 guerilla-Front Committee 15 of the CPP-NPA Southern Mindanao Regional Committee (SMRC).
The identities of the 3 squad leaders and supply officer from Sta. Emelia, Veruela, Agusan del Sur and medical officer from Purok 7, Barangay Salvacion, Monkayo, Comval province, were temporarily withheld for security reason, the 25th IB CMO officer said.

“Mere membership will not be actionable,” he said.
President Duterte earlier vowed to crush the Communist Party of the Philippines-New People’s Army and run after their legal fronts following the collapse of the peace talks.
Duterte also threatened to give rebel financiers “a hell of time,” saying the permits of mining companies paying revolutionary taxes to the communist rebels will be cancelled.
Roque said the President is aware that certain groups served as legal fronts of the CPP-NPA since he was a member of the Movement for Justice, the precursor of Karapatan group.
“If you look at the little red book and if you look at documents coming from Joma Sison, I think the tactic is also well spelled out. That they work in terms of actual individuals, taking up arms and through legal groups, acting as propaganda arms,” he said.
Asked if all groups allied with the CPP-NPA are considered targets, Roque said no group has confessed alliance with the rebels.
“In the first place wala namang umaamin sa kanila eh, iyon ang nakakabuwisit di ba. Umamin, paninindigan ang paniniwala kaso nga hindi naman nila inaamin (In the first place, no one has admitted anything. It’s annoying. Better confess, stand by your beliefs. But they have not made any admission yet),” he said.
“Again it will have to be on the basis of conspiracy, because mere membership is not actionable,” he added.

Roy John Atoga encountered five BIFF members while conducting combat operations at Sitio Minanga, Barangay Bakat, in the town of Radjah Buayan, Maguindanao.
Petinglay said the firefight resulted in the death of BIFF member Gabriel Amado, 49, of Barangay Bakat.
Maj. Gen. Arnel dela Vega, JTF Central commander, said troops also recovered an improvised explosive device (IED), 20 rounds of live ammunition for a shotgun and personal belongings of the BIFF bandits.
No casualty was reported on the side of government troops.
Meanwhile, five more members of the Abu Sayyaf Group (ASG), including those listed at the top of Department of National Defense (DND) Arrest Order No.3 in Sulu and Tawi-Tawi surrendered to soldiers on Sunday.
ASG members Kadra Arajun Sawadjaan, AlnajarArajun Sawadjaan and Sherul Arad Sahiyul, carrying high-powered firearms, yielded to the Philippine Marine Ready Force-Sulu of the Joint Task Force Sulu following the surrender of other ASG late last year.
Soldiers picked up the former bandits at Barangay Bunot, Indanan, Sulu after earlier arrangements had been made to ensure their safety and security.
Brig. Gen. Cirilito Sobejana, commander of Joint Task Force Sulu, said the ASG members also surrendered an M16 rifle, an M79 Grenade Launcher, and a cal .45 pistol.
Those who surrendered were recruited by slain ASG sub-group leader Alhabsy Misaya and previously seen in recovered video marching and in formation with other Abu Sayyaf members in Indanan, Sulu in August 2015.
ASG members Titing Alihassan and Jun Hassan of Sitangkai, Tawi-Tawi also surrendered to the marines bringing along an M16 rifle an M1 Garand rifle and a short magazine for M16 rifle with 22 ammunitions for caliber 5.56mm.
“Titing Alihassan is number one in our wanted list of Abu Sayyaf members and included in the DND Arrest Order No. 3,” said Brig. Gen. Custudio Parcon Jr., commander of Joint Task Force Tawi-Tawi.
Alihassan was involved in the sea-jacking of Vietnamese flag vessel (M/V Giang Hai) in February 2017, according to Parcon.

Labourer Ahmad Omar, 53, and his son Jaffar Ahmad, 27, were accused under Section 130M of the Penal Code with intentionally omitting information on terrorist activities.
They face a maximum of seven years in jail if found guilty.
Justice Azman Abdullah postponed the case to March 21 to enable the duo to get a lawyer.
He also told deputy public prosecutor Noor Syazwani Mohamad Sobry to have their Section 130M charge amended as the contents were vague.
“It was stated that both of them failed to provide information but you did not specify what kind of information,” Azman said.
Ahmad and Jaffar were charged last year at the Kajang Sessions Court with two other men over their alleged involvement with Abu Sayyaf. The case was then transferred to the High Court.

Chief Inspector Helen Galvez, a regional police spokeswoman, said Abdulham Ataram was captured Plaza Pershing, just several blocks away from City Hall, and he is being linked to the October 2007 bombing in Kidapawan City and a string of criminal charges in Basilan, one of 5 provinces under the Muslim autonomous region.
Ataram was also accused of kidnapping and beheading over a dozen Christian coconut farmers in Basilan in June 2001.
“He is facing kidnapping and serious illegal detention, murder, multiple frustrated murders and multiple attempted murders,” among other crimes,” said Galvez
Police said the militant is also a member of the Abu Sayyaf’s Special Operations Group, blamed for the spate of bombings in the southern region.
It was unknown how Ataram managed to flee Basilan and hide in Zamboanga.

The meeting was part of Secretary Wilson’s three-day country visit, which started on January 25, 2018 and includes calls on Defense Secretary Delfin Lorenzana and top Philippine Air Force (PAF) officers.
In their meeting, General Guerrero thanked the Secretary for the US’ support in the successful operations against the Maute-IS group in Marawi City, especially in capability and technical cooperation.
The AFP Chief also expressed his appreciation for US military assistance in further developing PAF’s capabilities.
Secretary Wilson expressed interest in the mutual benefits of bilateral training, including live-fire exercises, between PAF and US’ Pacific Air Force.
Gen. Guerrero and Sec. Wilson agreed that peace and security are essential in Southeast Asia.
Secretary Wilson is the 24th Secretary of the Air Force, one of the three components of the US Department of Defense. She is responsible in organizing, training, and equipping of 660,000 air force personnel.

The meeting was part of Secretary Wilson’s three-day country visit, which started on January 25, 2018 and includes calls on Defense Secretary Delfin Lorenzana and top Philippine Air Force (PAF) officers.
In their meeting, General Guerrero thanked the Secretary for the US’ support in the successful operations against the Maute-IS group in Marawi City, especially in capability and technical cooperation.
The AFP Chief also expressed his appreciation for US military assistance in further developing PAF’s capabilities.
Secretary Wilson expressed interest in the mutual benefits of bilateral training, including live-fire exercises, between PAF and US’ Pacific Air Force.
Gen. Guerrero and Sec. Wilson agreed that peace and security are essential in Southeast Asia.
Secretary Wilson is the 24th Secretary of the Air Force, one of the three components of the US Department of Defense. She is responsible in organizing, training, and equipping of 660,000 air force personnel.

THE Central Command (Centcom) of the Armed Forces of the Philippines (AFP) officially turned over a 1.8-kilometer road the soldier-engineers from the 53rd Engineer Brigade constructed in Barangay San Isidro, San Francisco, Camotes Island last Friday.
Brig. Gen. Jose Ely Alberto, Centcom deputy commander, was at the ceremony to represent Lt. Gen. Paul Talay Atal, Centcom commander.
“Building roads that connect farmers from their farms to the market places is our way of helping poor communities in geographically isolated and disadvantaged areas. With the support of local government units, we hope to do it also in conflict-affected areas for the services of the government to reach our people there,” Atal said in a written statement that was read by Alberto.
Construction started last March. It was completed last Jan. 13 with the help of the community. Nine AFP engineers received the “Gawad sa Kaunlaran” award.
The community through its Barangay Captain Jesus Mercarsus thanked everybody who helped in the implementation of the project, especially the soldier-engineers who were there day and night to ensure its completion.
