SIX members of the Underground Mass Organization (Ugmo), including a chairperson of Komiteng Tig-Organisa (KTO), surrendered to the Philippine Army, citing disagreement on the operations of the New People's Army (NPA) against the government.
In a statement, 10th Infantry Division (ID) Division Public Affairs Office (DPAO) Captain Jerry Lamosao said the surrenderers were under the Guerilla Front (GF2), Southern Mindanao Regional Committee (SMRC) led by alias Jian, the KTO chairperson.
They surrendered at the Headquarters of the 71st Infantry Battalion at Purok 8, Barangay Nueva Visayas, Mawab, Compostela Valley Province last Saturday, January 6.
"KTO is the 2nd level of NPA's organizing in the barangay with series of indoctrination and lectures to the members in order to prepare them for another stage until their shadow government will be realized and rule their own revolutionary administration in their guerilla bases," Lamosao said.
Based on their interview with Jian, he said that the Ugmo was pinpointed only by members of the NPA and were given different tasks such as to expand their organized mass base, monitor presence of soldiers, and collect extortion money as revolutionary taxes.
"Nag-surrender mi kay wala man mi kasabot sa ilang mga balaod. Dili man gyud mi gusto sa ilang mga ginapabuhat sa amoa batok sa gobyerno. Wala lang mi mabuhat kay ginahadlok man mi sa mga NPA mao nang midawat mi sa posisyon nga wala mi kabalo nga mabutang diay mi sa alaot (We surrendered because we no longer understand their policy. We really do not like their actions in the first place against the government. We couldn't just do anything because we are threatened by the NPA if we will not accept the position)," a surrenderer said.
Several Ugmo members and regular NPA fighters have laid down their arms. In fact, last December, around 700 supporters of the NPA had a dialogue with President Rodrigo Duterte at Eastern Mindanao Command (Eastmincom) where they were promised financial and livelihood assistance and housing opportunities in exchange of their surrender.
Without these mass supporters, "the armed group will lose their access to the barangays and cut access toward financial and logistical resources," said Lieutenant Colonel Esteveyn E Ducusin, commanding officer of Army's 71st Infantry (Kaibigan) Battalion.
With these developments, he said the force of the NPA has weakened and people were already cognizant of their wrong actions and black propaganda against the government. "These Ugmos are the breathing space of the NPA terrorists. Cutting off the mass support will deter them from entering their former comfort zone [brgys] and will definitely degrade the NPAs expansion program and decrease numbers of armed group recruits," Ducusin said.
"Massive surrender of mass supporters from guerilla bases connotes that the NPA ideology and senseless struggle is failing and that the community already realized its baseless fight against the government," he added.
The 71st IB also thanked the people of Compostela Valley for the trust and confidence given to the soldiers. "Rest assured that we'll remain steadfast and committed in performing our mandated task to deliver genuine peace in our area of operation," he said.

Lt Gen Rolando Joselito D Bautista, Commanding General, Philippine Army, was the Presiding Officer for the ceremony while Defense Secretary Delfin N Lorenzana, served as the Guest of Honor and Speaker.
Honors were feted outgoing Special Operations Command (SOCOM) Commander Major General Danilo G Pamonag, AFP and First Scout Ranger Regiment (FSRR) Regiment Commander Brigadier General Rene Glen Paje, AFP.
The programme involved the Presentation of Award and Command Plaque to the outgoing commanders, followed by the Reading of Relief and Relinquishment of Command and the Lowering of their Personal Flag.
This was followed by the Assumption of Command and Receiving of the Command Symbol by the incoming SOCOM Commander MGen Ronnie Evangelista and Incoming FSRR Commander Col William N Gonzales.

NAVAL STATION JOSE ANDRADA, Manila (DWDD) – In the past years since the passage into law of the RA 7077, it is undeniable that there are still certain gaps and loopholes that govern our State. Our reservists who untiringly and willingly protect and serve the Filipino people, more often than not, are unable to experience certain rights and privileges unlike our regular force. For an instance, numerous reservists continuously volunteer to offer their services in the hopes of maintaining the national security and they act on it without a glimpse of hesitation. Unfortunately, as they temporarily depart their civilian careers to serve our beloved country, they come back having been relieved or responsibility of their careers and they are experiencing discrimination in terms of job hiring, reinstatement, promotion, or any employment’s benefit. Even so, they unceasingly provide overwhelming sacrifices every time they respond to the State’s called to active duty.
The then Deputy Chief of Staff for Reservist and Retiree Affairs, J9, RADM ROBERTO A EMPEDRAD AFP, who is now the Acting Flag Officer In Command of the Philippine Navy, addressed these particular issues in the form of the Senate Bill No. 1607 also known as “An Act Strengthening the Employment Rights for Members of the Citizen Armed Forces or the Reserve Force of the Armed Forces of the Philippines and for other purposes” which was sponsored by Senator Paolo Benigno “Bam” A. Aquino. It captured the very rights of our reservists that were often left unacknowledged. The following are the highlights of the aforementioned bill: it aims to protect the reservists from any form of discrimination in terms of employment and reinstatement processes after having been deployed or mobilized; it assures the reservists of their civilian careers after their duty with recognition of the special needs and assistance of those who are temporarily or permanently injured; and it intends to professionalize the Reserve Force and assure them of their employment rights.
So now, we, the Philippine Navy, invite you to take part with us as we advocate for the rights of our brave reservists. Join us and together let us support the Senate Bill No. 1607, “Reservist Employment Rights.” NPAO/

MACTAN AIRBASE, Cebu (DWDD) – As the whole country celebrated the Holiday Season of New Year 2018, personnel from the 220th Airlift Wing were working doubly hard, only to provide operational and airworthy aircraft for the post-new year sorties.
Heavy airlift sorties were conducted for the return flights of those who went on New Year’s break and other airlift requirements of Higher headquarters and Unified Commands.
Aircraft maintenance activities in the 220th Airlift Wing are one of the most challenging environment to work in considering that maintenance has to be carried on time and precise to keep the aircraft in the air. Adding to that complexity are the often vast amounts of data and procedures that need to be managed and to assure in-time compliance in the day to day pressure of keeping the fleet flying, safely and on time.
The Wing Commander, Brigadier General Stephen P Parreño AFP is keeping a watchful eye and close supervision on the conduct of the said activities.

MACTAN AIRBASE, Cebu (DWDD) – As the whole country celebrated the Holiday Season of New Year 2018, personnel from the 220th Airlift Wing were working doubly hard, only to provide operational and airworthy aircraft for the post-new year sorties.
Heavy airlift sorties were conducted for the return flights of those who went on New Year’s break and other airlift requirements of Higher headquarters and Unified Commands.
