A wayward bomb dropped from a military trainer and attack plane killed 11 soldiers and wounded seven others during a sortie that targeted local ISIS fighters in the war-torn city of Marawi in Lanao del Sur province in southern Philippines, security officials said on Thursday.
Officials said an investigation was launched to determine what went wrong and called it an “unfortunate incident.” The bomb from one of the SF 260 air force planes found its way on a group of soldiers fighting the militants on Wednesday.
“One of our SF 260W aircraft conducting airstrike that day was successfully hitting its assigned target in its earlier sorties. However, it was unfortunate that the last ordnance round it delivered went wayward for an unknown reason and accidentally hit and caused the lives of our ground forces,” said military spokesman Colonel Edgard Arevalo.
In February 2015, two pilots – Capt. John Bayao and 1st Lt. Nazer Jana – of a SF 260 aircraft also died when their plane crashed to the sea off Batangas province while on a training flight.
He said Philippine military chief General Eduardo Año ordered the creation of a Board of Inquiry “to determine what went wrong and ensure no such incident ever happens again in the future.”
“While the AFP (Armed Forces of the Philippines) leadership commits and takes the initiative to conduct a thorough investigation on the circumstances surrounding this unwanted development, the AFP will remain focused on its mission. While we mourn the loss of our valued men, we will attend to their bereaved families and provide comfort and solace to them during this trying time,” Arevalo said.
Arevalo said despite the deadly incident, the military offensives against the militants will continue in Marawi which has been occupied by jihadists since May 23 and held hostage at least 240 civilians, including a Catholic priest, Chito Suganob.
“Amidst this backdrop, we will be unrelenting in the pursuit of our mission. The drive and the resolve of every AFP personnel in the air, ground, and water remain undiminished. We will incessantly push our way forward to retake the remaining part of Marawi and liberate the people that the terrorists continue to use as human shield. We will take down every Maute-ISIS member that continue to desecrate the Islamic City and thwart the security forces from restoring peace and order in this part of Mindanao,” he said.
Arevalo said 120 militants had been killed by security forces since the start of siege, but troops were facing difficulties in their house-to-house searches because of snipers. Dozens of soldiers were also slain and wounded in the battle.
“The AFP has greatly diminished the number of the terrorists having neutralized so far 120 from the ranks of the terrorists and undetermined number of them wounded. However, the recalcitrant remnants of the Maute-ISIS refuse to heed the call of government to give up their arms and continued their resistance while holed in fortified buildings and structures,” he said.
But photos posted by ISIS fighters on Facebook also showed at least 4 army and police armoured personnel carriers they destroyed during the clashes. A video showing one fighter firing a rocket-propelled grenade on the police armoured vehicle also went viral on social media and a copy of the clip was also shown on television.
Arevalo said the military is using armour, artillery, and airpower capabilities in support to foot soldiers in an effort to breach the fortified walls, decks, and undergrounds of buildings where militants are holed out. “We need to neutralize the remaining members of this rebel group and their leaders,” he said.
Tens of thousands of civilians have fled Marawi City and sought safe refuge in the cities of Iligan and Cagayan de Oro, but authorities said at least 2,000 people are still trapped in the fighting.

Philippine Defense Secretary Delfin Lorenzana said local ISIS fighters have received funding from the Middle East and use this to finance their violent activities in the restive southern region of Mindanao.
He said the fund went directly to Isnilon Hapilon, chieftain of the Abu Sayyaf and leader of the ISIS group in the country. Hapilon and members of the Maute group comprise the local ISIS with other allied jihadist movements.
Lorenzana did not say whether the funding came from the Islamic State or other militant groups or from individuals.
“They have a lot of money to spend around, they are buying royalties,” Lorenzana said. “How could a Yakan Ispilon bring his troops Yakan to a Maranao area, a contrary or a whatever, there is only one reason there, he has a lot of money to distribute and buy these.”
Lorenzana was referring to an ethnic tribe in Basilan province where Hapilon belongs. Marawi is largely a Maranao tribe. He also said that security forces had killed at least 120 militants, including foreigners – two from Saudi Arabia, two from Malaysia, two from Indonesia, a Yemeni and another from Chechnya – in Marawi where ISIS fighters occupied the city on May 23.
He said the foreign militants sneaked through the southern Philippines.

Gunshots and explosions erupted after midnight in a hotel and casino complex near Manila’s airport, sending hundreds fleeing into darkened streets early Friday in chaos that appeared linked to a Muslim militant siege in the country’s south.
The Islamic State group, in a quick communique, took responsibility for the attack.
Policemen rushed to the Resorts World Manila complex early Friday after gunshots rang out and witnesses reported gunmen barging in at a mall in the commercial center, where whitish smoke began billowing from an upper floor. Witnesses reported seeing injured people, including a SWAT member, who rushed to the scene and was reportedly fired upon by unidentified men.
Resorts World Manila said in its Facebook account that it was “currently on lockdown following reports of gunfire from unidentified men,” adding “the company is working closely with the Philippine National Police to ensure that all guests and employees are safe.” “We ask for your prayers during these difficult times,” the company said.
Police said only one gunman was involved in the attack and that he also set afire gaming tables in the casino and everything along the way as he moved from one floor to another.
“I heard many, many gunshots,” Julio Silva, a casino player who managed to dash out of the mall complex amid the gunfire, told DZMM radio network. Silva said he saw a SWAT member who was shouting “I was hit, I was hit.”
A dzMM radio reporter on the scene said she saw two ambulances ferrying two people away, one with a bandage on the leg and another in wheelchair. As news of the attack spread, U.S. President Donald Trump offered the thoughts and prayers of the American people to the Philippines.
“It is really very sad as to what’s going on throughout the world with terror,” he said from the White House Rose Garden. He said he is “closely monitoring the situation” and will continue to provide updates. Trump called it a “terrorist attack in Manila.”
The violence occurred amid a 10-day deadly siege by Muslim militants aligned to the Islamic State group in the southern city of Marawi. The attack has sparked fears that the militants may attack elsewhere to divert the focus of thousands of troops trying to quell the siege.
ANC television, quoting the police, said the attacker was killed after he burned himself. This was also confirmed by Philippine police chief Ronald dela Rosa. “Patay na siya. Nagsunog siya sa sarili niya sa loob ng hotel, sa Room 510. Humiga siya sa bed, kinoveran niya sarili niya ng makapal na kumot, and apparently nagbuhos siya ng gasolina sa kumot at nagsindi sa sarili. Sunog siya,” he told reporters.
Oscar Albayalde, police chief of the National Capital Region, said the ISIS claim of responsibility for the casino attack was a mere propaganda and claimed that no civilian casualties were reported, but many were hurt when panic broke out and they rushed out of the hotel. Albayalde said the still unidentified attacker was believed insane and witnesses claimed the man looked like a foreigner.
But ANC television reported that at least 34 bodies had been found by fire fighters on the burned second and third floors of the hotel. Quoting a police report, it said the attacker also shot himself inside a room. It was not immediately known whether the victims had been shot or died from suffocation, or that if any of them were foreigners.
ANC television also showed pictures of the attacker showing him brandishing an automatic rifle and wearing a black bonnet and a jacket and carrying a back pack. It was unknown how the man managed to sneak the weapon into the casino.
The SITE Intelligence Group, a U.S. terrorism monitor, said an Islamic State-linked Filipino operative who provides daily updates on the ongoing clashes in Marawi, claimed that “lone wolf soldiers” of the Islamic State group were responsible for the attack at Resorts World Manila.
An English message by the operative was distributed across several pro-IS Telegram chat groups, SITE said. According to SITE, he wrote: “The lone wolf soldiers of Khilafah attack the heart of Kufar the city of Manila in Resort World.”
President Rodrigo Duterte sent soldiers to the southern Philippines to end the siege by about 500 militants. Officials say 120 militants and at least 25 soldiers, five policemen and two dozen civilians have been killed in the fighting since Tuesday last week.
Duterte declared martial law in the Mindanao region, the southern third of the Philippines, to crush the insurrection, and poured in troops backed by airstrikes, artillery fire and armored vehicles.

According to BRP Tarlac (LD-601) Commander Ramilo B Trinidad, for this mission, LD 601 accommodated 30 military vehicles and supplies weighing 253 tons. The ship sailed from Subic Bay, Zambales last May 29.
Trinidad said the ship, with its capability to accommodate more than 4000 tons of cargo and 500 personnel onboard, is utilized not only to support military operations, and also for mass evacuation and international humanitarian assistance during disasters and crisis as well.

Major General Raul Farnacio, commanding general, 8th Infantry Division, declared that while he doesn’t want the public to feel alarmed, it cannot be ignored that a wider group of individuals might have links to events in Mindanao.
The army is prepared for the worst possible scenario which might be sowed by any terror group in the region, MGen Farnacio assured.
The military official divulged that the military and police share and assess intelligence on a daily basis, including working closely with the law enforcement and their intelligence community partners to identify and thwart potential threats.
In a related development, Chief Inspector Ma. Bella Rentuaya, regional PNP spokesperson, maintained that all precautionary measures are in place as the safety of the public is their top priority.
She appeals to the public to be responsible in the use of the social media relative to posting or sharing propaganda of local terrorists.
The appeal includes refraining from posting pictures of local government forces undertaking pursuit operations of lawless elements.

Life should go on as normal as possible despite martial law being imposed in Mindanao, a military official emphasized.
Lieutenant ColoneL Ricky Bunayog, chief for operations of the 6th Infantry Division Philippine Army, at the special meeting of the Regional Peace and Order Council (RPOC) 12 on Monday underscored that the public should not fear the imposition of martial rule in Mindanao.
“Our general directive is that the people should be able to continue with the conduct of their normal daily activities and that their social and economic activities should remain unhampered. All law-abiding citizens have nothing to fear in the implementation of Martial Law as their rights shall be respected at all times," Lt. Col. Bunayog said.
Bunayog briefed the RPOC 12 on the guidelines pertaining to the Proclamation No. 216 as well as the salient points , guidelines and considerations in the implementation of martial law and the efforts of the Armed of the Philippines (AFP) pertaining to its enforcement.
"If you have nothing to hide, then you have no reason to fear," he said, stressing further that the declaration of martial law is intended to "restore peace and order which will be focused on the efforts to suppress rebellion perpetuated by terrorists and other related armed groups that seriously threaten and affect law and order in Mindanao. "
"We are strictly instructed that safety and protection of people is paramount. The rule of law, human rights, and international humanitarian law will be observed by your Armed Forces and the primacy of the peace process prevails," Bunayog said.
Under martial law, the AFP with the support of the Philippine National Police takes the lead in the enforcement of peace and order, he explained.
Based on the AFP guidelines, local chief executives should also continue to discharge their duties as they usually do as there will be not changes in the leadership of the local government units, he added.
Regarding the suspension of the privilege of habeas corpus, he said, "it has made clear that we should be able to file cases against those who will be arrested within three days."
He also clarified that the conduct of curfews and checkpoints are necessary to prevent lawless groups from infiltrating town centers and cities.
"Carrying of firearms is allowed only with proper documentation. Checkpoints should be properly marked and involved personnel should be in their proper uniforms. Individual s are also advised to present government issued ID or cedula (community tax certificate) for proper identification," he said.
Per record of the 6th ID, as of Monday only Tacurong City and Isulan town in Sultan Kudarat and Cotabato City have imposed curfew.
Curfew in Tacurong and Isulan is in effect from 10:00 p.m. until 4:00 a.m. while that is Cotabato City is enforcefd from 10:30 p.m. until 3:30 a.m.
South Cotabato Gov. Daisy Avance-Fuentes earlier announced she won't impose curfew saying that curfew "could hurt businesses and the livelihood."
Meanwhile, North Cotabato Gov. Emmylou Taliño-Mendoza plans to impose curfew but had to wait for guidelines on the implementation of curfew from Secretary Delfin Lorenzana, Martial Law administrator.
On Monday, the Regional Peace and Order Council 12 passed Resolution No. 6 declaring support to the imposition of martial law in the entire Mindanao.

Wescom Commander Lieutenant General Raul Del Rosario met recently with yacht owners and discussed the measures being implemented to discourage terroristic or kidnap for ransom activities.
Palawan is not under Martial Law, but Wescom, the Philippine National Police (PNP), including its maritime groups, the Philippine Coast Guard, local governments and other allied organizations, have been on alert throughout the summer vacation period to ensure the security of both local communities and tourists.
This was weeks ahead before some foreign embassies issued travel advisories on Palawan after authorities foiled an Abu Sayyaf activity in Bohol. In an interview with Radyo ng Bayan last weekend, Tourism Assistant Secretary Ricky Alegre hailed the efforts of the military and police for keeping Palawan safe.

The Moro National Liberation Front (MNLF) is ready to deploy 3,000 of its forces in Davao City to augment government forces in flushing out members of the Maute terror group in Marawi City.
Rolando Olamit, the head of the MNLF in Davao, said they are just waiting for guidance from MNLF founding chair Nur Misuari and the Armed Forces of the Philippines, stressing that they were ready to help even at the start of the government’s campaign against the Abu Sayyaf Group.
“Dugay na mi gusto motabang sa ASG pa lang (We always wanted to help in crushing even the ASG),” Olamit told reporters during Wednesday’s AFP-PNP press briefing at the Royal Mandaya Hotel.
Olamit revealed that MNLF Davao has "more or less 3,000 forces, excluding supporters and sympathizers."
For now, Olamit said, they are helping in the monitoring of areas in Davao to prevent the entry of terrorists, especially along the city’s coastal areas. They are also gathering information about people entering the city.
Olamit said they are not immediately ready to receive members or evacuees from Marawi unless they are assured of their background, noting that they need to first verify the background of these people.
The Muslim communities here have been active in verifying and profiling their constituents so that they can vouch for their identity.
Randy Usman , deputy mayor for Maranao community, said the deputy mayors of the six Muslim tribes have been meeting and coordinating since the implementation of martial law, "seeing to it that the city will not be infiltrated by terrorists."
He assured that members of their community "will not make any trouble in the city."
But contrary to Olamit, Usman said they are ready to receive displaced families from Marawi in consideration of their difficult situation there.
"People should welcome them (evacuees) because they experienced trauma from the war in their area," he said.

President Rodrigo Duterte warned members of the Communist Party of the Philippines (CPP) they will face consequences should they join or support the Maute terror group.
The President issued the warning during the 119th anniversary of the Philippine Navy here. This was the President’s reaction following the pronouncement of the CPP to intensify their offensive operations in Mindanao to show their opposition to Martial Law.
Duterte warned to order the arrest of the released political prisoners if the rebels decide to help Maute. According to him, “I already tried to talk to them and even released their detained members who are sick and those who are needed in the peace negotiation.”
“If there is a breakdown of the peace and order here because of the participation of the Communist in the war against the ISIS. If you want to help them, go ahead,” he said, but he added, “I am warning the leaders whom I have released and who are now talking with my representatives of the government do not attempt to come home, I will arrest all of you throw you to the Islamic (ISIS).”
If ISIS will prevail in the Philippines, Duterte said the communist will not even have a part in the country.
Meanwhile, Defense Secretary Delfin Lorenza said they will treat the New People’s Army (NPA) as common lawless element.
“We will treat them like they are a lawless element,” he said on Wednesday.
Recently, the government peace panel refused to continue with the 5th round of peace talks in The Netherlands after the CPP announced to intensify their attacks in Mindanao. There were other reasons cited by the GRP panel why it is not proceeding with the peace negotiations.

The local chief executive here on Wednesday strongly condemned the attack by communist rebels against two members of bomb squad and two civilians in the city's public market.
The New Peoples Army (NPA) admitted responsibility in the shooting of K-9 handlers, claiming it was in retaliation to the April 1, 2016 bloody dispersal of protesting farmers.
“The members of the city’s K9-Unit are civilian volunteers; no firearms and clearly non-combatants,” Mayor Joseph Evangelista said during the Crisis Management Council emergency meeting Wednesday.
He added the attack was a clear manifestation of desperate and baseless actions of the rebel group which falsely call themselves as “soldiers of the masses."
According to police report, the NPA was supposed to target members of the PNP’s Special Weapons and Tactics (SWAT) who participated the dispersal of protesters blocking and paralyzing Davao-Cotabato highway.
Since their target were fully armed, they attack K-9 handlers who were unarmed.
Evangelista visited the handlers and two civilians in a hospital and assured them the local government will shoulder all their medical expenses.
During the crisis management meeting, Evangelista directed the police and the military strictly impose steps in checkpoints, focusing on motorcycle drivers and commuters.
He also tasked frontline agencies to continue the delivery of social and health services to the farthest villages of the city.
“In spite of the threat, we are not afraid to continue our commitment and we will never stop the delivery of basic services which intend to improve the condition of the needy sector,” Evangelista said.
The city government, Evangelista said, will expedite the acquisition of additional equipment to be used for security checking and the request for additional CAFGU members to secure the public.

The remains of the slain Army officer from Bais City, Negros Oriental arrived here Thursday afternoon on board a Philippine Air Force Nomad aircraft from Mindanao.
2Lt. MacGlen Abuyabor, 28 years old, single, was killed by sniper fire early Wednesday morning during a clash with terrorists of the Maute group that has besieged Marawi City for several days now.
He was received with full military honors from the Philippine Army’s 79th Infantry Battalion and the 2nd Negros Island Geographical Battalion at the Dumaguete-Sibulan airport.
Also on hand were the slain soldiers’ parents, families and friends; Atty. Lloyd Elmaco, the Bais City Legal Officer; Dumaguete Mayor Felipe Antonio Remollo and Bantay Bayanihan sa Kapayapaan local chapter head Marietta Jambora, among others.
In an interview, Police Officer 1 Jaykel Abuyabor, the younger brother of the slain soldier, disclosed that MacGlen visited them just last week in Bais City from Lapu-lapu City in Cebu after complying with some requirements for his promotion.
MacGlen already came from Marawi City before working on his promotion but was asked to return, the younger brother said.
The soldier’s last message to him when they accompanied him to the bus stop was to take care of their parents and not to leave them alone, said PO1 Abuyabor.
His last text message, according to the brother, was to send roses this Saturday to a girl in Dumaguete City that 2Lt. Abuyabor appeared to have interest in, he added.
The police officer said he would still send the flowers to the girl this Saturday.
According to him, the family first knew on Wednesday through social media that 2Lt. Abuyabor was wounded but later the classmates called him and somebody from G-1 of the Philippine Army also called to confirm that he had died.
2Lt. Abuyabor was assigned to the Light Ranger Regiment of the SOCOM (Special Operations Command), his brother said.
Initial reports reaching the family said the soldier was hit by sniper fire twice on the right side of his body around 6:00 a.m. Wednesday somewhere in Marawi City, but his body was extricated several hours later due to the presence of terrorist snipers.
Evangeline and Alex, Abuyabor's parents,can not accept the death of their middle child, saying he was too young to die. Evangeline kept on saying it hurts to lose his son, who was kind and generous.
The mother, in between sobs, said it was not fair that many soldiers got killed by these terrorists.
She appealed to President Rodrigo Duterte to do all that it takes to finally end the crisis in Marawi City otherwise there would be more soldiers killed.
“Mahal na Presidente, bigyan nyo po ng hustiya ang pagkamatay ng anak kong si MacGlen” (Dear Mr. President, please give justice to the death of my son, MacGlen), she wailed.
To the Maute group, she said they did not have the heart and were ruthless in killing his son.
2Lt. Abuyabor has been in the Army for three years and had graduated Cum Laude with a degree in business administration at the Negros Oriental State University in Bais City.
Meanwhile, Atty. Elmaco assured that the Bais City local government unit will be giving financial assistance to the bereaved family.

The Department of Justice (DOJ) on Thursday issued a Immigration Lookout Bulletin Order (ILBO) against 138 Maute and Abu Sayyaf Group members who were ordered arrested by the Department of National Defense (DND).
Justice Secretary Vitaliano Aguirre II issued the ILBO in connection with the arrest order made by Defense Secretary Delfin Lorenzana, who also sits as the as administrator of martial law in Mindanao.
It was the first arrest order issued under the implementation of martial law and suspension of writ of habeas corpus in the region following the ongoing clashes between government troops and Maute members in Marawi City.
The four-page order, which has 138 subjects whose names are mostly aliases, was made public by Aguirre in a press conference at the National Bureau of Investigation (NBI) on Wednesday evening.
It was directed at the Armed Forces of the Philippines, Philippine National Police and NBI for implementation.
“As a matter of fact ang tawag dun ay arrest order number one. Because of that I ordered the issuance of an LBO at least dun sa individuals listed in that arrest warrant,” Aguirre told reporters in chance interview.
The DOJ Chief added that he is also determining whether there is still a need to come up with a new order for the Bureau of Immigration, in lieu of a hold depature order, which only the court has the authority to issue.
Aguirre called the new measure as a “DOJ Detention Order” which would compel immigration authorities to arrest and immediately detain those in the arrest order list provided by the Department of National Defense (DND) even without an HDO.
“Kinkailangan natin a new name to warn our Bureau of Immigration officers or anybody na these are dangerous people na they are subject to arrest immediately,” he explained.
As to the involvement of foreign terrorists with the Maute group, he said that they are now verifying the 138 names in the list to determine if they are purely Filipinos.
Asked if there were foreigner included in the list in arrest order, the DOJ chief answered “Wala namang nakalagay doon (kung ano ang specific nationality), pero I believe na marami doon mga Filipinos. Posible din naman na may mga foreign terrorists doon. Sapagkat naidentify natin ang ilang terrorists from Indonesia, from the Middle East, at meron ngang parang galing Saudi Arabia.”
Aguirre added that he is now finalizing the creation of five panels composed of five prosecutors each to handle rebellion and violation of the provisions of the Anti-Terrorism Act cases that would be filed against those who will be arrested.
He said the panel would be based at the Hall of Justice of Iligan City under the supervision of Undersecretary Reynante Orceo.
"Galing yung aming (Undersecretary), si Usec. Reynante Orceo, ang unang plano namin dyan is we’re going to form five separate panels of prosecutors to hear the inquest and preliminary investigation of these cases, rebellion cases. Pero kahit mga common crimes, pwede rin sila. Kaya lang mga lima ang nakikitang namin na ifoform namin, kasi magkakaroon sila ng rilyebo. Siguro, mga two days yung dalawang panels, and then after two days, magririlyebo naman yung other two panels," he pointed out.
Aguirre said the NBI is still verifying whether the 18 members of the Maute clan living in Metro Manila who surrendered on Wednesday are among those who were ordered arrested by the DND.
Aguirre ordered the NBI to conduct a probe on the identities of the surrenderers.
The group, which include women and children, were accompanied by National Commission on Muslim Filipinos (NCMF) South Luzon Regional Director lawyer Dalomilang Parahiman.
According to Parahiman, the group includes some of his relatives who are also from Lanao del Sur.
“They are law abiding citizens. Their only crime is their surname is Maute,” Parahiman told reporters, adding that most of these Mautes have been residing in Manila for more than 30 years.
The NCMF official lamented among them are boys aged two and 10 who are even included in the arrest order of the government for having namesakes of Maute group members.
The two boys, together with their families, appeared before the NBI on Wednesday to clear their names because some of them are surnamed “Maute” while others, with the surname “Bandrang” are their relatives.
Aguirre said their identities will be verified and vetted with the lookout order and arrest order issued by the government.
He added that they will be questioned and will undergo medical examination.
Meanwhile, NBI spokesperson Ferdinand Lavin said that the two children have been cleared while their relatives are still being processed.
The two-year-old will turn three on Sept. 20, 2014 while the 10-year-old boy will turn 11 on Aug. 26, 2006.
Aside from the two, included in the lookout list of the government is an 11-year-old girl who will turn 12 on July 9 and another girl who turned 13 last March 28.
The arrest order specifically stated that the subjects who have been "identified as members/supporters/spies/couriers" of the terror groups will be investigated on charges of rebellion under Article 134 of the Revised Penal Code.
It stressed that the persons in the list were responsible for "indiscriminately killing, kidnapping, bombings in Marawi City and some parts of Mindanao, sowing terror to the populace and agreed upon by them and prompted by common designs, come to an agreement and decision to commit the crime of rebellion."
According to the DND, the said individuals are criminally liable for "publicly taking arms against the duly constituted authorities for the purpose of removing Mindanao from the territory of the government of the Republic of the Philippines by establishing an independent Islamic State."
It also ordered authorities to make sure that charges will be filed before the DOJ or local prosecutor's office against the subjects within three days after they are arrested, as provided by rules on criminal procedure, and also submit written report within the same period.
Lastly, the order pointed out that the rights of the persons ordered arrested - including human rights and custodial rights - are "protected by Philippine law."
Authorities may enforce arrest even without corresponding orders from the court under the martial law declaration and suspension of the privilege writ of habeas corpus.
The government is given three days to file appropriate charges against these individuals
Aguirre stressed that the arrest order could actually be implemented even outside of Mindanao considering that rebellion is a continuing offense.
"The declaration of martial law is only in Mindanao, but the effect of this arrest order is that it can be enforced in Luzon and Visayas. It means that even if these people committed the crime of rebellion in Mindanao, they can be arrested in any part of the country," he explained.

The Department of Justice (DOJ) on Thursday issued a Immigration Lookout Bulletin Order (ILBO) against 138 Maute and Abu Sayyaf Group members who were ordered arrested by the Department of National Defense (DND).
Justice Secretary Vitaliano Aguirre II issued the ILBO in connection with the arrest order made by Defense Secretary Delfin Lorenzana, who also sits as the as administrator of martial law in Mindanao.
It was the first arrest order issued under the implementation of martial law and suspension of writ of habeas corpus in the region following the ongoing clashes between government troops and Maute members in Marawi City.
The four-page order, which has 138 subjects whose names are mostly aliases, was made public by Aguirre in a press conference at the National Bureau of Investigation (NBI) on Wednesday evening.
It was directed at the Armed Forces of the Philippines, Philippine National Police and NBI for implementation.
“As a matter of fact ang tawag dun ay arrest order number one. Because of that I ordered the issuance of an LBO at least dun sa individuals listed in that arrest warrant,” Aguirre told reporters in chance interview.
The DOJ Chief added that he is also determining whether there is still a need to come up with a new order for the Bureau of Immigration, in lieu of a hold depature order, which only the court has the authority to issue.
Aguirre called the new measure as a “DOJ Detention Order” which would compel immigration authorities to arrest and immediately detain those in the arrest order list provided by the Department of National Defense (DND) even without an HDO.
“Kinkailangan natin a new name to warn our Bureau of Immigration officers or anybody na these are dangerous people na they are subject to arrest immediately,” he explained.
As to the involvement of foreign terrorists with the Maute group, he said that they are now verifying the 138 names in the list to determine if they are purely Filipinos.
Asked if there were foreigner included in the list in arrest order, the DOJ chief answered “Wala namang nakalagay doon (kung ano ang specific nationality), pero I believe na marami doon mga Filipinos. Posible din naman na may mga foreign terrorists doon. Sapagkat naidentify natin ang ilang terrorists from Indonesia, from the Middle East, at meron ngang parang galing Saudi Arabia.”
Aguirre added that he is now finalizing the creation of five panels composed of five prosecutors each to handle rebellion and violation of the provisions of the Anti-Terrorism Act cases that would be filed against those who will be arrested.
He said the panel would be based at the Hall of Justice of Iligan City under the supervision of Undersecretary Reynante Orceo.
"Galing yung aming (Undersecretary), si Usec. Reynante Orceo, ang unang plano namin dyan is we’re going to form five separate panels of prosecutors to hear the inquest and preliminary investigation of these cases, rebellion cases. Pero kahit mga common crimes, pwede rin sila. Kaya lang mga lima ang nakikitang namin na ifoform namin, kasi magkakaroon sila ng rilyebo. Siguro, mga two days yung dalawang panels, and then after two days, magririlyebo naman yung other two panels," he pointed out.
Aguirre said the NBI is still verifying whether the 18 members of the Maute clan living in Metro Manila who surrendered on Wednesday are among those who were ordered arrested by the DND.
Aguirre ordered the NBI to conduct a probe on the identities of the surrenderers.
The group, which include women and children, were accompanied by National Commission on Muslim Filipinos (NCMF) South Luzon Regional Director lawyer Dalomilang Parahiman.
According to Parahiman, the group includes some of his relatives who are also from Lanao del Sur.
“They are law abiding citizens. Their only crime is their surname is Maute,” Parahiman told reporters, adding that most of these Mautes have been residing in Manila for more than 30 years.
The NCMF official lamented among them are boys aged two and 10 who are even included in the arrest order of the government for having namesakes of Maute group members.
The two boys, together with their families, appeared before the NBI on Wednesday to clear their names because some of them are surnamed “Maute” while others, with the surname “Bandrang” are their relatives.
Aguirre said their identities will be verified and vetted with the lookout order and arrest order issued by the government.
He added that they will be questioned and will undergo medical examination.
Meanwhile, NBI spokesperson Ferdinand Lavin said that the two children have been cleared while their relatives are still being processed.
The two-year-old will turn three on Sept. 20, 2014 while the 10-year-old boy will turn 11 on Aug. 26, 2006.
Aside from the two, included in the lookout list of the government is an 11-year-old girl who will turn 12 on July 9 and another girl who turned 13 last March 28.
The arrest order specifically stated that the subjects who have been "identified as members/supporters/spies/couriers" of the terror groups will be investigated on charges of rebellion under Article 134 of the Revised Penal Code.
It stressed that the persons in the list were responsible for "indiscriminately killing, kidnapping, bombings in Marawi City and some parts of Mindanao, sowing terror to the populace and agreed upon by them and prompted by common designs, come to an agreement and decision to commit the crime of rebellion."
According to the DND, the said individuals are criminally liable for "publicly taking arms against the duly constituted authorities for the purpose of removing Mindanao from the territory of the government of the Republic of the Philippines by establishing an independent Islamic State."
It also ordered authorities to make sure that charges will be filed before the DOJ or local prosecutor's office against the subjects within three days after they are arrested, as provided by rules on criminal procedure, and also submit written report within the same period.
Lastly, the order pointed out that the rights of the persons ordered arrested - including human rights and custodial rights - are "protected by Philippine law."
Authorities may enforce arrest even without corresponding orders from the court under the martial law declaration and suspension of the privilege writ of habeas corpus.
The government is given three days to file appropriate charges against these individuals
Aguirre stressed that the arrest order could actually be implemented even outside of Mindanao considering that rebellion is a continuing offense.
"The declaration of martial law is only in Mindanao, but the effect of this arrest order is that it can be enforced in Luzon and Visayas. It means that even if these people committed the crime of rebellion in Mindanao, they can be arrested in any part of the country," he explained.

In a press briefing in Malacañang on Thursday, Lorenzana said the military will be relying more on ground armor and troops and less on air support in the next few days.
“Well, sa tingin ko naman because there’s only a small pocket there, one strong pocket of resistance, and if we can converge our troops there, the more we do not need the air strikes if there are troops surrounding the area already, then the more we do not need the strikes,” Lorenzana said.
“Maybe we will need the armored vehicles. We have just delivered 21 armored vehicles to Marawi. They were there… They arrived there yesterday and they will be there, all of them today and they will be used --- all of them will be used against the Mautes and the ISIS,” he explained.
“It’s just Thursday. We still have more than one day so I’m sure the troops will do the best they can to accomplish the deadline,” he added.
In the same briefing, Presidential spokesperson Ernesto Abella assured that President Rodrigo Duterte will be guided solely by the Constitution in the implementation of martial law in Mindanao following the Marawi City incident.
Abella stressed the administration’s commitment to uphold the charter and honor its safeguards for the general public’s welfare in going after terror groups.
“It's really the Constitution. Basically the north star of all our policies is the Constitution,” Abella said.
Meanwhile, Abella cited favorable findings for the Philippine economy by the Dutch multinational banking and finance services corporation ING Bank and New York-based Moody’s Investors Service despite the Marawi crisis.
“We are pleased [with the announcement of] Dutch multinational banking and [financial] services corporation ING Bank that the financial markets can weather the political impact of martial law in Mindanao,” Abella said.
“As we have said, the macroeconomic fundamentals of the country remain solid. Our finance officials have repeatedly assured us the fiscal position of the Philippines is strong and well-managed and we have ample buffers to withstand the current rebellion in [Marawi],” he said.
The Palace official likewise noted that Moody’s retained the 6.5 percent GDP forecast for 2017.
“Unlikely that recent developments in Mindanao will lead to changes in economic and fiscal policies which continually anchored by the well-articulated 10-point socio-economic agenda,” he said.
Abella also announced that the Asian Development Bank (ADB) has approved a USD 3000-million loan to help the Philippines boost its youth employment.
“International developmental financial institution, ADB has approved the policy-based loan amounting to USD 300 million to give assistance to the first phase of the Department of Labor and Employment’s Facilitating Youth School-to-Work Transition Program,” he said.
“This is to give the Filipino youth preparation and assistance in finding quality employment,” he added.

The Philippine National Police (PNP) has ruled out terrorism as the motive behind the Resorts World Manila shooting incident Friday morning.
"Hindi ito act of terror, wala yung elemento ng violence, threat at intimidation that leads to terrorism," PNP Chief Ronald De la Rosa said.
"Huwag po kayo magpanic, this is not a cause for alarm. As far as the PNP is concerned, wala pa terrorism. The ISIS can claim anytime all they want for propaganda," he said.
He said police are looking at robbery as the motive because the suspect has stolen PHP113 million worth of chips but eventually left the backpack containing the chips near the stockroom.
Dela Rosa added there have been instances of people losing their mind after losing huge amounts to gambling.
Citing initial information, he said the suspect entered the second floor of Resorts World Manila and went to the gambling tables.
"Wala siyang binaril na tao, nagtakbuhan mga tao," he said.
De la Rosa also said the situation in Resorts World Manila is now under control as he confirmed the lone gunman is dead.
Dela Rosa said the lone gunman burned himself inside hotel room 510. "He lay down on the bed, covered himself with a thick blanket, apparently poured petrol on the blanket and burned himself."
The PNP Chief also said fire in the hotel is declared fire out but is still locked down by police as investigation continues and clearing operations are still ongoing.
Dela Rosa said their information showed most of the injured were caught in a stampede. He said they suffered "minor" injuries. At least one suffocated from smoke.
NCRPO Chief Regional Director Oscar Allbayalde adviced the public to stay away from the area as it is still locked down.
”We request everyone's vigilance. We see this as an isolated incident confined to a disgruntled individual. We appeal to the public to remain calm and vigilant, refrain from any social media postings that may cause undue effect or aggrevate the situation,” the PNP said in a statement.

We will know where they acquired them once our investigation starts," Armed Forces of the Philippines (AFP) spokesperson, Brig. Gen. Restituto Padilla, said in Filipino.

National Capital Region Police Office (NCRPO) chief, Director Oscar Albayalde, confirmed that around 36 bodies were found at the Resorts World Manila in Pasay City apparently due to suffocation after a man set on fire gaming tables including himself early Friday.
Albayalde said in a television interview on Friday that the victims likely suffocated from the thick smoke as the lone gunman burned himself to death inside Room 510 of the luxury casino hotel.
For his part, Southern Police District (SPD) Director, Chief Supt. Tomas Apolinario, said the victims, mostly women, were found at the second floor of the casino area. He said the deaths were not from gunshot wounds, adding that the incident was caused by a lone gunman attempting to rob the casino establishment.
In the first hours on Friday, the gunman fired shots, set on fire gaming tables and was later found burned beyond recognition in one of the hotel rooms.
”Fire concentrated in casino area in second floor. I think nag-panic yung victims or due to suffocation and stampede. Inaalam pa namin kung ito employees found in casino second floor mostly babae (We are still determining if the victims, mostly women, found at the second floor were employees of the casino),” Apolinario said.
He said authorities have cordoned off the area and still conducting investigation including to determine the identity of the gunman.
He added the hotel has been cleared of danger except for fumes in some areas.
Apolinario said they have established a processing center together with Resorts World personnel at the lobby of the adjacent Remington Hotel to assist the family of the victims.
Meanwhile, around 54 people injured in the incident were sent to nearby hospitals for treatment.
The city government of Pasay said they are closely coordinating with authorities on developments in the incident.
"The City of Pasay will closely coordinate with the Philippine National Police, the Bureau of Fire Protection, and other authorities with the developments of this tragic incident. Let us allow the said agencies to do their mandated duties. We call upon anyone who can provide every assistance and information that may help them. In the meantime, let us pray for those whose lives were lost and their families," Pasay Mayor Mayor Antonino Calixto said.
Calixto also called on the public to remain calm and vigilant.

"The United States Government will formally hand over various equipment to the PMC. These equipment will further enhance the capabilities of the PMC counter-terrorism units in addressing different threats posed by different terrorists and other groups," he added.
Equipment to be turned over to the PMC include 300 M-4 carbines, 200 Glock 21 pistols, 25 units of combat rubber raiding craft, 100 M-203 rail mounted grenade launchers, 30 outboard motors, and four M-134D Gatling-style machine guns.

The Philippine National Police (PNP) has ruled out terrorism as the motive behind the Resorts World Manila shooting incident Friday morning.
"Hindi ito act of terror, wala yung elemento ng violence, threat at intimidation that leads to terrorism," PNP Chief Ronald De la Rosa said.
"Huwag po kayo magpanic, this is not a cause for alarm. As far as the PNP is concerned, wala pa terrorism. The ISIS can claim anytime all they want for propaganda," he said.
He said police are looking at robbery as the motive because the suspect has stolen PHP113 million worth of chips but eventually left the backpack containing the chips near the stockroom.
Dela Rosa added there have been instances of people losing their mind after losing huge amounts to gambling.
Citing initial information, he said the suspect entered the second floor of Resorts World Manila and went to the gambling tables.
"Wala siyang binaril na tao, nagtakbuhan mga tao," he said.
De la Rosa also said the situation in Resorts World Manila is now under control as he confirmed the lone gunman is dead.
Dela Rosa said the lone gunman burned himself inside hotel room 510. "He lay down on the bed, covered himself with a thick blanket, apparently poured petrol on the blanket and burned himself."
The PNP Chief also said fire in the hotel is declared fire out but is still locked down by police as investigation continues and clearing operations are still ongoing.
Dela Rosa said their information showed most of the injured were caught in a stampede. He said they suffered "minor" injuries. At least one suffocated from smoke.
NCRPO Chief Regional Director Oscar Allbayalde adviced the public to stay away from the area as it is still locked down.
”We request everyone's vigilance. We see this as an isolated incident confined to a disgruntled individual. We appeal to the public to remain calm and vigilant, refrain from any social media postings that may cause undue effect or aggrevate the situation,” the PNP said in a statement.

PGMs are defined as ordnance or bombs capable of identifying and striking its targets without human intervention or guidance.
AFP spokesperson Brig. Gen. Restituto Padilla issued this clarification in wake of the "friendly fire incident" involving a SIAI-Marchetti SF-260 attack aircraft which on Wednesday led to the death of 11 soldiers and wounding of seven others.
"We are not using PGMs in the ongoing campaign in Marawi City, we don't have PGMs (in the inventory), what we are using since (May 23) are precision air strikes or precision close-air support which our pilots are trained for," he added.
Padilla also said the SF-260s, which are originally designed for training purposes, was modified for the ground attack role, a mission the aircraft is well suited for.
Other AFP ground attack assets being used in the Marawi City clearing operations are the Rockwell OV-10 bombers and the MG-520 and AW-109 attack helicopters.
As this develops, AFP chief-of-staff Gen. Eduardo Año said he has already ordered the AFP Inspector General, under Major Gen. Rafael Valencia, to investigate Wednesday's "friendly fire incident".
"It was very unfortunate and no one wanted it to happen. I am deeply saddened and the whole AFP commiserate with the bereaved families with deep regret. I want to assure the public that it will not happen again and I ensure that all measures and actions are being implemented in order to resolve the Marawi crisis at the soonest possible time without jeopardizing the lives of innocent civilians," he added.
And when asked on whether there are plans to ground the SF-260s pending the investigation, Año said the AFP "may defer the use of SF-260 for the meantime but it will continue using all other available ground air and naval assets in order to resolve this crisis quickly."
"We are doing our best to comply with the timeline but what is more important is to finish our job with the minimum loss of soldiers' and civilians' lives," the AFP chief added.

Suspension of air strikes in the ongoing clearing operations in Marawi City is the exclusive purview of the ground commanders.
This was disclosed by Armed Forces of the Philippines (AFP) spokesperson Brig. Gen. Restituto Padilla after a SIAI-Marchetti SF-260 "Warrior" light attack/trainer aircraft accidentally bombed an Army unit involved in the ongoing clearing operations in the locality, killing 11 and wounding seven others Wednesday.
Bodies of the slain and wounded troops were immediately recovered by rescuing units.
He issued this statement when asked if whether the incident will mean the automatic suspension of air strikes in the ongoing offensive against the remaining Maute Group terrorists in Marawi City.
Only ground commanders have this authority as they are the only ones who have full knowledge of the "combat environment" where the action is taking place.
Despite this tragedy, Padilla said the AFP has been inflicting significant casualties to the Maute Group terrorists, who have plotted to burn down Marawi City, since fighting started May 23.
"The AFP has greatly diminished the number of the terrorists having neutralized so far 120 from the ranks of the terrorists and undetermined number of them wounded," he added.
Padilla added that government security forces continue to degrade the capability of the terrorists and have seized 98 high-powered firearms.
"However, the recalcitrant remnants of the Maute-ISIS refuse to heed the call of government to give up their arms and continued their resistance while holed in fortified buildings and structures," he pointed out.
"They are employing hostile sniper fires and IEDs (improvised explosive device) against everyone -- from government security forces, to relief and rescue workers, to civilians -- who get in the way of their fanatical desire to dismember Marawi from the Philippines and establish it as an ISIS province in this part of Asia," the AFP spokesperson stressed.
Padilla said that to break the resistance of the group and its will to fight, the AFP has decided to use combat support arms.
"Hence, we employed armor, artillery, and airpower capabilities in support to our infantry units to breach the fortified walls, decks, and undergrounds of buildings constructed to be virtual fortresses," he added.

While he did not identify the pilot, he said the Board of Inquiry formed by AFP chief-of-staff Gen. Eduardo Año will focus on determining whether the aircrew, aircraft, ordnance or the personnel tasked to guide the bombs to their target, are at fault.
This procedure is done to ensure that the pilot will be available for questioning by the panel.
Padilla said the investigation will provide the military with the necessary inputs to prevent the incident from happening again.
"While the AFP Leadership commits and takes the initiative to conduct a thorough investigation on the circumstances surrounding this unwanted development, the AFP will remain focused on its mission," Padilla stressed.
The air strike, which accidentally bombed and killed 11 Army men and wounded seven others, is the fourth done by that aircraft for that day.
Padilla said that the first three strikes were successful and hit their target squarely.
"While we mourn the loss of our valued men, we will attend to their bereaved families and provide comfort and solace to them during this trying time," he pointed out.
"We will take down every Maute-ISIS member that continue to desecrate the Islamic City and thwart the security forces from restoring peace and order in this part of Mindanao.

The President also assured that his administration is prioritizing the acquisition of equipment for the Armed Forces and the Philippine National Police.
"I will have my time. I have five years. I will acquire more jets, air assets and boats. And I will make the Philippine Armed Forces a little bit stronger by the time, InShaAllah, I go out as President," he said.
In the same speech, President Duterte underscored the contributions of the Philippine Navy for their "remarkable contributions in strengthening the foundation of our nation."
"Your efforts to fulfill your mandate to uphold peace and sovereignty in our territorial waters have been remarkable in the past years and today, you have once again reaffirmed your important role as you support the counterterrorism efforts against the Maute group in Marawi City," the President said.
"Your presence in Mindanao, along with the other members of the Armed Forces of the Philippines, have made our kababayans feel more secure at this most delicate and challenging time," he added.
He said he remains confident that the Philippine Navy will be committed to their oath in safeguarding Philippine shores and shoals against all acts of terror and violence.

Asked if it is still "achievable," the retired Army general said: "Oo naman (Of course). We still have 36 hours."
Lorenzana announced the ambitious deadline last week, May 26, during the visit of President Rodrigo Duterte to a military camp in nearby Iligan City. (READ: Marawi crisis over in a week or less)
Thursday marked the 10th day of the Marawi City crisis and the military has taken 3 critical bridges going into the heart of the areas occupied by the Maute Group.
"We secured the bridges and we're pushing toward to the lair of the enemy," said Lieutenant Colonel Jo-Ar Herrera.
The military says up to 50 militants including Abu Sayyaf leader Isnilon Hapilon are still fighting government forces inside barangays where at least 2,000 residents are trapped, said Herrera.
The location of abducted priest Father Teresito Suganob also remains unknown. He is just one of a number of residents reportedly abducted by the Maute Group.
"We’re still validating the propaganda being circulated in social media. But in a certain way, your Armed Forces of the Philippines is doing its best to facilitate the release of hostages and trapped civilians," said Herrera.
On Thursday, news also broke out that at least 10 soldiers were killed in military air strikes. Lorenzana said it was likely a "pilot error."
Regional Assemblyman Zia Alonto Adiong reiterated calls by local officials to stop the air strikes to allow humanitarian work to proceed. An earlier request was rejected by the military, saying the air strikes are needed to destroy the Maute Group's defenses.
Up to 120 terrorists, 25 soldiers, and 19 civilians were killed, according to a military report. It appears that the military record still does not include the 10 deaths from the airstrikes.
Most of the city's about 200,000 residents have fled. They are not allowed to go back yet even if their barangays have been declared "cleared of Maute presence."

All 8 foreigners killed while fighting alongside Maute Group members in Marawi City are believed to be members of the Islamic State (ISIS), said Defense Secretary Delfin Lorenzana on Thursday, June 1.
Lorenzana replied in the affirmative when asked during a Palace news briefing if the 8 are considered ISIS.
"I believe so. They are ISIS members," said the defense chief.
He enumerated the nationalities of the ISIS foreign fighters:
2 Saudi Arabians
2 Malaysians
2 Indonesians
1 Yemeni
1 Chechen
There are likely more foreign fighters who died in Marawi City but their bodies have not yet been identified.
Asked how they were able to enter the Philippines, Lorenzana said it's likely they passed through the country's "backdoor" in Zamboanga which is closest to Indonesia or Malaysia.
"We do not know because we don't have any record of them coming through the proper channel, through the airports. There's only one way, through the backdoor, maybe coming from Indonesia or from Malaysia, from Sabah," he said.
ISIS funding Hapilon?
Lorenzana also confirmed that, based on intelligence, Abu Sayyaf leader Isnilon Hapilon, now the supposed "emir" of ISIS in Southeast Asia, received "millions" from ISIS in the Middle East.
"Isnilon particularly, from intelligence, he receives several millions of funds [from the] Middle East," said Lorenzana.
This funding is partly why Hapilon was able to get as many as 500 fighters in Marawi City. With the money, Hapilon attracted followers from all over Mindanao, especially in Maguindanao and Lanao del Sur.
"They have a lot of money going around. They are buying loyalty," said Lorenzana.
In a statement on Thursday, the Armed Forces of the Philippines (AFP) vowed to step up efforts against the terrorists and restore peace to Marawi City.
"We will take down every Maute-ISIS member [who continues] to desecrate the Islamic City and thwart the security forces from restoring peace and order in this part of Mindanao," said the AFP.
Terrorism expert Rohan Gunaratna earlier told Rappler that the Philippines is now ISIS' epicenter in Southeast Asia. He also said the Maute Group "are no longer Mautes."
"They are IS, because they are operating like IS, and they have changed the name," Gunaratna said. "So we have to name them by the group they call themselves."

All 8 foreigners killed while fighting alongside Maute Group members in Marawi City are believed to be members of the Islamic State (ISIS), said Defense Secretary Delfin Lorenzana on Thursday, June 1.
Lorenzana replied in the affirmative when asked during a Palace news briefing if the 8 are considered ISIS.
"I believe so. They are ISIS members," said the defense chief.
He enumerated the nationalities of the ISIS foreign fighters:
2 Saudi Arabians
2 Malaysians
2 Indonesians
1 Yemeni
1 Chechen
There are likely more foreign fighters who died in Marawi City but their bodies have not yet been identified.
Asked how they were able to enter the Philippines, Lorenzana said it's likely they passed through the country's "backdoor" in Zamboanga which is closest to Indonesia or Malaysia.
"We do not know because we don't have any record of them coming through the proper channel, through the airports. There's only one way, through the backdoor, maybe coming from Indonesia or from Malaysia, from Sabah," he said.
ISIS funding Hapilon?
Lorenzana also confirmed that, based on intelligence, Abu Sayyaf leader Isnilon Hapilon, now the supposed "emir" of ISIS in Southeast Asia, received "millions" from ISIS in the Middle East.
"Isnilon particularly, from intelligence, he receives several millions of funds [from the] Middle East," said Lorenzana.
This funding is partly why Hapilon was able to get as many as 500 fighters in Marawi City. With the money, Hapilon attracted followers from all over Mindanao, especially in Maguindanao and Lanao del Sur.
"They have a lot of money going around. They are buying loyalty," said Lorenzana.
In a statement on Thursday, the Armed Forces of the Philippines (AFP) vowed to step up efforts against the terrorists and restore peace to Marawi City.
"We will take down every Maute-ISIS member [who continues] to desecrate the Islamic City and thwart the security forces from restoring peace and order in this part of Mindanao," said the AFP.

While elite forces move to close in on the enemy they’re also rescuing residents trapped in the combat zone.
These women and children rescued by the Army Scout Rangers are one street away from safety, trapped by enemy snipers engaging the troops.
On Wednesday, the snipers are dealt with.
A vehicle finally comes to take them to a place far away from the firefights.
But there are areas in Marawi the military has yet to reach.
Residents are trapped in places controlled by the local terrorists.
ABDULLAH LINOGAMAN, MARAWI RESIDENT: Every time we step out of the house we take refuge in I'm sure we'll be gunned down. Bullets are whizzing by near us.

ABDULLAH LINOGAMAN, MARAWI RESIDENT: We escaped from Tulali. We spent two days in the mountain. There's nothing to eat there. Just water. I told my companions we needed to find a way to escape.
CARMELA FONBUENA, REPORTING: They decide to sneak out through the Agus river, brave the strong currents and swim their way to safety.
ABDULLAH LINOGAMAN, MARAWI RESIDENT: I said, don't run even if helicopters pass by. We might get mistaken for ISIS.
They followed my instructions.
CARMELA FONBUENA, REPORTING: They swim for an hour until they reach a riverbank near the city hall. The soldiers are there.
But wait.
First, they have to wash their clothes by the river.
ABDULLAH LINOGAMAN, MARAWI RESIDENT: We took a bath. We washed our clothes. We couldn't smell our clothes anymore.
CARMELA FONBUENA, REPORTING: Then they cook some food.
ABDULLAH LINOGAMAN, MARAWI RESIDENT: I told them, 'Let's cook because I don't have the strength to climb up there anymore.' We brought some rice grains with us, although it's been mixed with soil. We still cooked it. We shared the meal.
CARMELA FONBUENA, REPORTING: What happens next is another brush with death.
ABDULLAH LINOGAMAN, MARAWI RESIDENT: When we reached an area near the jail, soldiers arrested us. They said, 'you shouldn't be there. You're all dead. We said, 'look at our I.D.'s.' they said, 'don't bring them out. You will die.' They didn't want to see our I.D.S to prove that we are not ISIS! But a cop, who is Muslim like us, arrived. He said, 'don't touch them. They are Muslims.' he helped us. I really told myself, I was going to die here. Allahu akbar, that's what I said. The soldier clicked his gun.
CARMELA FONBUENA, REPORTING: They are finally brought to the capitol. Their identities check out. There’s no trace of the day’s ordeal on their faces. Abdullah is happy to be able to charge his phone and take videos of the commotion around him. It’s only when he talks about his family that he breaks down.
ABDULLAH LINOGAMAN, MARAWI RESIDENT: I'm very very happy. I might be able to see my wife and my children. My children are still very little.
CARMELA FONBUENA, REPORTING: The swimmers are safe, but they leave behind others – women, children, and elderly. In Manila, the military assures the public they have Marawi City under control.

(5th UPDATE) – Gunshots were heard and fire broke at Resorts World Manila in Pasay City past midnight Friday, June 2, with people who rushed out of the hotel and casino building or happened to be nearby warning social media users to avoid the area.
In a tweet, Resorts World Manila said it is "currently on lockdown following reports of gunfire from unidentified men."
Roberto Palao Jr, a janitor at Resorts World, said he saw an armed man wearing a bonnet and carrying an long firearm that's "looks better than an armalite" amid the pandemonium. He said the gunman announced he had companions, and that this man sprayed the ceiling with bullets.

Roberto Palao Jr, a janitor at Resorts World, said he saw an armed man wearing a bonnet and carrying an long firearm that's "looks better than an armalite" amid the pandemonium. He said the gunman announced he had companions, and that this man sprayed the ceiling with bullets.
Palao helped other people get out of the building, carrying an old woman with a broken leg and who begged him not to leave her behind.
It was not immediately known how many people were injured, although medical teams have arrived to attend to them.
Some of these people jumped out of the windows to escape.
A casino customer, who identified himself as Julio Silva, told reporters he was on the 3rd floor of the building when he heard a gunshot, so he hid in the restroom. Several more gunshots followed, and there was thick smoke around, he said.
Silva said he called his companions, who told him to follow them to the second floor. From there, security staff guided them out of the building, he said, visibly shaken.
He said he didn't see any masked men.
A spokeswoman for the Philippine National Police-National Capital Region Office requested the media not to air videos from outside the hotel, saying this could compromise the operations being conducted in the area.
"The Company is working closely with the Philippine National Police to ensure that all guests and employees are safe," Resorts World said in a second tweet.
"We ask for your prayers during these difficult times," the company said.

The terrorist group Islamic State in Iraq and Syria has claimed responsibility for the attack on Resorts World Manila.
Gunshots were heard and fire broke at the casino hotel – which is across a road from one of the main terminals of the Philippines' international airport – a little past midnight Friday, June 2.
In a tweet, Resorts World Manila said it is "currently on lockdown following reports of gunfire from unidentified men."
"The Company is working closely with the Philippine National Police to ensure that all guests and employees are safe," Resorts World said in a second tweet.
ISIS said "lonewolf soldiers" from its group carried out the attack, according to the SITE Intelligence Group that monitors terrorist organizations.
Philippine President Rodrigo Duterte imposed martial law last week across the southern region of Mindanao to crush what he said was a rising threat of ISIS there.
He declared martial law shortly after militants went on a rampage through the southern city of Marawi, which is about 800 kilometers south of Manila.
Security forces are still battling the militants in Marawi, and the clashes there have left several dozens of people dead.
Duterte said last week he may need to declare martial law across the rest of the country if the terrorism threat spread.
