The New People’s Army-Mindoro (Lucio De Guzman Command) and the revolutionary movement in Mindoro island strongly condemn the recent atrocity committed by elements of 4th Infantry Battalion-Philippine Army.
Mario Versosa, 35-40 years old, was killed by 4IBPA troops during a misencounter in Sityo If-if, Barangay Cambunang, Bulalacao, Oriental Mindoro on May 21.
Versosa is a police asset and a resident of Barangay Purnaga, Magsaysay, Occidental Mindoro, which is located at the southernmost part of the province and adjacent to Bulalacao town. Residents there believe that Versosa visited a relative residing in the town.
Soldiers are quick to release their media stunt to announce victory over a supposed firefight with the NPA.
Soldiers must be desperate after an NPA unit operating in Southern Mindoro successfully attacked a new military detachment being set in the area, afternoon on May 20. Residents there suspect that the camp is intended to secure a coal mining expected to operate in their village.
The NPA team immediately left the area on the same day after their successful operation. Soldiers reportedly conducted security patrol around the camp at 5 a.m. on May 21 and accidentally fired on Versosa resulting to the latter’s death. Soldiers planted a pistol and a hand grenade on Versosa and tagged him a rebel to justify the misencounter as a legitimate operation against the NPA.
The revolutionary movement in Mindoro laments with Versosa’s bereaved family. NPA-Mindoro is up in arms to launch a punitive action against the army troops who committed this vile act. This is an atrocity in the highest magnitude the revolutionary movement can never condone.

The Mt. Kitanglad Subregional Command of the New People’s Army belies the fake news being spread by 1st Lt. Norman Tagros, 403rd Brigade spokesperson, regarding the encounter which occured in Sumilao, Bukidnon where three NPA members were allegedly killed. The fake news was released after the NPA’s successful dismantling operation of equipment owned by Del Monte subcontractors in Km. 24, Don Gregorio Pelaez, Claveria, Misamis Oriental on May 19 at around 10:10 a.m.
The encounter being referred to by Lt. Tagros occured last May 13 in Brgy. Licoan, Sumilao, Bukidnon. A squad under the Mt. Kitanglad Subregional Command detected the presence of a platoon under the 1st Special Forces Battalion (SFB) which was conducting combat operations. As the NPA unit were appraised of the soldiers’ presence, they were able to rapidly launch an ambush. Four soldiers of the 1st SFB died and five were wounded while the NPA sustained no casualties and were able to withdraw safely. Licoan residents know the truth of the incident as they were tasked to retrieve the dead and wounded soldiers.
The 403rd Bde and 1st SFB attempted to hide this incident from the public. But because of the paralization of Del Monte vehicles on May 19, they manufactured the story to make it appear that they are successful in defending Del Monte and other multinational corporations from NPA attacks. It can be remembered that the 1st SFP were deployed in Manolo Fortich, Bukidnon to defend the Del Monte plantation after the NPA successfully raided its compound in Camp Phillips, Brgy. Agusan Canyon, Manolo Fortich, Bukidnon last February 19, 2013.
The 1st SFB are rabid guards of multinational corporations in Bukidnon which are engaged in grabbing lands from the Lumad and whose operations destroy the environment and cause massive flooding of polluted waters towards Cagayan de Oro during rainy season.
The revolutionary movement is consistent in its stand against the expansion of multinational plantations which destroy the environment and the people and is determined to fight its defenders, the fascist elite forces of the 1st Special Forces Battalion of the Armed Forces of the Philippines.

The battle lasted for 55 minutes until the NPA managed to overrun the enemy’s position and caused the enemy to scamper to safety. An M14 rifle and a Garand rifle were seized from the camp. There were no casualties on the side of the NPA. The Red fighters razed the detachment before withdrawing.

Contrary to the 26th IB’s wish to defeat, or at the minimum, drive away the NPA from Esperanza, San Luis, Talacugon and La Paz to give way to mining and oil palm plantation operations, the WANAS instead brought the fight to the the enemy camp.
This include the harassment operations by an NPA team against the 26th IB headquarters in Talacugon on May 16, 2014 where a soldier was killed. On the same day, responding troops from the 26th IB were ambushed. FIve soldiers were killed while four remained missing in action.

The National Democratic Front – Far South Mindanao Region salutes the armed resistance of the Lumad masses in Sultan Kudarat against the atrocious infringement of the David M. Consunji Incorporated (DMCI) at the Daguma Mountain Range ─ the home of the Dulangan-Manobo, Tiruray and Lambiangan tribes.
At least 13 paramilitaries were killed and a number were injured in the recent series of attacks carried out by the tribal warriors against Consunji’s private army and the 38th IB-SCAA functioning as DMCI paid guards. These actions are an attestation of the Lumad’s determination in their vow to fight greedy landgrabber-burgeoise comprador Consunji “to the very end.”
Consunji have uncompromisingly attempted to eradicate the Lumads by dispossessing them and arrogating all the natural resources in their ancestral land. The DMCI has been deceiving them with empty promises of development. And with the Armed Forces of the Philippines in its employ, have militarized their communities so that the Lumads have become virtual prisoners in their own lands. The ferocious crimes committed by DMCI and its armed minions are a blatant and grave breach of the indigenous people’s rights and the laws espousing the protection of human rights. Furthermore, it unambiguously hounds the rights and the life and being of the Lumad minorities especially the young victims.
The wicked and spiteful killings of Lumad leaders and activists these past few months add up to the lengthy list of violations and bloody crimes perpetrated by DMCI against the Lumad people. Never would the innocent victims put behind these fierceful attacks meted out against them.
The Lumads have no other recourse but to fight back. And this gives them no other option but to take up arms and target the company’s armed components. The DMCI who is the real tyrant behind the ploys and the paid executors of these crimes are accountable and must be punished for the recurring offenses, injuries, and injustices they wreak onto the innocent Lumads.

“There were no bandits in that place, referring to Sitio Mantisao where armed clashes took place on Thursday, May 18. The community is MILF controlled area,” Von Al Haqq, Spokesperson of BIAF-MILF told luwaran.com.
“A BIAF-MILF signage hanged on a house along the community road going towards the place of incident clearly determined that the area belongs to the MILF,” Al Haqq said.
“The claimed by the 33rd Infantry Battalion headed by Commanding Officer Lt. Colonel Harold Cabunoc that there were bandits operating in Sitio Mantisao, Barangay Bual is not true. The Army entered into the village without coordination and fired at our BIAF forces about 5 o’clock in the morning on Thursday,” he said.
Al Haqq said that their forces were surprised but able to return fire to the approaching elements of 33rd IB along with some CAFGU members who have joined in the military operation.
“It is false that 10 died and 8 wounded in the firefight but the truth is only one was wounded in action (WIA) among the BIAF, the other four were civilians who were not a party to the firefight,” Al Haqq further said.
“The civilians are Bisaya Christians miners,” he added.
The wounded civilians according to Alhaq were identified as Marino Arnaez, 30yrs old from Compostela Valley Province, Rodel Mias Sano, 26yrs old, Edwin Mias Bernal 37yrs old, residents of Malita Davao Occidental, and the other one wounded was a Sitio Leader of Mantisao named Dally Sambaga, 52 yrs old.
“One BIAF-MILF member who was arrested inside his house was Abdul Maguid Logioman with soldiers taking his firearms”, Al Haqq said in the exclusive interview by Luwaran.com.
The version of Military, on the other hand said that soldiers and the local police were serving a warrant of arrest against a certain “Commander Dimas”. Dimas in other news reports was a “former Moro Islamic Liberation Front (MILF) field commander who turned into banditry”, and, “is facing multiple murder and multiple frustrated murder charges”.
Some news released also portrayed: “Dimas and his men are engaged in large-scale distribution of shabu and clandestine propagation of Marijuana plants”. “Dimas is allegedly implicated in more than 30 cattle rustling in recent months”.
However, when this referred and clarified to Al Haqq, he said, “It is a mere propaganda. Dimas is a legitimate member of BIAF-MILF and never been involved in any acts of banditry.”
"He is a bonifide member of BIAF and in the MILF we don’t have lost commands,” he elucidated.
Luwaran also received a report that after a fierce gun battle between the BIAF/MILF elements and the government troops for almost 7hours including mortar shelling from the military that day, the incident reached the MILF and GPH Coordinating Committee on the Session of Hostilities (CCCH) that prompted them to call for an immediate ceasefire and went to the area in the afternoon on Thursday to conduct investigation. The following day the International Monitoring Team (IMT) also went to the area and conducted its own investigation.

According to 1LT Erwin P Bugarin, CMO Officer, 8th Infantry Battalion, in the morning of 22 May 2017, three members of the New People’s Army surrendered themselves bringing along with them assorted firearms. Former rebels who previously surrendered facilitated the return of their comrades back to the government by taking initiative in making them understand to choose a peaceful path.
The Philippine Army welcomes all those who embrace the path towards peace and development. This is the product of us working together and helping those who got lost find their way back to their community. Armed Struggle will never be a solution to resolve issues nor will it be a way to achieving just and lasting peace.

FORT ANDRES BONIFACIO, Metro Manila (DWDD) – The Philippine Army has installed new leaders to the Office of the Army Internal Auditor, Assistant Chief of Staff for Personnel, G1, and Army Adjutant during the Joint Change of Chiefs of Office ceremony held here on Monday, May 22, 2017.
The new chiefs of office are Brig. Gen. Gavin D. Edjawan replacing Col. Edgar P. Nigos who served as the Acting Chief Army Internal Auditor; Col. Ramil M. Bitong who replaced Col. Ernesto C. Torres Jr as the Assistant Chief of Staff for Personnel, G1; and lastly, Col. Albert G. Baybayan who replaced Col. Luis Vincent A. Tacderas as the Army Adjutant.
Edjawan is a member of PMA “Sinagtala” Class of 1986. He served as the Commanding Officer of 51st Infantry Battalion in 2006; Commanding Officer of the 37th Infantry Battalion, 6th Infantry Division, PA in 2008; Chief of the Army Resource Management Office in 2013; and the Assistant Division Commander of 9th Infantry Division, PA in 2016. He was also the Deputy Director of Army Modernization and Project Management in 2010. He is not new to the tasks of the Army Internal Auditor because of his experience in auditing and resource management.
Bitong is a member of the PMA “Makatao” Class of 1989. His military career began when he became the Platoon Leader of Charlie Company, 52nd Infantry Battalion, 8th Infantry Division, PA in 1990. Later on, he took higher posts such as the Chief of Staff of Defense Intelligence Security Group, Department of National Defense in 2005; Commanding Officer of 11th Infantry Battalion, 3rd Infantry Division, PA in 2010; and Deputy Commander of the 301st Brigade, 3rd Infantry Division, PA early this year.
Lastly, Baybayan entered the military service in 1985 and has acquired his Masters in Education from Harvardian Colleges in 2006. He has been designated several notable positions such as the Department Head of Adjutant General Service Department, Combat Service Support School, Training and Doctrine Command (TRADOC), PA in 2003; and Commanding Officer of Headquarters and Headquarters Support Group, Southern Luzon Command, Armed Forces of the Philippines in 2013. He also served as the Executive Officer of Office of the Army Adjutant, PA in 2014 making him suitable to his current post.
On the other hand, the outgoing chiefs of office were also assigned to new posts. Nigos resumed his post as the Deputy Army Internal Auditor. Bitong is a member of the PMA “Makatao” Class of 1989. His military career began when he became the Platoon Leader of Charlie Company, 52nd Infantry Battalion, 8th Infantry Division, PA in 1990. Later on, he took higher posts such as the Chief of Staff of Defense Intelligence Security Group, Department of National Defense in 2005; Commanding Officer of 11th Infantry Battalion, 3rd Infantry Division, PA in 2010; and Deputy Commander of the 301st Brigade, 3rd Infantry Division, PA early this year.
Lastly, Baybayan entered the military service in 1985 and has acquired his Masters in Education from Harvardian Colleges in 2006. He has been designated several notable positions such as the Department Head of Adjutant General Service Department, Combat Service Support School, Training and Doctrine Command (TRADOC), PA in 2003; and Commanding Officer of Headquarters and Headquarters Support Group, Southern Luzon Command, Armed Forces of the Philippines in 2013. He also served as the Executive Officer of Office of the Army Adjutant, PA in 2014 making him suitable to his current post.

CGMTY, MAWAB, Compostela Valley Province (DWDD) – Troops pursuing the attackers of civilian establishments in Davao and Panabo Cities clashed with the remnants of the New People’s Army (NPA) in series of firefights in Davao City, Davao del Sur and Davao Occidental from May 6 to 11.
According to Major Ezra Balagtey, spokesman, Eastern Mindanao Command, two bodies of dead rebels, a cal .38 revolver, an M14 Rifle and various war materiel were recovered by the troops.
More wounded and dead rebels were carried by the fleeing rebels as seen and reported by the people in the area. One soldier was killed in action while nine others were wounded and already evacuated to hospitals in Davao City in the May 10 armed clash between troops of 3rd Infantry Battalion and NPA rebels belonging to Pulang Bagani Company (PBC) 1 in Barangay Dalagdag, Calinan District, Davao City.
Troops from 3IB were involved in nine encounters from May 6 to 10 while troops from 73IB were involved in three firefights on May 7, 9 and 11.
Troops from 3IB engaged in six firefights with the NPA’s PBC 1 in Brgy Dominga, Calinan District, Davao City from May 6 to 9. Another group of soldiers engaged the same NPA group twice in Barangay Sumimao, Calinan District on May 9 where the retreating rebels left behind a dead body of their comrade with a caliber .38 pistol. The dead NPA was identified as Jojo Dagahoya, a member of PBC1 from Sitio Balinanao, Brgy Fatima, Paquibato District, Davao City

The body of a dead NPA and several war materiel were left behind by the fleeing CTs. The dead body was identified as Eleazar Templado alias Chin, a political instructor of PBC1 from Calinan Proper, Davao City. Templado is believed to be a former UCCP Pastor in Davao City, a convenor of Kontra Daya last May 2013 elections, convenor of Church Labor Solidarity Network (CLSN) and former spokesperson of (PCPR) Promotion of Church and Peoples Response, Southern Mindanao Region. Names of the casualties are being withheld pending notification of their next of kin.
Meanwhile, troops from 73rd Infantry Battalion engaged in a firefight 20 NPA rebels belonging to Guerilla Front 71 on 7:30 a.m. of May 7 at Sitio Kidalagan, Brgy Danwata, Malita, Davao Occidental. The same troops caught up with the fleeing rebels and another firefight occurred on 6:30 a.m. of May 9 at the same barangay.
Another group of 73IB troops engaged 20 NPA rebels in a firefight on 7:30 a.m. of May 11 at Sitio Lawisa, Brgy Sibulan, Santa Cruz, Davao del Sur which resulted to the recovery of one M14 rifle left by the CTs. No soldier was hurt on these three encounters. Strengthened security measures together with the police are being undertaken to block the fleeing rebels from escaping the area.

SENATOR NINOY AQUINO, Sultan Kudarat (DWDD) – Eleven members of the New People’s Army surrendered to the Philippine Army in Midtungok village.
1st Lt John Austin Jamora, the Commanding Officer of the Alpha Company, 33rd Infantry (Makabayan) Battalion, said that the surrenderees handed over 8 high-powered rifles, including 5 M16 rifles, 2 M1 Garand Rifles, and 1 AK 47 Rifle. He said that all of the surrenderees are Manobo tribe residents of the hinterland village of Midtungok.
Among them are: Ayob Mopac, Benjamin Kalay, Samuel Badak, Mel Pandi, Kang Mopac, Tiin Mooac, Usad Mopac, Long Oding, Sebio Masandag, Gabriel Mopac, and Nonoy Lapi.
Col Bismarck Soliba, the Commander of the 1st Mechanized Infantry Brigade, said that the NPA in Sultan Kudarat is losing members due to demoralization in the ranks. “The lumads are disgruntled over the unfulfilled promises of the NPA leaders. The members are dying in the encounters but the ‘Supamil’ (family support) for their followers was not provided,” he said.
MGen Arnel Dela Vega, the Commander of the 6th Infantry Division has commended the units who are involved in the surrender negotiations.
“This is a combined effort of the 33rd Infantry Battalion and the 57th Infantry Battalion under Ltc Enrique Clemente. The surrender of NPA members reflect the waning influence of the communist movement in the countryside,” said Dela Vega. “I am glad that these rebels have realized the futility of the armed struggle.

“There is an urgent need for us to hasten the conduct of extensive research so we can map out strategies on how to develop the area and use its rich natural resources to enrich the lives of the Filipino people,” said Gatchalian.
President Rodrigo Duterte has signed Executive Order No. 25, renaming the Benham Rise to Philippine Rise.
“Changing its name has put emphasis on our sovereign jurisdiction over this vast mass of underwater plateau. Now that we have done that, government must now shift its attention to how to utilize its natural resources before our neighbors discover its hidden treasures,” Gatchalian said.
The Senate Committee on Economic Affairs is now finalizing its recommendations on the creation of the Benham Rise Development Authority (BRDA), as proposed by Senator Sonny Angara, to spearhead research and development efforts over the resource-rich area.
The Philippine Rise, or Benham Rise, is a 24-million hectare underwater plateau located about 250 kilometers east of Northern Luzon. It is within the Philippine exclusive economic zone and continental shelf, as well as the outer limits of the continental shelf, in accordance with the recommendations of the Commission on Limits of the Continental Shelf issued on 12 April 2012.

A MILITIAMAN was released on Monday, six days after he was abducted by members of the New People’s Army (NPA) in Tandag City, Surigao Del Sur.
Civilian Active Auxiliary (CAA) Jeremias Estrada, 58, was released at Palo Cinco, Barangay Buenavista at around 1:30 p.m. on Monday.
He was abducted by the rebels inside his house at Purok Lansones, Barangay San Agustin Norte last May 17.
The release of Estrada was made possible through the negotiation made by SURE FM manager Judith Suarez and station supervisor Nardz Hijara and Haide Estrada Elorza, an official of San Agustin Norte.

THREE members of the New People’s Army (NPA) surrendered to the Philippine Army’s 8th Infantry Battalion in its headquarters in Impasugong, Bukidnon on Monday.
1st Lt. Erwin Bugarin, the 8th IB civil-military operations officer, told TIMES that three NPA members brought assorted firearms.
Bugarin refused to name the surrenderers to ensure their safety and security.
Their former comrades who previously yielded facilitated the surrender of the three rebels.
“This is the product of us working together and helping those who got lost finds their way back to their community,” Bugarin said, adding that they always welcome back those who embrace the path towards peace and development.

A lawmaker has raised concern over what she called the “indiscriminate” use of aerial bombs in a village here by the military, saying it had destroyed farms and caused fears among the residents.
Gabriela Party list Rep. Arlene Brosas was referring to the bombing run in Barangay Dominga during a military operation against the New People’s Army (NPA) last May 10.
She called it an “economic blockade” that is slowly killing the farmers by depriving them of their livelihood.
The progressive lawmaker joined the fact-finding mission conducted on May 20 to 21 in Barangay Dominga where 251 families, or 1,041 individuals, were displaced due to encounters between government and rebel forces from May 6-11.
Aerial bombs could also potentially damage the environment, she said.
Last May 12, Capt. Alenel Valles, civil military operations officer of the 3rd Infantry Battalion admitted using aerial bombs as “close air support” provided by the Philippine Air Force.
He said they made sure the area was clear of residents before commissioning it.
He also dismissed as “propaganda” the allegations of human rights violations in Barangay Dominga.
Brosas said it was never acceptable to use aerial bombs, as it would only affect the children, who have grown anxious of the presence of the soldiers and helicopters hovering above their houses.
“The problem with indiscriminate aerial bombing, the communities would be affected. The military could not just home in on their target and drop bombs but they must also protect the lives of the people and their livelihood,” she said.
She said she believes there are other means to combat the communist rebels without resorting to aerial bombs that would cause huge damage on properties of civilians, in particular the small farmers.
“Hindi lang po mga tao, pero pati na ang kanilang kabuhayan. Kapag nagutom, in short, pinapatay mo sila, unti unti nga lang walang aanihin at kakainin (Not only would it affect the people, but also their livelihood. If they go hungry, you are slowly killing them because they have nothing to harvest and nothing to eat),” she said.
She added depriving the farmers of their livelihood due to military operations is a human rights issue in itself.
Jay Apiag, spokesperson of Karapatan-Southern Mindanao, reported 19 incidents of aerial bombing in the region that affected about 6,000 families.
He claimed residents saw six bombs dropped by the military last May 10 in Barangay Dominga.

The Police Regional Office (PRO)-12 has placed the entire region under full alert status in the wake of the terror attacks staged by the Maute group in Marawi City.
Supt. Romeo Galgo Jr., PRO-12 public information officer, said Wednesday such move was also in line with the declaration of martial law in the entire Mindanao late Tuesday night by President Rodrigo R. Duterte.
He said all police units in the region are currently on full deployment and positioned in various strategic areas as part of the heightened security operations.
"We're doing everything to secure the entire region and prevent similar attacks from happening here," he said in a radio interview.
Also known as Soccsksargen, Region 12 comprises the provinces of South Cotabato, Sultan Kudarat, Sarangani and North Cotabato, and the cities of General Santos, Koronadal, Tacurong, Kidapawan and Cotabato.
Galgo said they have not received specific threats in the area in connection with the Marawi City attacks, but said they are implementing "proactive measures" to prevent possible spillover incidents.
Citing orders from Chief Supt. Cedrick Train, Region 12 police director, he said additional police detachments have been set up in major highways and other key areas, especially in the entry and exit points.
He said they have intensified their security patrols and intelligence monitoring in parts of the region for possible movements of sympathizers of the Maute group, which had pledged support to international terror group Islamic State in Iraq and Syria or ISIS.
Galgo said they are also closely watching the coastal areas of Sarangani and Sultan Kudarat provinces for similar movements.
The coastal town of Maasim in Sarangani was the previous base of the dismantled local terror group Ansal al-Khilafa Philippines, which had also declared allegiance to ISIS and believed linked to the Maute group.
The presence of Abu Sayyaf bandits was also confirmed in the past years in several operations in this city, Sarangani and Sultan Kudarat.
"We've been closely coordinating with our counterparts in the AFP (Armed Forces of the Philippines) and other law enforcement agencies capable of providing security," Galgo said.
The police official allayed concerns from some sectors on possible abuses by government forces due to the declaration of martial law, citing that the "scope of our mandate only focuses on providing security to the people."
He advised residents to remain calm and vigilant, and cooperate with authorities on matters of security, especially in providing related information.

The clash took place in Barangay Basak around 2:00 p.m. Initially, five security troops were reported wounded in the initial clash with Hapilon's group which was estimated at around 15 armed men.
Padilla said there is more than sufficient troops and law enforcers on the ground as well as all the appropriate equipment to support these security forces.
"We strongly urge the residents in these areas to remain calm and stay in their homes or evacuate to safer areas if they still can. President Rodrigo Duterte has declared martial law in Mindanao on Tuesday due to attacks carried out by the Maute terror group in Marawi City, Presidential Spokesperson Ernesto Abella said here.
"In order to suppress lawless violence and rebellion and for pilic safety it is necessary to declare Martial Law in the entire island of Mindanao, including Sulu, Basilan and Tawi-Tawi for a period of 60 days," Abella said.
Tuesday afternoon in Moscow (evening in Manila), President Duterte conferred with Executive Secretary Salvador Medialdea and Special Assistant to the President Christopher Lawrence Go on the declaration of martial law in southern Philippines due to attacks carried out by ISIS-backed Maute terror group in Marawi City.
In an interview here, Department of National Defense (DND) Secretary Delfin Lorenzana told the Philippine News Agency that the clash in Marawi City is focused on neutralizing Isnilon Hapilon, former leader of the kidnap for ranson Abu Sayyaf Group (ASG) which had pledged allegiance to Islamic State.
Hapilon was believed wounded when the military bombed his hideout in Lanao del Sur last January.
"They are already there. In fact the leader in Basilan, Isnilon Hapilon, is actually, I think, he is the anointed leader of the group there," Lorenzana said on PNA Exclusive.
He added that Hapilon transferred to central Mindanao and organized the Maute Group.
"We were able to find out that he was there so we found where he was hiding, so we bomb, but unfortunately he wasn't taken. He was wounded. And he kept dodging our operations," the DND chief said.
The clash occurred Tuesday afternoon in Marawi City as the military received information that Hapilon is hiding in the area.
"Until now, there's an ongoing fight in Marawi City because the army found out where he was hiding. So hopefully, it will result to a good score for the military," Lorenzana said.

Tuesday afternoon in Moscow (evening in Manila), President Duterte conferred with Executive Secretary Salvador Medialdea and Special Assistant to the President Christopher Lawrence Go on the declaration of martial law in southern Philippines due to attacks carried out by ISIS-backed Maute terror group in Marawi City.
In an interview here, Department of National Defense (DND) Secretary Delfin Lorenzana told the Philippine News Agency that the clash in Marawi City is focused on neutralizing Isnilon Hapilon, former leader of the kidnap for ranson Abu Sayyaf Group (ASG) which had pledged allegiance to Islamic State.
Hapilon was believed wounded when the military bombed his hideout in Lanao del Sur last January.
"They are already there. In fact the leader in Basilan, Isnilon Hapilon, is actually, I think, he is the anointed leader of the group there," Lorenzana said on PNA Exclusive.
He added that Hapilon transferred to central Mindanao and organized the Maute Group.
"We were able to find out that he was there so we found where he was hiding, so we bomb, but unfortunately he wasn't taken. He was wounded. And he kept dodging our operations," the DND chief said.
The clash occurred Tuesday afternoon in Marawi City as the military received information that Hapilon is hiding in the area.
"Until now, there's an ongoing fight in Marawi City because the army found out where he was hiding. So hopefully, it will result to a good score for the military," Lorenzana said.

The Western Mindanao Command said the combined raiding team from the military and police launched an operation to capture Abu Sayyaf leader Isnilon Hapilon and members of the Maute terror group in Marawi City at around 2 p.m. Tuesday.
Hataman said the attackers should be ashamed since “Marawi City is known as the Philippines' Islamic City and is home to people of different histories and different beliefs.”
“That these acts of terror are happening in a diverse community bound by mutual respect and a shared commitment to peace is a travesty,” he said.
“Any group who sows terror and then dares to say that they do it in the name of Islam should be ashamed. Any man who claims to fight for a just cause, yet dares to incite violence a few days before the Holy Month of Ramadhan is a monster whose words belie his actions,” he said.

Military units have stabilized the situation in Marawi City, Lanao Del Sur following a clash with Maute Group terrorists allied with Abu Sayyaf leader Isnilon Hapilon Tuesday afternoon.
"The situation in Marawi has been stabilized. Security forces are in full control of the situation. The armed men we are dealing with are not ISIS but (members of a) local terrorist group," Armed Forces of the Philippines (AFP) public affairs office chief Col. Edgard Arevalo said Wednesday.
He added that reports and rumors claiming that the terrorists have captured and taken control of various government facilities are spurious and are meant to spread lies and disinformation aimed at attracting foreign terrorists support and recognition.
"The reported 'eyewitness account' is untrue that Amai Pakpak Hospital has been occupied and the people there were held hostage. The Marawi City Hall was not occupied as was earlier reported merely quoting 'sources'," Arevalo added.
"The sporadic firefights heard were harassment actions by terrorist sympathizers that were conducted as diversionary tactics to divide the attention of the reinforcing AFP personnel. But even these are already held in check," he pointed out.
The clash between Maute Group members started 2 p.m. Tuesday in Barangay Basak, Malutlut when government security forces learned of the presence of Hapilon and his cohorts.
Hapilon was reported severely wounded in the series of military operations in Lanao Del Sur early this January.
The former is reportedly the representative of the ISIS terror group in the Philippines.
This prompted military and police units to conduct a law enforcement operation but they were fired on first by the bandits,
"The security forces were fired upon constraining them to retaliate," Arevalo stressed.
Initial reports said at least one soldier was killed and eight others were wounded.
"Follow up operations are still ongoing and we cannot reveal other details so as not to compromise operational security. Follow on forces are underway as we speak to further ensure that we will keep the grip of the situation," the AFP official added.
Arevalo also urged the public to refrain from posting in social media information that would tend exacerbate the situation especially photos and videos on the movements of our troops and on terrorist propaganda circulating through social media.

Government forces have been deployed to secure several vital installations in Marawi City as operations to flush out the Maute terror group and the Abu Sayyaf continue.
Lt. Col. Jo-ar Herrera, spokesperson for the Philippine Army’s 1st Division, also reported late Tuesday that reinforcements from nearby towns arrived in the city to secure entry and exit points.
“We are now occupying vital installations as well exit and entry points around the city to contain the situation,” Herrera said.
“The military and LGU (local government unit) are on the top of the situation. We are doing our best in flushing out remaining Maute men and Abu Sayyaf,” he added.

Lt. Col. Jo-ar Herrera, spokesperson for the Philippine Army’s 1st Division, also reported late Tuesday that reinforcements from nearby towns arrived in the city to secure entry and exit points.
“We are now occupying vital installations as well exit and entry points around the city to contain the situation,” Herrera said.
“The military and LGU (local government unit) are on the top of the situation. We are doing our best in flushing out remaining Maute men and Abu Sayyaf,” he added.

President Rodrigo Duterte has declared martial law in all of Mindanao’s 27 provinces and 33 cities effective 10 p.m. Tuesday (in the Philippines) following clashes between government forces and the terrorist Maute Group in downtown Marawi City that left two soldiers and a police officer dead, and 12 others injured.
Presidential Spokesperson Ernesto Abella announced in a press conference in Moscow that the President declared martial law for a period of 60 days, citing rebellion as the reason.
“Details will be forthcoming,” Abella added.

Article VII, Section 18 of the 1987 Constitution provides that in case of invasion or rebellion, “when the public safety requires it,” the President may, “for a period not exceeding sixty days, suspend the privilege of the writ of habeas corpus or place the Philippines or any part thereof under martial law.”
In view of the Marawi crisis, Duterte is cutting short his official visit in Russia, according to Foreign Affairs Secretary Alan Peter Cayetano, who is staying behind to sign agreements there.
Met with gunfire
Defense Secretary Delfin Lorenzana said two Army soldiers and a police officer were killed, 12 others were injured when the law enforcers were met with gunfire by the Maute group.
He said the terrorists occupied several buildings — the Amai Pakpak hospital, City Hall, City Jail and part of the Mindanao State University compound and burned some of them, including the St. Mary’s Church, City Jail, Ninoy Aquino School and the Dansalan College. Several houses near these institutions were also burned, he added.

Lorenzana said a joint team from the Army and Police “were trying to serve a warrant of arrest” at 2 p.m. on Isnilon Hapilon, an Abu Sayyaf leader who was reported to have allied with the Maute Group and is now referred to as Southeast Asian leader of the ISIS.
Hapilon was reported to have died a few months ago during a military strike on the Maute Group in Butig, Lanao del Sur.
Lorenzana said that the Maute group “still occupies also the main street of Marawi City, Quezon St., and two bridges leading to the city.” The city also suffered a blackout.
Reinforcement troops have been sent to the city from neighboring areas and by Wednesday morning, more troops will be deployed from Zamboanga and Manila.
48 hours
Cayetano said he had spoken with his Russian counterpart “and they understand” why the President was cutting short his visit.
“The President will not be staying until 24th or 25th,” Cayetano said. Duterte was supposed to return home on the 26th.

The President has to be home soon because the Constitution mandates that within 48 hours from proclaiming martial law or suspending the writ of habeas corpus, “the President shall submit a report in person or in writing to the Congress” and that Congress, voting jointly, “by a vote of at least a majority of all its Members in regular or special session, may revoke such proclamation or suspension, which revocation shall not be set aside by the President.”
Abella said the President declared martial law as of 10 p.m. May 23. The 48-hour period ends at 10 p.m. on May 25.
Why all of Mindanao?
Asked why the martial law declaration was for all of Mindanao, Abella said, “that is the declaration of the President.”
Lorenzana replied: “Because there are also problems in Zamboanga, Sulu, Tawi-tawi, also in Central Mindanao, the BIFF (Bangsamoro Islamic Freedom Forces) area, and also some problems in Region 11 (Southern Mindanao) yung pangongotong ng NPA (extortion by the New Peoples’ Army).
He also said Duterte has repeatedly said that if he declares martial law in Mindanao, he would “finish” all the problems in Mindanao.

When a reporter asked if failure of intelligence is to blame for what happened in Marawi, Lorenzana said, “there’s intelligence there. It’s just appreciation of what the intelligence means. Nagkamali sila (They erred).
How can the declaration of martial law help in the fight against the terrorists, Lorenzana was asked. “We can control their movement, we can .. lahat nang gawin dapat sa martial law i-implement: arrest or detain people … supension of write of habeas corpus and details to follow na lang,” he said.
Warnings
Since August last year, Duterte had repeatedly warned of martial law but it was only in March when he first specifically mentioned an area over which he would declare martial law: Mindanao.
“Either tulungan ninyo ako or I will declare martial law tomorrow for Mindanao,” Duterte warned on March 9 here as he exhorted governors and mayors of 13 of Mindanao’s 27 provinces to use their powers to prevent violence “from spinning out of control.”
“Yan ang problema ko ngayon. Tulungan ninyo ako” (That’s my problem now. Help me), Duterte said, adding that if he declares martial law, “then I have to authorize the military just to arrest and detain you … And it would not be good for our people and they would go into a trauma. Because how long would it take? I don’t know. It could be 20 days, it could last for one year.”
Constitutional guarantees
The Constitution provides that a state of martial law “does not suspend the operation of the Constitution, nor supplant the functioning of the civil courts or legislative assemblies, nor authorize the conferment of jurisdiction on military courts and agencies over civilians where civil courts are able to function, nor automatically suspend the privilege of the writ”
The suspension of the privilege of the writ “shall apply only to persons judicially charged for rebellion or offenses inherent in or directly connected with the invasion,” it said.
It also provides that during the suspension of the privilege of the writ, any person arrested or detained shall be judicially charged within three days, otherwise he shall be released.
After the 60-day period, the President, according to the Constitution, can ask Congress to extend the proclamation “for a period to be determined by Congress, if the invasion or rebellion shall persist and public safety requires it.”
But the Constitution also provides that he Supreme Court “may review, in an appropriate proceeding filed by any citizen, the sufficiency of the factual basis of the proclamation of martial law or the suspension of the privilege of the writ or the extension thereof, and must promulgate its decision thereon within thirty days from its filing.”
State of National Emergency
Duterte’s martial law declaration came even as he has yet to lift the State of National Emergency that he declared in September last year.
President Duterte on September 4 signed Proclamation No. 55, declaring a “State of National Emergency on account of lawless violence in Mindanao.”
The declaration came two days after the night market bombing that left 15 persons dead and 69 others injured.
Proclamation 55, covering the entire country, directs the Armed Forces of the Philippines (APF) and the Philippine National Police (PNP) to “undertake such measures as may be permitted by the Constitution and existing laws to suppress any and all forms of lawless violence in Mindanao and to prevent such lawless violence from spreading and escalating elsewhere in the Philippines, with due regard to the fundamental civil and political rights of our citizens.”
