Camp Panacan Station Hospital (DWDD) – The crew of Patrol Boat (PB) 119 headed by Lt. Cdr. Ignacio M. Umali Jr. brought here Nov 22 the three fishermen they rescued from a banca that capsized in Samal waters the recent night.
The rescued fishermen namely Soy-an T. Osani, 47 years old; Jamir P. Osani, 20 years old; and Henry L. Everre, 17 years old, residents of Barangay Isla Verde, reportedly finished loading their catch at 10 p.m. when a huge wave hit the broadside of their banca, causing it to capsize.
Lt. Cdr. Umali PN and his men onboard Navy vessel BRP Nicolas Mahusay (PB 119) were on routine maritime patrol along the waters of Samal when they sighted the fishermen at 5:35 a.m. today. They immediately responded to aid the three and at 6:10 a.m., successfully loaded the rescued fishermen onto PB 119 and towed the banca towards Naval Station Felix Apolinario, Panacan, Davao City. Cpt. Victor Salvador C. Dato, the physician on duty at Camp Panacan Station Hospital certified the wellbeing of the fishermen and gave them clearance to go home.

Camp Peralta, Jamindan, Capiz – A native of Sara, Iloilo and a member of the Philippine Military Academy (PMA) Class of 1984 assumed as the new commander of the Army’s 3rd Infantry Division during a change of command ceremony presided by Army Chief, Lt. Gen. Eduardo M Año today here.

Brig. Gen. Jon N. Aying was designated to lead various Army units in the different provinces in Western and Central Visayas regions in implementing the Internal Peace and Security Operation and the Army Transformation Roadmap in his area of operation.
Aying replaced Maj. Gen. Harold N. Cabreros, who was installed recently as Año’s vice.
Prior to this, Aying was the former Assistant Deputy at the Office of the Deputy Chief of Staff for Plans and Programs, OJ5, GHQ, AFP. He commanded the 303rd Brigade in the Visayas from 2013 to 2015.
Other field duties include Battalion Commander of the 61st Infantry Battalion, and Operations Officer of Task Group Panay, both under 3ID.

A 240-hectare military reservation area at Fort Magsaysay in Palayan City will be replanted with indigenous trees under a tripartite agreement that will benefit indigenous people (IP) Aetas in the uplands of Nueva Ecija.
The agreement was signed last Sept. 6, 2016 by Ecosystems Research and Development Bureau (ERDB) Director Dr. Henry A. Adornado, Judge Virgilio Caballero, and LTC Eugenio Batara (Seventh Infantry Division, Philippine Army) in behalf of MGen Angelito De Leon of the Armed Forces of the Philippines.
The partnership has significant ecological enhancement and livelihood benefits to IP Aetas. It is in compliance with Executive Order (EO) 26 (National Greening Program or NGP) whose implementation has been extended to 2028 under EO 193 signed by former Pres. Benigno S. Aquino III.
“Provision of food security and additional income to the community will be strengthened by intercropping agricultural crops in the NGP sites. The katutubos here, similar to the indigenous forest species, are very resilient. The project will be a means for katutubos to help us attain biodiversity conservation and climate change mitigation and adaptation,” said Adornado.
Also attending the signing agreement were representatives from the local government unit of Doña Josefa, the Provincial Environment and Natural Resources Office (PENRO) of Nueva Ecija, and the IP planters.
“Judge Caballero sees the project as an act of stewardship on the environment and as a milestone especially for the IP community who will be involved in plantation establishment,” reported Rio Christine P. Bustamante of the NGP Operations Center.
The Philippine Army committed to secure the project area and to screen laborers who will participate in the plantation.
Fort Magsaysay, the country’s largest military reservation now covering a total of 35,000 hectares, has become the training ground of the Philippine Army as a replacement to the Fort Bonifacio military reservation since it began to be modernized in 1983.
The NGP was extended to 2028 as the Food and Agriculture Organization, in its 2015 Global Forest Resources Assessment, ranked the Philippines as fifth worldwide in the greatest forest area gain from 2010 to 2015.
“There is still an estimated 7.1 million hectares of unproductive, denuded and degraded forestlands which contribute to environment-related risks such as soil erosion, landslides, and flooding.
Consistent with the updated Master Plan for Forestry Development (2016 – 2028), there is a need to harmonize all forest development activities that will encourage and enhance development of forest plantations,” according to EO 193.
ERDB has an existing bamboo plantation project in Fort Magsaysay. The reforestation project in Fort Magsaysay is eyed too as an agroforestry area that may also house livestock raising as productivity livelihood program for target beneficiaries.
ERDB has already conducted training of Philippine Army officers on different bamboo propagation techniques, proper selection and cutting of planting materials, and step-by-step procedure on plantation establishment.
Training also involved application of a mycorrhizal fungi that act as a natural or organic fertilizer and has beenbeen proven to accelerate growth of forest tree seedlings by as much as 400 percent. ERDB produces its own brand of this mycorrhiza, the HI-Q VAM 1.

The Philippine Navy has just formally sent off 2nd Marine Battalion for its deployment to the operational area in a simple ceremony this morning held at CAPT SALVO Pier, Sangley Point, Cavite City. This has been officiated by no less than the Acting Flag-Officer-In-Command Philippine Navy, Vice Admiral Ronald Joseph S Mercado AFP who is also the Guest of Honor and Speaker, along with the Commandant Philippine Marine Corps, Maj Gen Andre M Costales Jr AFP. The unit movement is part of the rotation policy of the Command to retrain and refurbish Marine Battalions in the field.
Composed of more or less 500 strong Marines, the 2nd Marine Battalion led by their Battalion Commander Lt Col Jose Marie Santos PN(M). Said unit will be deployed in the Central Mindanao particularly in Sultan Kudarat Province after finishing the training program of the Corps at Marine Barracks Rudiardo Brown, Taguig City. The 2nd Marine Battalion had undergone rigorous re-training from April – November 2016. Along with the training program are booth lectures and practical exercises on admin matters, military tactics, simulated military planning, live-fire maneuvers, marksmanship, rigid physical fitness activities, and the recently concluded RP-US Amphibious Landing Exercise 2016.
Prior to its re-training, the unit has earned numerous victories against lawless elements and terrorists in the Southern part of the Philippines. Its major accomplishments include combat operations against the dreaded Abu Sayyaf terrorists in Tawi-Tawi and Sulu while equally performed significant non-traditional roles such as civil-military operations that has gained superb appreciation from the natives as well as stakeholders at said areas.
This recent deployment will certainly boost the AFP’s quest in winning the peace and maintaining stability within the region.

CAMP GEN EMILIO AGUINALDO, Quezon City (DWDD) – Armed Forces of the Philippines Chief of Staff Gen Rizardo Visaya reiterated that the government is on to of the situation in Mindanao, particularly in Basilan and Jolo.
According to Gen Visaya, proof of this is the recent mass surrender of twenty (20) members of the terror group Abu Sayyaf, a first in the history of the Armed Forces.
He also denied reports that there is a rise in cases of kidnapping in the region, contrary to reports that such cases have dropped with the deployment of the biggest ship of the Philippine Navy, BRP Tarlac, in waters between Malaysia and the Philippines.
There were two attempts by the ASG to kidnap victims in Malaysia but they were not able to enter Philippine waters due to the presence of our naval assets.
Gen Visaya once again reiterated that the AFP is trying its best, under his leadership, to the end the problem of ASG before he retires on December 7.

AFP, Commander, 5th Infantry (STAR) Division, Philippine Army together with his two (2) Brigade Commanders, Colonel Bartolome Vicente O Bacarro, Commander of the 502nd Infantry (LIBERATOR) Brigade and Colonel Roy T Devesa, Commander of the 503rd Infantry (JUSTICE and PEACE) Brigade, attended the Consultation Meeting and Dialogue initiated by the Office of the Presidential Adviser on Peace Process (OPAPP) held at Headquarters, Northern Luzon Command, Camp Aquino, San Miguel, Tarlac City on November 22, 2016.
Secretary Hernani Braganza of DAR and Government Panel Member presided the meeting which aimed to provide updates to the ongoing peace talks between the Government of the Philippines (GPH) and the Communist Party of the Philippines-New People’s Army-National Democratic Front (CNN). Some of the topics discussed are the ceasefire issues and its challenges.
Brigadier General Atal stressed that this meeting is very important for the commanders on the ground to seek guidance and direction at the same time present their concerns to finally end the four (4) decades insurgency war with the CPP-NPA-NDF and to achieve the aspirations of the people to have a just and lasting peace in the whole area of Northern Luzon.
The meeting was attended by the different AFP and PNP Commanders in Northern Luzon and other Local Chief Executives.

During the regular Regional Joint Peace and Security Coordinating Committee (JPSCC) -Region 13 meeting held at the Police Regional Office-13 here, the 4th Infantry (DIAMOND) Division of Philippine Army (PA) and Philippine National Police (PNP) Regional Office 13 signed on Monday, November 21, 2016 the memorandum of agreement (MOA) for collaboration procedures on anti-illegal drug operations in Caraga region.

Based on the MOA, the PNP takes the lead role in any operation on the implementation of Pulis at Sundalo: Magkabalikat Laban Sa Droga Project known as “Double Barrel”, and takes the lead role in the investigation/processing of scene of the crime; and other law enforcement operations against illegal drugs.
Meanwhile, the Philippine Army shall provide support to law enforcement operations; assist the PNP in the implementation of Project Double Barrel which include the execution of the five stages of Project TokHang – collection and validation of information stage, coordination stage, house to house visitation stage, processing and documentation stage, and monitoring and evaluation stage.

CAMP AGUINALDO, Quezon City – In celebration of the National Children’s Month, the Department of Social Welfare and Development (DSWD) together with the Council for Welfare of Children (CWC), spearheaded this year’s National Children’s Congress (NCC), November 18 until November 22.
Marine Colonel Edgard Arevalo, Chief of the Armed Forces of the Philippines Public Affairs Office disclosed that the closing ceremony of the NCC was held at the AFP Theater here, November 22. The program includes an awarding ceremony and remarks from the resource speakers of DSWD, CWC, and UNICEF.
The five-day event culminated in an “Araw ng Kabataan” which gathered 900 children beneficiaries of the Pantawid Pamilyang Pilipino Program of DSWD across the 87 provinces of the Philippines, and also 200 participants from partner organizations, and sponsors.
During the “Araw ng Kabataan”, the DSWD held the awarding of the National Search for Exemplary 2016.
“We take pride of the children leaders that we have produced in the past four years. These children really deserve to be called as exemplary. Despite life’s difficulties, they continue to pursue their dreams. They inspire us to work harder to give them better future” said DSWD Secretary Judy Taguiwalo.
The organizers provided a series of light and fun workshops and activities, output-building, and fellowship for the children to encourage them to be active citizens.
For its part, the AFP conducted a medical and dental mission at the AFP Theater here, through the Surgeon General and the Office of the Chief Dental Service.
With the theme “Isulong: Kalidad na edukasyon para sa lahat ng bata.” this annual activity aims to engage the youth with different activities to pool exemplary Pantawid Pamilya children beneficiaries and equip them with the essential knowledge on the program and to support children’s rights as well.
“The Armed Forces of the Philippines supports these kinds of activities for the youth. It is important that we give recognition to our children and encourage quality education and learning to all our Filipino youth,” General Ricardo Visaya, AFP Chief of Staff said.

CAMP GENERAL EMILIO AGUINALDO, Quezon City (DWDD) – The Armed Forces of the Philippines (AFP) is building up its Cyberspace capabilities following its adoption of the Internet as a new domain in military warfare.
According to AFP Public Affairs Office Chief Marine Colonel Edgard A Arevalo said, “It is high time for the AFP to build up its cyberspace capability as we are in the midst of rapidly evolving technologies. Our operations greatly rely on a secure and reliable cyberspace that protects fundamental freedoms, privacy, and the continuous flow of information.”
The move to beef up the AFP’s presence in the virtual world was highlighted during the celebration of the 81st AFP Signal Corps Anniversary from November 12 to 23. Various activities such as the AFP Signal Family Conference, Cybersecurity Awareness Seminar, and Technology Day Display were lined up to celebrate the significant milestones of the Corps.
The AFP Signal Corps maintains the main communication backbone of the AFP – the AFP Fixed Communication System. It has been providing the AFP’s echelons of command and control with voice and data services for the past 60 years.
The AFP Signal Corps also plays a key role in delivering crucial information services during and in the aftermath of disasters as well as in national events such as the recent ASEAN Summit.
“On its 81st anniversary, the AFP Signal Corps shall continue to pursue the AFP Joint Command and Control Communications, Computers, Intelligence, Surveillance, Target Acquisition, and Reconnaissance (C4ISTAR) Project. This aims to upgrade the current capability of the organization to establish a network-centric enabled AFP,” said MGen Jose P Tanjuan Jr, AFP Deputy Chief of Staff for Communications, Electronics and Information Systems.
“The AFP Signal Corps also envisions the establishment of a Cyber-capable armed force by developing policies and establishing a responsive organizational structure manned by a pool of Cyber-capable workforce,” MGen Tanjuan added.
The AFP Signal Corps anniversary is set to culminate in a ceremony to be held at the AFP Commissioned Officers Club in Camp Aguinaldo on Wednesday, November 23.
The AFP Signal Corps was officially formed as one of the technical services of the Philippine Army in 1936 through the National Defense Act. The term “signal” became known to refer to a highly distinct military occupation dealing with methods of communications.
Though being the least-equipped Army unit, with only reconditioned radio and telephone sets built from salvaged parts of obsolete equipment, the AFP Signal Corps managed to render exemplary service during and in the aftermath of World War II.
Among others, the corpsmen were able to establish obscured communication links from the Philippines to the US War Department in California; provide first radio contact with US Forces stationed in the Western Pacific who were shipping military supplies and allied bureau personnel; and transmit ballot returns during the first post-war elections.
“The AFP Signal Corps has significantly contributed to bolster the AFP’s cyber workforce which has been our first line of defense against the growing number of digital threats,” General Ricardo R Visaya, AFP Chief of Staff said.

Contrary to perceptions or accusations of some people or groups, the Moros are not disunited. We are not fighting each other, Maranao versus Maguindanao, Maguindanao versus Tausog, Tausog versus Maranao, etc. The problems that plagued our communities are virtually similar to those happening in other areas. Maybe a little frequent but not in volume is true due to the proliferation of weapons in the hands of so many people. Say, for instance, kidnapping. Those taking place in Mindanao, done or suspected be pulled by “Moros”, are too small in number compared to the ones done in Metropolitan Manila alone.
A similar situation is true with the Moro liberations organizations like the MNLF and all its various factions, MILF, etc. We may differ in our orientations, but largely there are no organizational fighting. Our lines of communication are open 24 hours a day.
The so-called rido or clan war is not part of Moro tradition. This in-fighting is more of an exception rather than the rule. To the MILF, rido is the consequence of the failure of justice system, lack of effective governance, and un-Islamic value system. Islam never condones bloodshed. In fact, it has prescribed that two Muslims who have an altercation must reconcile within three days or they will land in hell altogether.
In the effort to ensure inclusivity in the crafting of the proposed Bangsamoro Basic Law (BBL), so much gains have been underway. The MILF, MNLF under Chair Muslimin Sema, and other sectors have all accepted the need for common efforts. After all, their objectives are all geared towards the common good of our people.
Maybe a little hard to comprehend is the direction of the MNLF led by Chair Nur Misuari. We are greatly perplexed why there is still “negotiation” between the government and the group when they have already signed the GRP-MNLF Final Agreement (FPA) of 1996. Take note of the word final.
Similarly, the tripartite review (in Jeddah, Jakarta, and Manila) involving the MNLF, Organization of Islamic Cooperation (OIC), and the Philippine government to look at what parts of the agreement that are not implemented was terminated in January 2016; and the parties have identified only three or four namely, strategic minerals, provisional government, economic intervention, and the conduct of plebiscite in 25 provinces and nine or so cities in Mindanao (originally 13 provinces and five cities in the Tripoli Agreement of 1976). Except the last, which seems very problematic given the two plebiscites already conducted, one during President Corazon Aquino and another during President Gloria Macapagal Arroyo, the three others were already settled during the reviews. Earlier on, the government passed R.A. 9054 which translated into law FPA, a political document. On top of this, Chair Nur Misuari and Dr. Parok Hussin both accepted governors of the Autonomous Region in Muslim Mindanao (ARMM).
However, we are not saying here that the Duterte administration should not find ways to handle the situation. In fact, we are convinced of the master’s stroke being displayed by President Rodrigo Roa Duterte and the stamp of statesmanship that is clearly evident. We can never say the move is wrong or faulty.
Our only wish is that this inclusivity thing should not derail from its avowed objective to bring everybody on board the peace process leading to crafting a good basic law that finally addresses the Bangsamoro Question. We never doubt the pure intention of the President to solve this problem but there are people who could manipulate the negative side of inclusivity which is to delay, muddle, and defeat the crafting a good law. A sure way to kill an idea is to throw it to a committee – and a little manipulation would spark a controversy.

The MILF on Monday welcomes the extension for another year of the World Bank-administered Mindanao Trust Fund (MTF) which has been assisting in socio-economic recovery of conflict-affected communities in Mindanao since 2005.

MILF First Vice-Chairman Ghadzali Jaafar relayed this to World Bank Philippine Country Director Mara K. Warwick who met with top leadership of the Front in its administrative base in Camp Darapanan.
Jaafar said that the MILF would continue extending its full cooperation to the implementation of programs and projects that would fall under the MTF.
He reiterated that the Bangsamoro Development Agency (BDA), being the development arm of the MILF, would continue with its role of determining, leading and managing development initiatives for the Bangsamoro people and their communities.
Jaafar told Warwick that while socio-economic projects are important for the Bangsamoro, it is still the political agreement that would ultimately solve the Bangsamoro problem.
“The political solution, which is the establishment of the Bangsamoro government, must be implemented inorder to truly address the legitimate aspirations and grievances of the Bangsamoro,” Jaafar said.
Warwick, who assumed her post effective March 1 of this year, is on a 4-day project assessment mission in areas where projects under the MTF were implemented.
An engineer by profession and Australian by nationality, Warwick first visit to Camp Darapanan was witnessed by a dozen members of the MILF’s Central Committee, many of whom are heading standing committees related to human development such as education, social welfare and da’wah (spiritual guidance).
Key MILF military top brass led by BIAF Chief of Staff Sammy Almansor also met the World Bank head.

Mahigpit na itinataguyod at ipinatutupad ng Apolonio Mendoza Command (AMC) ang unilateral na tigil putukan na iniatas ng Komite Sentral ng Partido Komunista ng Pilipinas at Pambansang Kumand sa Operasyon ng New People’s Army. Mahigpit na nakikiisa ang AMC sa isinusulong na peace talks sa pagitan ng National Democratic Front of the Philippines(NDFP) at Gubyerno ng Republika ng Pilipinas (GRP).
Sa kabilang panig, lansakang sinasagasaan ng 201st Brigade ng Southern Luzon Command (SOLCOM) ng AFP ang sarili nitong unilateral na “suspension of offensive military operation” na iniatas ng sarili rin nitong Pangulo na si Rodrigo Roa Duterte. Sa unang panawagan pa lamang ng Pangulo ng reaksyunaryong gubyerno noong SONA July 25, agad nang nilabag ng 85th IBPA ang kanilang ceasefire sa pamamagitan ng isang reyd sa pansamantalang hinihimpilan ng isang yunit ng AMC sa barangay Dela Paz, Lopez, Quezon. Sa nasabing labanan ay napatay ang 3 elemento ng 85th IBPA habang 1 kasama ang napaslang.
Mula noon na nagsimula at nagpatuloy ang serye ng mga negosasyon sa balangkas ng peace talks, walang nang tigil ang mga operasyong militar ng AFP-PNP na binabalutan ng mapagkunwaring mga katawagan katulad ng “civil-military operation”, “medical o dental mission”, “peace and development team”, “anti-drug operation” o simpleng police operation. Ang nabanggit na mapagpanggap na mga operasyon ay naglalagay sa panganib sa umiiral na tigil putukan na naglalayon sanang bigyan ng magandang klima ang nagaganap na peace talks.
Umuugat ang mga operasyong ito sa Internal Security Plan ng AFP na Oplan Bayanihan. Ang ISP ng AFP ay hinalaw mula sa itinatakda ng Counterinsurgency Guide ng US Defense Department o Pentagon.
Dahil dito, di maitatanggi na ang Oplan Bayanihan ay pananatili ng galamay ng paghaharing US sa nagaganap na pananabotahe sa peace talks. Nais ng imperyalismong US na magsilbing pagkakataon ang peace talks para sa pangarap nitong linlangin ang rebolusyunaryong kilusan at mapasuko bandang huli.
Sa kabilang banda, mataas ang paghahangad ng sambayanang Pilipino na makamit ang paglutas sa malaganap na kahirapan at kagutuman, kawalan ng sapat na hanapbuhay, kawalan ng tunay na reporma sa lupa, mababang pasahod ng gubyerno at dambuhalang negosyo ng magkasosyong dayuhan at kumprador, kontraktwalisasyon imbes na regular na trabaho, mataas na at patuloy pang tumataas na presyo ng mga bilihin at bayarin, kawalan at kakulangan ng libreng edukasyon at serbisyong panlipunan habang patuloy ang pananagana ng iilang pamilyang kumprador-asendero sa bansa.
Napapanahon ang pagpapakilala ng Melito Glor Command sa bago nitong tagapagsalita upang magsilbing tanglaw ng milyung mamamayan ng Timog Katagalugan sa pagsusulong ng armadong pakikibaka at pagpapalakas ng kanilang New People’s Army. Mataas na pagpupugay ang ipinapaabot ng AMC sa aming nakatataas na kumand at sa bagong tagapagsalita nito.
Ipinahihiwatig ng pinakahuling kaganapan sa bansa na tanging sa ibayong pagsusulong ng armadong pakikibaka at pagpapalakas ng rebolusyunaryong hukbo makakamit ng mamamayan ang tunay na pambansang kalayaan at demokrasya.

Sa nagdaang mga araw, paatras nang paatras ang mga hakbangin at pahayag ni President Duterte ng Gubyerno ng Republika ng Pilipinas (GRP), partikular na kaugnay ng ipinangangalandakan niyang nagsasariling patakarang panlabas.
Sa halip na mga kongkretong hakbanging pasulong sa landas ng pambansang kalayaan, mga hakbanging paurong ang kanyang isinagawa. Bunga nito, lumalakas ang pag-aalinlangan ng bayan kung kaya nga bang pangatawanan ni Duterte ang mga binitiwan niyang deklarasyong patriyotiko.
Sinimulan ni Duterte na itanghal ang bandila ng nagsasariling patakarang panlabas nitong kalagitnaan ng Setyembre. Binatikos niya ang pakikialam ng US at nagbalik-tanaw sa kasaysayan ng pananakop at brutalidad nito. Pinakamatindi ang pagbatikos niya sa pakikialam ng gubyernong US sa pamamagitan ng paggigiit ng usapin ng karapatang-tao kaugnay ng malawakang mga pagpatay sa takbo ng kanyang “gera laban sa droga.”
Sinundan pa ito ni Duterte ng mga deklarasyon tulad ng “dapat nang umalis” ang mga tropang Amerikano sa Mindanao, na “wala nang magaganap na war exercises” ang US sa Pilipinas matapos ang Phiblex at na posibleng mabasura na ang Enhanced Defense Cooperation Agreement (EDCA) sa loob ng dalawang taon. Sa pagbisita ni Duterte sa China, idineklara niyang “hihiwalay na ako sa US” sa usaping militar at ekonomya.
Pinaasa ni Duterte ang mamamayan na ipatutupad niya ang mga hakbanging magtataguyod sa pambansang kasarinlan ng Pilipinas. Hinintay ng sambayanang Pilipino na pangatawanan niya ang kanyang mga salita at ipatupad ang malalaking pagbabago para tapusin na ang presensya ng militar ng US sa Pilipinas, ang panghihimasok nito sa panloob na usapin sa bansa at ang paggamit sa bansa bilang lunsaran ng mga gerang panghihimasok laban sa ibang bansa.
Subalit sa loob lamang ng ilang araw, sunud-sunod namang binawi ni Duterte ang kanyang mga deklarasyon kaugnay dito. Pinakamalaki sa kanyang mga hakbang paurong ay ang pagbibigay ng pahintulot na ituloy ang Balikatan exercises, ang taunang malaking ehersisyong militar na kinasasangkutan ng libu-libong mga tropa ng US kasama ang AFP.
Kamakailan, muling pinahintulutan ni Duterte ang militar ng US na isagawa ang isa na namang pinagsanib na pagsasanay militar kasama ang AFP. Nakatakdang magtagal ng isang buwan (Nobyembre 14 hanggang Disyembre 14) ang Balance Piston Exercises sa Palawan na kinasasangkutan ng hindi tukoy na bilang ng mga sundalong Amerikano.
Nais ni Duterte na gawin itong katanggap-tanggap sa pag-uulit ng sinasabi ng US na ang mga ito ay itutuon sa mga pagsasanay sa mga operasyong “humanitarian” at “tulong sa panahon ng sakuna.” Ang gayong mga katawagan o paglalarawan ay pantabing ng US sa panghihimasok militar nito sa Pilipinas at iba’t ibang bansa. Nagpapakat ito ng mga “pansagip” at iba pang kagamitang pangkaligtasan upang gawing katanggap-tanggap ang pagmamantine ng mga base at iba pang pasilidad militar ng US, gayundin ng mga gamit-militar.
Ang pagbabagong-isip ni Duterte na pahintulutan ang pagpapatuloy ng pagpasok sa bansa ng mga tropang Amerikano para sa mga ehersisyong militar ay sinasabing pagsang-ayon diumano niya sa mga rekomendasyon ng Department of National Defense. Ang DND ay pinamumunuan ng kalihim nitong si Delfin Lorenzana, na mula’t sapul ay tagapagtanggol ng pananatili ng mga tropang Amerikano sa Pilipinas.
Sa pangunguna ni Lorenzana at mga tauhang maka-US sa gabinete, itinulak ang pagpapawalang-saysay ng lahat ng binitiwang salita ni Duterte laban sa presensya at pakikialam ng militar ng US sa Pilipinas.
Hanggang ngayon, nananatili pa rin sa Camp Navarro sa Zamboanga City ang humigit-kumulang 100 sundalong Amerikano sa ilalim ng US Joint Special Operations Task Force-Philippines (JSOTF-P) na sangkot sa madugong operasyon sa Mamasapano noong Enero 2015. Wala pang nangyayari sa sinabi noon ni Duterte na dapat nang “umalis” ang JSOTF-P. Wala ring nangyari sa banta niyang muling bubuksan ang imbestigasyon sa Mamasapano upang halungkatin ang papel rito ng mga upisyal ng US.
Sa pagkapanalo ng ultra-Kanang si Donald Trump bilang bagong presidente ng US nitong Nobyembre 8, sinambit ni Duterte na ang US at Pilipinas ay mananatiling “magkaibigan at magkaalyado” at igagalang niya ang lahat ng kasunduang pinirmahan sa US. Sa ganitong pagbabago ng tono ni Duterte, mistula niyang itinali sa personal niyang pakikitungo sa presidente ng US ang patakarang panlabas ng Pilipinas.
Dapat alalahanin ni Duterte na ang tunay at pantay na pakikipagkaibigan sa US ay hindi makakamit sa pamamagitan lamang ng kanyang salita. Hindi magiging tunay na kaibigan ang imperyalismong US hangga’t nakatali ang Pilipinas sa mga tagibang na kasunduang militar na nagbibigay-daan sa pagtatayo ng mga baseng militar, malayang naglalabas-masok ang mga sundalong Amerikano sa soberanong teritoryo ng bansa at nakikialam sa mga panloob na usapin nito.
Lalong hindi maituturing na tunay na kaibigan ang US hangga’t pinaiiral ang mga neoliberal na patakaran sa ekonomya na pumapabor sa mga dayuhang malalaking kapitalista at sa di-pantay na kalakalan ng Pilipinas sa imperyalismong US at iba pang malalaking bansang kapitalista.
Dapat payuhan ng sambayanang Pilipino si Duterte na pangatawanan ang kanyang mga salita at isagawa ang mga kongkretong hakbangin para ibasura ang EDCA, Visiting Forces Agreement at Mutual Defense Treaty, lansagin ang lahat ng mga base at pasilidad ng US tulad ng himpilan ng JSOTF-P at wakasan ang paglalabas-masok ng mga sundalong Amerikano, mga barko at eroplanong pandigma at paglulunsad sa Pilipinas ng mga ehersisyong militar.
Kung sa halip na tuparin ang mga hakbanging ito ay magpapatuloy si Duterte sa mga hakbanging paurong, lalabas na hungkag ang mga deklarasyon niya para sa nagsasariling patakarang panlabas.
Labis na ikadidismaya ito ng sambayanang Pilipino. Kung patuloy na tatanggi si Duterte na pangatawanan ang kanyang mga patriyotikong deklarasyon at hindi didinggin ang demokratikong mga hinaing ng bayan, mauunsyami ang pakikipag-alyansa niya sa mga patriyotiko at demokratikong pwersa ng sambayanang Pilipino. Kung magkagayon, tiyak na magpapatuloy at lalamunin lamang siya ng dati nang kaayusang neokolonyal at walang magbabago sa kalagayan ng sambayanang Pilipino.

Ang DND ay pinamumunuan ng kalihim nitong si Delfin Lorenzana, na mula’t sapul ay tagapagtanggol ng pananatili ng mga tropang Amerikano sa Pilipinas.
Sa pangunguna ni Lorenzana at mga tauhang maka-US sa gabinete, itinulak ang pagpapawalang-saysay ng lahat ng binitiwang salita ni Duterte laban sa presensya at pakikialam ng militar ng US sa Pilipinas.
Hanggang ngayon, nananatili pa rin sa Camp Navarro sa Zamboanga City ang humigit-kumulang 100 sundalong Amerikano sa ilalim ng US Joint Special Operations Task Force-Philippines (JSOTF-P) na sangkot sa madugong operasyon sa Mamasapano noong Enero 2015. Wala pang nangyayari sa sinabi noon ni Duterte na dapat nang “umalis” ang JSOTF-P. Wala ring nangyari sa banta niyang muling bubuksan ang imbestigasyon sa Mamasapano upang halungkatin ang papel rito ng mga upisyal ng US.
Sa pagkapanalo ng ultra-Kanang si Donald Trump bilang bagong presidente ng US nitong Nobyembre 8, sinambit ni Duterte na ang US at Pilipinas ay mananatiling “magkaibigan at magkaalyado” at igagalang niya ang lahat ng kasunduang pinirmahan sa US. Sa ganitong pagbabago ng tono ni Duterte, mistula niyang itinali sa personal niyang pakikitungo sa presidente ng US ang patakarang panlabas ng Pilipinas.
Dapat alalahanin ni Duterte na ang tunay at pantay na pakikipagkaibigan sa US ay hindi makakamit sa pamamagitan lamang ng kanyang salita. Hindi magiging tunay na kaibigan ang imperyalismong US hangga’t nakatali ang Pilipinas sa mga tagibang na kasunduang militar na nagbibigay-daan sa pagtatayo ng mga baseng militar, malayang naglalabas-masok ang mga sundalong Amerikano sa soberanong teritoryo ng bansa at nakikialam sa mga panloob na usapin nito.
Lalong hindi maituturing na tunay na kaibigan ang US hangga’t pinaiiral ang mga neoliberal na patakaran sa ekonomya na pumapabor sa mga dayuhang malalaking kapitalista at sa di-pantay na kalakalan ng Pilipinas sa imperyalismong US at iba pang malalaking bansang kapitalista.
Dapat payuhan ng sambayanang Pilipino si Duterte na pangatawanan ang kanyang mga salita at isagawa ang mga kongkretong hakbangin para ibasura ang EDCA, Visiting Forces Agreement at Mutual Defense Treaty, lansagin ang lahat ng mga base at pasilidad ng US tulad ng himpilan ng JSOTF-P at wakasan ang paglalabas-masok ng mga sundalong Amerikano, mga barko at eroplanong pandigma at paglulunsad sa Pilipinas ng mga ehersisyong militar.
Kung sa halip na tuparin ang mga hakbanging ito ay magpapatuloy si Duterte sa mga hakbanging paurong, lalabas na hungkag ang mga deklarasyon niya para sa nagsasariling patakarang panlabas.
Labis na ikadidismaya ito ng sambayanang Pilipino. Kung patuloy na tatanggi si Duterte na pangatawanan ang kanyang mga patriyotikong deklarasyon at hindi didinggin ang demokratikong mga hinaing ng bayan, mauunsyami ang pakikipag-alyansa niya sa mga patriyotiko at demokratikong pwersa ng sambayanang Pilipino. Kung magkagayon, tiyak na magpapatuloy at lalamunin lamang siya ng dati nang kaayusang neokolonyal at walang magbabago sa kalagayan ng sambayanang Pilipino.

Fifty young Moro aged 15 to 18, most of them from Sulu province are in Kuala Lumpur for a five-day goodwill visit and educational tour from November 22 to 25, a press release from the Philippine Embassy in Kuala Lumpur said Wednesday.
“The visit is an opportunity for our Muslim youth to be exposed to another perspective outside of the Philippines, and to promote understanding and goodwill with their Malaysian counterparts and hopefully to learn about the values of moderation and tolerance of other cultures and beliefs. We hope that the participants would have a good experience and would share this to their fellow youth back home,” Philippine Ambassador to Malaysia Eduardo Malaya said.
The young Moro delegates, aged between 15 and 18, are participating in the first ever Muslim Filipino Youth Leaders’ Educational Tour, a project of the civil-military operations office of the Armed Forces of the Philippines (AFP), in cooperation with the Philippine Embassy in Malaysia.

Communist guerrillas warned that a peace deal with President Rodrigo Duterte's government is unlikely to be reached if he won't end the Philippines' treaty alliance with the United States and resist foreign control by other countries he's trying to befriend, like China and Russia.
In a clandestine news conference in a New People's Army guerrilla encampment tucked in the harsh wilderness of the Sierra Madre mountains southeast of Manila, regional rebel commander and spokesman Jaime Padilla outlined the advantages and downside of talking with Duterte to end one of the world's longest-running Marxist insurgencies.
The dozens of mostly young guerrillas in muddy boots in their rain-soaked encampment on a wooded plateau reflected their resiliency but also showed the tough conditions that have long hampered their insurgency. Young rebels cooked rice, pork and chicken in soot-covered pots over wood fire while others gingerly puffed cigarettes while watching the peripheries. The nearest army camp lies just 3 kilometers (1.8 miles) away. When a Philippine air force Huey helicopter flew overhead, rebels at the news conference briefly paused and watched the passing aircraft.
Founded in 1968, the rebels' communist party has held peace talks with six Philippine presidents, including Duterte, whose rise to power in June sparked rebel optimism due to his searing anti-U.S. rhetoric, populist pro-poor stance and appointments of at least two left-wing Cabinet members.
But the guerrillas have also found themselves in a dilemma due to Duterte's moves they find reprehensible, including the killings of large number of poor drug users that sparked accusations of massive human rights violations against him, a recent decision to allow dictator Ferdinand Marcos to be buried in a heroes' cemetery and threats to shift to dictatorial rule if rival politicians derail his anti-drug crackdown and try to impeach him.
While the president has gotten attention with his angry threats to end the presence of American forces in the country, stop joint combat exercises with U.S. troops and terminate a defense accord with Washington, Padilla said Duterte has, so far, not formalized these utterances and instead has walked back on many publicly-stated policies.
"While the Duterte government hasn't abrogated all these treaties, the New People's Army will have no reason to enter into a friendship or alliance with him," Padilla, 69, told a small group of journalists escorted into an encampment ringed by mostly young rifle-wielding guerrillas.
"That's not negotiable because as long as the U.S. military has a presence, the imperialist influence on Duterte's government will remain," said the bespectacled Padilla, who wore a Mao cap with his 9mm pistol within reach on a wooden table.
Other rebels echoed Padilla's remarks. "We support Duterte but not 100 percent," said a 24-year-old rebel who identified himself as Guiller. "He's projecting himself as anti-U.S. and pro-poor but that's still mostly rhetoric. If the problems persist, the revolution will go on."
Duterte's reaching out to China and Russia also disturbs the communists. "They hide behind what we call a communist (facade) or socialism but essentially, and in their core, they are imperialist nations, which control parts of the world," Padilla said. "Even if it's China that controls us, we're not free, and we should fight their control on us."
Coinciding with the rebel warning, the Philippine armed forces chief, Gen. Ricardo Visaya announced Wednesday that most joint exercises with the U.S. military would proceed next year, including the large-scale Balikatan maneuvers. Most would be refocused, though, on disaster-response, humanitarian missions and counter-terrorism from previous maneuvers centered on territorial defense that Duterte worries may offend China.
Visaya's statement came after he met U.S. Pacific Command in an annual defense meeting on Tuesday.
Despite thorny issues, Padilla said Maoist guerrillas remain committed to pursue talks with Duterte while criticizing his wrong moves, like allowing Marcos's heroes' burial and carrying out the bloody anti-drugs crackdown.
Philippine police should target drug lords and syndicate leaders and not poor addicts, who the rebels consider victims and not criminals," he said, adding they have targeted big drug dealers in the past.
"We are sincere with the peace talks, we are honest and we want to end 47 years of armed struggle," Padilla said when asked if the rebels were just trying to extract concessions from a president with whom they may not likely forge a peace deal.
The guerrillas, he said, would not simply surrender their firearms unless their major demands are not met, including social and economic reforms, land reform and an industrialization program that favor the poor, who make up about a fourth of more than 100 million Filipinos.
"If he remains in the right direction, he will be with us," Padilla said. "But if he veers off from the direction that we seek, we will break away from him."
Battle setbacks, surrenders and infighting have weakened the rebel group, which is blacklisted as a terrorist organization by the United States. A confidential government assessment obtained by The Associated Press says the guerrillas have declined to 3,800 fighters with more than 4,500 firearms in the first half of the year, with about 700 of the country's 42,000 villages affected by the insurgency.
The insurgent group "remains as a threat to national security due to its stance of not abandoning the armed struggle," the report said. "Although the communist movement had been weakened ... it continues to pursue recovery efforts nationwide."

Philippine Navy Patrol Boat (PB) 119 headed by Lieutenant Commander Ignacio M. Umali Jr. with its crew rescued three fishermen they rescued from a banca that capsized in Samal waters. The rescued fishermen were brought in Camp Panacan Station Hospital in Davao City November 22.
“The rescued fishermen namely Soy-an T. Osani, 47 years old; Jamir P. Osani, 20 years old; and Henry L. Everre, 17 years old, residents of Barangay Isla Verde, reportedly finished loading their catch at 10 p.m. when a huge wave hit the broadside of their banca, causing it to capsize,” Ensign Eunice Fe M. Sabado said.
Ensign Sabado also said that Lt. Cdr. Umali and his men onboard Navy vessel BRP Nicolas Mahusay (PB 119) were on routine maritime patrol along the waters of Samal when they sighted the fishermen at 5:35 a.m. today.
“They immediately responded to aid the three and at 6:10 a.m., successfully loaded the rescued fishermen onto PB 119 and towed the banca towards Naval Station Felix Apolinario, Panacan, Davao City. Cpt. Victor Salvador C. Dato, the physician on duty at CPSH certified the wellbeing of the fishermen and gave them clearance to go home,” Sabado said.
Soy-an Osani, the oldest of the three, says “Nagpapasalamat talaga kami at dumating ang Navy at nakita kami.” PB 119 eventually assisted the fishermen and their banca to Sta. Ana Wharf, Davao City.

The “Winning the Peace Framework” project implemented in Negros Occidental four years ago,will now be expandedto other regions of the Visayas, under the jurisdiction of the Army's 3rd Infantry Division.
This was implemented by Brig. Gen. Jon Aying, newly-installed acting commander of the 3rd Infantry Divisionin 2012, while he was the commanding officer of the 303rd Infantry Brigade.
“I believe that we have to do the same since this framework is founded on the concept of the Filipino tradition of ‘Bayanihan' or ‘a people-centered, wholenation approach,” Aying said.
The 3ID areas of operations cover the Negros Island Region, Western and Central Visayas.
The winning the Peace program of Aying, involves the security and development sectors, as well as stakeholders, composed of local government units, national government agencies, religious, civil society, business sectors and the academe, among others.
It aims to promote public safety and socio-political stability.
In promoting internal socio-political stability, Aying said the first need is to protect affected communities from lawlessness, render armed struggle irrelevant, and to mainstream the affected communities towards nation building.
“Based on these goals, we in the security and development sectors together shall perform our collective roles as protectors of the people, peacebuilders and social workers,” he added.
These goals shall be achieved through what Aying calls the Seven Angels of Change, that include peace process and peacebuilding activities, security sector reform initiatives; law enforcement and legitimate use of force when need; integrated community defense and public safety system; rule of law and legal cooperation; grassroots community development through Bayanihan Team activities; and Disaster Risk Reduction and Management Program with HADR as its Centerpiece, Aying said.
“In peacebuilding, we must carry out the statement of the President, and I quote, ‘Stop the Hatred', which aims to transform the culture of violence to a culture of peace, and to win the hearts and minds of those with valid grievances and retain the allegiance of the rest of the citizenry,” he added.
This framework and program will allow us to pursue initiatives that fit into the unique conditions, potentialities and capacities, and culture of Panay, Negros, Cebu, Bohol, Guimaras and Siquijor, towards a more secure community and prosperous quality of life, Aying added.
“In the last six years, we all worked together under the spirit of “Bayanihan” and so much change were accomplished. I believe that we just have to continue with it, especially that we now have a new President emphasizing a new type of change”. I enjoin everyone therefore, to further invigorate our Bayanihan spirit and undertakings to further strengthen governance, development and security through a development-led internal security program, Aying said.
Before assuming his new position, Aying had served as Intelligence and Operations of Task Force Panay, commander of the 61st Infantry Battalion, 3ID Intelligence chief, and later as commander of the 303rd Infantry Brigade,all under the 3ID.
Aying was installed yesterday as 3ID acting commander by Army chief Lt. Gen. Eduardo Ano in a ceremony held at Camp Macario Peralta in Jamindan, Capiz.
He replaced Maj. Gen. Harold Cabreros, who was recently designated as vice commander of the Philippine Army.

I believe that we just have to continue with it, especially that we now have a new President emphasizing a new type of change”. Before assuming his new position, Aying had served as Intelligence and Operations of Task Force Panay, commander of the 61st Infantry Battalion, 3ID Intelligence chief, and later as commander of the 303rd Infantry Brigade,all under the 3ID.
Aying was installed yesterday as 3ID acting commander by Army chief Lt. Gen. Eduardo Ano in a ceremony held at Camp Macario Peralta in Jamindan, Capiz.
He replaced Maj. Gen. Harold Cabreros, who was recently designated as vice commander of the Philippine Army.

LtCol. Archie A. Ares, executive officer of 1FAB said the training is anchored on the implementation of the Internal Peace and Security Plan (IPSP) “Bayanihan” campaign of the Armed Forces of the Philippines.
The AFP believes that the nation is confronted with complex problems and these can never be addressed through raising arms and force but by stakeholders’ engagement.
The campaign emphasizes the primary focus of the AFP in the conduct of its operations is not just defeating the enemy, but winning the peace as well.
He said during the 10-day training, participants were taught how to engage and interact with key stakeholders to help win the hearts and minds of the Filipino people.
“With the participants’ interaction to the different key stakeholders, we will certainly win the peace,” the army official said.
The soldiers underwent immersion in adopted barangays by offering their services and support in all activities such as tree planting, feeding and Medical and Dental Civic Action Program (MEDCAP) services, among others.
Participants also conducted clean-up drive in Tawagan Norte Barangay Hall and Tawagan Norte National High School with the help of barangay officials, teachers and students.
Meanwhile, Ares encouraged the participants to apply the theories and concepts they learned from their instructors to contribute in the attainment of peace in our country.

FILIPINO communist rebels have warned peace talks with the government will fail unless President Rodrigo Duterte honours his pledge to cut military ties with the US.
The first reports from Wednesday’s New People’s Army (NPA) press conference held under top secret conditions at a guerilla encampment in the Sierra Madre mountains surfaced yesterday.
Regional commander and spokesman Jaime Padilla told a small group of reporters escorted to the camp: “While the Duterte government hasn’t abrogated all these treaties, the New People’s Army will have no reason to enter into a friendship or alliance with him.
“That’s not negotiable because as long as the US military has a presence, the imperialist influence on Duterte’s government will remain.”
The NPA is the armed wing of the Maoist Communist Party of the Philippines, whose representatives entered peace talks with the government in Norway in August.
Mr Padilla also criticised Mr Duterte’s policy of closer relations with China and Russia.
“They hide behind what we call a communist [facade] or socialism but essentially, and in their core, they are imperialist nations, which control parts of the world,” he said.
“Even if it’s China that controls us, we’re not free, and we should fight their control on us.”
Mr Duterte’s rise to power was celebrated among the rebels due to his anti-US rhetoric, seemingly pro-poor stance and appointment of two left-wing ministers to the cabinet.
But the rebels have also condemned his extreme anti-drugs measures including executing thousands of drug addicts who they consider to be victims of the drug trade and not criminals.
“We support Duterte but not 100 percent,” said a 24-year-old rebel to reporters. “He’s projecting himself as anti-US and pro-poor but that’s still mostly rhetoric. If the problems persist, the revolution will go on.”
Coincing with the conference, Armed Forces chief General Ricardo Visaya said that Washington had agreed to cancel five military exercises planned for next year, including two major naval drills.

50 Sulu youth leaders on study tour

The Armed Forces of the Philippines (AFP) flew in 50 young Muslim leaders from Sulu on a familiarisation tour of Malaysia.
AFP Public Affairs Office Chief, Col. Edgard Arevalo, said the young leaders would be taught by Malaysians on how to attain progress and full development in their province.
"Recognising the youth's role in peace and development, the young leaders from Sulu are on a four-day educational tour of Kuala Lumpur from Nov. 23 to 26," he said.
He said most of the young leaders have never had an opportunity to visit other places outside of their province.
"We hope their participation in the educational tour is a big step towards resolving security issues for peace in their home province," Arevalo said.
The tour, he added, was in line with the directive of outgoing AFP Chief Gen. Ricardo Visaya to the Western Mindanao Command to involve Sulu's budding leaders in the activity to motivate them in becoming advocates of peace, harmony and good governance instead of propagating hate.
While in Kuala Lumpur, the Sulu delegates will be calling on Dewan Rakyat Speaker Tan Sri Pandikar Amin Mulia and meet with the Global Movement of Moderate Muslims which rejects all forms of extremism and has been actively calling on Muslim young leaders around the world to promote peace.
"The tour intends to expose the participants, all graduates of the Youth Leadership Summit, to a predominantly Muslim society that is peaceful and progressive, characterised by obedience to the law and authorities by the citizens, and good governance by their leaders," Arevalo said.

The Sabah Islamic Affairs Department (Jheains) has implemented a Religious Enforcement Action Plan to curb Islamic State (IS) activity and influence among students.
State Special Tasks Minister Datuk Teo Chee Kang said the Syariah law enforcement division had collaborated with police in carrying out series of Syariah Crime Prevention seminar throughout the state.
“Next year, the number of seminar will be increased to 12 series, focusing the higher learning institution and teachers learning institute,” he said in presenting the winding-up speech for the Chief Minister Department at the state assembly sitting.
In responding to Datuk Samsuddin Yahya (Umno-Sekong), Teo said Jheins is drafting a subject title taught in religious school about wasatiyah (moderation) and the real understanding of jihad.
He also said all security issues brought up during the state assembly sitting would be given serious attention, adding holistic action will be carried out to ensure Sabah’s east coast remain safe.
“Therefore, holistic resolution involving government agencies, community leaders and the Philippines government is needed to combat this issue.
“Agreement between Malaysian and Philippines governments to implement hot-pursuit strategy by allowing our security forces to enter neighbouring waters is the right action to resolve cross-border crime particularly kidnapping.”
Teo added an understanding to conduct joint patrols between Malaysia, Philippines and Indonesia in the Sulu Sea is a long term alternative for the three neighbours to combat trans-border crime in their respective country.
On illegal immigrant issues, he said the state government welcomed Philippines’ willingness to assist in managing its citizens in Sabah.
“As a respond to the statement by Philippines President (Rodrigo Duterte), the government will continue to get the commitment of Philippine Embassy in Kuala Lumpur to issue travel document so we can speed up the deportation process.
“This travel document will be issued at all the temporary detention centres in Sabah to those who do not possess Philippine passport.”
He also said the government would look into providing logistic assistance such as ferry to send undocumented Filipinos back if necessary.

Six of them, with warrants of arrest issued by the courts in the Philippines, along with 15 others are being pursued in the hinterlands of Sulu and Basilan provinces, the Philippine Embassy in Kuala Lumpur said.
The Eastern Sabah Security Command identified them as Apo Mike, alias Majan Sahidjuan; Hatib Hayan, alias Sawadjaan; Alden Bagde, alias Sayning; Muamar Askali, alias Abu Rami; Idang Susukan; and Alhabsy Misaya.
The 16 others being hunted are Salvador Muktadil, alias Badong; Salip Sosong, alias Mohamad Apsa Abdulla; Halipa; Ibrahim; Sabri Madrasul, alias Salip Jul; Las Pangit; Marajan Asiri; Raden Abuh; Bocoi; Sangbas; Berong Sairol, alias Boy Master; Bensaudi Sairol, alias Boy Pangit; Boy Intel; Atai Susukan; Durog Hussein; and Saidul Idul.

Since last year, authorities have countered the activities of the notorious Muktadil Brothers Gang with the deaths of Mindas Muktadil in May 2015, and Nikson and Brown Muktadil in September 2016.
Khadafy, one of the individuals named by Malaysian authorities, was arrested in November 2015 and detained at the Zamboanga del Norte Provincial Jail.
Early this November, Abu Sayyaf rebels killed Sabine Merz, 56, and snatched her German companion Jurgen Kantner, 70, after attacking their yacht off Sabah, several nautical miles from the southern province of Tawi-Tawi also in the Autonomous Region in Muslim Mindanao.
The woman was naked when found on the boat and could have been raped. A shotgun was also found near her body.
The Western Mindanao Command tagged Abu Sayyaf sub-leader Muamar Askali after he phoned a media organization in Zamboanga City to say they are holding Kantner.
Askali demanded P500 million for Kantner’s safe release.
In April 2014, Askali’s group also kidnapped two German yachters—Stefan Viktor Okonek, 71, and Henrike Diesen, 55— while heading to Sabah from a holiday in the Philippines.
Askali originally demanded from Germany—on top of a P250-million ransom—to cease all support to a US coalition campaign against ISIS, which is fighting for an Islamic caliphate in Syria and Iraq.
The Abu Sayyaf threatened to kill the German couple if the military would launch a combat operation against them.
They were freed six months later after the German government paid the ransom.

So we have to anticipate their movements, just in case, Delfin said.
Two Philippine Navy gunboats are now stationed in southern Negros, with one the Maricalum Port in Sipalay City, as part of the precautionary measures of the Armed Forces to secure prime tourist destinations in southern Negros.
There were instances when we requested “night flights” of Air Force helicopters to strengthen the security of southern portion of Negros, including Dumaguete City and neighboring areas, Delfin said.
Lt. Col. Roderick Garcia, 79 th Infantry Battalion commander, whose are of jurisdiction covers the whole southern Negros, , reported earlier that documents gathered from the Abu Sayyaf terrorist group showed that it has been gathering physical information about resorts and their locations in Negros Oriental, including pictures of sea crafts used by the tourists, which are essential to their kidnapping operations.
On Nov. 5, the ASG abducted a German sailor and killed his female compatriot aboard a private yacht off Tawi-Tawi.
The city of Sipalay in Negros Occidental is known for its white-sand beach resorts and famous diving sites, with many of the resorts also owned by foreigners.
Delfin said the 79IB has been coordinating with all the stake holders in southern Negros for pro-active measures.
Based also on their assessments, Delfin said the terrorist group is capable of crossing Mindanao to southern Negros.
Senior Supt. William Señoron, provincial police director of Negros Occidental, said they are scheduled to meet with resort owners in Sipalay City and neighboring areas next week, to discuss security measures, that will also be participated in by concerned local government units, Philippine Army, Navy and Coast Guard, as well as the Regional Public Safety Battalion.

William Señoron, provincial police director of Negros Occidental, said they are scheduled to meet with resort owners in Sipalay City and neighboring areas next week, to discuss security measures, that will also be participated in by concerned local government units, Philippine Army, Navy and Coast Guard, as well as the Regional Public Safety Battalion.
Delfin called for vigilance among resort owners in southern Negros, and for them to immediately report any information about the presence of unidentified persons acting strangely, in their areas.
