From Update.Ph (Oct 27): Army units to train with US Special Operations Forces
The Philippine Army (PA) will train with US Special Operations Forces from November to December this year. “Based on its annual program, the PA will engage in a one-month joint and combined training exercise with the US Special Operations Forces in November to December this year,” Army spokesperson Col. Benjamin Hao said.
The training exercise, dubbed as Philippines-United States Exercise Balance Piston 16-4, focuses on enhancing the war fighting capabilities and inter-operability of both the Philippine Army’s Special Operations Command (SOCOM) and the US Special Operations Forces.
The training, which will be held at a Maritime Training Facility in Puerto Princesa, Palawan and at a military camp based in Rizal, Palawan in November to December, will be participated in by more than a dozen US Special Operations Forces and a company-size PA Special Forces.
“Since it is an annual training activity, the Philippine Army continues its preparations unless another order is issued by the higher headquarters,” Hao said.
Some of the training events under PH-US Exercise Balance Piston 16-4 include Subject Matter Expert Exchange Training on Human Rights, Tactical Combat Casualty Care, and Marksmanship.

The Philippine Army 2nd Infantry Division Jungle will be holding a Fun Run at the Camp Capinpin, Tanay, Rizal on October 27.
The fun run themed “Nagkakaisa, sama-sama, iisang tema para sa Selebrasyon at Saya” will consists of a 3K, 5K and 10K run open to the public.
According to the 2ID Public Affairs Office, the activity is in line with its 3-day Oktoberfest which will kick off on October 26 and end October 28.
The Philippine Army volleyball team and Rio Olympic Silver Medalist Hidilyn Diaz are expected to join the run.
The assembly will take place at 4 a.m. at the Camp Capinpin Grandstand while the gun start will be at 5:30 a.m. for 10K, 6:00AM for 5k and 6:30AM for 3K runs.
A race fee of P300 includes a singlet, race bib and meal per person.

Col. Eric C. Vinoya accepted command of the 403rd Infantry 'Peacemaker' Brigade (403Bde) from Col. Jesse A. Alvarez during the change of command ceremony, October 19, at the Brigade Clubhouse, Camp Osito Bahian, Malaybalay City.
Prior to selection for command, Vinoya served as Assistant Division Commander of 4th Infantry “Diamond” Division (4ID), Camp Evangelista, Cagayan de Oro City.
In his speech, Vinoya urged all stakeholders to help him build an Army worthy of the people's trust.
"With a supportive citizenry, your Army vows a service beyond the call of duty; a service with dedication, humility and professionalism,” Vinoya said.
Meanwhile, outgoing brigade commander Col. Jesse A. Alvarez, who will move up as Assistant Division Commander of 4th Infantry “Diamond” Division (4ID), expressed his faith and confidence to the new commander in facing the many challenges coming its way and in fulfilling the various missions of the Philippine Army.

The activity started with a tribute march of the veterans and lighting of the peace torch by Commander Avelino L Mosot, Regional President, Veterans Federation of the Philippines-Leyte Chapter. The event was graced by Minister Atsushi Ueno, Deputy Chief of Mission and Consul Head of Political Section, Embassy of Japan in the Philippines; Col. TACLOBAN CITY – Despite the on-going peace talks between the government and the Communist Party of the Philippines-New People’s Army (CPP-NPA) the latter strengthened their recruitment activities in far flung areas in Samar provinces, this was confirmed by a top military official.

TACLOBAN CITY – Despite the on-going peace talks between the government and the Communist Party of the Philippines-New People’s Army (CPP-NPA) the latter strengthened their recruitment activities in far flung areas in Samar provinces, this was confirmed by a top military official.
According to Brig. Gen. Raul Farnacio, Commander of the 8th Infantry Division, Philippine Army, members of the NPA have been visible in some remote communities in Samar Island to regain strength.
“There has been visitations and show of forces. They even drive former rebels away from communities,” Farnacio told reporters.
With the ongoing ceasefire, government troops cannot stop the reported recruitment activities. As counter-insurgency, the army has been assisting in the delivery of government services through the conduct of Bayanihan or the Internal Peace and Security Plan (IPSP).
The ceasefire agreement calls for the cessation of hostilities between government troops and communist rebels as peace negotiations resumed.
“There are many disadvantages of ceasefire and we’re hoping that once specific provisions are laid down, rebels will comply,” Farnacio added.
Samar provinces have been a stronghold of armed rebels due to its terrain which consists of densely forested mountainous areas, high poverty incidence, and issue of widespread landlessness, according to a 2013 study of William Norman Holden of the University of Calgary in Canada.
Since the early stages of the rebellion, Samar Island has been considered to be a rebel stronghold, with 11 percent of all NPA-related incidents have taken place in the three provinces, the same study revealed.
The NPA launched its first tactical operation in the country in Calbiga, Samar in 1974, when it ambushed an army scout patrol and seized a number of their weapons.

MANILA (DWDD) – The Training Squadron of the Japan Maritime Self Defense Force (JMSDF) berthed at South Harbor, Manila will be ending their five-day goodwill visit to the Philippines from October 23 to 27.
The division, headed by its Commander, Rear Adm. Hidetoshi Iwasaki, is composed of three vessels, namely: JS Kashima (TV-3508), JS Setoyuki (TV-3518) and JS Asagiri (DD-151). Onboard are 190 newly commissioned officers and one helicopter SH-60J.
Philippine Navy (PN) vessel Barko ng Republika ng Pilipinas (BRP) Rajah Humabon (FF11) conducted the meeting procedure for the vessels at the vicinity of Corregidor Island and escorted them to their designated berthing area.
Likewise, PN delegates rendered customary welcome ceremony at the pier followed by a port briefing with topics on security, safety and health.
This goodwill visit includes series of engagements between PN personnel and their visiting counterparts such as ship’s tour, courtesy call to navy leadership, goodwill games and receptions for cultural exchanges.
Said visit is another gesture of fostering goodwill which contributes to the furtherance of friendship between the PN and JMSDF established through the years with continuing commitment to promoting naval diplomacy and camaraderie. NPAO / MCAG

CAMP GENERAL EMILIO AGUINALDO, Quezon City – The Armed Forces of the Philippines (AFP) Chief of Staff General Ricardo R Visaya ordered all military units to intensify their intelligence monitoring and security operations in support to the Philippine National Police (PNP) during the nationwide commemoration of All Saints Day on 01 November 2016 and All Souls Day on 02 November 2016.
CAMP GENERAL EMILIO AGUINALDO, Quezon City – The Armed Forces of the Philippines (AFP) Chief of Staff General Ricardo R Visaya ordered all military units to intensify their intelligence monitoring and security operations in support to the Philippine National Police (PNP) during the nationwide commemoration of All Saints Day on 01 November 2016 and All Souls Day on 02 November 2016.
General Visaya issued his directive to the Unified Commands, Joint Task Force NCR (JTF-NCR), and Major Service Commanders on Monday, October 24. He instructed the military units to actively coordinate with their PNP counterparts through the Joint Peace and Security Coordinating Council (JPSCC) in preparation for and in thwarting all possible threats that may arise during the holidays.
The JPSCC is a mechanism for joint operations with the PNP to address various security concerns.
“Vigilance and profiling of threat groups will be an edge of our security forces. Criminal and terrorist groups may take advantage of the gathering of people in bus terminals, air and sea ports. We will keep an eye on other places of convergence like cemeteries especially during this long weekend”, General Visaya admonished.
In key cities around the country meanwhile, Unified Commands and the JTF-NCR together with their counterparts in the PNP will employ measures to secure public facilities and other vital establishments.
The Philippine Army, Philippine Air Force and Philippine Navy, on the other hand remain on alert and ready to augment additional troops to support the Unified Commands.
The AFP and PNP will maximize their presence through checkpoints in critical areas. These will be complemented by the deployment of K9 and Explosive Ordnance Disposal teams at possible entry and exit points in urban centers.
The JTF-NCR will likewise provide assistance to motorists in major roads particularly South Luzon Express Way and North Luzon Express Way. Its current peace and development activities will be strengthened to assist citizens especially in the most-visited cemeteries in Metro Manila.
“The AFP is one with our people in the peaceful and meaningful commemoration and visitation of our departed loved ones. We assure our people that your soldiers, sailors, marines, and airmen are on their toes”, said General Visaya.
“We nonetheless enlist the support of our people for their cooperation, vigilance, and security consciousness as their contribution to our joint efforts to make our All Saints Day and All Souls Day safe and secured”, General Visaya added.

The training, which will be held at a Maritime Training Facility in Puerto Princesa, Palawan and at a military camp based in Rizal, Palawan in Nov. to Dec. this year, will be participated in by more than a dozen US Special Operations Forces and a company-size Philippine Army Special Forces.
Since it is an annual training activity, the Philippine Army continues its preparations unless another order is issued by the higher headquarters.

Moro Religious Leaders belonging to a local Committee on Daw’ah and members of Civil Society Organizations in Zamboanga City held Forum on Strengthening People’s Organization in the city’s Moro communities. The forum was held on October 23 at Barangay Tulungatung, Zamboanga City.
A team of peace advocates from Bangsamoro Leadership and Management Institute (BLMI) United Youth for Peace and Development (UNYPAD) and Southern Islamic Action for Prosperity and Harmony Network (SIAPAHAN) joined together in the conduct of community organizing and other engagements.
Strengthening daw’ah activities by people’s organization that can support information-drive against the proliferation of illegal drugs in Moro communities was unanimously agreed upon by participants in support to President Rodrigo Duterte’s campaign against illegal drugs.
Brother Pix of UNYPAD gave updates on the current status of the Comprehensive Agreement on the Bangsamoro (CAB) forged between the Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF).
Macksu Magang of SIAPAHAN encouraged the Moro Community leaders and representatives of religious sector to adapt to the teachings of Islam being a comprehensive code of life that encompasses all humanity.
Mr. Tirso Tahir of BLMI reminded the audience to be always responsive and adherent to the rule of law by making proper coordination with local authorities when conducting lawful activities in their communities.
Most of the activities conducted and facilitated by BLMI and UNYPAD were in partnership with Moro community leaders being their counterpart in community organizing and other relevant programs.

The MILF Peace Implementing Panel raised anew its concern over the executive order that would reconstitute the Bangsamoro Transition Commission (BTC).
During the meeting of the two panels in Davao City on October 24 and 25, MILF Peace Implementing Panel Chairman Mohagher Iqbal told their counterparts in the GPH Peace Implementing Panel that the perceived delay in the issuance of the executive order is already causing “jitters on the ground.”
“Many sectors of the Bangsamoro are becoming worried over the delay in the signing of the executive order,” Iqbal said.
He also said that another worrisome development is that the federalism track seems to be faster than the implementation of the political track of the signed agreements.
The MILF holds on to the pronounced commitment of President Duterte to implement the CAB first with the passage of the BBL, and then the prospective Bangsamoro Government shall serve as template of a Philippines federal state.

The cease-fire agreement has been carried out through simultaneous unilateral cease-fire orders by the GRP to the Armed Forces of the Philippines, AFP, the Philippine National Police, PNP, and paramilitary forces; and by the CPP Central Committee to the New People's Army and the people's militia. So far, this is the longest running cease-fire between the GRP and the NDFP in the 47-year history of revolutionary civil war in the Philippines. The unilateral cease-fire orders are expected to be transformed into a more stable bilateral or joint cease-fire upon the fulfillment of certain requirements, chief of which is the amnesty and release of more than 500 political prisoners accumulated by the Arroyo and the Aquino regimes. In the second round of formal talks, from October 6-10, the GRP negotiating panel assured its NDFP counterpart that the accomplished release of 22 political consultants of the NDFP from prison would be followed by the release of 200 more prisoners who are sickly, elderly, women and overly long in prison before the third round of formal talks in the third week of January 2017.
The NDFP negotiating panel firmly reminded its GRP counterpart that the release is in compliance with the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law, CARHRIHL, that all political prisoners must be released immediately because they have been unjustly imprisoned on trumped up charges of common crimes. The NDFP negotiating panel also reminded the GRP side that President Duarte promised to effect the release of political prisoners through an amnesty proclamation in order to avoid unnecessary delays in their release and let them benefit from a clean legal slate after a long period of unjust incarceration. The people's demand for the release of all the political prisoners has been resounding for several decades already. In fact, President Duterte's promise to amnesty and release all the political prisoners has been a great incentive to the NDFP to agree to the resumption and acceleration of the peace negotiations and to a cease-fire through unilateral ceasefire orders that can lead to a more stable bilateral or joint cease-fire agreement.
The NDFP has become very open to forging a peace agreement with the GRP under President Duterte because of his avowals of opposing U.S. imperialism and the domestic oligarchy of big compradors and landlords and standing up as the first left president of the Philippines who is determined to uphold national independence, expand democracy for the people, carry out national industrialization and genuine land reform, and realize an independent foreign policy. The NDFP is ready to cooperate with the Duterte government through the peace negotiations in adopting and implementing social, economic and political reforms and is ready to participate in an inclusive government of national unity, peace and development and in a system of national defense against any combination of U.S. aggression and local reactionary threats. The NDFP is well-forewarned by the example of the Colombia's FARC which accepted promises of concessions from the Santos government but which agreed to admit criminal liabilities and dissolve the people's army even before the implementation of reforms. Worst of all, it agreed to submit its peace agreement with the Santos government to a referendum which was obviously a device of entrapment and frustration of everything promised as beneficial to the revolutionary people and forces. While President Duterte himself has tried to inspire hope for change among the people, there are elements in his own government who wish to impose capitulation and pacification on the revolutionary people and forces and who wish to prolong the already discredited bankrupt US-dictated neoliberal economic policy and perpetuate foreign and feudal domination in the Philippines. At the same time, there are patriotic and progressive elements in positions in the government who oppose the pro-U.S. puppets and reactionaries. Duterte himself is making sure that the mass movement continue to support him. Thus, he has organized the Kilusan sa Pagbabago (Movement for Change) that is ready to cooperate with the long-standing mass movement of patriotic and progressive forces. A broad range of the Filipino people have applauded President Duterte's approaches to China, Russia and the rest of the BRICS bloc for diplomatic and economic relations in recognition of a multipolar world and veering away from U.S. hegemonism and the U.S. strategic pivot towards East Asia. Duterte has gone as far as castigating the United States for having never apologized for its mass murder of 1.4 million Filipinos from 1899 to 1914 and for continuing the same aggression and murderous policy in various countries to the present time. The revolutionary forces and people within the broad alliance of the NDFP and under CPP leadership continue to support the patriotic and progressive pronouncements and acts of the Duterte government, make proposals for fundamental reforms and challenge Duterte to further prove and substantiate his general statements against US imperialism and the domestic oligarchs. A new batch of US Special Forces has arrived in Mindanao to replace those who already left, the Armed Forces of the Philippines confirmed on Wednesday.
Brig. Gen. Restituto Padilla, AFP spokesman, could not say how many US soldiers arrived a few days ago in Western Mindanao Command (Wesmincom) in Zamboanga City to replace the batch that left as the US side would not also reveal the number.
But a source privy to the information but is not authorized to speak on the matter said the total of US Special Forces in Mindanao has remained the same at 107.
In September, Defense Secretary Delfin Lorenzana assured that US Special Forces would continue to stay in Mindanao despite President Duterte’s President Rodrigo Duterte’s harsh words that he wanted them out of the region.
Lorenza later clarified this statement with the President and later said the chief executive was merely concerned about the safety of US soldiers who might be targetted by the terrorist Abu Sayyaf group.
According to the defense chief, the US military in Mindanao has been providing the surveillance capability for the AFP, particularly in Zamboanga, Basilan, Sulu and Tawi-Tawi.
“They are using two types of assets: a small aircraft with night flying capability and three drones,” he stated,” Lorenzana said then.
Padilla said the AFP still needed the US soldiers because they still continue to provide capabilities that the AFP did not have.

Majority of the demonstrators were Lumad, Moro, Cordillera peoples and national minorities came all the way from remote parts of the country to express support of the GRP-NDFP peace process and voice their legitimate demands, specifically the cessation of on-going combat and civil military operations of AFP troops in the countryside. They also aired their opposition to the unabated plunder and dispossession of their ancestral lands by foreign large-scale mining and agribusiness plantations and other US business interests.
Wednesday’s violent dispersal showed only too clearly the extent to which the reactionary state armed forces will employ in order to protect US imperialist interests in the country. Personnel of the Philippine National Police deliberately and repeatedly ran over protesters with their vehicle, severely wounding at least 50, including women and elderly. They used water cannons and tear gas bombs on the protesters, illegally arrested and detained 24 people following the violent dispersal.
US imperialism has dispatched its most rabid running dogs in the country to authorize this violent dispersal of the demonstrators to show its displeasure over GRP Pres. Duterte’s moves to establish ties with China. This recent attack on our national minorities in defense of US imperialism should therefore only strengthen the President’s resolve to abrogate all onerous economic and military agreements with the United States and continue to push for an active and independent foreign policy.
We urge GRP Pres. Duterte to ensure that the militarist upper echelons in the AFP and the PNP who were responsible for the October 19 violent dispersal be held accountable. The protesters should find even a token of justice in a system riddled with the culture of impunity. The anti-Duterte clique is clearly servile to the interests of US imperialism and are in the forefront of the on-going maneuvers to undermine Duterte and push him out of office.
NDFP-SMR encourages all the Lumads, Moro, Cordillera Peoples and other national minorities and advocates to persevere with their legitimate demands, especially the pull-out of AFP troops in their communities, the abrogation of the Mutual Defense Treaty, the Visiting Forces Agreement and the Enhanced Defense Cooperation Agreement. Ahmad Tarmizi ben Muhamad Sayoti, who has been linked to the Abu Sayyaf Group under Isnilon Hapilon, initially denied his ties to the terrorist group when captured, Maj. Filemon Tan Jr., spokesperson of the Western Mindanao Command (Westmincom), said.
Sayoti was trying to slip back to Malaysia using the southern backdoor when he was arrested by the military. Col. Cirilo Donato, commander of the 104th Infantry Brigade, reported earlier that operatives recovered an improvised bomb from the suspect.
“But it was proven that he is from another country [and] linked up with the Abu Sayyaf group in Basilan,” Tan said.
Tan said Sayoti was even seen in one of the terrorist’s videos flashing the "No. 1" sign associated with the Islamic State of Iraq and Syria and bearing the black flag of the ISIS.
“So, ISAFP is in the best position to conduct the tactical interrogation to determine why Sayoti met with the ASG (Abu Sayyaf Group) and what is the purpose of the meeting,” Tan added.
Sayoti's arrest underscored an observation of Indonesia-based think tank Institute for Policy Analysis of Conflict (IPAC) that it is important “more than ever” for law enforcement agencies to know and understand links with terror groups abroad.
The IPAC cited the existence of local jihadist groups Abu Sayyaf, Maute Group, Ansarul Khilafa Philippines (AKP), and the breakaway Bangsamoro Islamic Freedom Fighters (BIFF), who are willing to be affiliated with international terror groups in exchange for support.
IPAC director Sydney Jones, in her latest analysis, said more militant fighters could also be attracted to the Philippines “as the jihad of choice” as ISIS gets pushed back in Syria and Iraq.
Jones said getting to Syria becomes increasingly difficult for Southeast Asian fighters. “Mindanao may be the next best option. The difference is that it’s easier to get home.”

Police and military reports issued to reporters in Manila on Thursday said that the Abu Sayyaf pocketed the ransoms from January-June after it shifted its priorities from abducting foreigners and businesspeople on the mainland to foreign-flagged tugboats and their crews in local shipping lanes.
It added the group -- renowned for beheading victims -- was expected to intensify its kidnap-for-ransom assaults in the busy waterways between the southern Philippines, Malaysia and Indonesia.
In early September, President Rodrigo Duterte reiterated a directive to the military to "destroy" the group and declared a state of lawlessness following a bombing in Davao City that left 14 people dead and more than 70 others wounded.
Authorities believe that the blast was carried out to divert the military's attention from its fight in Sulu -- a majority Muslim island province in the country's troubled south -- where the Abu Sayyaf has been under siege.
“My orders to the police and armed forces against enemies of the state: seek them out in their lairs and destroy them... The Abu Sayyaf, destroy them, period,” Duterte told a press conference in Davao City, where he served 22 years as mayor.
The report said that in the first half of the year, government offensives have reduced the number of militants from 506 (the January-June 2015 total) to 481, although the Abu Sayyaf succeeded in carrying out 32 bombings in the same period.
The total did not take into account the latest offensive, in which an undetermined number of Abu Sayyaf members are thought to have been killed.
The reports said that of the 353 million pesos, the bulk was paid in exchange for the releases of 14 Indonesian and four Malaysian crewmen abducted from tugboats off the waters of Sulu earlier this year.
Indonesia, the Philippines and Malaysia have since increased patrols in the Sulu Sea, opened new communication channels and put in place a series of emergency procedures to protect sailors.
The group was also reported to have received 20 million pesos in ransom for freeing Marites Flor, a Filipino woman kidnapped with two Canadians -- who were later beheaded -- and a Norwegian.
Duterte has suggested that 50 million pesos was paid for the Norwegian's release.
Since 1991, the Abu Sayyaf -- armed with mostly improvised explosive devices, mortars and automatic rifles -- has carried out bombings, kidnappings, assassinations and extortions in a self-determined fight for an independent province in the Philippines.
It is notorious for beheading victims after ransoms have failed to be paid for their release.
The Abu Sayyaf is among two militant groups in the south who have pledged allegiance to Daesh, prompting fears during the stalling of a peace process between the government and the country's biggest Moro group that it could make inroads in a region torn by decades of armed conflict.

The joint military and police threat assessment report seen by The Associated Press on Thursday (Oct 27) said the offensives have reduced the number of Abu Sayyaf fighters slightly, although the group remains capable of launching terrorist attacks.
They wield at least 438 firearms and managed to conduct a number of terrorist trainings despite constant military assaults.
President Rodrigo Duterte, who took office in June, has ordered troops to destroy Abu Sayyaf, known for its brutality, and he has ruled out the possibility of any peace talks with them. He has pursued talks with two other larger Muslim insurgent groups.
Mr Duterte’s peace negotiations with communist rebels have led to cease-fire declarations that have halted years of fighting with Maoist guerrillas, which freed up the thousands of troops now redeployed to wage one of the largest offensives ever fought against the Abu Sayyaf in southern Sulu and Basilan provinces.
“The ASG shifted in targeting vulnerable foreign-flagged tugboats and their crew due to the focused military operations against the group,” the report said, adding the group was expected to intensify its kidnap-for-ransom assaults in the busy waterways around the southern Philippines, Malaysia and Indonesia.
Abu Sayyaf’s attacks on tugboats this year and the kidnappings of their Malaysian and Indonesian crewmen have raised security alarms from those countries, whose officials have tried to map out a strategy to protect commercial and passenger ships.

Identity issues such as rido and resource issues such as land disputes are the 3rd and 4th causes, respectively, while political issues such as rebellion ranked 5th, based on International Alert Philippines data covering the years 2011 to 2015.
Political issues are the main causes of violent deaths, however, as most of the violence arising from common crimes and shadow economies do not lead to deaths.
International Alert Philippines director Francisco Lara Jr said the data on Mindanao violence call for policy makers to give common crimes and shadow economies the "same emphasis" as rebellion and political contestations.
"If one looks at the data, there are some things that ought to change our perceptions about Mindanao. The lumad issue should figure in identity and resource issues but it is not the major vector of violence. If one looks at insurgency, they’re part of political issues, a very small porportion when it comes to number of reported incidents," said Lara, who presented the pioneering data on Mindanao violence on Tuesday, October 25, at the World Bank office in Taguig City.
ARMM is a major site of rebellion and insurgency, criminal violence, and shadow economy-based conflicts.
International Alert Philippines relaunched Conflict Alert, a free online database now covering 15 provinces in ARMM, that provides policy makers, funders, and the media deeper understanding of violence in Mindanao.
The ARMM and the Office of the Presidential Adviser on the Peace Process (OPAPP) will get bigger budgets next year, 2017, to fund more development programs in the region.
"There is an assumption that development programs will support peace and stability. We now need to generate more evidence for what types of program and which type of conflicts," said Matt Stephens, World Bank senior social development specialist.
The database sources information from police blotters, among others.

Political issues are the main causes of violent deaths, followed by identity issues and then resource issues.
Maguindanao and Compostela Valley are the two "most violence-prone provinces in the database in terms of deaths," said Lara.
The database shows the Abu Sayyaf is responsible for at least 482 deaths, the Bangsamoro Islamic Freedom Fighters for at least 463 deaths, and the Maute Group for at least 86 deaths in the past 5 years.
It shows that extremist groups spend more time fighting other groups at the community level – in cases such as rido – than fighting the government.
It also shows how the ceasefire with the dominant Muslim rebel group Moro Islamic Liberation Front (MILF) is generally holding.
Violence rose in ARMM in 2015, which Lara said could be attributed to increased violence from shadow economies, common crimes, and the spillover of violence from the disastrous police operation in Mamasapano, Maguindanao in January 2015 that temporarily broke the ceasefire and threatened the peace process between the government and the MILF.
The government is completing a peace agreement signed in the previous administration of President Benigno Aquino III. During President Rodrigo Duterte's trip to Japan, the Philippine government secured a multi-billion-peso loan and multi-million-peso grant to beef up boats and equipment of the Philippine Coast Guard (PCG).
The Japan International Cooperation Agency (JICA) agreed to loan the Philippines 16.5 billion yen (P6.8 billion, $158 million) for the acquisition of two 94-meter large-scale patrol vessels.
The concessional loan has an interest rate of between 0.01% and 0.10% with a maturity period of 40 years, inclusive of a 10-year grace period, according to the Department of Finance (DOF).

The loan for the two large ships is on top of Japan's commitment to hand over 10 40-meter patrol vessels.
The first of these 10 ships was already turned over to the PCG last October 12. The second one will be handed over by December. The target date for the delivery of all 10 ships is August 2018, according to the DOF.

Aside from the loan, Japan will also provide high-speed boats and other equipment for the PCG through a grant.
The grant is worth 600 million yen (P280 million, $5.7 million), according to the DOF.

Abe had earlier announced that these boats are intended to help the Philippines in its counter-terrorism and maritime security efforts.
