The Moro Islamic Liberation Front (MILF) Peace Implementing Panel on Sunday gave the Independent Decommissioning Body (IDB) updates and situational briefing on the Bangsamoro peace process.

Together with his panel members, MILF Implementing Panel Chairman Mohagher Iqbal conveyed to the IDB members the upcoming new Bangsamoro Transition Commission (BTC), whose membership will be increased from 15 to 21 to include the Moro National Liberation Front (MNLF), Sultanates, Indigenous Peoples and Settlers.

For the BTC to be re-established entails an Executive Order from the President and appointment of the members of the Commission.

As stipulated in the 2015 Comprehensive Agreement on the Bangsamoro (CAB), the peace accord signed by the Government of the Philippines (GPH) and the MILF, the BTC is mandated to draft the Bangsamoro Basic law (BBL) and submit to the Philippine Congress.

It is the sole responsibility of the two Chambers of Philippine legislature to pass the BBL, a legislative measure that will establish an autonomous Bangsamoro political entity with more political and fiscal powers.

The Aquino Administration created the BTC which then drafted the BBL and submitted to the 16th Congress. However the lawmakers failed to pass the measure before their sessions adjourned.

Despite the government’s failure to comply with the signed peace agreement that brought frustration to the MILF leadership and the Bangsamoro people, the Front remained steadfast to continue in finding diplomatic solution in resolving the Bangsamoro question.

On August 13-14, 2016, under the new administration, there was an official launching of the GPH, MILF Implementing Peace Panels at the Palace of Golden Horses in Kuala Lumpur, Malaysia.

In the Peace Road Map, the Duterte Administration plans to expand the BTC composition to ensure inclusivity of the key actors in finding the lasting solution to the Bangsamoro issue.

With the participation of the MNLF in the expanded BTC, the draft BBL shall be enhanced by the 1996 GPH-MNLF Final Peace Agreement.

Iqbal also gave update on the status of the implementation of the Normalization process, the Mindanao Trust Fund and other undertakings of the two implementing panels.

He further related other important pertinent information and thanked the IDB for its continuous engagement in the peace process particularly in the area of Normalization.

 National Democratic Front of the Philippines Peace (NDF) Reciprocal Working Committee on Comprehensive Agreement on Socio-Economic Reforms (RWC-CASER) vice-chairperson Alan Jazmines corrected the “foul and erroneous” statements issued yesterday by the Office of the Presidential Adviser on the Peace Process (OPAPP) of the Government of the Republic of the Philippines (GRP) and by the supervising peace panel member of the GRP’s side in the RWC-CASER, Hernani Braganza.

The OPAPP and Braganza said that the current GRP-NDF peace talks taking place in Oslo “hit a snag”, accordingly after the NDF “refused to include” nine (9) major “outcomes” that the GRP panel wanted to include in the agreement.

The said “outcomes” proposed by the GRP’s side in the RWC-CASER include “poverty eradication”, “environment and climate change”, “globally competitive economy”, “adequate and quality social services”, “reduced inequalities”, “peaceful rural communities”, “food security”, “living incomes” and “gender equality and representation.”

NDF RWC-SER chair Julie De Lima had earlier stated that those nine “outcomes” proposed by the GRP’s side on CASER were mere enumerations – actually lifted from the NDF’s lengthy draft proposals– the GRP’s side on CASER still had no elaborations at all to explain the content and expectations of those nine “outcomes”.

“On the other hand, the NDF’s side on CASER had already submitted lengthy comprehensive drafts on the “bases, scope and applicability” and substantive discussions on various aspects of social and economic reforms, including on the subjects of agrarian reform; national industrialization; environmental protection; rights of the working people; foreign economic and trade relations; monetary and fiscal policies,” Jazmines said.

Jazmines added that the NDF’s side on CASER consider these as the “solutions that seek to address the roots of the long sufferings of the mass of the Filipino people and relatedly the long-standing armed conflict in the country.”

“The NDF’s side in the RWC-CASER did not just throw away the nine (9) major “outcomes” that the GRP panel proposed as “solutions”, but instead made efforts to incorporate, in the NDF’s long well-prepared lengthy outline on CASER proposals, a series of edited versions of the nine “outcomes” proposed by the GRP Peace panel on CASER, and included such in a joint outline of a comprehensive CASER proposal as the working draft of the discussions on social and economic reforms,” says Jazmines.

“After a couple more of editing sessions, the two negotiating panels on CASER agreed to a final outline on a comprehensive CASER proposal,” he said.

“This, the NDF considers as an indication of initial success in the start of the CASER negotiations,” Jazmines said.

Based on such an outline, further and more substantive panel-to-panel talks between the NDF and GRP are scheduled to take place in the next several months.

The CPP welcomes Defense Secretary Lorenzana’s announcement that the Duterte
government has already formally informed the US government and military about
ending joint sea patrols and joint military exercises.

The CPP also welcomes his announcement that American troops based in Zamboanga
involved in electronic surveillance operations will be asked to leave after the
Philippines acquire the intelligence-gathering capabilities.

Likely aware of the DND announcement, US military units yesterday began pulling
out their equipment from Zamboanga, revealing how much they want to keep their
equipment and capabilities to themselves.

We welcome how GRP President Duterte is walking his talk of an independent
foreign policy. He is positively addressing the long standing demand of the
Filipino people to promote national sovereignty and end US neocolonial rule.

With the Filipino people, the GRP president can walk further along the path of national independence. Over the past days, the US embassy has been hyping up the #FriendsAlliesPartners social media campaign. In doing so, the US is revealing itself to be hypocrites extraordinaire.

US “assistance” has never been without strings or conditions attached. They hype their Yolanda assistance much unlike the rest of the world who extended without asking for any recognition or favor in return.

The US imperialists make use of USAID funds with a mere 0.5% (around $20 billion) of the US budget to give candy to third world countries in order to allow the $770 billion US military machine to build missile silos, set up their nukes, dock their aircraft carriers, fly their drones and have their soldiers places for rest and recreation.

When they brought in drinking water for Yolanda survivors, the US flew in their Ospreys and naval ships to Guian, Samar and Mactan, Cebu. They have built bases and have yet to leave.

More than 115 years ago, the US wanted Filipinos to be thankful that their land and freedom were being taken because of American “benevolence.” Today, they want Filipinos to believe that they owe their US military “friends” and should in return be allowed to build their military bases, conduct war exercises, carry out electronic surveillance, deploy their weapons system, join combat operations and drop their bombs.

Former GRP President Gen. Fidel V. Ramos, Amboy top dog, is now set to lead the pack to consolidate the pro-US camp of reactionaries to put on greater pressure on the Duterte regime to backtrack on its promotion of an independent foreign policy.

Duterte must now be wary of Gen. Ramos who he won over as a key supporter in the May 2016 elections. It is quite apparent that US military agents in the Philippines are closely working with Ramos to counteract Duterte’s policy statements and measures against US military exercises and presence. He also seeks to countervail Duterte’s efforts to influence the AFP and serve as the US counterpole.

Duterte must double his effort to strengthen his links with the broad masses and their patriotic and democratic forces by accelerating peace negotiations with the NDFP and taking more decisive steps to address the people’s pressing demands for land, jobs, higher wages, an end to contractualization, lower prices of food, fuel and other basic commodities, free education and health service and so on.

The United States and the Philippines have launched joint military drills following Manila’s decision to end its long-running maneuvers with Washington.

Some 1,400 US soldiers from Washington’s base in Okinawa, Japan, joined some 500 Philippine army personnel in the 33rd iteration of the Philippines Amphibious Landing Exercises (PHIBLEX33), media reports said Monday.

The PHIBLEX33 runs from October 4 to 12 at multiple locations on the island of Luzon and the Province of Palawan between the South China Sea and the Sulu Sea.

The wargames include joint amphibious landing drills, live-fire training and humanitarian civil assistance exercises.

The drills are reportedly designed to advance military cooperation, improve interoperability and help strengthen bilateral military capabilities.

The maneuvers are the first between the two countries’ military forces since the Philippines’ outspoken leader, President Rodrigo Duterte, came to power in May.

“This year would be the last,” Duterte said of the joint military exercises in a speech Friday in the southern city of Davao.

Duterte has called on foreign countries, including the United States, to stop meddling in Manila’s affairs, and withdraw their forces from the Philippines.

On Friday, Defense Minister Delfin Lorenzana echoed the president’s remarks, saying, “I think we can live without [US] assistance.”

Lorenzana said plans for joint patrols and naval exercises with the United States in the disputed South China Sea have been put on hold.

“28 joint military exercises that the countries carry out each year ... will be stopped, patrols with US navy vessels in the South China Sea had ended and 107 American troops flying surveillance drones ... would soon leave as soon as Philippine soldiers were equipped to take over their duties,” he said.

The move is the first concrete break in military cooperation after months of diplomatic tensions between Manila and Washington.

On Thursday, Foreign Minister Perfecto Yasay said Manila is “compelled to realign” its foreign policy and not submit to US demands.

Yasay said that the Philippines would seek to engage with China, and would be mindful of the lessons it had learned from being too close to Washington.

Meanwhile, US State Department spokesman John Kirby said the United States was “mindful of the rhetoric” of Manila.

Davao blast suspects face 12 new complaints

THE Davao City Prosecution Office (CPO) received on Friday, October 7, another 12 complaint affidavits in addition to the seven complaint affidavits filed last September 16 against nine suspects in the Roxas night market bombing.

Aside from complaint affidavits, Criminal Detection and Investigation Group (CIDG) also filed other supporting affidavits of witnesses.

City Prosecutor Nestor Ledesma earlier promised a fast resolution of the case as he tasked four prosecutors to handle this.

CPO spokesperson Prosecutor Jay Karel Sanchez, in an interview last week, said the resolution of the case is set to be released within the week.

The Roxas night market bombing has killed a total of 15 people and wounded 69 others.

The Department of National Defense presented Friday, October 7, three suspects of the bombing who were arrested in Cotabato City.

TJ Tagadaya Makabalang, Wendel Apostol Facturan, and Musalli Mustapha were arrested by forces from the Army's Intelligence Security Group, backed by policemen, as they tried to evade a mobile checkpoint while aboard two motorcycles without plate numbers.

Defense Secretary Delfin Lorenzana said the suspects were members of the notorious Maute group, which is related to the Abu Sayyaf.

Lorenzana said the three suspects are part of a newly-established cell of the Maute Group in Cotabato City and that they were trained by Jemaah Islamiyah operative Indonesian Zulkifli bin Hir, alias "Marwan", who was killed in a police operation in Mamasapano, Maguindanao, in January 2015.

Lorenzana said the suspects are Marwan's former students and that after Marwan's death, these students took over propagation of the technique in the manufacture of improvised explosive device.

Reports from Cotabato, however, said the three were rounded up in their homes, Macabalang even reported to have been kidnapped, and not arrested in a checkpoint last October 5.

The government vowed on Monday to continue diplomatic efforts to secure the release of the remaining two Indonesian sailors held captive by Abu Sayyaf militants in the Philippines.

“The two men are in the process of being released,” Defense Minister Ryamizard Ryacudu told reporters at the House of Representatives, Jakarta.

The two Indonesians still in the hands of Abu Sayyaf are identified as Robin Peter and M. Nasir, crew members of tugboat Charles. They were taken hostage by the bandits seeking ransom on June 21.

Ryamizard ensured the two hostages were in good health and reiterated that the government was committed to their safe release.

He referred to Foreign Minister Retno LP Marsudi, and Indonesian Military (TNI) commander Gen. Gatot Nurmantyo for more information.

On Oct. 1, Abu Sayyaf freed another three sailors of the same group. They were Ferry Arifin, M. Mahbur Dahlan and Edi Suryono. (win).

President Rodrigo Duterte said he has a good feeling with his upcoming visit to China on October 18 to 21, however, the President said the Scraborough Shoal issue might not be tackled. “I have a good feeling that we will be ok with them. But first let’s not touch the Scraborough issue because we cannot win that,” he said before the people of Lamitan, Basilan October 10.

“Even if we get angry, we’ll just be putting on airs. We can’t beat them,” he said. “We’ll ask them to allow our fishermen to their traditional fishing grounds in Scarborough.”

“I have a good feeling they really want to help us in a big way. If I get something big, I promise you, I will build hospitals and schools from the soft-term loans we will get [from China]. If there is anything left, I will use it to help you build a power plant,” the President said.

President Duterte spearheaded the distribution of 70 units of motorized fiberglass fishing boats with nets and hook and line as well as seven units of four-wheel drive farm tractors in Lamitan City, Basilan.

Duterte also distributed to the farmers in Lamitan City 150 packs of rice and palay seeds; 100 packs corn seeds; 150 bags complete (14-14-14) fertilizers; and, 150 bags urea (46-00) fertilizers.

Amphibious Landing Exercise (PHIBLEX) 2016 between the Philippines and United States is ending a day early. The 33rd iteration of PH-US PHIBLEX which started October was supposed to be ending tomorrow October 12.

Philippines Marines spokesman and PHIBLEX Public Affairs Officer Captain Ryan Lacuesta said officials from US and Philippines decided to close the joint exercise today because all the training activities were all completed yesterday.

“This is also in consideration of the movement of our counterparts. The equipment that they are going to load to their ships are coming from different exercise venues,” he said. “The major exercise has been concluded also so we decided to move the closing ceremony.”

This year’s PHIBLEX is seen to be last bilateral military exercise between Philippines and US, as stated by President Rodrigo Duterte.

Armed Forces chief of staff, Gen. Ricardo Visaya, vowed to continue the cleansing of its rank and file employees, through on-the-spot random drug tests even as more than 300 soldiers were already dismissed from the military service for drug-related charges in the past five years.

Visaya, who recently visited the 3rd Infantry Division headquarters at Camp Macario Peralta in Jamindan, Capiz, said he will ensure that illegal drug activity will not seep into the AFP and its personnel.

Before the Oplan Double Barrel campaign of the Philippine National Police took effect in July this year, Visaya told 3ID personnel and civilian employees that the AFP has long been campaigning against illegal drugs.

He said the AFP will play a support role in the anti-drug campaign of the PNP by providing them with information on suspected drug syndicates, and the Armed Forces is ready anytime to augment them in the conduct of anti-drug operations.

Visaya also ordered all Bayanihan Teams to remain in their areas of responsibility to help communities with their non-traditional role in civil military operations and Bayanihan activities, in lieu of the ongoing ceasefire with the New People's Army.

He reaffirmed the 100 percent support of the AFP towards the eventual realization of peace.

“Mas maganda ang sitwasyon natin pag may kapayapaan. Suportahan natin ang peace talk (Our situation will be good if we have peace. We should support the peace talk)”, he said, noting also that even the international community lauded the boldness of President Rodrigo Duterte in extending a hand of peace to the communist rebels.

Days before his visit to China, President Rodrigo Duterte said he would likely not dwell on Scarborough Shoal, an area in the West Philippine Sea (South China Sea) being claimed by both the Philippines and China.

"Huwag na muna natin pakialaman 'yang Scarborough [Shoal] kasi hindi natin kaya eh. Magalit man tayo, hangin lang. 'Di natin kaya," said Duterte on Monday, October 10, in an event with local government officials in Lamitan, Basilan. (Let's not dwell on Scarborough Shoal because we don't have the capabilities. Even if we express anger, it will just amount to nothing. We can't back it up.)
 
But Duterte reiterated that he would bring up the fishing rights of Filipinos in the disputed sea.
 
Chinese vessels continue to harass Filipino fishermen in Scarborough Shoal despite an international court ruling that nullified China's expansive claim over the disputed sea.
 
"Mag-usap muna tayo. Sabihin ko na lang na ipabalik muna 'yang mga kapatid kong Pilipinong mangingisda, tsaka mag-usap tayo," said Duterte. (Let's talk first. I'll say for now that they should allow my brothers, Filipino fishermen, to return, then let's talk.)
 
Duterte said he "suspects" the Chinese government wants to "help" the Philippines.
 
"May duda ako na gusto nila tumulong talaga (I have a suspicion they truly want to help)," he said.
 
Duterte is set to visit China in mid-October, followed by a visit to Japan. He has said that once in the mainland, he would "demand" that China "give back" the fishing rights of Filipinos in the West Philippine Sea.

The Communist Party of the Philippines says the former president is set to lead a pro-US team to pressure President Rodrigo Duterte to keep ties with the US

The Communist Party of the Philippines (CPP) warned President Rodrigo Duterte against former President Fidel V. Ramos, who the rebel group said is out to to make undermine Duterte's plans to flesh out a foreign policy independent of the US.

Ramos lamented the performance of Duterte in his 100 days, saying in a column published in the Manila Bulletin on Sunday, October 9, that the country is "losing badly" because of his war on drugs and his sustatined tirades against world leaders.

The former president, who was among those who persuaded Duterte to run for president, said Duterte should "correct the most serious flaws in our national leadership."
 
The CPP, which is talking peace with the Philippine government, blames widespread poverty in the country to the economic and trade policies supposedly imposed by the US.

"[Ramos], Amboy ["American boy"] top dog, is now set to lead the pack to consolidate the pro-US camp of reactionaries to put on greater pressure on the Duterte regime to backtrack on its promotion of an independent foreign policy," the CPP said in a statement released on Monday, October 10.

"It is quite apparent that US military agents in the Philippines are closely working with Ramos to counteract Duterte’s policy statements and measures against US military exercises and presence. He also seeks to countervail Duterte’s efforts to influence the [Armed Foces of the Philippines] and serve as the US counterpole," the statement added.
 
In particular, Ramos called out Duterte for his controversial remarks on the United States and US President Barack Obama. Duterte most recently told Obama to go to hell and said he wanted to stop Manila and Washington's military exercises – a statement that Philippine Foreign Secretary Perfecto Yasay Jr later denied.

"So, what gives?? Are we throwing away decades of military partnership, tactical proficiency, compatible weaponry, predictable logistics, and soldier-to-soldier camaraderie just like that?? On P. Du30's say-so???" Ramos said.

The activist Kilusang Magbubukid ng Pilipinas accused police in San Jose Del Monte, Bulacan of using the government’s anti-drug campaign as a pretext to harass and arrest farmers embroiled in a land dispute.

“This is the first case that the war on drugs was used against farmers fighting for their legitimate rights to the lands,” KMP secretary general Antonio Flores said of the arrest and detention on drug charges of Rowel Reola, Alfredo Ravel and Lito Natural, members of the Karahume Farmers Association, during a raid on their homes in Area 1, Sitio Karahume, Barangay San Isidro on October 6.

Flores said they have asked the Department of Agrarian Reform to look into the Bulacan case, saying it could “set a precedent in the rampant criminalization of agrarian disputes,” citing other instances where farmers have been charged with grave coercion, qualified theft, murder and other criminal offenses.

In Manapla town, Negros Occidental, at least a dozen farmers have also been arrested and detained on theft charges.

Agrarian Reform Secretary Rafael Mariano is a former KMP chairman and also used to represent the Anakpawis party-list. InterAksyon.com has sought a reaction from the agency but has yet to receive a response.

According to the KMP and Alyansa ng Magbubukid sa Bulacan leader Eriberto Pena, the Karahume Farmers Association have long been resisting alleged efforts by the Bangko Sentral ng Pilipinas to “land grab” more than 1,000 hectares of agricultural land in the province.

Quoting information from a fact-finding team on the October 6 incident, the KMP said around 4 p.m. that day, armed men the organization said it later learned are members of the San Jose Del Monte police force, raided several houses in Area 1 and arrested Reola, Ravel, Natural, Segundina Gaitero, her daughter Mel  Grace, Valentin Salceso, and Blas Gaitero.

The KMP said the gunmen showed no warrants.

Nevertheless, Reola, Ravel and Natural “were later on vilified as members of the New People’s Army and were charged with drug possession.” The four other farmers were released without charges after a brief detention.

According to the AMB’s Pena, the BSP has been seeking a survey of lands in Karahume formerly owned by the Puyat family’s Manila Brickworks Corp. that were mortgaged to the central bank in 1995.

In 1996, certificates of land ownership award were issued to only 59 Karahume farmers, even if the rest of the farmers were paying real property taxes to the local governments of San Jose Del Monte and Norzagaray and had also “fully or partially paid their amortization dues under the CARP (Comprehensive Agrarian Reform Program.”

Eventually, he said, DAR cancelled the CLOAs and certificates of land transfer to the property.

A peasant leader who has figured prominently in protesting human rights abuses by government forces and the encroachment of large-scale mining in Compostela Valley province is in critical condition after being shot on Monday.

Jimmy Saypan, 48, secretary general of the Compostela Valley Farmers Association, was shot in the stomach by motorcycle-riding gunmen in Barangay New Visayas in Montevista town. His associates said this was the second attempt on his life in the past year.

He is confined to a hospital in Davao del Norte the group said.

The CFA has been opposing the entry of the Agusan Petroleum and Minerals Corp., which the group says has been undertaking exploration operations despite an expired permit, and has also accused the military of allegedly protecting the firm and committing atrocities against its leaders and members.

Among the alleged abuses were the strafing of the home of CFA chairman Bello Tindasan, the attempt on the life of his son and the murder of another peasant leader, Luis Carbajosa, in April last year.

The attack on Saypan came amid a CFA campaign calling for the pullout of troops of the Army’s 66th Infantry Battalion it said have set up camp in schools and communities in the province.

President Rodrigo Duterte on Monday visited Basilan province in the Muslim autonomous region where he distributed farming equipment and boats to fishermen.
 
Duterte, accompanied by Agriculture Secretary Manny Piñol, was welcomed by politicians who supported defeated Liberal Party presidential candidate Mar Roxas.
 
Duterte met with beneficiaries of the Lamitan (City) Agrarian Reform Beneficiaries Cooperative, and farmers and fishermen. He distributed hundreds of bags of palay, corn and fertilizers and tractors to farmers, and dozens of boats for fishermen.
 
In Zamboanga City, also a Liberal Party stronghold, Duterte also met and spoke with policemen and reiterated his support to them as long as they do their duties honestly.
 
Many of what he told them was rhetoric as in his previous visits to military and police camps across the country.

A total of PHP990 million worth of projects has been poured into development of conflict-stricken Samar provinces under Payapa at Masagang Pamayanan (Pamana) over the past five years, the Department of the Interior and Local Government (DILG) reported.

DILG Regional Director Marivel Sacendoncillo said of the total budget for the region, Northern Samar has the biggest share with PHP600.7 million, followed by Samar with PHP365 million and Eastern Samar with PHP24 million.

In Samar province, two projects had been completed from 2012 to 2013. These are the improvement and upgrading of a road section from Lokilokon village in Paranas to Calapi Village in San Jose de Buan town with a total budget of PHP15 million. Another project is the second phase of the road construction on the same site with PHP100 million funding.

In 2015, the first phase of concreting of Gandara to Matuguinao Road got a budget of PHP100 million. The central government had set aside an additional PHP100 million for the repair of Lokilokon-Calapi-San Jose de Buan Road. Both projects are now on- going.

This year, the national government has obligated another PHP50 million for the Gandara-Matuguinao Road project (phase 2). Samar got a total budget of PHP365million funding for Pamana projects.

“The project, as a whole, builds positive healing relationship within conflict-affected communities through the application of peace and social cohesion standards,” Sacendoncillo said.

In Eastern Samar, still ongoing is the PHP10 million construction and rehabilitation of a road section connecting Maslog town to an existing local road in Carolina Village in Can Avid town. The project got its allocation four years ago.

Recently completed is the PHP10 million concreting of road sections linking Imelda village in Lapinig to Jipapad town in Eastern Samar.

In 2015, two projects also got fundings - the construction of levels 1 and 2 of water supply project in Arteche town (PHP2.7 million) and the construction of level 3 of same project in Oras town (PHP1.8 million). Both projects are still on progress.

In Northern Samar, the province is a recipient of three projects between 2012 to 2013. These are the Mondragon-Silvino Lobos Road (PHP15 million), Cagpanit-an to Silvino Lobos Road (PHP100 million), and road opening and concreting of Silvino Lobos-Lope de Vega Road (PHP84 million).

In 2015, the region’s poorest province got PHP100 million for the construction of San Miguel Bridge with road opening and concreting along Lope de Vega-Silvino Lobos Road.

Another ongoing project is the road opening and concreting and bridge construction along Mondragon-Silvino Lobos Road section (phase 4) with a funding of PHP295 million.

This year, PAMANA will carry out a PHP6.7 million worth of development projects, including a free internet access in public places of Las Navas and Silvino Lobos towns. Northern Samar has the biggest allocation under PAMANA amounting to more than PHP600 million.

PAMANA is the national government’s convergence program that extends development interventions to isolated, hard-to-reach and conflict-affected communities, ensuring that they are not left behind.

The United States Agency for International Development (USAID) Science, Technology, Research and Innovation for Development (STRIDE) Program is a multi-year initiative established to create inclusive economic growth in the Philippines by advancing science and technology research among local higher education institutions (HEIs), and advocating collaborations with universities and select industry counterparts.

The regional focused innovation workshop, titled “Science and Technology Solutions to Local Problems through Industry-Academe Linkages” aims to clearly define innovative solutions and technical needs that are of interest to industries and local governments in Dumaguete and neighboring towns, said NOCCI President Edward Du.

It is envisioned that such technical ideas and topics can become future collaborative research projects between industry, academe, and local government units that STRIDE or other agencies can support.
Among the broad industrial topics to be discussed include Renewable Energy and Information and Communication Technology (ICT), Solid Waste Management, Internet Connectivity, etc.

The government campaign against illegal drugs went full swing Monday with the military taking active role in the Autonomous Region in Muslim Mindanao.

Maj. Gen. Carlito Galvez Jr., commander of the 6th Infantry Division based in Maguindanao, and Chief Supt. Agripino Javier, regional director for police in the ARMM, on Monday inked an agreement that will combine Army and police personnel in Malacanang's all out war against illegal drugs and the personalities involved in it.

The signing was held at Camp S.K. Pendatun in Parang, Maguindanao with the two officials issuing commitment to help President Duterte in his desire to make the region illegal drug-free and stamp out illegal drug syndicates.

The 6th ID covers the provinces of Maguindanao and part of Lanao del Sur, both also part of ARMM, and the provinces of Sultan Kudarat and North Cotabato, while PRO-ARMM covers the provinces of Maguindanao, Lanao del Sur, Basilan, Sulu and Tawi-Tawi.

With the Army's active participation, the 6th ID is ready to use its air, sea and land assets in its area of responsibility in the anti-narcotics campaign, Galvez told reporters.

Following the joint undertaking, a special task force was formed to carry out the anti-narcotics operations.

“This is what the PNP leadership wants and we on the ground shall keep up and forge ahead with enthusiasm,” Javier told reporters after signing the document.

Galvez and Javier both belonged to Class 1985 of the Philippine Military Academy.

On top of Army troopers, units under the 6th ID operational control that included the Philippine Coast Guard, 1st Marine Brigade, 1st Mehcanized brigade and Army Special Forces as well as para-military troops will be involved in the campaign.

"With this set up we hope to neutralize, not only drug syndicates, but other lawless elements who are into illegal drugs to support its operations," Galvez said.

Col. Jose Ely Alberto, former head of the 4th Infantry Division Governance Strategy Management Office (GSMO), was appointed as Army Internal Auditor Monday.

He replaced Brig. Gen. Raul M. Farnacio who is now the commander of the Catbalogan-based 8th Infantry Division

Alberto assumed his new position during a simple change-of-office ceremony in Fort Bonifacio, Taguig City.

As head of the 4th Infantry GSMO, he pushed for the realization of the Army Transportation Roadmap (ATR).

He facilitated the crafting of personal scorecard of every 4th Infantry Division personnel, and ensured that the unit scorecard was aligned with the implementation of the ATR.

Alberto also served at the Department of National Defense from 2012 to 2015.

His most recent field duties include the following: commanding officer of the 62nd Infantry Battalion, 3rd Infantry Division; commanding officer of Task Force North Cotabato, 6th Infantry Division; and executive officer of the 602nd Brigade, 6th Infantry Division.

He started his military career in Mindanao, as platoon leader of Charlie Company, 51st Infantry Battalion in 1986 to company commander of the Alpha Company, 10th Infantry Battalion in 1992.

Alberto is a member of the Philippine Military Academy Class of 1986.

The three-day training of personnel of the Army’s 4th Infantry Division (4ID) on anti-illegal drug law enforcement started Monday here, a military official said.

Capt. Patrick Martinez, the Army’s 4ID spokesperson, said that the training would expose some 70 elements of the military in Northern Mindanao and Eastern Mindanao in the fight against illegal drugs in accordance with police work.

The activity was a firm response to the current thrust of the National Government in the fight against the illegal drug menace, Martinez said.

He said that the training would further enhance the capacity of each soldier to support the Law Enforcement Operations being conducted by the Philippine National Police (PNP).

Martinez said that the training would certainly enhance the collaboration of the PNP and military in the implementation of the "Kabalikat Laban sa Druga" (Partners in the Fight Against Illegal Drugs), a Joint Implementing Plan in line with the PNP's Oplan Double-Barrel.

He said that experts from the PNP and the Philippine Drug Enforcement Agency (PDEA) were invited as resource persons to provide insights on matters pertaining to the whole process of the Law Enforcement Operations.

It is expected that the PNP and the PDEA would discuss the particular role of the Armed Forces of the Philippines (AFP) in the anti-illegal drug campaign.

Major Gen. Benjamin R. Madrigal Jr., Commander of the Army’s 4ID, said that the “training was aimed at capacitating our troops on the rigors of law enforcement.”

"We need to give our all-out support in order to attain the pronouncements of President Rodrigo Duterte to eradicate the illegal drugs, criminality, and corruption in the country,” Madrigal said.

The desire of our President to create a drug-free country should be braced not only by the PNP and AFP but by the entire Filipino nation, Madrigal said.

The Philippine Air Force (PAF)'s fifth Lockheed C-130 "Hercules" heavy-lift transport aircraft arrived at the Benito Ebuen Air Base, Mactan, Cebu Sunday night.

The airplane, with tail number 5040, arrived at the military facility at 7:56 p.m., PAF spokesperson Col. Antonio Francisco said in a message to the PNA.

The C-130 aircraft took off from Guam's Andersen Air Base at 2: 50 p.m. for the final leg of its flight to the Philippines.

Francisco also released the names of the personnel who flew the aircraft to Mactan.

They are Lt. Col. Joey Inacay, mission commander; Lt. Col. Jason Rom Lacida, aircraft commander; Major Anthony Amora, test pilot and pilot-in-command; Major Meritto Jay Quijano, pilot-in-command; Major Marjorie Mukay, pilot-in-command and Major Ronel Salas, pilot.

The PAF spokesperson also said that Mukay is the first female to be certified as a pilot-in-command of a C-130.

”Please take note that Major Mukay, the other pilot-in-command, is the first female pilot to be checked out as pilot-in-command of a C-130 aircraft,” Francisco said.

The PAF’s fifth C-130 , which was acquired through the US Excess Defense Articles Program, took off from Tucson, Arizona (Davis-Monthan Air Base) last October 6 (American time).

The Air Force’s fifth C-130 as well as the fourth belong to the "T" model of the class and original configured as a airborne tanker.

The fourth C-130 arrived in Benito Ebuen Airbase, Mactan, Cebu last April 5.

It was flown by Filipino pilots headed by Col. Alejando Baclayon, Lt. Col. Ian Earth Lamzon, Major Ian Dexter Danes, Major Anthony Amora, and Major Ramil Daet.

The two C-130Ts are worth USD61 million and were acquired through the US Excess Defense Article Program.

Francisco said the additional C-130s will boost the PAF's transport and logistic capabilities.

Aside from the four C-130s, the PAF has three Airbus Military C-295 medium and three Fokker F-27 transports for its logistics and lift missions.

He also said that for the last five years, there were 300 soldiers who were found to be drug users and were immediately subjected to investigation and eventually discharged from military service.

Visaya said the AFP will continue to conduct on the spot random drug testing to purge its ranks of drug users.

In the same vein, he also instructed all military units to support the Philippine National Police by gathering information on suspected drug syndicates and providing back-up during anti-narcotics operations.

Police intelligence agents have arrested an alleged member of the Abu Sayyaf Group (ASG) in Zamboanga City on Monday.

The law enforcement operation was conducted by intelligence operatives of the Zamboanga City police and the Regional Intelligence Unit (RIU) 9 at Campaner St., Zamboanga City that led to the arrest of Amir Intong Salihin.

Recovered from Salihin's possession were 1 cal. 45 pistol with 1 magazine and 4 live ammunitions and 1 rifle grenade.

The suspect is from Isabela City, Basilan and an alleged member of ASG under Isnilon Hapilon.

He served as the liaison for finance and logistics of the ASG and was believed to be actively involved in improvised explosive device (IED) operations.

He was tasked to procure IED materials to be used in their bombing operations.

Further investigation and follow-up operation is being conducted by the Zamboanga City police to gather further information relative to their plan.

Operatives of the Philippine National Police-Criminal Investigation and Detection Group (PNP-CIDG) have arrested a suspected terrorist who has links with the terrorist Abu Sayyaf Group (ASG) in Barangay Culiat, Quezon City.

In a press conference on Monday, PNP-CIDG Director Chief Supt. Roel Obusan identified the arrested terrorist as Mohammad Amin alias Aklam Amin.

Obusan said that Amin was arrested last Saturday based on the warrant of arrest and search warrant issued by the court.

The PNP-CIDG chief believes that they have thwarted the possibility of executing the bombing plan of the ASG in Metro Manila.

Amin is an Indonesian bomb expert who is suspected to have links with the ASG.

Authorities recovered from the suspect a grenade, ammunitions, several identification (ID) cards and a cellular phone.

Cables, wires and electronic gadgets were also seized from the rented room of Amin.

PNP-CIDG’S Anti-Transnational Crimes Unit (ATCU) head Chief Insp. Roque Merdegia said that they were worried most by the blueprint of a condomall in Quezon City which they also seized in Amin’s possession.

Merdegia added that it was not a joke that Amin, who is neither an architect nor an engineer, but rather, an expert in bomb-making, has in his possession the blueprint or master plan of a structure.

He noted that Amin could have been studying every nook and corner of the establishment in the plan of planting a bomb.

Authorities also arrested the companion of Amin, identified as Adnan Malangkis alias "Abdul", a native of Tipo-Tipo, Basilan, and Bilal Taalam, the owner of the rented room.

Amin and Malangkis were charged with illegal possession of explosives and ammunition while Taalam was charged with harboring of fugitive and wanted person.

Amin is included in the list of most wanted person issued by the Department of National Defense (DND) and the Department of Interior and Local Government (DILG), who has a PHP600,000 reward for his head for the case of kidnapping with frustrated murder now pending before the Jolo, Sulu Regional Trial Court (RTC).

The US embassy in Manila denied reports that it is pulling out of Zamboanga City, where US troops maintain a temporary facility.

"There was a regular change of equipment recently, not a 'pullout,'" said US embassy spokesperson Molly Koscina on Monday, October 10.

She did not elaborate.

A US C-17 transport aircraft was spotted at the city's airport following pronouncements by President Rodrigo Duterte that he wants US troops out of Mindanao.

The Philippine defense establishment said the US has not informed them about a pullout.

Up to 107 US troops remain in Mindanao. The US facility inside the Western Mindanao Command in Zamboanga City used to be the base of the defunct Joint Special Operations Task Force - Philippines (JSOTFP).

US troops provide their Filipino counterparts intelligence and technical training. Its spy planes assisted during the 2013 Zamboanga siege to locate the rebels who occupied the city's coastal barangays.

Duterte has repeatedly hurled invectives against US, blaming it for the drop of the Philippine peso and for a supposed plot by its Central Intelligence Agency to unseat him.

Duterte scrapped joint patrols in the West Philippine Sea and declared that this week's war games will be the last. Foreign Secretary Perfecto Yasay Jr, however, later denied Duterte mentioned the military drills would be stopped.

The President also put under review the Enhanced Defense Cooperation Agreement (EDCA), a military-to-military agreement aimed at increasing presence of US troops in the country as deterrence to China.

Last January, the Philippine Supreme Court upheld the constitutionality of EDCA.

President Duterte is willing to grant “concessions,” including awarding of public lands, to communist rebels and Muslim insurgents as part of the peace negotiations with the government.
 
The President recognized that the rebels would not simply lay down their guns without getting any resources and funds to start over.
 
“We can only talk and if you are able to convince the communists, they would require a huge amount, resources. They will not go into a surrendering mode by just simply dropping the guns. They would ask for concessions,” the President said during an agri-business forum in Davao City last Friday.
 
“Concessions would be land, which is very good. I agree with them, I can open up the whole, the entire Republic of the Philippines, all public lands ibigay ko, tutal hindi naman nagagamit, especially for food,” he said.
 
Duterte said he would also be “happy” not only giving such land but also funds amounting to “another billions of pesos” to the rebels talking peace with the government.
 
In the government’s peace process with the Moro National Liberation Front (MNLF) and the Moro Islamic Liberation Front (MILF), the President said he would allow the return of the territory they owned for centuries in Mindanao.
 
“Ang MN, MI, they would relish a return of a fraction of what they own,” the President said. Duterte however admitted there would be a “huge expenditure” to develop the Muslim territory since “they have lost that initiative for all of these years, they’ve been fighting for their land.”
 
In an unprecedented move, the government has declared a ceasefire with the communist rebels, released several political prisoners, and taped some left-leaning activists to the Cabinet. These measures aimed to show the government’s sincerity in resuming the peace talks with the local communist group in Oslo, Norway.
 
“Right at the start of my administration, we also started the talks, and I’m very happy. Now we are freed of the countryside vis-a-vis itong Communist Party of the Philippines, NDF (National Democratic Front), NPA (New People’s Army),” Duterte said.
 
Meantime, the President said he would hold a meeting with MNLF founding chairman, Nur Misuari, this week on efforts to advance the peace process in Mindanao.
 
“Misuari is getting out of Jolo next (this) week, and we’ll begin the talks,” he said.
 
Earlier, Misuari has been assured by Duterte that he could come out of hiding without the fear of getting arrested. Law enforcers have been ordered not to enforce the arrest warrant against Misuari, who has long been wanted for the deadly Zamboanga siege in 2013.
 
“That’s my order to the police and the military. Why? I am not a war-type president. My job is to seek peace for my land. So you have to talk to everybody,” he said.
 
The President also reiterated the need to address the armed conflicts in Mindanao stemming from the historical injustices committed by American and Spanish colonizers against the Moro people.
 
“Iyong Islam naman was already thriving here in Mindanao. As a matter of fact, Islam was 100 percent dito sa Mindanao because Mindanao was really part — you go to the archives of Malaysia and itong sa Indonesia, there’s a part there about the Philippines and how the missionaries came here,” he said.
 
Duterte said he leaves it to leaders of different MNLF factions – Misuari, Muslimin Sema, and Abul Khayr Alonto, who is chair of the Mindanao Development Authority (MinDA) – on how to “fix internal dynamics” but he said the three of them are willing to talk again.
 
Duterte said the MILF leadership is also willing to talk with his government after the botched approval of the proposed Bangsamoro Basic Law or BBL.

President Duterte has the final say on whether government would agree to the demand of the communists to release all political prisoners as part of confidence-building measures in the ongoing peace negotiations in Oslo, Norway.

Government panel member Angela Librado-Trinidad said they have submitted a draft amnesty proclamation to the Office of the President a week before leaving for the second round of peace talks.

Trinidad said the matter is consistent with the panel’s commitment to immediately recommend to the President a draft amnesty proclamation covering personalities listed by the National Democratic Front (NDF).

“We have in our possession a stamped receipt of our endorsement letter together with the draft proclamation. It was received by the Office of the Executive Secretary,” Librado said.

Covered by the draft proclamation are 434 detained leaders and alleged members of the NDF, the Communist Party of the Philippines (CPP) and New People’s Army (NPA).

The NDF is representing the CPP-NPA in the peace talks with the Philippine government in Norway.

The NDF earlier included in the list 81 detained rebels to be released on humanitarian grounds.

The draft proclamation will also include NDF consultants already released on bail and now participating in the peace negotiations.

NDF chief negotiator Fidel Agcaoili stressed the release of political prisoners is a matter of justice – an important issue in the ongoing talks.

“The NDFP stands firm in calling for the release through amnesty of the 432 political prisoners not only as a matter of justice but also in basic compliance with the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law,” Agcaoili said.

“Their release will undoubtedly serve as an incentive in accelerating the peace negotiations and in forging a more stable ceasefire agreement. I hope we can resolve these crucial issues so that we can move forward,” he stressed.

During the opening session of the second round of talks in Oslo, Presidential Adviser on the Peace Process Jesus Dureza said they understand the concerns raised by the NDF panel over the continued detention of their members.

Dureza, however, explained the amnesty has to go through the process, which includes review of the draft proclamation and concurrence of Congress after the President signs the proclamation.

Government panel chief negotiator Silvestre Bello III said the release of detained rebels would just be a matter of time.

“I see no reason why we cannot do it the way we are accelerating the peace process,” he added.

The draft proclamation under review covers only the updated list of detained rebels submitted on Sept. 15 by Agcaoili.

The NDF said the peace negotiations in Oslo were an “initial success” even as it criticized government panel member Hernani Braganza for making a “foul and erroneous” report.

Alan Jazmines, vice chairman of the NDF’s  Reciprocal Working Committee on Comprehensive Agreement on Socio-Economic Reforms (RWC-CASER) faulted Braganza for saying the NDF had “refused to include” nine major points or “outcomes” up for agreement in the peace talks.  Jazmines said Braganza had stated the other day that the talks hit a snag because of the issues.

NDF RWC-CASER chair Julie de Lima said, however, that nine items were mere enumerations actually lifted from the NDF’s lengthy draft proposals amid the government’s alleged lack of elaborations “to explain the content and expectations of those nine outcomes.”

“After a couple more of editing sessions, the two negotiating panels on CASER agreed to a final outline on a comprehensive CASER proposal,” Jazmines said.

Still in combat mode

In a related development, a spokesman for the NPA claimed the military is still in combat mode despite the prevailing ceasefire between the government and the communist rebels.

NPA spokesman Jorge Madlos admitted, however ,that the ceasefire has been holding.

“All NPA units have strictly abided by the ceasefire declaration. Aside from maintaining defensive posture, NPA units are conducting counter-maneuvers to avoid armed skirmishes with the AFP,” Madlos said, referring to the Armed Forces of the Philippines.

Not a few NPA units are having difficulty holding back offensives amid threats from the AFP in its counter-insurgency intelligence operations, Madlos said.

From North Luzon to Southern Mindanao, Madlos claimed, there were reports that military units are telling civilians that the ceasefire is no longer in effect to justify their operations and presence in their communities.

The NPA’s Agustin Begnalen Command based in Abra said the Army’s 24th Infantry Battalion have been telling civilians in Sallapadan town that the ceasefire has ended.

Madlos said the AFP has yet to observe the advice of President Duterte to be friendly with the NPA.
However, Madlos claimed the AFP continues to conduct hostile operations against the NPA, “even the drug campaign is being used by the AFP to conduct anti-NPA operations.”

Madlos is calling on the President “to tame” the AFP to end all counter-insurgency operations in the rural areas.

The newly elected mayor of the municipality of Motiong in the province of Samar has asked the government to NOT YET declare their town as insurgency free area until such time that all the development projects funded by PAMANA will be finished.

PAMANA (PAyapa at MAsaganang PAmayanan or Peaceful and Resilient Communities) is the national government's peace and development framework for empowering conflict-affected areas spearheaded by the Office of the Presidential Adviser on the Peace Process (OPAPP) and supported by concerned government line agencies, local government units (LGUs) and civil society groups.

PAMANA follows a so-called "convergence strategy" to close the development gaps, such as building roads and similar infrastructure impeovements, in conflict-affected ones, where they are needed the most.

According to Mayor Renato Cabael, there are six barangays in his municipality considered as influenced by the New People's Army: San Andres, Biri, Barayong, Malonoy, Kawalayanan and Pamamas-an.

Three PAMANA road and bridge projects worth PhP496 million are expected to be finished in the first quarter of 2017.

The farm-to-market roads aim to help the farmers readily transport their produce to the town proper.

Mayor Cabael's reasoning for wanting to hold off the declaration of his town as "insurgency free" is that his constituents fear the disruption of development aid assistance with the status change. They want the OPAPP aid to continue so more because there are still development issues oor needs that remain unmet.

Nevertheless, Cabael acknowledged the direct impact of the peace talks between the Communist Party of the Philippines-National Democratic Front of the Philippines-New People's Army and the Government of the Philippines under President Rodrigo Duterte's new administration: "Malaki ang epekto ng peace talks, kasi kumagat talaga ang ceasefire at nagkaroon ng kapayapaan. Dati kasi yung mga nasa upland barangays nakatira ay natatakot kung merong military operations at magkakasalubongan sila ng mga combatants. Kasi syempre minsan pag mag isa kalang sa bundok nagtatanim, pagkakamalan ka pang symphatizer. Pero ngayon na fully implemented na ang ceasefire, wala nang agam-agam ang mga tao," said Cabael. (The peace talks and the cease fire have a big impact on the peace and order situation. Before, those living in the upland villages were fearful of getting caught in the crossfire of the combatants, or being suspected as a sympathizer of either side. Now the apprehensiveness is gone.)

"They can concentrate now on their livelihood. Talagang nararamdaman naming ang direct effect ng peace talks (That is the direct effect of the peace talks that is profoundly felt)," he added. 

With the projects of the PAMANA still pending in his municipality, Cabael is asking OPPAP not to declare yet their town as free from insurgency until such time that the road and other development projects are already finished.

Meanwhile, aside from PAMANA funded projects, the Department of Welfare and Development through their KALAHI-CIDSS program, implemented water system projects and at the same time constructed a rice mill that is maintained by a farmer's association at Brgy New Minarog, Motiong Samar.

ARMY chief Lt. Gen. Eduardo Año yesterday sought to downplay the possible departure of US forces from Mindanao where the Americans have been training and providing intelligence assistance to Filipino troops involved in the fight against terrorist groups.

Año made the remarks amid reports that a US C-17 transport plane had landed in Zamboanga City, supposedly to begin picking up equipment of US forces.

Año and AFP Western Mindanao Command spokesman Maj. Filemon Tan could not immediately confirm the pullout of the US equipment.

Tan said reports about the arrival of the US aircraft only came from media. “I have not seen it. There is no report given to us about any movement,” he said.

Last month, President Duterte said he wants US forces to pull out of Mindanao so they won’t be kidnapped or killed by the Abu Sayyaf, which is feared for its kidnapping, beheading and bombing activities.

The US military has about 107 personnel in Mindanao, all based in Zamboanga City, particularly at the headquarters of the Wesmincom which is supervising all military operations in the Zamboanga Peninsula and Autonomous Region in Muslim Mindanao.

The Americans began their counter-terrorism initiative in Mindanao in 2002 and their strength reached a peak of around 1,300 personnel. They even deployed forces in Sulu and Basilan, assisting Filipino troops in going after Abu Sayyaf members.

In the event the Americans indeed leave, Año said this won’t have any effect on the military’s counter-terrorism efforts. Army soldiers are in the forefront in the fight against terrorist elements, including the Abu Sayyaf in Sulu and Basilan.

Año, however, acknowledged the US military’s assistance in pursuing terrorist groups, saying: “Of course, they’ve helped us especially on information sharing, technical support but our AFP and PNP are fully capable (of handling the counter-terrorism efforts).

“It (US pullout) won’t have any effect on our counter-terrorism effort because our organization is already set. We have an anti-terrorism council, we have an anti-terrorism units,” he said.

Año added that the Americans are not providing assistance in the fight against the Maute Group, one of the terrorist groups in Mindanao that has pledged allegiance to the Islamic State of Iraq and Syria.

“In our last operation against the Maute, they (Americans) didn’t have any contribution or participation. So there is no such thing that our counter-terrorism efforts will be affected,” said Año.

The last major military operation against the Maute Group was launched by the Army’s 103rd Brigade in May in Butig town in Lanao del Sur. Military officials claimed that at least 54 members of the group died in the operation.
