The Islamic State has officially recognized pledges of allegiance from several jihadist groups based in the Philippines. The Islamic State has not yet made an official “wilayat,” or province, for the Philippines or the wider Southeast Asian region. At least one portion of the groups included are led by Isnilon Hapilon, a US-designated terrorist, who heads the Abu Sayyaf Group (ASG).
The pledges, or bayat, were accepted in a video that was recently released by the Islamic State’s Al Furat Media – a largely Russian-language media outlet. The video shows that the Islamic State is officially recognizing that several groups have pledged allegiance to it and its leader. Additionally, other groups in the region, such as Jemaah Ansharut Tauhid and the Mujahidin Indonesian Timor, have also pledged. It is possible that the jihadist group will announce such a province in the future, especially after conducting a suicide assault in the Indonesian capital of Jakarta. The recognition of the pledges could pave the way for such an announcement.
The video features Hapilon and two other group leaders recording their pledge of allegiance to Abu Bakr al Baghdadi, the leader of the Islamic State. The other leaders include a figure named Abu Anas al Muhajir, who was identified as the emir (leader) of Katibat Ansar al Sharia, and Abu Harith al Filipini, a delegate sent by the leader of Katibat Marakah al Ansar. Additionally, brief combat footage was included in the video in which Abu Anas al Muhajir was shown to have been killed fighting.
The Katibat Ansar al Sharia, Katibat Marakah al Ansar, and at least a portion of ASG are not the only groups in the Philippines which have pledged allegiance to the Islamic State. Another group, identified as Ansar al Khilafah in the Philippines has also pledged allegiance to Baghdadi. Last August, the group first emerged by explicitly pledging allegiance to the Islamic State in a video released on YouTube. In April, the group released another video to threaten the Filipino government and American soldiers in the Philippines. According to the SITE Intelligence Group, a spokesman for Ansar al Khilafah threatened to “deploy suicide bombers” in the country and that the group would make the Philippines a “graveyard for American soldiers.”
In December 2015, fighters alleging to be part of the “Soldiers of the Caliphate in the Philippines” released a short video showing a training camp somewhere in the Philippines. It is unclear which group was shown in the video, but it was likely a combined group of fighters from the aforementioned groups above. According to the Southeast Asian news site Benar News, Ansar Khilafah in the Philippines is led by one Abu Sharifah and is based in South Cotabato and Sarangani provinces. Additionally, the news site reports that the leader of Katibat Marakah al Ansar is led by one Abu Ammar, who was not present in the video. It also reported that Abu Anas al Muhajir and several fighters shown in the video were from Malaysia, historical operating grounds for Jemaah Islamiyah (JI), which is considered al Qaeda’s branch in the region.
Jeemah Islamiyah also operates in the Philippines, but has suffered defections to the Islamic State. Shortly after Baghdadi’s announcement of the caliphate in 2014, Abu Bakar Bashir, the spiritual leader and co-founder of JI as well as the emir of its offshoot Jemaah Ansharut Tauhid, pledged allegiance to Baghdadi. However, Bashir’s two sons and several other leaders left and formed their own group, Jemaah Ansharusy Syariah. According to the Jakarta Post, more than 50 percent of Bashir’s followers abandoned him and joined Jemaah Ansharusy Syariah. Traditionally, ASG has had ties to al Qaeda. In June 2014, a master ASG bomb maker, who was thought to have been killed in a drone strike in North Waziristan, Pakistan, turned up in the Philippines before being killed last year. The operative, Abdul Basit Usman, was wanted by the US for his involvement in multiple bombings in the Philippines and also had ties to JI. ASG was funded and financed by Mohammed Jamal Khalifa, one of Osama bin Laden’s brother-in-laws, according to Khaddafy Janjalani, the leader of Abu Sayyaf, before he was killed in 2006. Khalifa, an al Qaeda financier and facilitator, was killed by US special operations forces in Madagascar in 2006.
It is unclear how many fighters from ASG followed Hapilon in pledging allegiance to the Islamic State. In hostage videos released last year by ASG, the group made no indication it was holding the hostages on behalf of the Islamic State nor were the videos distributed by official Islamic State channels or media outlets.

At least 22 fighters and one child from the former ASG battalion Jund al Tawhid are shown pledging their allegiance to Islamic State leader Abu Bakr al Baghdadi somewhere in the southern Philippines province of Sulu. Some of the fighters appear to be teenagers, while others are adults. Almost all of the jihadists are equipped with M16 or M4 assault rifles, which were likely captured from Filipino security forces.

Last month, Furat also released a video showing the Ansar al Sharia Battalion and the Marakah al Ansar Battalion pledging to Baghdadi. AFP not granting lumads' demand

THE officials of the Armed Forces of the Philippines (AFP) said that they could not grant the demand of the indigenous people (lumad), who staged a protest Monday in front of their headquarters in Panacan, as it is their duty to serve the communities where the protesters belong.
Deputy Commander Brigadier General Ronnie Evangelista, in an interview with Sun.Star Davao, said that the presence of military in the lumad communities in Kapalong, Compostela Valley, and Bukidnon is due to the command of their leaders to secure the safety of those areas from threats of violence by members of the New People's Army (NPA).
"Sa totoo lang, working in the mountains, is not also that enticing for us as we need to trek kilometers after kilometers of lands but we do it because it is our job. We need to follow the commands of our leaders which is to protect the people there. We are just living with our oath," Evangelista said.
The lumads set up a barricade blocking the busy roads of Panacan last Friday wherein thousands of commuters, who got stuck in the traffic, got angry.
It is considered as a desperate act from more than a thousand of lumads who were spending almost a year now in the UCCP Haran evacuation center.
They ran from their communities which they claim were infested with armies who keep on harassing them.
They are taking shelter in the evacuation camp while waiting for the response of the national government regarding their concern.
The lumads were also joined by a group of small-scale miners from Pantukan, Compostela Valley who allegedly were also victims of the military's torture and harassment.
Acts of violence?
In a statement of 45-year old Joey Evangelista, a Catholic priest who is currently the administrator of the Malita Tagakaulo Mission of the Roman Catholic Diocese in Digos, said that the military who are assigned in the mountains, especially in their area "have a different reputation".
Evangelista is helping Orlando "Kaido" Engo, a Tagakulo farmer in Sitio Matamis, Barangay Demoloc, Malita who was subjected to torture by Sgt. Sandy Batolbatol of the 72nd Infantry Battalion of the Philippine Army.
Kaido said he nearly died from Batolbatol's and four other Scaa (Special Civilian Armed Forces Geographical Unit Active Auxiliary) members' heavy blows using rifle butts, fists, and a huge stick of coffee tree.
Batolbatol and the four Scaas are now placed under arrest by the Commander of 72nd Infantry Battalion at their headquarters at Camp Gen Manuel T Yan Sr, Barangay Tuboran, Mawab, Compostela Valley Province.
They are restricted from barracks to ensure their appearance while the investigation is ongoing.
Names of the four Scaas were withheld until the investigations have clearly established their involvement in the said incident. Due process of law shall be strictly observed in the investigation and when evidence warrant, they will be prosecuted with the full force of military justice, including trial by Courts-Martial. The soldier and the CAAs are subject to military laws.
The command further reiterates that the investigation will not be prejudice and that any investigation that maybe conducted by other agencies and shall make available the soldier and CAAs for such investigation.
Evangelista, in an interview, said that there are no grounds for the lumads to fear going back to their communities even with the military around.
"There is always a black sheep in every group. Those who are caught practicing inhumane acts against the people who we should be protecting instead shall receive the punishment that they deserve," the general concluded.

FORT ANDRES BONIFACIO, Taguig City (DWDD) – The Philippine Army celebrates its 119th Founding Anniversary, March 22, 2016 in a ceremony at the Headquarters Philippine Army in Fort Andres Bonifacio, Taguig City.
The celebration is led by Lt Gen Eduardo Año, Commanding General of the Philippine Army with this year’s theme “Serving the People, Securing the Land.”
President and Armed Force of the Philippines Commander-in-Chief Benigno Aquino III is the Guest of Honor and Speaker.
Recognition was feted select officers, enlisted personnel, stakeholders, Cafgus, Cadets and civilian employees of the organization.
Major General Edmundo R Pangilinan AFP, PMA Class 83, a native of San Leonardo, Nueva Ecija and currently the Commanding General of the 6th Infantry Division, will be receiving the Gawad sa Kapayapaan Award for outstanding services rendered to internal peace and security and valuable contribution in promoting societal understanding and reconciliation in his capacity as Commander of 6ID, PA and concurrent Commander of the Joint Task Force Central (JTFC). With exceptional leadership, managerial acumen and incessant motivation, the 6ID contributed immensely to the attainment of the unprecedented peace and development that now prevails over Central Mindanao. He supported fully the government’s Peace initiatives by working with the office of the Presidential Adviser on Peace Process (OPAPP) and other non-government organizations, international humanitarian organizations and civil society organizations, making sure that the peace mechanisms and programs are implemented, for the benefit of the local populace and for the advancement of peace in the area. He likewise supported the implementation of the Comprehensive Agreement on the Bangsamoro (CAB) through the secure conduct of “Normalization” programs such as the Symbolic Decommissioning of Firearms and Combatants of the Moro Islamic Liberation Front (MILF) last 16 June 2015 at Sultan Kudarat, Maguindanao that was graced by President Benigno Aquino III on 15 June 2015. MALITA, Davao Occidental (DWDD) – An officer assigned in 73IB stationed in Davao Del Sur will receive award from Philippine Army which will be presented by President Benigno S. Aquino tomorrow, March 22, Tuesday during the 119th Anniversary of the Philippine Army to be held at Fort Bonifacio, Metro Manila.
2Lt. Franz Arvin Balmaceda based in Malita, Davao Del Sur will receive Gold Cross Medal, the third highest combat award, for his combat leadership in leading his men on the successful neutralization of seven lawless armed men at Datal Anggas, Alabel, Sarangani Province on February 16, 2015.
The encounter resulted to the recovery of 9 high powered firearms, killing of 7 NPA rebels, three Improvised Explosive Device (IED), subversive documents and other war materials. The encounter eventually led to the surrender of another 13 rebels after pursuit operation was conducted.
On July 2, 2015, Guerilla Front 75 was eventually dissolved by higher headquarters for the severe reduction of its members and firearms and clearing of its influence barangays.
Lt. Col. Ronnie Babac, the Battalion Commander of 73IB, lauded Lt. Balmaceda for his courage in the face of danger. “Lt. Balmaceda displayed the character of a leader worth emulating. Despite being outnumbered, he led his troops to a more vantage position and out maneuvered the armed group that resulted to the success of the operation.” Babac said. CMO 73 IB / MCAG

SPO3 Ezrael D. Lantingan of Alabel Police Station will receive Command Plaque, security sector category while CAA Gregorio Laginan of Datal Anggas, Alabel Patrol Base will received Kagitingan sa Barangay level of Maginoo.
They will be awarded as recognition to their contribution to the success on the campaign of 73Rd Infantry Battalion (73IB) and 1002nd Infantry Brigade (1002Bde) of Philippine Army in Sarangani Province.
SPO2 Lantingan specifically help the 73IB and 1002 brigade on the legal cooperation effort while CAA Lantingan helped on the peace and development efforts in Sarangani province by 73IB and 1002 Brigade.

CAMP GUILLERMO NAKAR, Lucena City – Five (5) soldiers and two (2) civilians were hurt in separate IED explosion perpetrated by NPAs in Bicol over the weekend.
CAMP GUILLERMO NAKAR, Lucena City – Five (5) soldiers and two (2) civilians were hurt in separate IED explosion perpetrated by NPAs in Bicol over the weekend.
In Camarines Norte, four (4) soldiers and two (2) military dependents were hurt when an IED explosion hit a KM450 military truck around 8:30 a.m. today (March 20) along Mahawan-hawan Road in Labo as it traversed its way to Labo Public Market supposedly to buy food provisions of the unit.
The wounded soldiers were identified as: Cpl Reynaldo V. Rivera, Pfc Ricky R. Obina, Pfc Rodelio D. Urbano, Jr and Pfc Carl0n Z. Duriza. The names of the two military dependents were not disclosed for security considerations.
In Sorsogon, Army 2nd Lieutenant Jonathan O. Baay of the 31st Infantry Battalion was hit by fragments from an IED blast during a five (5) minute encounter with 10 NPA rebels during combat operations in Barangays Union and Sangat of Gubat town around 10:15 a.m. Saturday (March 19).
Field units are conducting pursuit operations in connection to the two incidents.
SOLCOM denounces the NPAs use of IEDs as the fragments from its blast are projected over a wide area posing an unpredictable threat and great risks to innocent civilians.

MAHATAO, Batanes (DWDD) – A groundbreaking ceremony for an inter-agency building and a detachment of the Philippine Navy (PN) was held last March 17, 2016 in Mahatao, Batanes.
Defense Secretary Voltaire T. Gazmin, Batanes Representative Henedina Razon-Abad and Vice Governor Ronald A. Aguto led the ceremony and it was witnessed by PN Flag Officer in Command VADM Caesar C Taccad; Undersecretary for Finance Installation and Materiel Fernando I. Manalo; Undersecretary for Civil, Veterans and Retiree Affairs Jesus C. Millan; former Air Force Commanding General and Ivatan Jeffrey F. Delgado.
The project, initiated and proposed by Representative Razon-Abad in 2014, is included in the 2016 GAA budget of the Philippine Navy and amounts to P166.519-M. The detachment will include a naval logistics facility, wharf and beaching areas, small craft facility, and communications and electronics facilities, among others.

MAHATAO, Batanes (DWDD) – A groundbreaking ceremony for an inter-agency building and a detachment of the Philippine Navy (PN) was held last March 17, 2016 in Mahatao, Batanes.
Defense Secretary Voltaire T. Gazmin, Batanes Representative Henedina Razon-Abad and Vice Governor Ronald A. Aguto led the ceremony and it was witnessed by PN Flag Officer in Command VADM Caesar C Taccad; Undersecretary for Finance Installation and Materiel Fernando I. Manalo; Undersecretary for Civil, Veterans and Retiree Affairs Jesus C. Millan; former Air Force Commanding General and Ivatan Jeffrey F. Delgado.
The project, initiated and proposed by Representative Razon-Abad in 2014, is included in the 2016 GAA budget of the Philippine Navy and amounts to P166.519-M. The detachment will include a naval logistics facility, wharf and beaching areas, small craft facility, and communications and electronics facilities, among others.

The Sibugay Bangsamoro Association for Development (SBMAD) conducted a one-day Islamic Symposium for Moro Women Professionals with the theme “Empowering Potential Bangsamoro Women towards Peace and Development” at Alnempco Reception Hall, Poblacion, Alicia, Zamboanga Sibugay on March 19. 2016.
The activity was the first of its kind in Alicia where the participants were mostly Moro Public school teachers who came all the way from other municipalities of Zamboanga-Sibugay province.
Mr. Darwin Matindo, SBMAD Vice President together with some officers facilitated the program.
Aside from enhancing the participants understanding of Islam and the concept of Women empowerment, the activity also aims to update the participants on the peace process between the Philippine Government (GPH) and the Moro Islamic Liberation Front (MILF).
The resource persons were ulama (Islamic Scholars) and peace advocates led by Sheikh Abbas Abdulrazak from Mahad Ibno Uthaimin Islamic Institute, Kabasalan, Zamboanga-Sibugay and Tirso S. Tahir from the Bangsamoro Leadership and Management Institute (BLMI).
As a gesture of support, the Mayor of Alicia Municipality, Zamboanga- Sibugay, Haji Yashier S. Musa attended the forum as special guest.
In his welcome address, Ismael I. Mamiscal, SBMAD President expressed his warm appreciation to Alicia Mayor Musa for recognizing the peace and development initiatives embarked on by SBMAD, to the participants and resource persons who came all the way to attend the program. He expects more viable activities will be conducted by SBMAD in coming months.
Mayor Musa in his message said that “He was grateful to SBMAD for their initiatives in coming up with the activity which he described as very productive and informative where the Moro public school teachers were given the opportunity to ask and clarify some very important issues.
“I am very grateful to the organizers for making this initiative, This is the first of its kind held in our town. I did not expect the organizers to come up with this noble program in our municipality. I am hoping that more similar activities be realized by SBMAD”, Mayor Musa said.
The topic on “The Principles of Muslim women in Islam” was delivered by Sheikh Saeed Hasim, who graduated from Islamic University Madinah Munawwarah, College of Islamic Shariah.
Sheikh Hasim emphasized the Principles of Muslim Women and the concept of women empowerment in Islamic perspective.
The second lecturer was Mr. Tirso S. Tahir, BLMI Research Officer. The centerpiece of his power point presentation was “Empowering the Bangsamoro Women toward Peace and Development”.
“It is imperative upon every Bangsamoro people to know the Bangsamoro narratives, their history as well as their legitimate struggle, and you are in the right position to relate that narratives to your students”, Tahir said.
He also updated the participants on GPH-MILF Peace process and the reasons behind the non-passage of the draft The BBL.
Sheikh Abdulrajak Abbas, who is a graduate of Mutah University, Jordan, College of Islamic Guidance (Da’wah) and the President of Association for Arabic Education and Development lectured on the “Third Pillar of Islam” (Zakat).
He emphasized the fundamental principles of Zakat, its mode of application and the wisdom behind it. “Paying Zakat is an obligation of every abled- Muslims as it is compulsory as Prayer”, Sheikh Abbas stressed.
In the open forum, questions and important issues were answered and clarified.
Ustadz Gomama Mohammad delivered the closing message. He appealed to Moro professionals to share their part in promoting the gains of the peace process and to empower their respective communities not just their students in peace-building endeavor.
He also cited how the early Muslim women participated in building Islamic empire since time immemorial.

“The non-passage of the Bangsamoro Basic Law (BBL) in Congress is a great challenge to every Bangsamoro”, said Mohager Iqbal, Chairman of the Bangsamoro Transition Commission (BTC) during the Peace Advocacy Program held on March 20, 2016 at Barangay Magatos, Kabacan, North Cotabato.
Iqbal who is also the Chairman of the MILF Peace Panel was the guest speaker and centered his speech on the theme “Advocacy on the Bangsamoro Peace Constituency Building”.
On his speech, he recalled the historical background of the Bangsamoro struggle which paved way to open the door for a peace negotiation with hope that this would solve the Bangsamoro problem. He also explained the ups and downs of the journey of the peace negotiations between the Philippine Government and the MILF.
The BTC Chair expressed his sympathy to every Bangsamoro who until this time feels disappointment in the failure of passing the BBL in Congress. He further emphasized that he himself was dismayed with the inconsiderate actions of some members of the Congress.
Iqbal encouraged the Bangsamoro communities to strengthen their ideological, political and organizational aspects and learn not to rely on others help as this would be of great advantage in the quest for a genuine peace in the Bangsamoro Homeland.
He also pointed out that Bangsamoro leaders need to build a strong camaraderie with their members, saying that “a good leader creates more leaders”.
A total of One thousand five hundred Bangsamoro in North Cotabato composed of different committees-BIAF, Political, Information, Da’wah, SWC, Women and other sectors attended the said activity which was spearheaded by the North Cotabato-BIAF and Political Committee.
Also present in the activity was Sheikh Ebrahim Ali, a Commissioner of the BTC.

According to the report of the command of the New People’s Army (NPA)-Front 16, the NPA camp in the mountain area of Jabonga, Agusan del Norte that the 29th IB PA has been bragging as having overrun last March 14, 2016, was a camp abandoned by the Comrades two months ago. The camp was used for gatherings of the NPA Front 16 and their families last Christmas and New Year. Study meetings and trainings were also held there. The items found by the enemy were objects used by the NPA which were hidden and left after the gatherings.
Based on the principle of guerilla warfare and the current level of the people’s war, the NPA does not establish permanent camps or structures. They are mobile to enable them to cover wide areas to launch agrarian revolution, organize the masses, join production work, deliver social services and launch tactical offensives. They only stay for an extended time in one camp for studies and trainings of forces.
It is also the practice of the NPA to clear the camps of structures before leaving. For this reason we were confounded by the statement of the AFP to the media that they found 50 bunkers, a function hall, 20 kitchen and 20 comfort rooms still standing in the camp. We believe that the AFP troops built said structures to show to the media. We call on the media people invited by the AFP to examine said structures whether recent or established for sometime.
The AFP also grossly exaggerated their description of the size of the camp which, according to them, was 10 kilometers wide. In truth, NEMR has never built an NPA camp as big as what was described. By their statement, the AFP itself has belied their past declarations that the NPA in Caraga has greatly decreased in size. It is also a fact that this so called “biggest NPA camp in Caraga” is located in Agusan Norte which they just declared as “conflict manageable and ready for development.” The AFP has also falsely described the camp as located in the quadri-boundary of the provinces of Caraga, as the area is too far from the other provinces.
On another hand, the claim of numerous clashes leading to the “capture” of the camp did not happen as there were no longer any Comrade in the camp. The clashes happened far from the abandoned camp, during the harassments launched by the NPA-Front 16 against the operating troops of the 29th IB which resulted in several casualties from the side of the enemy and damaging their 3 helicopters. These were the reasons why the AFP easily penetrated the camp without any fire fight.
Before the AFP forces entered the abandoned camp, more than a hundred bombs were dropped by bomber planes of the Philippine Air Force and their canons were launched for several days which gravely harassed the Lumads and small miners in the area. The AFP spent so much and greatly harassed the civilians just to satisfy the petty delight of the officials of the 29th IB, 401st Bde and 4th ID PA, for them to be able to show their “success” against the NPA in time for the celebration of their anniversary this March 22.
The latest display of “success” of the officials of the 4th ID and 401st Bde against the NPA-NEMR is but a desperate and frenzied attempt to support their declaration that the 4 provinces of Caraga are “conflict manageable and ready for development.”

China said on Monday agreements by the United States and the Philippines allowing for a US military presence at five Philippine bases raised questions about militarization in the South China Sea.
The United States is keen to boost the military capabilities of East Asian countries and its own regional presence in the face of China's assertive pursuit of territorial claims in the South China Sea, one of the world's busiest trade routes.
The United States and its regional allies have expressed concern that China is militarizing the South China Sea with moves to build airfields and other military facilities on the islands it occupies.
Asked about the base deal, Chinese Foreign Ministry spokeswoman Hua Chunying said that US-Philippine cooperation should not be targeted at any third party nor harm other nations' sovereignty or security interests.
"I also want to point out that recently the US military likes to talk about the so-called militarization of the South China Sea," Hua told a daily news conference.
"Can they then explain, isn't this kind of continued strengthening of military deployments in the South China Sea and areas surrounding it considered militarisation?"
China claims most of the energy-rich waters through which about $5 trillion in ship-borne trade passes every year.
Neighbours Brunei, Malaysia, the Philippines, Taiwan and Vietnam also have claims.
The United States says it takes no sides in the disputes but wants to ensure free navigation through the sea.

China said on Monday agreements by the United States and the Philippines allowing for a US military presence at five Philippine bases raised questions about militarization in the South China Sea.
The United States is keen to boost the military capabilities of East Asian countries and its own regional presence in the face of China's assertive pursuit of territorial claims in the South China Sea, one of the world's busiest trade routes.
The United States and its regional allies have expressed concern that China is militarizing the South China Sea with moves to build airfields and other military facilities on the islands it occupies.
Asked about the base deal, Chinese Foreign Ministry spokeswoman Hua Chunying said that US-Philippine cooperation should not be targeted at any third party nor harm other nations' sovereignty or security interests.
"I also want to point out that recently the US military likes to talk about the so-called militarization of the South China Sea," Hua told a daily news conference.
"Can they then explain, isn't this kind of continued strengthening of military deployments in the South China Sea and areas surrounding it considered militarisation?"

WHILE the United States will be bringing into the country advanced fighter jets, ships and other state-of-the-art military equipment under the Enhanced Defense Cooperation Agreement (Edca), it will not bring in nuclear weapons because of the Constitution’s nuclear-free provision.
Defense Undersecretary Pio Lorenzo Batino, a member of the Philippine panel that negotiated Edca with the US, earlier said that all of the country’s “pertinent laws” and the Charter’s strict provision against nuclear weapons will be strictly followed in the deployment and hosting of American assets.
“While US military assets and equipment will be prepositioned in the country through the selected bases, provisions of the Constitution will be followed and this includes against the hosting of nuclear weapons,” he said.
During the Sixth Strategic Bilateral Dialogue held last week in Washington, D.C., the US and the Philippines agreed on five locations where Manila would temporarily host American troops and their assets and equipment under Edca.
These bases and their locations are Antonio Bautista Air Base in Palawan; Basa Air Base in Pampanga; Fort Magsaysay in Laur, Nueva Ecija; Lumbia Air Base in Cagayan de Oro; and Benito Ebuen Air Base in Mactan, Cebu.
Officials of both countries are now discussing which type of assets and military equipment should be prepositioned in the select bases, along with the type of facilities that would be constructed, although they have admitted earlier that these equipment would include surveillance planes needed to monitor activities in the West Philippine Sea.
Batino said the buildings and other permanent structures that will be built for the use of the visiting American forces “will be automatically owned by the government and, as such, will greatly hasten the development of Philippine military facilities.”
Meanwhile, the US will deploy and use for the first time high-mobility artillery rocket system (Himars) in next month’s Balikatan military exercises, along with 55 various aircraft and at least five warships.
Capt. Celeste Frank Sayson, Balikatan public affairs officer, said the Himars will be involved in the live-fire exercises at Crow Valley in Capas, Tarlac, and later on will be brought to Palawan.
“Part of the live-fire exercises in Crow Valley is the Himars, which is for air protection, it is also an anti-ship warfare, ground warfare asset. Later on it will be brought to Palawan, although it will not be doing some live-fire exercises in Palawan,” he said.
Sayson said that, aside from the Himars, the US will be bringing in aircraft that includes V-22 Ospreys and five warships.
At least 4,904 US soldiers and Marines, and 3,773 Filipino troops will be involved in the two weeks of actual military exercises.

The Philippine Navy will soon have a Fleet-Marine detachment in Rio Hondo, Zamboanga City. Construction for the said detachment was started March 8 in a one-hectare property in the said location.
The detachment will house a pier, helipad, warehouses for disaster requirements, office building and living quarters, accommodation for small boats, gates and other security amenities.
“The Fleet-Marine Detachment Rio Hondo will complement the existing patrol base in the area and ensure maritime interdiction of approaching sea-going lawless elements. The increased naval presence will make barangay Rio Hondo least vulnerable to threat groups,” said former Navy chief, retired Vice Admiral Jesus C. Millan. Millan is now Department of National Defense Undersecretary for Civil, Veteran and Retiree Affairs.
The Navy said Fleet-Marine Detachment Rio Hondo will also serve as a forward base to house disaster relief and rehabilitation teams, supplies and equipment for immediate deployment when necessary.
Current Navy chief, Vice Admiral Caesar C. Taccad said “the establishment of this facility is a proactive measure of the Navy to enhance the preparedness of our disaster teams and emergency responders that would assist the community in times of need.”
Barangay Rio Hondo is one of the sites of the bloody gun battles between the military and the Moro National Liberation Front in September 2013.

The first Filipino made microsatellite PHL-Microsat 1 Diwata is set to launch on Wednesday, March 23, 10 am Philippine time at Cape Canaveral Air Force Station in Florida, USA. Diwata will be part of a resupply flight to the International Space Station (ISS) of Orbital ATK’s unmanned resupply spacecraft Cygnus under the Commercial Resupply Services contract with NASA.
The said spacecraft (Cygnus CRS OA-6) will also deliver ISS crew personal supplies, space gear, laptop, computer hardware, printer, vehicle hardware, cameras, camcorder, cables, and Human Research Program resupply.
The spacecraft will be launched by an Atlas V rocket operated by the Lockheed Martin-Boeing joint venture United Launch Alliance.
Diwata will stay at ISS before finally deploying to space in April.
“DIWATA-1’s delivery to the ISS [is] one step further in the country’s long journey towards developing homegrown science and technology expertise and finally put the Philippines in the list of nations that have the capacity of venturing into space and beyond,” the Department of Science and Technology (DOST) said in a press release as quoted by GMA News Online.
Diwata is approximately 55 centimeters long, 35 cm wide and 55 cm high, weighing some 50 kilograms with four cameras.
Diwata’s receiving station, Philippine Earth Data Resource and Observation (PEDRO), will be based in Subic. Diwata can examine the destruction caused on land by typhoons and rainstorms with an accuracy of up to five meters. It can also be useful in agriculture, forest cover monitoring and national security.
Filipino Master of Science students and scientists worked with Japanese institutions Hokkaido University (HU) and Tohoku University (TU) for the realization of this project.

Revekka Knothess Roperos, 303rd IB Public Information Officer, said the former rebels will also receive psycho-social rehabilitation, livelihood assistance, organic farming experience and skills, which they can use once they are re-integrated, aside from availing of the temporary shelter inside the military camp.
The Halfway House will be inaugurated today at Camp Gerona in Murcia.
In line with the 119th founding anniversary of the Philippine Army, Roperos said a bloodletting activity will be held March 22, also at Camp Gerona, in tandem with other sectors of society, that aims to promote the spirit of bayanihan through the giving of blood, in order to save lives.
Roperos said the series of Army activities in Negros Occidental started Friday, with a summit for the youth designed to transform the young into responsible citizens, and empower them to become future leaders.
A “Bike for Peace” was also held Sunday, from the Provincial Capitol in Bacolod City to the coliseum in Victorias City. A display of the Army's equipment is ongoing in front of the Capitol.
The Army's 119 th founding anniversary tomorrow is on the theme “Serving the people. Securing the land.”

The Army's 3rd Infantry Division renewed its call on remnants of the New People's Army in Negros, Panay, and Central Visayas to embrace peace – and turn their backs from armed violence, as the observance of Lenten season started yesterday.
While observing the Lenten week, Brig. Gen. Harold Cabreros 3ID commander, said NPA rebels can spend time with their families, while reflecting on the violence they are espousing.
Military records show that a total of 306 NPA members in Panay and Negros have abandoned the armed struggle and returned to the folds of the law from 2011 to 2015, an indication that the CPP-NPA continues to lose ground in the region, Cabreros said.
While in the first quarter of this year, 10 NPA members in Panay gave up the armed struggle and turned themselves over to the government authorities, while many others sent surrender feelers, he added.
“With our continued efforts in internal peace and security operations, we are certain that we will sustain the grounds in winning the peace in this part of the country,” Cabreros declared.
“Those who chose the right path are now enjoying a renewed life together with their families and are even productive in their communities as they have availed of the government's Comprehensive Local Integration Program (CLIP)”, he said.
Lt. Col. Rey Tiongson,3ID spokesman, said former rebels may avail of the CLIP where the beneficiaries will receive P15,000 each for financial assistance and P50, 000 worth of livelihood assistance.
Cash incentives also await those who may surrender firearms, such as P200,000 for light machine gun, P50,000 for COLT M16 rifle, P 60,000. for M14 rifle and P40,000 for M203 grenade launcher.
Tiongson said former rebels may also avail of TESDA skills training and other livelihood programs of the government.

Military records show that a total of 306 NPA members in Panay and Negros have abandoned the armed struggle and returned to the folds of the law from 2011 to 2015, an indication that the CPP-NPA continues to lose ground in the region, Cabreros said.
While in the first quarter of this year, 10 NPA members in Panay gave up the armed struggle and turned themselves over to the government authorities, while many others sent surrender feelers, he added.
“With our continued efforts in internal peace and security operations, we are certain that we will sustain the grounds in winning the peace in this part of the country,” Cabreros declared.
“Those who chose the right path are now enjoying a renewed life together with their families and are even productive in their communities as they have availed of the government's Comprehensive Local Integration Program (CLIP)”, he said.
Lt. Col. Rey Tiongson,3ID spokesman, said former rebels may avail of the CLIP where the beneficiaries will receive P15,000 each for financial assistance and P50, 000 worth of livelihood assistance.
Cash incentives also await those who may surrender firearms, such as P200,000 for light machine gun, P50,000 for COLT M16 rifle, P 60,000. for M14 rifle and P40,000 for M203 grenade launcher.
Tiongson said former rebels may also avail of TESDA skills training and other livelihood programs of the government.

The Philippine National Police has offered agricultural plantations, mining industries and other big businesses in Mindanao a win-win solution to stop harassment by the National People’s Army (NPA), which has stepped up attacks against various industries in the region.
In a closed-door meeting between the PNP’s Directorate for Integrated Police Operations (DIPO) in Western and Eastern Mindanao and the private security forces of the industries, authorities introduced a scheme known as Adopt Your Police Station Program, which will deploy adequate police forces in areas threatened by the rebels.
Senior Supt. Daniel Macatlang Jr. of DIPO-Western Mindanao said the scheme was forged between the PNP and businesses to solve atrocities committed against plantations and other businesses in Mindanao.
Under the scheme, business groups can donate about 500 square meters of land in areas regularly harassed or threatened by rebel forces for a PNP police camp to help secure their businesses.
Under the Adopt your Police Station Program, policemen trained for combat operations will be deployed from their Risk Public Safety Battalion (RSBP), the number of personnel depends on the gravity of the threat.
A police force ranging from a platoon to as big as a battalion can be deployed to stop the rebels’ harassment.
The police component includes the SOCO (Scene of the Crime Operatives) to document what happened during the fight to prevent the rebels’ black propaganda.
Macatlang pointed out that private security guards are not combat-trained to fight the rebels but to function other civilian duties.
However, a security manager from a multinational company said, “some industries will not agree to engage the military because of the military’s reputation of being human rights violators.”
He added that allowing the military in their areas will only invite terrorists to make the plantations their battlegrounds.
But other security managers find the scheme a better alternative and more cost effective for industries.
“This is a very good alternative, since we don’t have to hire additional personnel or buy more firearms to organize an organic security force. Adopting a police station looks more viable and sustainable,” a security manager, who requested not to be named for security reasons, said.
Another security manager said the scheme is a win-win solution, since the companies will have more time to focus on production rather than getting worried about their security. The manager said they are augmenting their private security forces by employing [Special CAFGU (Citizens Armed Forces Geographical Unit) Active Auxiliary] (SCAA) because they also encounter the MILF (Moro Islamic Liberation Front) in their production areas.
The manager said it is not easy to maintain SCAA because they are deployed on a permanent basis in their production areas and are very expensive. He said their company spends more than P13 million a year for a force of 100 SCAA personnel, and since the MILF forces are large in their areas, they have to employ a big number of SCAA forces on top of their private security forces.
Problem for decades
Insurgency problem has been a major industry problem in Mindanao in the last five decades. The Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF), commonly referred to as CNN, was reportedly involved in arson, extortion, harassment, black propaganda, infiltration of labor unions and meddling in agribusiness venture agreements.
Of the 52 communist fronts nationwide, 24 are in Eastern Mindanao (46 percent) while the remaining 28 (54 percent) are scattered in the rest of the country.
A couple of years back, the base camp of Sagittarius Mines, Inc. in Tampakan, South Cotabato, then the biggest mining investment, was burned down by rebel forces while its workers were celebrating New Year’s Day.
Last year, the NPAs attacked Mindanao plantations almost on a monthly basis from January until November. They burned heavy equipment, container vans and cargo trucks loaded with bananas in various parts of Mindanao, such as T’boli and Surallah in South Cotabato; Barobo and Lianga in Surigao del Sur; Quezon, Bukidnon; Maco, Compostela Valley; and Maasim, Sarangani Province.
The attacks stopped, probably because of the annual ceasefire agreement during December, but the NPAs stepped up their violent activities against the plantation from late January up to last week.
The attacks covering the period from January 22 to March 15, 2016, have already surpassed the number of attacks for the whole of 2015.
The NPAs burned four Martignani spray trucks, a warehouse inside a packing house compound and other heavy equipment from eight different plantations in Bukidnon, Agusan del Norte, Sarangani and South Cotabato. They have also bombed transmission towers in various parts of Mindanao.
The turbulent situation in Mindanao could stop further expansion of the plantations, at the very least, but it could worsen when industries start packing up and leaving for other countries aiming to grab the lucrative fruit export market in Asia and the Middle East from Mindanao exporters.

President Benigno Aquino 3rd on Monday led the inauguration of the Basilan Circumferential Road amid tight security following Sunday night’s bombing in Sumisip town.
Launched was the 135-kilometer circumferential road project undertaken by the Philippine Army and the Department of Public Works and Highways (DPWH) during the time of President Fidel Ramos in the 1990s.
In his speech, Aquino emphasized the extent of the country’s transformation under Daang Matuwid.
“As always, we stand firm in our commitment that no Filipino—wherever they live or whatever their ethnic, cultural, and religious background—be left behind in our collective pursuit of progress,” Presidential Communications Undersecretary Manuel Quezon 3rd quoted Aquino as saying.
Aquino was accompanied by Gov. Mujiv Hataman of the Autonomous Region in Muslim Mindanao (ARMM) and Gov. Jum Akbar of Basilan province.
The president’s visit comes after a series of bombings and an ambush on soldiers by the Abu Sayyaf late Sunday. One militiaman, Masital Indasal, was slightly injured in the explosion in Sumisip town where Aquino led local officials in the inauguration of the road project.
The circumferential road project was first launched by the military’s Southern Command under the Basilan Task Force but was stalled many times because of rebel attacks.
The P1.83-billion project not only connects all towns of Basilan, but also reduced the travel time from five hours to only two hours, that would make it easy for farmers to transport their products to the markets.
The new road network spans Isabela City, Maluso, Sumisip, Tipo-tipo, Tuburan, and Lamitan City, all in Basilan.
The military also helped construct the road project which was financed through a concessional facility extended by Saudi Arabia.
In 2014, the DPWH accelerated the road development project in Basilan under the so-called Mindanao Roads Improvement Project.
The army said a loan of 75 million Saudi riyals was extended on October 2005 – to revive the road project after being stalled for many years – while the government provided a counterpart fund of P1.118 billion.
The circumferential road project is seen as a major infrastructure initiative to lift Basilan from poverty and bring prosperity to the province as part of the government’s campaign against local terrorism and lawlessness in the area, state media said.
In 2014, six army soldiers who were sent to Sumisip to secure the area for the visit of Hataman and other officials were killed in an attack led by Abu Sayyaf leader Radzmi Jannatul. Among those killed was 2nd Lieutenant Jun Corpuz, platoon leader of the Alpha Company of the 64th Infantry Battalion.
