Philippine National Police Board of Inquiry head and PNP-Criminal Investigation and Detection Group chief Director Benjamin Magalong confirms that one of the sixteen firearms returned by the Moro Islamic Liberation Front was the assault rifle issued to PO1 Joseph Sagonoy.
PO1 Sagonoy was the SAF trooper shown in the viral Mamasapano ‘massacre’ video. This strongly suggests that the person who did the brutal execution of Sagonoy is a member of MILF.
“The Mamasapano tragedy is clearly a massacre, and not a misencounter,” Senator Chiz Escudero said. “Stop calling the Mamasapano tragedy a misencounter, as it is now clear that it was a massacre as revealed by the gruesome video showing how the SAF officers were brutally executed by armed men.”

Philippine Air Force allotted PhP20.2 Million for the purchase of electrical, instrument and fuel system requirements of UH-1 “Huey” helicopter fleet. PAF currently has 20 to 30 commissioned Huey helicopters. While the twenty-one refurbished units acquired by Department of National Defense are now being assembled and tested at Clark Air Force Base in Pampanga.
It can be remembered that 14 out of twenty-one ordered refurbished Bell UH-1 Iroquois or Huey helicopters were delivered as of October last year (4 on July, 10 on October). US based Rice Aircraft Services and Canadian Eagle Copters was contracted by Philippine government to provide 21 units through negotiated procurement after several unsuccessful bidding. The contract price was PhP1.25 billion.

There are 46 SAF members from SAB-6 and eight from the Negros Occidental Police Provincial Office and the Regional Public Safety Battalion who are joining the training, Conag said.
Courses on anti-insurgency, APEC tasking, human rights, K-9 handling, bomb and explosives, and terrorism are to be taken up with the policemen, Conag said.
He said the training will last for seven weeks, or 45 days.

This is despite the perceived “opposition” of Mayor Francis Frederick Palanca to the establishment of a resettlement area for RPA-ABB families in Brgy. Gawahon, Victorias City.
The establishment of resettlement areas for RPA-ABB members and their families is among the requirements for the signing of closure agreement by President Benigno Aquino III.
Undersecretary Ma. Cleofe Gettie Sandoval of the OPAPP, however, said about the problem over the resettlement area in Victorias City, that “From what I understand, the mayor is not opposing, he is to support the program”.
Palanca said in a media interview that he is not against the RPA resettlement site in Victorias City, but not the one located near the eco-park, apparently referring to Brgy. Gawahon, which is a tourist destination area.
EFFECT ON TOURISM
While he wants the families to have a normal life, Palanca said, the establishment of the resettlement area may have an effect on tourism.
Despite the sentiments of Palanca, the Provincial Peace and Order Council chaired by Gov. Alfredo Marañon Jr. unanimously passed a resolution approving the establishment of resettlement areas for former RPA-ABB members. The organization will now be known as Kapatiran, in Brgy. Palampas, San Carlos City, and Brgy. Gawahon in Victorias City.
Originally, the proposed resettlement sites were Brgy. Bagonbon in San Carlos City and Brgy. Celestino Villacin in Cadiz City. However, these were not pushed through because the two barangays are part of the Northern Negros Natural Park.
During the PPOC meeting at the Provincial Capitol Social Hall, presided over by Marañon, Rudyard Hipe, City Legal Officer of Victorias, read the statement of Palanca, that stressed the need for coordination and dialog with the city officials and the community concerned, on the establishment of the resettlement area in Brgy. Gawahon.
SECURITY CONCERNS
Palanca also expressed concern over security in the area, if the establishment of the resettlement area pushes through.
Sandoval said “I think the security sector and the Office of the Governor has already responded to that”.
Veronica Tabara, chairperson of the Rebolusyonaryong Partido ng Manggagawa-Pilipinas, a political arm of the then RPA-ABB, agreed with Palanca on the need to consult the community in the area.
Any sustainability on social-economic integration of the group (RPA-ABB) depends on the support of the community, Tabara, who is the widow of slain former CPP Visayas Commission secretary Arturo Tabara, said.
Palanca also said the proposed area is near the eco-park, that they are developing into an economic zone.
IB ASSURANCE
Col. Jon Aying, 303rd Infantry Brigade commander, however, said they have contingency plans on how to protect the area.
“This will benefit immediately the eco-park”, Aying said.
By strengthening their security measure through the integration of the San Isidro and Canlusong detachments forces in EB Magalona and that of in Gawahon, Victorias City, he said, they will be able to cover more areas, with additional forces of the 6th Regional Public Safety Battalion and 6th Special Action Battalion.
It will be a model of peace and development, Aying said, adding that they are expecting more funds for the re-integration of former RPA-ABB members into the mainstream society.
He said they assure Palanca that the resettlement in the area will further strengthen the security of the eco-park as well as communities around it.
The provincial government is purchasing 96 hectares for a resettlement area from private landowners in Brgy. Gawahon, Victorias City.
Marañon said he is requesting President Aquino that the signing of closure agreement be held in Negros Occidental.
The signing of the peace agreement between the RPA-ABB and the government was held in Salvador Benedicto, Negros Occidental in year 2000.

Tundok, however only exchanged pleasantries and had lunch with the PNP BOI officials before leaving abruptly. The commander declined to be interviewed for the PNP’s investigation.
In an interview with reporters inside the camp, PNP BOI head Police Director Benjamin Magalong said he understood the MILF’s hesitation to be interviewed. The MILF is set to submit its own report on the bloody Mamasapano incident to the Malaysian government, the third party facilitator in peace talks between the Philippine government and the MILF.
Magalong and members of the media entered the camp around 12 noon. Tundok arrived before 2:30 pm, after Magalong and BOI members spoke with Jafaar.

BOI members, led by its chairman Police Director Benjamin Magalong, and MILF vice chairman Ghazali Jaafar entered the MILF’s Camp Darapanan in Maguindanao, Wednesday noon, February 25.

The Mamasapano incident threatens to ruin the peace process between the Aquino government and the MILF and has put in limbo the proposed Bangsamoro law that aims to create an autonomous and powerful region in Mindanao.

Exactly a month after a bloody police operation that shook a nation, police investigators visit ground zero – Mamasapano town, Maguindanao.
In the wee hours of the morning on January 25, 73 troopers of the elite Special Action Force entered this part of the town to neutralize Abdul Basit Usman and Malaysian bomb maker Marwan, one of the United States’ most wanted terrorists.
Marwan is killed but Usman escapes.
The operation came at a price – 3 civilians, 18 Muslim rebels, and 44 of the SAF troopers – slain in what would be one of the bloodiest operations in the PNP’s young history.
Among the casualties: an 8-year-old girl and a 30-year-old farmer.
Members of the PNP’s Board of Inquiry head to the site, hoping to find the remaining pieces of a complicated puzzle that endangered a peace deal, put President Benigno Aquino’s credibility on the line, and exposed weaknesses in the country’s police and military forces.
Officials tour the area where SAF troopers found themselves trapped, where fighters of the Moro Islamic Liberation Front encountered government forces, and where innocent civilians found themselves caught in the fire fight.
Security is tight. BOI officials and members of the media are discouraged from entering certain areas.
In this part of Maguindanao, coordination is always key.
The community is a buzz as investigators tour barangay Tukanalipao.
Life here has normalized, if you call strange visitors, and companies of police and military personnel, normal.
Cellular signal is down. It’s been that way here since SAF troopers entered the town, followed by photos and videos gone viral.
The fields and rivers of Mamasapano are calm, with barely a trace of the carnage that it witnessed only a month ago.
And even as police come closer to a clear, comprehensive picture of what happened January 25, the residents of Mamasapano and nearby areas that are left with even more questions: When the finger-pointing is over and the truth comes out, what happens to the promise of peace?

With the role of MILF fighters in the clash still being investigated, lawmakers have agreed to delay the passage of the proposed law that would expand the autonomous Muslim region in Mindanao, giving it more powers and resources initially under the administration of the MILF.
During extrication operation on January 25, SAF troopers found themselves in an encounter with fighters from the MILF, its breakaway group Bangsamoro Islamic Freedom Fighters (BIFF), and members of private armed groups.
The MILF blamed the heavy toll and what it initially called a “misencounter” on the failure of the PNP to coordinate with the MILF before operating in the area, which was controlled by the MILF and the BIFF.
There is a debate now among policy makers whether an operation against a high value target like Marwan was covered by the requirement for prior coordination under the ceasefire agreement between the government and the MILF.

The PNP has since launched an investigation into the incident. Members of the PNP Board of Inquiry were in Central Mindanao to wrap up their investigation.
On Tuesday, the BOI visited parts of the encounter site in Barangay Tukanalipao, Mamasapano.
On Wednesday, Jafaar escorted the BOI and members of the media to the MILF headquarters in Camp Darapanan, Sultan Kudarat town, Maguindanao.
Police officials were set to speak with MILF 108th base camp commander Wahid Tundok, who later refused to be interviewed by investigators. A month since, the encounter looms over ongoing peace talks between the government and the MILF. It has also put in the spotlight President Benigno Aquino III and his buddy, resigned PNP chief Director General Alan Purisima. Purisima sat in briefings prior to the operation and was giving the President updates on the day of the operation despite his being suspended due to a graft case.
Jafaar admitted that local Muslims were hurt and slighted over anti-Muslim sentiments thrown around in Manila, particularly insinuations at Senate hearings that Muslims cannot be trusted as peace partners.
“Sabi ng mga Muslins, ‘Eh citizens rin kami ng Republic of the Philippines. Bakit kami ginaganito? Wala na ba kaming karapatan?’” Jafaar said. (The Muslims are saying, “We’re also citizens of the Republic of the Philippines. So why are we being treated this way? Don’t we have rights too?)
“Kung may namatay sa SAF, marami ring namatay sa MILF. So tingin nila sa ibang mga senators, itong mga Muslims hindi kabilang sa constituents nila,” he added. (MILF members also died. Some Muslims think that these senators don’t consider them their constituents.)
The MILF leadership has claimed that their fighters died trying to help the SAF fight the BIFF and other armed groups, but a Mindanews interview with one of their ground commanders indicated this might not be the case.
Two senators have withdrawn as co-authors of the BBL while the House of Representatives has postponed all hearings pending its own probe of the Mamasapano incident. Both chambers of Congress are saying the original timetable for the passage of the bill will not be followed anymore, as they will also review the provisions more closely.
Senate hearings on the Mamasapano clash have repeatedly featured heated exchanges between senators and members of the peace panel, the MILF, and even Mindanao officials on the proposed Bangsamoro law.

The MILF leadership has claimed that their fighters died trying to help the SAF fight the BIFF and other armed groups, but a Mindanews interview with one of their ground commanders indicated this might not be the case.
Two senators have withdrawn as co-authors of the BBL while the House of Representatives has postponed all hearings pending its own probe of the Mamasapano incident. Both chambers of Congress are saying the original timetable for the passage of the bill will not be followed anymore, as they will also review the provisions more closely.
Senate hearings on the Mamasapano clash have repeatedly featured heated exchanges between senators and members of the peace panel, the MILF, and even Mindanao officials on the proposed Bangsamoro law.

Lopez added:
"We respect our case. The government policy is to maintain moral high
ground. If we see new developments, we report it to the Department of Foreign
Affairs."
One of the
weakest military's in Asia, the Philippines
filed an international arbitration case against China. It has been a
slow process but, in the words of a former naval officer keeping a close watch
on the case, it is "our best shot."

who fear that it may be too much of wishful thinking, since China 's
artificial islands are already in the advanced stages of development.

Panganiban
The focus has
been on Kagitingan Reef because of concerns that China
is building an airstrip that will change the security dynamics in the region –
it will allow China 's
air assets to be present in a disputed area already dominated by its ships.

Outside the
artificial islands, China
has also been busy in other areas in the West Philippine
Sea .
The DFA confirmed
more Chinese development activities in Mischief (Panganiban) Reef, which was
"taken" by China
from the Philippines
in 1996.
Chinese vessels
also rammed Philippine fishing vessels near Scarborough Shoal in late January,
prompting more protest notes from the Philippines .
There has been no
recent cases of harassment in Ayungin Shoal, said Lopez, but at least two
Chinese Coast Guard ships are circling the area at any given time.
There are at
least 10 fishing vessels all over the West Philippine Sea ,
with Chinese and Vietnamese ships dwarfing Philippine vessels.

SURIGAO CITY, Philippines — The New People’s Army (NPA) is set to release anytime Thursday (Feb. 26) three policemen taken as captives during separate raids in Surigao del Norte in November.
A source from the office of former-Cotabato governor Manny Piñol told the Philippine Daily Inquirer that the NPA would turn the lawmen to Davao City Mayor Rodrigo Duterte in an undisclosed location.
Piñol supports the campaign of Duterte for a shift to a federal system for the Philippines.
Expected to be released are PO1 Jorie Amper, PO3 Democrito Polvosa and PO1 Marichel Contemplo.
The release of the three policemen was supposed to take place last January 18 in deference to Pope Francis’ visit after the rebels twice postponed it, but failed to materialize.
The rebels blamed the military’s alleged refusal to heed the National Democratic Front’s call for a temporary truce.
Amper, assigned with the Malimono town police’s intelligence section, was taken captive at a roadblock manned by NPA in Barangay Tinago of that town on Nov. 12, as he was heading for an assignment.

U.S. special operations troops pulled out of their southern Philippine base Wednesday in a redeployment portrayed as a scaling-down of the American military presence, local military sources said.
The anti-terrorism unit - Joint Special Operations Task Force-Philippines (JSOTF-P) - had been based in country's restive south since 2002, a period that saw Philippine troops fighting rebels such as the al-Qaeda-linked Abu Sayyaf and the Moro Islamic Liberation Front.
Over the years, the unit's strength fell from 600 to 300 troops engaged in intelligence sharing, mission support for Philippines forces, casualty evacuation and logistics.
The unit will be replaced by a smaller, command-level unit at the Armed Forces of the Philippines headquarters in Zamboanga City.
In a flag-lowering ceremony at Camp Navarro in Zamboanga City on Wednesday, U.S. Army Col. Erik Brown said: “For almost 13 years, JSOTF-P is proud to support the Armed Forces of the Philippines and the Philippine National Police. Through many successes and some occasional setbacks, our partnership has grown stronger and deeper over the years.”
The U.S. has a strong military presence in the Philippines but its soldiers are barred from taking part in operations. Despite this ban, Brown said 17 U.S. servicemen lost their lives over 13 years.
Last month, when 44 police commandos were killed in a battle with militants in Maguindanao province, it was alleged that U.S. troops played a role in the combat mission. This was denied by the U.S. although a photograph did emerge of a Caucasian man helping evacuate casualties.

A ranking Abu Sayyaf Leader who is included in the US State Department’s List of Most Wanted Terrorists arrived yesterday morning to attend arraignment hearings in Zamboanga city amid very strict security preparations by authorities.
Khair Mundos, who has a USD1-million reward for his capture, arrived at the Zamboanga City Hall of Justice around 1:00 pm for his scheduled arraignment for Kidnapping with Serious Illegal Detention Charges.
Mundos together with his wife Azra and three other unidentified male individuals are facing charges for the kidnapping of Zamboanguenia nurse Preciosa Feliciano.
Preparations however came to naught after the arraignment was postponed to a later date due to a request from Mundos to be represented by Counsel of his own choosing.
Security officials led by Zamboanga City Police Office Sr. Supt Angelito Casimiro, Zamboanga City Reformatory Center Jail Warden Julius Arro and Marine Battalion Landing Team 1 Commanding Officer Col Ronald Juan personally attended to the security at the Hall of Justice, yesterday.
Security was provided by personnel from the Zamboanga City Police SWAT, Special Action Force 5th Special Action Battalion, Explosives and Ordnance and the Philippine Marines. An Armored Personnel Carrier was parked outside the Hall of Justice.
Security personnel were said to have been patrolling the grounds for two days in preparation for the arrival of Mundos yesterday.
Arraignment proceedings were postponed however after Mundos reportedly asked to be represented by a legal counsel of his own choice and not a court apponted one as provided by law.
Judge Gregorio dela Pena, Presiding Judge of Branch 12 reportedly reset the hearing to March this year.
Mundos was whisked straight from the Hall of Justice to the Zamboanga City International Airport for his flight back to Manila.
Mundos is reportedly a high ranking leader and financier of the Abu Sayyaf Group engaged in the transfer of funds from Al Qaeda to the local terrorist organisation
The funds were reportedly used to finance kidnapping and bombing operations in Mindanao.
He was arrested in the year 2004 on money laundering charges but escaped in the year 2007 from the Kidapawan Provincial Jail.
Mundos was re-arrested on June 11, 2014 near the Ninoy Aquino International Airport.
Aside from kidnapping and serious illegal detention, Mundos is facing Multiple Murder and Frustrated Murder charges under Criminal Case No 551-2007.

Moro Islamic Liberation Front (MILF) chief peace negotiator Mohagher Iqbal insists the group does not have any relations with terrorists, but it can’t say the same for individual members.
At the Senate hearing on Tuesday, Iqbal said allegations that they coddled international terrorist Zulkifli bin Hir alias Marwan are “unfortunate.”
“This is why we are cooperating with the government to the fullest extent so that we can banish these terrorists,” he said.
“Ayaw namin ‘yan, salot ‘yan sa society e,” he added.
Iqbal said, however, that individual members do have relatives with other groups, such as the Abu Sayyaf.
He said the leadership has been telling these members to avoid interacting with them, even if they are relatives.
“But it’s a very difficult situation because they are residing in one community. So it’s difficult to compartmentalize those who are families of Abu Sayyaf, MILF,” he said.
He said the Bangsamoro Basic Law (BBL) will provide the MILF with a legal personality to bring these people to justice.
Meanwhile, GPH-Ad Hoc Joint Action Group (AHJAG) chairman BGen. Manolito Orense believes the mechanism put in place by the government and the MILF to respond to terrorism is working.
AHJAG responds to criminality and terrorism, especially in areas where MILF members are staying.
“I have seen the evolution of war and peace” especially in Maguindanao, he said. Orense saw his career grow in Maguindanao from his days as a young lieutenant to being the head of the AHJAG.
Orense, who fought the MILF prior to the peace talks, said he has seen many lives lost and properties damaged.
He said the peace talks have allowed the people in Mindanao to focus on their livelihoods sans the fear of conflict between soldiers and members of the MILF.
Before, residents ran away after seeing government soldiers, he added.
He said government soldiers who would be the first say they don’t want war.
“We have invested a lot for peace. The mechanisms we have in place are actually working and we’re trying hard to make it work. We see this further developing in the future,” he said.

The commander of the Japan Maritime Self-Defense Force arrived in the Philippines on Monday for a four-day visit that includes meetings with defense and military officials, and a scheduled tour at a military camp close to the South China Sea, officials said Tuesday.
Lt. Col. Harold Cabunoc, public affairs officer of the Philippine military, said Adm. Tomohisa Takei first met with Lt. Gen. Virgilio Doming, deputy chief of staff of the Armed Forces of the Philippines, on Tuesday morning and they "discussed concerns on maritime domain awareness and challenges" in the South China Sea.
Like the Philippines on the South China Sea, Japan is embroiled in territorial disputes with China over the Senkaku Islands in the East China Sea.
"They also expressed mutual interests in conducting bilateral naval exercises and disaster response operations in the future," Cabunoc said.
Takei later met with Philippine Defense Undersecretary Honorio Azcueta and with Philippine Navy chief Vice Adm. Jesus Millan.
According to Millan, Takei's visit is aimed at exploring "possible navy-to-navy interactions under the framework of the new memorandum on defense cooperation and exchanges between" the defense ministries of the Philippines and Japan signed in late January.
"What we discussed are more on future interactions to develop our capacity and capability, more on training, ship visits and technical assistance or consultations," Millan said.
They also tackled their participation in the Western Pacific Naval Symposium that the Philippine Navy will host in April 2015 in Manila, as well as their promotion of cooperation in maritime security using the Code for Unplanned Encounters at Sea.
Millan said he also thanked Takei for the help and prompt assistance of the Japan Self-Defense Forces to the Philippines after it was struck by super typhoon Haiyan in November 2013.
On Wednesday, Takei is scheduled to visit Philippine military camps on the central Philippine island of Palawan close to the South China Sea, where a number of reefs, atolls, shoals and islets are hotly contested by the Philippines and China, as well as Taiwan, Brunei, Malaysia and Vietnam.
Sources said Takei will go to the Armed Forces Western Command in the island's Puerto Princesa City, the Philippine Naval Forces Western Command in Ulugan Bay facing the South China Sea, and nearby Oyster Bay where another Navy facility is being developed.
Takei will end his Philippine visit on Thursday.

The Communist Party of the Philippines (CPP) today urged the Filipino people to denounce the policy of secrecy adopted by the Senate regarding US involvement in the Mamasapano operation.
At the last day of the Senate public hearings yesterday, the large part played by the US military in the inception, training, provision of equipment and conduct of the police operation to liquidate Zulkifli Bin Hir (Marwan) in Mamasapano was revealed through PNP Dir. Getulio Napeñas’ testimony. Napeñas said the “intelligence packet” on Marwan was provided by the US military.
While the police general insisted that no US troops joined the ground operation, he did not counter the statement by Sen. Ralph Recto that US military officers were with him at their tactical command post in Shariff Aguak and provided him real-time video feeds from drones flying over the area.
Further discussions on the matter were, however, cut short by the Senate committee, citing “diplomatic and security” implications.
The CPP decried the Senate policy of secrecy over matters involving the US military. “Claimed diplomatic and security implications are not at par with considerations of national sovereignty, especially in a situation where a foreign military force is apparently able to exert operational and doctrinal influence over the local police and military or some of its units.”
“The information revealed yesterday confirm that the US military was deeply involved in the Mamasapano operation, countering earlier claims by Aquino’s foreign affairs officials that the operation was ‘100% Filipino’,” said the CPP. “Aquino and his officials have long been lying to hide the involvement of the US.”
“US involvement in the Mamasapano operation constitutes grave violations of Philippine sovereignty at various levels including the conduct of intelligence and surveillance operations, the operation of aerial drones for surveillance, the provision of training and equipment, interference in the conduct and command of the operations, and so on,” added the CPP. The CPP also cited testimonies by local witnesses that at least one Caucasian trooper was seen among the police casualties.
The CPP further urged the Filipino people to rise up in protest against the planned Balikatan exercises on April 5-17 which serves as cover for continuing US military intervention in the Philippines and will lead to more cases of military interference and violations of Philippine sovereignty as in the case of US involvement in the Mamasapano operation.
“The annual Balikatan exercises are nothing but a cover for US military interventionism,” said the CPP. “So-called interoperability is nothing but a euphemism for enabling the US military to mobilize the AFP and PNP for its military operations, as in the case of the Mamasapano operation last January 25.”

OFFICERS from U.S. Embassy Manila met with student leaders from Notre Dame College in Jolo to promote the Young Southeast Asian Leaders Initiative (YSEALI) and discuss other youth programs offered by the Embassy.
Launched in 2013, YSEALI is U.S. President Barack Obama’s signature program to strengthen leadership development and networking in Southeast Asia.
Programs and engagements include U.S. educational and cultural exchanges, project-funding, competitions, networking, and international and regional activities that revolve around the themes on the environment, education, civic engagement, and economic development.

PERSONNEL of the Mati City Police Station and soldiers from 701st Infantry Brigade received recognition on Tuesday for successfully defending the precinct from New People’s Army attack last Feb. 15.
Chief. Supt. Wendy G. Rosario, regional police director, handed out medals to 39 awardees during a simple ceremony in Maty City Police Station.
In his speech, Rosario cited proper cooperation and coordination between the police and military to fend off the attack.
“Let us therefore continue our vigilance and strengthen our information gathering not only against the armed group but also against criminality so that we can preserve peace in our area of responsibility,” Rosario said.
Twenty-three police officers received Medalya ng Kadakilaan (PNP heroism medal) from Provincial Public Safety Company, led by Sr. Inspector Cinelo N. Solaña III, while 16 received Medalya ng Kagalingan (PNP Merit of Medal) from Mati Police Station, led by Supt. Benito O. Recopuerto.
They were given recognition for their bravery, heroism by gallantry in defending Mati Police station.
Eighteen soldiers from 701st Infantry Brigade were given the military merit medal for helping the police in the gunbattle which resulted to the arrest of Guerilla Front 18 leader Prince Wendel Olefernes.
Meanwhile, PO3 Danilo Babao also received Medalya ng Kagalingan and Medalya ng Sugatang Magiting by Rosario who visited him yesterday in Southern Philippines Medical Center.

MILF 118th base commander Wahid Tundok turned up and met with BOI chair Director Benjamin Magalong but also declined to be interviewed.
Tundok is the MILF commander who helped broker a ceasefire with the government forces to halt the gunfight during the Mamasapano clash.
Magalong said there was nothing to worry about even if the MILF commanders refused to be interviewed.
“Hindi naman talaga malaki yung considerable impact sa ating investigation. Mayroon lang kaming gusto malaman lang sa side ng MILF na makakatulong ng kaunti sa mga ibang gray areas,” he said.

Magalong was able to interview MILF Vice Chair for Political Affairs si Ghazali Jaafar at their stronghold in Camp Darapanan.
“Ang tinanong sa akin hindi only confined in the Mamasapano incident. Maraming bagay kaugnay sa peace process,” Jaafar said.
The BOI has collected over 400 sword statements from various individuals involved in the Mamasapano clash including that of resigned PNP chief Director-General Alan Purisima said to be calling the shots during the operation.
Still, Magalong said it would greatly help if President Benigno Aquino III and Interior Secretary Mar Roxas also submitted their sworn statements.
But even if they don't, he said their report would still be completed.
“Sa tingin ko very comprehensive din 'yung aming investigation. Siyempre may mga limitations katulad niyan yung mga hindi mo makuha 'yung mga information na gusto mo makuha sa MILF at sa key personalities pero overall sa tingin ko very comprehensive 'yung aming report,” Magalong said.
The BOI's investigation on the Mamasapano clash where 44 police commandos were killed during a massive operation to neutralize high priority targets is expected to conclude next week.
Meanwhile, the MILF's own seven-man investigation team also probing the incident is also said to conclude soon but will be submitted to the Malaysian facilitator as stated in the peace talks process they agreed with the Government.

Oplan Exodus included a profile or a target analysis of Baco. It said that he was also an expert bomb-maker and a member of Southeast Asian militant terrorist organization Jemaah Islamiyah. He was wanted for kidnapping two people in Sabah, Malaysia.
Security expert Rommel Banlaoi also explained that in the organizational structure of Mindanao-based terrorist group Khilafa Islamiya, Usman is under Marwan, leading a group in South Cotabato, Sultan Kudarat, and Maguindanao. Meanwhile, Baco is also under Marwan, leading a group in Metro Manila.

Retaliation
Former PNP intelligence officer retired Chief Supt. Rodolfo "Boogie" Mendoza also revealed that he once received reports that Baco was in Manila last year.
"Itong si Amin Baco kasi meron nga tayong na-monitor last year na nandito 'yan. Siyempre cause for concern 'yan kasi hindi naman natin alam kung ano ang misyon niya," he said.
During Oplan Exodus, SAF troopers only managed to kill Marwan before got into a firefight against Moro groups. Usman and Baco remain at large.
Mendoza said that the two terrorists could be in Sulu or even Metro Manila.
"'Yung Isnilon Hapilon (Sulu) na group ay talagang contact nila. Mayroon silang tactical alliances doon. Puwedeng puntahan niya Metro Manila. Kasi in the past, we have monitored Usman here," he said.
Although Marwan is already dead, Mendoza reminded to practice constant vigilance as his comrades like Usman and Baco may be brewing on something to get the confidence of their foreign donors.
"Kasi kung hindi sila kikilos, magiging dormant sila. Siyempre 'yung attempt nila na kumonekta o mag-align sa ISIS (Islamic State of Iraq and Syria) will be put into questionable situation. Bakit hindi sila makagalaw? Maaapektuhan ang funding request nila," he said.

The Philippine government, through the Department of Foreign Affairs (DFA), received the amount of P87,033,570. 71 ($1.97 M) as compensation for the damages incurred when the USS Guardian crushed some parts of the Tubbataha Reef Park last January 13, 2013.
A rough estimate of the permanent damage to the UNESCO World Heritage Site may reach up P737.8 million ($16.8 million) to P1.2 billion ($27 million), but US only paid 7.3% – 11.73%.
“The damage of the US government is colossal. No monetary amount can essentially compensate the destruction of natural resources which actually takes thousands of years to form. The US should pay more to at least alleviate the downtrodden reefs,” College Editors Guild of the Philippines (CEGP) National President Marc Lino Abila said.
The Guild contends this issue scores beyond accidental damages. “The issue of the destructed Tubbataha is an issue of national sovereignty. If not for the presence of the US military, the major portions of Tubbataha Reef should have been intact till now,” Abila further commented.
Furthermore, the CEGP calls that US compensation should directly proceed to the rehabilitation process of the reef area which is considered as ‘crown jewel of the Philippine seas.’
“Our only logical step to protect the environment and to uphold national sovereignty is to terminate all unilateral treaties that support foreign military presence. All US armed forces must be evicted out of this country to fully achieve a national democracy,” Abila ended.
CEGP is the oldest, broadest, and only-existing alliance of tertiary student publications in the Asia-Pacific region.

Moro Islamic Liberation Front (MILF) chief negotiator Mohagher Iqbal on Wednesday gave another reason why he believes they are not behind the killing of a Special Action Force (SAF) trooper captured on video.
Iqbal insisted the MILF was not behind the cold-blooded killing of the SAF trooper, identified as PO1 Joseph Sagonoy, noting that one of the firearms seen being looted in the viral video did not end up in their hands.
''The one who shot the wounded SAF commando and the one who took the video were not from MILF. One evidence, in as far as video is concerned, is we never captured a B90,'' Iqbal told ANC's Headstart.
The viral video intensified public outrage over the bloody police raid, with some calling for the government to fully abandon peace talks with the MILF.
The Mamasapano raid, where 44 SF troopers were killed by the MILF and other groups, affected public support for the Moro group's aspiration of establishing an autonomous region in Mindanao.
Also complicating the situation is the issue of chain of command: resigned Philippine National Police (PNP) chief Alan Purisima took control of the operation despite his suspension at that time, and left important police and military officials out of the loop.
MARWAN
The raid, dubbed Operation Plan: Exodus, was launched to capture Malaysian bomb-maker Zulkifil bin Hir alias Marwan.
It has been alleged that the international terrorist was slain by SAF troopers in MILF-controlled territory. Iqbal has repeatedly denied this.
''It's a mixed area. Nandoon ang pamilya ng BIFF (Bangsamoro Islamic Freedom Fighters), MILF, and private armies. Community po, kaya you cannot compartmentalize the movement of people,'' he said.
However, when asked about the possibility of some MILF members or sympathizers coddling Marwan, Iqbal said his group, just like the Philippine government, does not have full control over its constituents.
''Libo-libo iyan, ang dami ng myembro namin. I cannot say with certainty na wala sa miyembro namin ang nakakausap (si Marwan). Pero organizationally at saka sa mga commanders namin, walang ugnayan kay Marwan,'' he said.
Iqbal said anyone within the MILF found to be coddling terrorists ''will be subject to our internal law."
''We have not punished anyone because there was no evidence that someone from MILF was coddling Marwan."
UN INTERVENTION
Amid claims of a whitewash in the investigations of the MILF and the PNP, Iqbal said the best entity to probe the January 25 incident is an independent third party.
Iqbal said there are already established mechanisms that can address the situation, such as the Third Party Monitoring Team.
He said the Transitional Justice and Reconciliation Commission headed by Mo Bleeker can also look into the incident.
He added the United Nations has also expressed openness to intervening.
''Although we don’t pursue this proposal, the UN can come in. I've already talked to one UN official here in Manila and interesado sila, kaya lang sabi nila [only] if there is a request from the government and the MILF, they can pursue the case,'' he said.
