The Commission on Human Rights (CHR) defended dismissed Philippine Military Academy (PMA) Cadet 1st Class Jeff Aldrin Cudia as it recommended criminal and administrative charges against the school's Honor Committee.
In a radio report on Wednesday, CHR chairperson Loretta Ann "Etta" Rosales said that the high-performing cadet was "not guilty" of PMA honor violations as he did not intend to deceive his instructors in stating his reason for tardiness in class.
Cudia was accused of lying, a breach of the PMA Honor Code subjecting him to a penalty of dismissal. The decision was made by the academy's Honor Committee consisting of Cudia's co-cadets, who are now members of the Armed Forces of the Philippines after graduating last March.
Rosales, who presented the agency's final report to the media, said that members of the committee should be sued for perjury.
The human rights advocate also criticized PMA's handling of Cudia's case and subsequent discharging for compromising the cadet's future as well as failing to execute due process.
Cudia was similarly recommended to be declared an alumnus of the academy and be confirmed as graduate.
The case of Cudia, who ranked second in the PMA "Siklab Diwa" Class of 2014, broke out in social media after his sister posted his story on her Facebook timeline.
Anavee Cudia protested PMA's unfair treatment of her brother when it decided to force him out of the academy for being two minutes tardy in a class and purportedly "lying" about it.
Cudia's status of being "dismissed" was changed to being "on leave" after an appeal of CHR.
His family also filed a petition before the Supreme Court pleading for a status quo ante order to stop the PMA Honor Committee's resolution to kick out Cudia from the Baguio City-based institution.

After being kept under wraps for weeks leading to its signing, a copy of the controversial Enhanced Defense Cooperation Agreement (EDCA) has finally been released by the government.
A soft copy of the 10-page document was posted in the Official Gazette website on Tuesday afternoon.
EDCA grants the United States forces access to Philippine military facilities for the next 10 years.
It includes the following provisions:
1. It clearly states that the United States will not establish permanent military presence and bases in the Philippines.
2. The agreement is meant to promote the Armed Forces of the Philippines’ (AFP) modernization while “helping maintain and develop additional maritime security, maritime domain awareness, and humanitarian assistance and disaster relief capabilities.”
3. It gives US forces access to “agreed locations” on a rotational basis for “security cooperation exercises; joint and combined training activities; humanitarian assistance and disaster relief activities.” The activities may include “training; transit; support and related activities; refueling of aircraft; bunkering of vessels; temporary maintenance of vehicles, vessels and aircraft; temporary accommodation of personnel; communications; prepositioning of equipment, supplies and materiel; deploying forces and materiel; and other such other activities.”
4. Agreed locations will be made available without rental or similar costs. However, payment for the use of water, electricity and other public utilities will be shared prorate.
5. US is allowed to have “operational control” of agreed location “to make alterations and improvements.” But they shall consult with the other Party on the said issues.
6. US is authorized to store defense equipment, supplies and prepositioned materiel at agreed locations. They shall notify the AFP in advance on the quantity and delivery schedules. US forces and US contractors “shall have unimpeded access to agreed locations for all matters relating to the prepositioning and storage” of defense equipment, etc.
7. Prepositioned materiel will be for exclusive use of the US forces.
8. The prepositioned materiel shall not include nuclear weapons.
9. The Philippines shall retain ownership of Agreed Locations.
10. US shall return agreed locations to the Philippines once no longer required. “The Parties of the Designated Authorities shall consult regarding the terms of return of any Agreed Locations, including possible compensation for improvements or construction. Permanent buildings constructed by US forces become property of the Philippines but shall be used by US “until no longer required by United States forces.” US will retain title to moveable properties imported or acquired by US in the Philippines.
11. The Philippines will retain primary responsibility for security of agreed locations but US forces may exercise “all rights and authorities” in agreed locations for their operational control or defense.
12. Resolution of disputes on the EDCA shall be resolved between the two countries. It “shall not be referred to any national or international court, tribunal, or other similar body, or to any third party for settlement, unless otherwise agreed by the Parties.”

CPP: Statement on the US-RP Enhanced Defense Cooperation Agreement (EDCA)

The Communist Party of the Philippines (CPP) roundly condemns the signing of the Enhanced Defense Cooperation Agreement (EDCA) by the officials of the US and Philippine governments last Monday. The signing of the agreement was an act of extreme servility by the puppet Aquino regime.
Aquino rushed the signing of the agreement in order to offer it as a gift to the visiting US imperialist chieftain Barack Obama, even if it had yet to show the Filipino people the final text of the document. Indeed, Aquino’s master, Obama, is very pleased with the agreement.
Officials of the US and Aquino regimes have gone the lengths to make it appear that the EDCA is neither a military bases agreement, nor does it violate the 1987 Philippine constitution. Their carefully worded statements, however, merely seek to deceive the Filipino people in order not to arouse their sense of patriotism and provoke resistance.
But no amount of deceptive propaganda can conceal the basic fact that the US military forces will have access to so-called “Agreed Locations” within the camps of the Philippine armed forces where they can build and make use of necessary facilities, dock their warships, land their jetfighters, operate their drones and preposition their war materiĆ©l.
The EDCA merely formalizes the military basing arrangement where US military forces under the 700-strong Joint Special Operations Task Force-Philippines (JSOTF-P) have maintained their exclusive headquarters within Camp Navarro in Zamboanga City since 2003. While the JSOTF-P headquarters formally remain under the authority of the AFP, these have, in practice, been inaccessible to Philippine military officials. That the EDCA-specified “Agreed Locations” will remain under the jurisdiction of Philippine officials is mere tokenism.
The Aquino regime and the US embassy are engaging in a play of words when they claim that the EDCA will not pave the way for permanent US military presence, and that US soldiers in the Philippines are merely on rotation. The fact is, there has been an endless inflow and outflow of US soldiers and vessels “on rotation” for joint military exercises and so-called “routine port calls.”
It is estimated that as many as 3,000-4,000 US troops are being “rotated” in the Philippines, either on land or sailing within Philippine territorial waters. While US troops and their vessels are “on rotation,” the presence of the US military in the Philippines has been, in fact, permanent.
The Aquino regime hopes to generate support for the EDCA by claiming that it will help strengthen its claims in the maritime disputes in the South China Sea. The US government, however, has made it clear that it does not and will not take sides on the conflicting claims between the Philippines and China.
At this point of its strategic relations with China, the US has chosen to avoid antagonizing China and is more interested in pushing China to allow bigger freedom for US investors in that country. The US maintains its presence in the South China Sea, not so much to help the Philippines in its claims, but to ensure the passage of US surplus goods and project power in order to dissuade and contain China’s growth as a military power.
Aquino claims that the EDCA will help the Philippines assert its territorial claims. The EDCA claims it will help modernize the AFP. The fact is, the AFP will be “modernized” only to the extent that the US needs it to be upgraded in order to serve “interoperability” with the US military. The US needs upgraded AFP facilities to enable the latter to host large US aircraft carriers, Ospreys, drones and the like.
US national interests are completely different from those of the Philippines. The US military will act in accordance with, and in pursuit of, US national interests, not in defense of Philippine national interests.
In signing the agreement, the Aquino regime has practically surrendered Philippine national interests by further binding Philippine foreign policy to US foreign policy. The EDCA further reinforces the international status of the Philippines as a mere pawn of the US military. As such, it is less able to exercise independence in forging international diplomatic and economic relations in accordance with its national interests.
Because the Aquino regime has chosen to become a pawn of the US military, it is incable of expanding and enhancing its relations with countries which are not allied with the US imperialist camp. The potential for expanding Philippine economic relations with other countries has become further limited with the signing of the EDCA.
The claims by Aquino’s economic officials and local big business that military ties with the US are crucial to Philippine economic growth is a big lie. On the contrary, over a century of serving US military interests has perpetuated economic backwardness and dependence on foreign debt and capital and subjected the country to foreign economic plunder.
It is the US government and military that benefit from the EDCA. It serves the US government’s strategic “Asia pivot” plan declared in 2011 which involves the deployment of up to 60% of US overseas naval and other military forces to the Asia-Pacific region. The Obama government’s plan to increase US economic and military presence in the region is crucial in its effort to overcome the prolonged economic recession which started in 2008.
The Filipino people will not benefit from the EDCA. It is a further mockery of Philippine national independence and perpetuates the status of the Philippines as a US semicolony.
The Filipino people must stand up and raise high the banner of national freedom. They must vigorously oppose the EDCA and demand its abrogation. They must also demand the abrogation of the 1951 Mutual Defense Treaty and the 1998 Visiting Forces Agreement and demand the pullout of all US troops from the Philippines.
The struggle against the EDCA must be carried out in line with the overall struggle to achieve national and social liberation. Only by overthrowing the US puppets that perpetuate US neocolonial rule can the Philippines effectively assert national independence, defend its land and sea territories, advance an independent foreign policy and achieve economic modernization, genuine democracy and social justice.

The potential for expanding Philippine economic relations with other countries has become further limited with the signing of the EDCA.
The claims by Aquino’s economic officials and local big business that military ties with the US are crucial to Philippine economic growth is a big lie. On the contrary, over a century of serving US military interests has perpetuated economic backwardness and dependence on foreign debt and capital and subjected the country to foreign economic plunder.
It is the US government and military that benefit from the EDCA. It serves the US government’s strategic “Asia pivot” plan declared in 2011 which involves the deployment of up to 60% of US overseas naval and other military forces to the Asia-Pacific region. The Obama government’s plan to increase US economic and military presence in the region is crucial in its effort to overcome the prolonged economic recession which started in 2008.
The Filipino people will not benefit from the EDCA. It is a further mockery of Philippine national independence and perpetuates the status of the Philippines as a US semicolony.
The Filipino people must stand up and raise high the banner of national freedom. They must vigorously oppose the EDCA and demand its abrogation. They must also demand the abrogation of the 1951 Mutual Defense Treaty and the 1998 Visiting Forces Agreement and demand the pullout of all US troops from the Philippines.
The struggle against the EDCA must be carried out in line with the overall struggle to achieve national and social liberation. Only by overthrowing the US puppets that perpetuate US neocolonial rule can the Philippines effectively assert national independence, defend its land and sea territories, advance an independent foreign policy and achieve economic modernization, genuine democracy and social justice.

Newly-installed battalion commanders of the 67th and 28th Infantry Battalion assigned here in the province vowed to continue the Philippine Army’s efforts in peace and development as their immediate predecessor passed the torch of command to them Friday, April 25.
Lt. Col. Micheal Banua and Lt. Col. Benjamin Daniel Tianco assumed command of the 67th and 28th IB respectively, vowing to preserve and uphold the peace and development in the province for which they were entrusted to protect.
Officiated by Major General Ariel Bernardo, the change of command ceremony relinquished outgoing commanders of the 67th and 28th Infantry Battalions, Lt. Col. Krishnamurti Mortela and Lt. Col. Francisco Lorenzo, Jr. respectively, culminating their stint as commanding officers for one year and nine months.
While saddened by the exit of the battalion commanders, Governor Corazon N. Malanyaon said she is also happy as the two commanders will step up the ladder of their professional careers and would embark on another challenging mission.
“Let us be consoled by the thought that we need to share leaders like them to benefit more. They have done their part for Davao Oriental, and now both have to move on to be of service to others,” she said.
Both outgoing commanders have exhibited excellence in their service, contributing a great deal to the welfare of the people as far as peace and order is concerned.
Major General Bernardo commended LTC Mortela, whose career highlights have included taking over command of the Incident Command Post in Baganga at the height of the emergency relief operations up to the rehabilitation after typhoon Pablo severely hit the three municipalities of the province.
“The most fulfilling part of my journey here [in the province] is my ‘Pablo’ experience,” he said saying it allowed him to rise in whatever way he can to help communities. He said his actions were prompted not only by his responsibility as a leader but also his moral obligations as a human being in serving another.
Aside from that, highlighting his stint as battalion commander is the clearing of all barangays under his watch from enemy influence along with the surrender of a number of rebels, which had helped led the province to be declared as insurgency-free.
“To me, I did my best to be there to where and when I was needed. I shall bring all these learning with me,” he said while vowed to continue supporting the province in to whatever way he can to preserve the peace in the province.
Meanwhile, LTC Francisco Lorenzo, Jr. thanked his troop in the 28th IB who helped him fulfill his duties at the time of his tenure as the battalion’s chief officer.
Like his counterpart in 67th infantry battalion, LTC Lorenzo is a staunch advocate of the Internal Peace and Security-Bayanihan Program of the Philippine Army locally implemented as the Peace and Development Outreach Program (PDOP). Under his watch, the battalion successfully stopped many enemy operations as well as added more number to the list of rebel returnees.
Through the PDOP, the Philippine Army immerse into communities not only to guard them against enemy influences but to be part of these communities’ development through the implementation of different programs such as agriculture and livelihood, health, infrastructure, among many others.

Mayor Rodrigo Duterte urged government troops to pull out from the hinterlands of Talaingod, Davao del Norte to give a semblance of normalcy for the indigenous peoples especially those who evacuated from the area to return to their homes.
He issued the call in an interaction with the affected communities in the presence of Governor Rodolfo Del Rosario, chair of the Regional Peace and Order Council 11and top military commanders in the area.
Duterte stressed that normalcy must be attained as soon as possible.
He said that in Talaingod, the soldiers must stay at a distance so that the evacuees can go back to their homes.
Duterte assured food and transportation to the 39 families of indigenous peoples who are returning back to Talaingod.
He also revealed that the rebels also asked him to intervene due to the evacuation of residents.
Duterte said he also prodded the rebels to also leave the hinterlands of Talaingod to ease the lives of the indigenous peoples and speed up the return to normalcy.
He said that in Paquibato District, the soldiers can stay but must avoid using schools and barangay halls as their quarters.
Duterte said it is improper for soldiers to use schools and barangay halls as their dwelling especially many houses are situated near public buildings and children and residents might be hit by the crossfire during encounters.
“Soldiers must stay at a safe distance. It is common sense,” he said.
Duterte said he will a call a dialogue between the military and the barangay chairs in Paquibato District to come up with the modalities in handling the security situation in the area.
He explained that the soldiers are still needed in Paquibato District to prevent the entry of illegal activities like mining and logging.
However, Duterte discouraged the soldiers from conducting activities without the coordination with the barangay chairs to avoid suspicion and fear among the residents.
“Stop accosting people,” he said.

Coloma, who was present during the bilateral meeting between President Benigno S. Aquino III and US President Barack Obama on Monday, said the US leader vowed to assist the Philippines in creating the National Coast Watch Center (NCWC).
The NCWC is an inter-agency mechanism which aims to enhance maritime border security, as well as in governing the country’s maritime domain, pursuant to Executive Order 57 issued in September 2011.
Coloma said Obama likewise expressed his desire to promote enhanced maritime information-sharing with its allies—the Philippines, Japan, and Australia -- to easily manage maritime conflicts and disputes.
Obama, who arrived in the Philippines for a two-day state visit, said the newly signed Enhanced Defense Cooperation Agreement (EDCA) between the Philippines and the US will benefit the two countries, particularly on military readiness and response to calamities.
The goal of the agreement is to build Philippine capacity in training and in coordination, he said in a joint press conference with President Aquino in Malacanang on Monday.
He added that the EDCA not only concentrates on maritime security, but also on enhancing the two countries’ capabilities in responding to natural disasters.
Defense Minister Voltaire Gazmin and US Ambassador Philip Goldberg on Monday morning signed the 10-year agreement that will allow for the enhanced rotational presence of U.S. forces at agreed locations in the Philippines, subject to the mutual agreement of the parties.

“If some people choose to avail of judicial processes to question the agreement’s constitutionality, the government is prepared to defend the EDCA,” Presidential Spokesperson Edwin Lacierda told reporters in a press briefing.
Senator Miriam Defensor-Santiago has criticized President Benigno S. Aquino III for allowing the signing of the agreement, saying the Senate and the Executive Branch are supposed to share the power to make treaties.
Santiago was
also quoted by press reports as saying that the signing of EDCA will strain
Philippine-Chinese relations.
According to news reports, former Senator Joker Arroyo said the Senate should have been consulted before the signing of the EDCA.
Arroyo further commented that thePhilippines has nothing to gain
from the agreement.

This was the shared statement of key officials of the Philippine Army, the Philippine National Police (PNP) and the provincial government during a press conference Wednesday at the Capitol, days ahead of the May 7 grand affair at which Negros Oriental shall be officially declared “conflict manageable and development ready.”
The term “conflict manageable and development ready” has been coined in reference to the reduction of the insurgency problem in the province to an insignificant level such that the civilian government will now take the lead in addressing issues and concerns related to it.
Brig. Gen. Francisco Patrimonio, commander of the 302nd Infantry Brigade of the Philippine Army, Sr. Supt. Mariano Natu-el, Jr., OIC PNP provincial commander, and Atty. Richard Enojo, provincial administrator and representing Governor Roel Degamo, were present at the press conference to enlighten the media on their respective roles once the resolution declaring the province as conflict manageable and development ready will take effect.
Brig. Gen. Patrimonio clarified that Negros Oriental is not insurgency-free although the number of members of the rebel New People’s Army (NPA), the armed component of the National Democratic Front (NDF) and the Communist Party of the Philippines (CPP) is dwindling.
According to him, there are less than 100 NPA members now operating in the province and only five barangays, two inGuihulngan
City and three in Guihulngan City ,
remain to be affected by insurgency.
Patrimonio went on to say that the AFP, more particularly the Philippine Army, will not pull out from Negros Oriental but will see a shift in their roles once the province becomes officially conflict manageable and development ready.
This means that Army troops will concentrate their deployment in insurgency-affected areas while the PNP will be gradually introduced to villages that are now safe for the non-combat oriented policemen to manage.
Also, there will be no turn-over of the internal peace and security operations from the AFP to the PNP except for changes in the operational structure, Patrimonio added.
Sr. Supt. Natuel admitted that it will be a big challenge on the part of the PNP to take on such responsibility, considering the organization’s limitations in terms of capability, logistics and other resources.
Natuel stressed that policemen are not as highly trained on combat operations and are more inclined towards crime fighting and maintaining peace and order. Other limitations include firearms and other weapons as well as transportation, to name a few.
But, Natuel said the PNP is ready to take over the areas to be assigned them by the military in what he describes as an additional task to the police personnel.
Natuel also placed emphasis on the role of the civilian sector and other stakeholders in attaining lasting peace that will usher in potential investors and boost the economic climate of the province.
On the part of the provincial government, Atty. Enojo announced that the provincial government is fully prepared to take on the responsibilities in addressing concerns and issues complementary to efforts to declare it conflict manageable and development ready.
Enojo said the declaration of the province as conflict manageable and development ready is a way of informing the people of the real score and status of the peace and order condition of Negros Oriental.
The lawyer said this is also a way of enticing tourists, guests, visitors and investors to come to the province.
A peaceful setting would now present an image of Negros Oriental as conducive for business, investments and social visits as well as give peace of mind to everybody, he added.

From the Philippine News Agency (Apr 30): Suspected NPA rebels clash with Army troopers in northern Negros Oriental
Seven suspected members of the rebel New People’s Army (NPA), including one female, clashed with government forces at Barangay Tanlad, Tayasan town in northern Negros Oriental early Wednesday morning.
An initial report disclosed that members of the Civilian Armed Auxiliary (CAA) of the Philippine Army, while conducting security patrol around 2:15 a.m. some 300 meters from their detachment in Sitio Bulabog 2, Barangay Tanlad, came across the alleged NPA group.
The CAAs, led by a certain Corporal Galapin, exchanged fire with the suspected rebels for about 20 minutes before the latter splintered into two groups as they withdrew towards Sitio Pagatanan, also in Barangay Tanlad.
No casualties were reported on the government side.
Recovered from the site of the encounter were one calilber .45 pistol with Serial Number 3093040 and one magazine with six rounds of live ammunition.

disclosed that based on intelligence reports, the NPA had allegedly long been
planning to launch a tactical offensive at the CAA detachment in Tayasan.
However, the suspected rebels could not come any closer to the well-secured detachment, he added.
Brig. Gen. Patrimonio described Wednesday’s encounter as a show of force by the NPA which is now feeling the pressure of the government in obtaining lasting peace in Negros Oriental.
Patrimonio said the NPA’s Larangan Guerilla-1 operating in northern Negros Oriental now has only about 40 members from 74 as many have already transferred to Negros Occidental.
According to Patrimonio, while Negros Oriental is soon to be declared conflict manageable and development ready by early May, there is still a risk that NPAs from the Negros Occidental side would cross boundaries and undertake harassment activities in Negros Oriental.
But, despite such risks, the military is ready to take them on any time, Patrimonio added.

Capt. Ryan Lacuesta, 2nd Marine Brigade Civil-Military Operations Officer, said 19 other soldiers were wounded in the fighting.
The encounter between the two groups started at 4 p.m. and lasted until 7 p.m., Lacuesta added.
Marine troopers, aided by two MG-520 attack helicopters of the Philippine Air Force (PAF), fought an estimated 100 ASG members led by Yasser Igasan, Idan Susukan, Ninok Sappari, and Radullan Sahiron, Lacuesta said.

The United States has officially declared that it would come to the Philippines’ defense under a 1951 treaty if it comes under attack even in the disputed South China Sea, where Manila and China are locked in a long-running territorial row, Foreign Affairs Secretary Albert del Rosario said on Wednesday.
Del Rosario cited a May 24, 1999 letter by former U.S. Ambassador to the Philippines Thomas Hubbard to then Foreign Secretary Domingo Siazon of this commitment.

Twenty four New People's Army (NPA) fighters, from various guerilla fronts, have surrendered to 4th Infantry Division troopers in Loreto town, Agusan Del Sur Tuesday morning.
Lt. Col. Leonard Gille, 4th Infantry Division spokesperson, said the surrender took place around 8 a.m.
He added that these rebels gave themselves up to the 26th Infantry Battalion.
Gille said the rebels can be broken into the following:
-Four from Guerilla Front 34 ofSouthern Mindanao
Regional Committee;
-Two from Guerilla Front 88; and
-18 from Guerilla Front 89 both under the NorthCentral
Mindanao Regional Committee.
Their surrender was made possible with the assistance of Loreto Mayor Dario E. Otaza and Loreto Municipal Police Station under Senior Insp. Chris Arthemius A. Devaras.
Otaza, a former NPA rebel himself who experienced suffering from the rotten system of the revolutionary organization is very determined to make his town insurgency free and become a developed municipality.
The rebels brought with them and surrendered a total 24 firearms and communication materials. These were a carbine rifle, six shotguns, 12 caliber .38 revolvers, two Springfield sniper rifles, one Bushmaster M-4, one caliber .22 rifle, one caliber .22 revolver, and one base radio.
The surrender is the fourth batch of mass surrenderees to the 4th Infantry Division in the last six months with 24 rebels and 24 firearms.
Those who surrendered on October 26, 2013 were 35 former NPA members with 42 firearms; on March 28, 2014 were 72 former NPA regulars with 69 firearms; and last April 14 were 37 former rebels with 36 firearms.

Fifteen were killed in clashes between government forces and Abu Sayyaf members seeking to regain their captured camp in Patikul, Sulu, on Tuesday, April 29, the Armed Forces of the Philippines reported.
Lieutenant Colonel Ramon Zagala, Armed Forces of the Philippines spokesperson, said in an interview with ANC that the group involved in the ongoing firefight with government forces is believed to be led by senior Abu Sayyaf leader Radullan Sahiron.
“We have a heavy firefight that ensued between the Marines and the Abu Sayyaf Group at Sitio Kan Jimao...in Patikul, Sulu, Zagala said.
He initially said that one Marine and about 10 Abu Sayyaf were killed. In later media reports, he said a total of 14 members of the terrorist group were killed.
Zagala said the incident occured at 4 pm Tuesday, and was ongoing as of press time. “There was still a heavy firefight at about 2 am this morning and we expect that there will still be more….They are trying to regain control of their former stronghold,” the AFP spokesperson said.
He said the AFP had anticipated the attack after the 2nd Marine Brigade captured the camp on Monday, April 28, since the camp is known to be a “haven for the Abu Sayyaf.”
“We believe that Kan Jimao serves as their storage area and their training and resting grounds, so maybe this is the reason why they really want to [regain it],” Zagala said.
He added: “We were expecting that they would try to retake it and they did, a day after….However, we have already occupied the camp and we are currently securing it.”
Zagala said there are enough government forces in the area to reinforce troops in Kan Jimao.
Captain Ryan Lacuesta, a spokesman for the marine unit engaged in the battle, said, "We have employed air support using MG-520 helicopters and (artillery) shelling, which resulted in large casualties on their side."
Sahiron involved in attack
Zagala said that based on reports, the group involved in the attack includes Sahiron, who is responsible for the abduction of journalist Ces Drilon and her crew in 2008, and Australian Warren Rodwell who was abducted in 2011 but released only in 2013.
The US Federal Bureau of Investigation has offered a $1-million reward for information leading to the arrest of Sahiron, who has been on its Most Wanted list of terrorists since 2012. He is the second Filipino to be in the list after another Abu Sayyaf leader, Isnilon Hapilon.
Sahiron, also known as “Commander Putol,” is in the Al Qaida Sanctions List of the Al Qaida Sanctions Committee of the United Nations Security Council, which includes individuals, groups and entities associated with the terrorist network.
Government troops captured the major Abu Sayyaf camp early morning Monday.
Brigadier General Martin Pinto, commander of the 2nd Marine Brigade, said earlier that because of the proximity of the camp to feeder road and trails "it was also being utilized as a staging and rendezvous area before and after their conduct of atrocities like kidnapping."
He said the camp had around 50 makeshift huts that can accommodate 100 bandits.
“It has a good water source and the whole area is concealed under a thickly vegetated forest. The camp is heavily fortified with bunkers. Individual foxholes are strategically emplaced and scattered in different defensive positions," Pinto said.
The developments come a week after Philippine forces captured ASG member Nabil Talahi Idjiran, who took part in the abduction of tourists and locals in a resort in Sipadan, Malaysia on 2001.
In 2001, the group abducted local and foreign tourists in Dos Palmas resort in Palawan, including US missionaries Martin and Gracia Burnham.
The Abu Sayyaf is believed to be behind the kidnapping of a Chinese tourist and a Filipino resort worker from a resort on Malaysia's Borneo island on April 2.

The US Federal Bureau of Investigation has offered a $1-million reward for information leading to the arrest of Sahiron, who has been on its Most Wanted list of terrorists since 2012. He is the second Filipino to be in the list after another Abu Sayyaf leader, Isnilon Hapilon.
Sahiron, also known as “Commander Putol,” is in the Al Qaida Sanctions List of the Al Qaida Sanctions Committee of the United Nations Security Council, which includes individuals, groups and entities associated with the terrorist network.
Government troops captured the major Abu Sayyaf camp early morning Monday.
Brigadier General Martin Pinto, commander of the 2nd Marine Brigade, said earlier that because of the proximity of the camp to feeder road and trails "it was also being utilized as a staging and rendezvous area before and after their conduct of atrocities like kidnapping."
He said the camp had around 50 makeshift huts that can accommodate 100 bandits.
“It has a good water source and the whole area is concealed under a thickly vegetated forest. The camp is heavily fortified with bunkers. Individual foxholes are strategically emplaced and scattered in different defensive positions," Pinto said.
The developments come a week after Philippine forces captured ASG member Nabil Talahi Idjiran, who took part in the abduction of tourists and locals in a resort in Sipadan, Malaysia on 2001.
In 2001, the group abducted local and foreign tourists in Dos Palmas resort in Palawan, including US missionaries Martin and Gracia Burnham.
The Abu Sayyaf is believed to be behind the kidnapping of a Chinese tourist and a Filipino resort worker from a resort on Malaysia's Borneo island on April 2.

The Philippines used to host large American bases. There were tens of thousands of American troops here until the Senate in 1991 voted to evict them. Still, the ties between the Philippines and US militaries did not end. The new enhanced defense cooperation brings that relationship to a new level.
The new threat is China and this is why the Philippines wants increased US presence. On day 1, Obama evades the question of how far will the US go to defend the Philippines.
But in front of the troops, Obama sends out a stronger message upholding US commitment.
BARACK OBAMA, US PRESIDENT: This treaty means our two nations pledge -- and I’m quoting -- our “common determination to defend themselves against external armed attacks, so that no potential aggressor could be under the illusion that either of them stands alone. In other words, our commitment to defend the Philippines is ironclad and the United States will keep that commitment, because allies never stand alone."
Critics are expected to bring the deal to the Supreme Court to question its constitutionality. But the government is confident it will hurdle legal challenges.

Quoting reports from Chief Superintendent Lester Camba, Region 12 police director, Philippine National Police spokesman Senior Superintendent Wilben Mayor said Tahir Abubakar was arrested in Buluan town on a warrant of arrest for murder.
The suspect, who has a P400,000 bounty for his capture, was allegedly involved in several bombings in Regions 11 and 12.
Abubakar is in the custody of the police in President Quirino town, Sultan Kudarat.
Meanwhile, in Pampanga, police seized a cache of firearms and ammunition in a raid on the home of Amado Serrano in Porac town.
Senior Superintendent Ismael Fernandez of the Criminal Investigation and Detection Unit of the Region 3 police office said 14 9mm pistols, 14 12-gauge shotguns, 16 .38 caliber revolvers and assorted ammunition were seized in the raid.

The military said Wednesday it had launched an air and ground assault against members of the Abu Sayyaf wanted for a spate of kidnappings, with 14 gunmen and one soldier killed in the clashes.
The fighting began on Tuesday after marines overran an Abu Sayyaf camp in Jolo, military spokesmen said.
Brigadier General Martin Pinto said a soldier was killed and 19 others were wounded as sporadic fighting continued early on Wednesday in Patikul, Sulu, a known hotbed of the Abu Sayyaf.
Pinto said the marines and the Islamists had traded mortar fire.
"We have employed air support using MG-520 helicopters and (artillery) shelling, which resulted in large casualties on their side," said Marine spokesman Captain Ryan Lacuesta.
"The wounded marines, most of them are caused by mortar shelling from the Abu Sayyaf, were evacuated to an army hospital for treatment," Pinto said.
Pinto said about 300 rebels launched an offensive to retake their base. "Our troops held their ground for three hours and repulsed the attack as reinforcement came," he added.
The military captured the Abu Sayyaf camp on Monday on the fringes of the small Muslim-populated town of Patikul, a well-known stronghold of the group.
The camp had been used as a training ground for the Abu Sayyaf's new recruits and as a launching pad for its frequent kidnapping raids, said Captain Rowena Muyuela, spokeswoman for the military in the south.
The Abu Sayyaf, formed in the 1990s with seed money from Al-Qaeda mastermind Osama bin Laden, has been blamed for the worst terror attacks in Philippine history, including kidnappings of foreigners and locals who are then held for ransom.
The group is suspected of abducting a female Chinese tourist and a Filipina resort worker from the neighboring Malaysian island of Sabah this month.
The Malaysian government said the kidnappers had demanded 36.4 million ringgit ($11.25 million) for the release of the Chinese woman.
But the whereabouts of the two women are not known and Muyuela said there were no signs of hostages at the Patikul camp.
A rotating batch of about 500 US special forces have been stationed in the south for more than a decade to train the Philippine military in how to combat the Abu Sayyaf.
The group is believed to have only a few hundred militants, according to the military.
But it has been able to remain a threat and replenish its numbers with the support of local Muslim communities, some members of whom feel they have been mistreated by the country's Catholic rulers in Manila.

Government troops killed three communist rebels in a clash Wednesday in the southern Philippine province of Compostela Valley, officials said.
Officials said the fighting broke out in the village of Tibungco in Montevista town after patrolling troops ran into a small band of New People’s Army rebels. The fighting stopped after rebels fled and soldiers recovered an automatic pistol and several backpacks from the slain gunmen.
Capt. Alberto Caber, a spokesman for the Eastern Mindanao Command, said the rebels were allegedly extorting money from villagers. “The villagers themselves are saying the rebels were extorting money from them,” he told the regional newspaper Mindanao Examiner.
He said Lt. Gen. Ricardo Rainier Cruz, the regional military chief, has ordered security forces to hunt down the rebels and deploy soldiers in villages frequented by the NPA. “The order of General Cruz is clear and that is for troops run after the rebels and to protect the communities from harassment and extortion by the NPA,” Caber said.
There was no immediate statement from the NPA about the military allegations. The rebels have been fighting for decades for the establishment of a separate Maoist state in the country.
Government peace talks with the rebels had collapsed after Manila rejected demands by communist leaders for the release of all political prisoners. But there are efforts from both sides to resume the negotiations following the arrest in March of communist rebel chieftain Benito Tiamzon and his wife Wilma, in Cebu province.
