it is still gathering information on Monday’s bombings in Maguindanao that
killed a BIFM member and wounded eight others. Abu Misry Mama, spokesman of the BIFM, said they are now
gathering information on who could have perpetrated the bombings, which caused
the suspension of their supposed “Islamic religious dialogue” at a village in
Lower Salbu in Datu Saudi town. “We will conduct an inquiry first. We cannot just point an
accusing finger to any group without strong evidence,” Mama said. Mama, speaking on behalf of their ailing chieftain,
Saudi-trained cleric Ameril Umrah Kato, also allayed fears of possible
retaliations by their forces for the bombings, which resulted in the death of a
comrade, Kagui Haron. Barangay officials in Maguindanao’s adjoining Datu Saudi and
Datu Unsay towns have confirmed that at least eight BIFM members have been
injured in the two bombing incidents. The police director of Maguindanao,
Senior Supt. Jaime Pido, said investigators complained of reluctance by
villagers to reveal the names of the injured bandits for fear of reprisals.
“Most of these bandits are wanted, have standing warrants of
arrests. That could be one reason why people in the area don’t cooperate,” Pido
said. Four bandits, one of them identified as Commander Karialan,
were injured in the first explosion in Lower Salbu, according to Mama. One of those injured was Commander Karialan, the BIFM’s
chief-of-staff. Karialan and his companions were on their way to a gathering
somewhere in Lower Salbu in Datu Saudi town when an improvised explosive device
planted along a trail went off.
Less than 20 minutes after the first explosion, another bomb
went off in a cornfield at the border of Datu Saudi and Datu Unsay towns,
killing Haron and wounding four BIFM bandits. One of those injured in the second roadside bombing was
Mohammad Tambako, BIFM chief political officer. Tambako and his men were also
on their way to attend the supposed Islamic dialogue among BIFM members,
according to barangay officials.

Sunny Leoncito, chief of the Magpet-Philippine National (PNP), said the fighting started around 9:00 a.m. at Purok-6, Sitio Tanay in Barangay Doles, Magpet and continued until 1:00 p.m. The evacuees, mostly children and housewives, are temporarily housed at the Barangay Doles hall. A week before the fighting, soldiers from the 57th IB arrived at nearby Barangay Pangao-an, also in Magpet, where they set up their temporary tents near the school, residents said. A tribal leader said the presence of the Army could have triggered attacks from the communist guerillas. Colonel Rafael Valencia, commanding officer of the 802 Brigade based in Ormoc City, said that while the Philippine Army was able to clear the three provinces from insurgency, they still have a big thing to do to make Samar Island insurgency free- referring to Northern Samar, Samar (Western) and Eastern Samar. Valencia confirmed that members of the New People’s Army (NPA) are still operating in the three provinces of Samar Island which they are now dealing with. According to Col. Valencia, the most successful and effective approach they used in attaining their goal was talking with the concerned local government units, the community, the non-government organizations, explaining to them the good purpose of the government. “Sa panahon ngayon dina kailangan ang armadong bakbakan, hindi na purely military operations.. panahon na ng kapayapaan, pag usapan nalang para sa kabutihan kasi hindi ito mareresolba sa gyera”, said Valencia .
Northern Samar is under the reign of Gov. Paul Daza. The highest leadership in the Philippine Army here affirms readiness should Deputy Speaker Raul Daza and Governor Paul Daza need protection from the military amid the series of threats that they have been getting from the National Democratic Front of the Philippines – Eastern Visayas (NDF-EV). Colonel Rolando Malinao, commander of the 803rd Infantry Brigade that covers the whole province and some parts of Samar and Masbate area, said in a mobile interview with LSDE that it is their mandate to give protection to the people in their area of responsibility regardless of their status in life. “All peace loving and law abiding Nortehanons, regardless of their status in the society and political leanings are given equal protection by the military (and the police) as mandated by law,” Malinao said.
Recently, the NDF-EV has been issuing “hate statements” against the Dazas for the latter’s alleged involvement in several corruptions and crimes in the province. In its November 13 statement, the NDF–EV through its spokesman Fr. Santiago Salas has declared the Dazas as “enemies of the people” and vowed to have them pay for their “crimes” before the revolutionary “people’s court.” This was followed by another press release which stated that the NDF-EV has ordered its armed wing, the New People’s Army (NPA), to “dismantle” the “private armies” being allegedly maintained by the Dazas in Northern Samar. In both statements, the NDFP-EV declared contempt on the Dazas for supporting the Armed Forces of the Philippines’ “Oplan Bayanihan” and for launching the Local Social Integration Program (LSIP) that gives monetary rewards to rebel returnees in the province. In this matter, Colonel Malinao defended the Dazas. He asserted that the LSIP aims for nothing but to achieve a lasting peace in this insurgency ridden area.
“Huwag silang (NDF) magagalit sa mga local government units na sumusuporta sa Oplan Bayanihan at LSIP. Ang layunin lang nito ay makuha ang kapayapaan sa mapayapang pamamaraan,” said the Brigade commander. The LSIP, which was approved and funded as a provincial ordinance here in 2011, offers a maximum of P40,000 cash as financial assistance and other livelihood benefits to rebels who surrender to the local government. Other cash rewards are also offered for surrendered firearms. Malinao clarified that the LSIP does not ask for rebels to surrender their political beliefs as alleged in the NDF-EV statement but only provides a package of “socio-economic assistance” to former rebels and militias who want to start a new life in a normal environment. “The provincial government gives P40,000 as counterpart to the support of P50,000 from the OPPAP (Office of the Presidential Adviser for the Peace Process)”, he said. "For as long as you can still think normally, you can still be part of the struggle. As long as your mind is working, you are still bound to serve your people," said the 64-year-old MILF leader who has been in the Bangsamoro struggle since 1972 when he was still 22 years old. "I may be physically tired but emotionally and intellectually, I am still active. When you are serving your people in the right way, you don't feel tired. The right time to retire is when peace is finally attained," Datu Iqbal told Sun.Star Davao in an exclusive interview here on November 22.

Six members of a criminal group operating in Agusan del Norte province and suspected to have links with the communist New People’s Army (NPA) were captured by military operatives over the weekend. Lt. Col. Eugenio Julio Osias IV, the spokesman of the Army’s 4th Infantry Division (ID), identified those captured as Kevin Badajos, Dennis Badajos, Rolly Samora, William Samora, Jerry Pitao and Remark Alburo, all residents of Poblacion 1, Santiago, Agusan del Norte. Osias said the six were collared by combined elements of the 7th Special Forces Company and the Santiago Municipal Police Station in in Puro 5, Barangay San Isidro in Santiago town at around 9:45 a.m. Saturday. The group yielded two homemade shotguns with six live ammunition, a .357-caliber revolver, one .38 caliber gun, a .45 caliber pistol and an MK2 hand grenade. “With these firearms in the possession of the said group it is believed that the they are members of a criminal group operating in the eastern part of Agusan del Norte,” said Osias. “They were immediately taken to and detained at Santiago Municipal Police Station for proper disposition,” added Osias. Osias also said government authorities are now validating information that the armed group is linked to the NPA, citing reports that the suspects were being sent to extort cash from local businessmen in Agusan del Norte. Maj. Gen. Nestor Anonuevo, the 4th ID chief, vowed continued close coordination between the command and the police to fight criminality in their areas of respnisbility. “The 4th Infantry Division is an active partner of the PNP in the fight against criminality. This incident significantly reduces the number loose firearms and the probability of criminal activity in the municipality of Santiago in specific and Agusan del Norte as a whole,” Anonuevo said.

A closed-circuit television (CCTV) camera recorded the mauling and stabbing of a member of the US Mission to the Philippines by 4 men in Makati on November 24. The CCTV footage from the corner of Rockwell Drive and Kalayaan Avenue in Bel-Air, Makati City at around 4 a.m. Saturday shows the victim, George Anikow, walking home to Bel-Air Subdivision. He asked the guard how he could get in. The guard answered that the gate is always closed between 1 a.m. and 5 a.m. "Dumating ang biktima sa oras na 3:50 at lumapit sa akin at nagtatanong kung papano siya makakapasok sa gate na sarado ng Bel-Air Subdivision. Kasalukuyan nagche-checkpoint ako," according to a statement from the guard on duty, whose identity has been withheld. A Volvo car then arrived with 4 men on board. The guard asked where they were going and checked their IDs. Anikow suddenly joined the conversation and hit the side of the car with his hand. "You need to present your ID. The guard is asking for it," he was quoted by the guard as saying. It drew the ire of the 4 men, who got off the vehicle. A confrontation then ensued and escalated into a mauling. "Ikinagalit ng apat na suspect. Tumigil, bumaba nagmumura, 'Gago ka!' Inaawat ko biglang sumugod ang biktima. Noong nagtatalo pa lang, tumawag na ako ng response," the guard said.The CCTV video shows how the 4 men ganged up on the American. Anikow managed to run nearly 10 meters, but the suspects caught up, continued the beating and stabbed him. Officials of the of Armed forces of the Philippines (AFP) led the troop in visiting the nine Philippine-held islands in the Kalayaan Islands Group (KIG) at the West Philippine Sea yesterday. The visit was led by AFP commander of western command Lt. Gen Juancho M. Sabban, who personally assessed the area of operations, particularly on the aspect of readiness as well as to boost morale of troops. The commander’s visit to the islands served as an opportunity for the military personnel to meet and talk with him in person about their issues and concerns. Christmas gifts, which included groceries and other supplies, were distributed to the soldiers. This has been the first activity that WESCOM has undertaken and is also one of the command activities as part of the yuletide celebration. Lt. Gen. Sabban commended the troops for their commitment to protect and defend the country. Likewise, he inspired them to be more resolute in the accomplishment of the defense mandate. “Our commitment is to perform our mandated mission, which is to protect our nation’s peace and its legitimate possessions and to defend our democracy and territorial integrity against all enemies – foreign and domestic, continues to be the moving force from where we draw our strength and inspiration,” he stressed. During the ocular inspection to the detachment facilities, the commander noted the operational hurdles that need to be addressed in strengthening WESCOM’s forces and enhancing its capabilities to meet the needs of today’s evolving environment. “With our continued confidence in our cause to make our sovereignty more secure and fortitude in making our organizations more formidable, we cannot be defeated and intimidated to keep our flag flying mightily. We will steadily deliver in being at the forefront. We will defend this country. And we will defend it to the end,” the commander added. The nine island detachments that were visited are Lawak Island, Patag Shoal, Likas Island, Parola Island, Pag-asa Island, Panata Shoal, Kota Island, Rizal Reef, and Ayungin.

The Philippine Military Academy, the premiere military school in South East Asia, has a new chief. Armed Forces of the Philippines Vice Chief of Staff Lt. Gen Noel Coballes presided in turnover ceremony of outgoing PMA Superintendent Major Gen Nonato Peralta Jr. to the new chief, Lt. Gen. Irineo Espino. The turnover ceremony conducted at the Borromeo Field here was witnessed by military officers, faculty, cadets and other guests including their “mistahs” last Friday morning. Both Peralta and Espino belong to the PMA “Matapat” Class of 1979. Peralta Jr. will assume as new commander of the 2nd Infantry Division (ID) of the Philippine Army known as the Home of the Jungle Fighters. He will be the 34th commander of the 2nd ID replacing Major General Eduardo del Rosario who has retired from military service. Espino was the AFP Inspector General before taking the leadership of the PMA.
During the time of Peralta as superintendent, the PMA curriculum underwent major changes. Socio-humanistic courses were added to balance the techno-scientific disciplines with a view toward training and developing a cadet to become a well-rounded officer. Peralta also focused on cadet training insuring that what cadets learned in the Academy would complement the AFP's program of instilling the spirit of “bayanihan” among would-be soldiers. He saw to it that the cadets were given a foundation on peace-building initiatives and stakeholders-engagement. Respect for human rights and the rule of law were also given emphasis. Cadets improved their endurance and strength during the training he initiated to the cadets including sports development. It was his time that the cadets were able to join and excel in the different marathon run and endurance challenge in and out of the city.
As PMA chief, he also initiated the lowering of the height of incoming cadets starting from cadets who would compose PMA Class of 2017. Male and female hopefuls who are at least five feet are now accepted to the military school from the original 5’4” for men and 5’2” for women. A new PMA roadmap was also crafted to have a deeper sense of leadership and understanding for the constitution.

Reports reaching the National Disaster Risk Reduction Management Council (NDRRMC) showed 73 families were affected in Barangay Pinamuno, 42 in Barangay Datu Balong and 75 in Barangay Monte Dujali and were evacuated since Thursday to their respective barangay halls. Elements of the 60th Infantry Battalion responded to reports that more than 300 NPA rebels were spotted at Barangay Monte Dujali conducting checkpoints and dialogue with residents in the area. A firefight ensued when government troops went to check on their presence. One Army soldier was wounded during the exchange of fire. As of Monday afternoon, the residents refused to return their homes.

A detained suspected mid-level leader of the Abu Sayyaf Group was rearrested for his involvement in another heinous crime, a police official disclosed. Arrested was suspected Abu Sayyaf mid-level Benzar Indama alias Ajid Jalil, who had been detained at Bureau of Jail Management and Penology (BJMP)-administered Zamboanga City Reformatory Center (ZCRC), according to Police Station 6 commander Chief Insp. Elmer Acuña. Acuña said the Police Station 6 intelligence operatives led by Senior Police Officer 3 Amado Mirasol, Jr. served the warrant of arrest for kidnapping and serious illegal detention with ransom on Indama at around 10 a.m. Friday. The warrant of arrest with no bail recommended was issued by Regional Trial Court (RTC) Branch 16 Judge Tibing Asaali for his alleged involvement in the kidnapping of a Zamboangueña nurse, Preciosa Feliciano, in July 2008, according to Acuña. The Abu Sayyaf bandits have released Feliciano on Nov. 7, 2008 in Basilan province. Indama had been detained at the ZCRC for his alleged involvement in the April 13, 2010 bombings in Isabela City, Basilan that killed 12 people and wounded 15 others. Indama is the brother of Basilan-based Abu Sayyaf leader Furuji Indama, who is still at large. Last November 17, the police have arrested Indama’s live-in partner, Amira Hakim alias Nah, also inside the compound of the ZCRC. Hakim was arrested on the strength of a warrant of arrest issued by Asaali for her alleged involvement in the kidnapping of a Zamboangueña nurse. Both Indama and Hakim are detained at the ZCRC awaiting court trial, Acuña said.

In a statement, the embassy said it “condemns the violent attack that led to the led to the death of a member of the U.S. Mission to the Philippines on November 24 in Makati.” It said the victim “was the beloved spouse of a U.S. Embassy staff member and a father of three.” In a post on its Facebook page, the embassy uploaded an image of the American flag with a message extending condolences to the victim's family. "We mourn the loss of a beloved member of our Embassy Family. Our heartfelt condolences to his family," it said. Several netizens posted their sympathies on the Facebook post. More than 40 had done so as of noon. While the Embassy did not name the victim, the Makati City police identified him as George Anikow. Meanwhile, Makati City police head Senior Superintendent Manuel Lukban Jr. said the US Embassy appeared to be satisfied so far with the way police are handling the case.
