A suspected ranking member of the Communist Party of the Philippines, the New People’s Army, was arrested at a mall in Baguio City over the week. Chief Supt. Benjamin Magalong, Cordillera police chief, identified the suspect as Grayson Magranga Naogsan, aliases Jose, Jayson, Fagway and Cynthian, an alleged member of the Kilusang Larangang Guerilya Maco ICRC and the East Chico Line Team of the communist rebels. He has a P3,200,000.00 bounty for his arrest. Naogsan was arrested on Monday, at Mister Donut, 3rd floor of SM City Baguio by joint operatives of the Regional Intelligence Unit 14, Regional Intelligence Division, PRO-COR, Baguio City Police Office, the Mountain Province Provincial Police Office and the Military Intelligence Group 1 of the Armed Forces of the Philippines. Magalong said that Naogsan is facing two counts of murder and one count of frustrated murder. He is the son of Simon Naogsan, the top rebel leader in the Cordillera region. Magalong said that the arrested rebel leader was brought to the General Headquarters, Intelligence Group, Camp Crame in Quezon City for documentation prior to his turnover to the court of origin.

A village council member was beheaded in the province of Albay by lawless elements, who were believed to be members of the communist rebel, New People’s Army (NPA), according to a military spokesman. Maj. Angelo Guzman, spokesman of the Ninth Infantry Division, identified on Monday the victim as Ely Oguis, a village councilman of Brgy. Kabalungan, Guinobatan in Albay. Guzman said that they were still determining the exact time of the murder but pointed out that prior to the incident at about 11 p.m. on Sunday, an undetermined number of leftist rebels fired at the Army’s Peace and Development Team detachment at the said barangay. Guzman expressed belief that the shooting incident was a decoy so that government troops would remain at their detachment and then executed their plan to behead the village councilman. “They shot the detachment from a distance. We have an SOP [standard operating procedure] to hold the line in cases like this,” he explained. He explained that while the manner of killing was rather unusual to blame to the NPAs, it remains possible, saying that the rebels have already discarded their ideology and were more on criminal activities. It is not far-fetched, he added, that the NPAs who fired at the Army detachment were the same group who killed Oguis, who was not only beheaded but was also shot six times in different parts of his body. “We believe [that it was the same group of NPA]. I have talked to the battalion commander and the brigade commander and that’s what they both said,” Guzman cited adding that the victim had also reported to government authorities that the rebels were trying to extort money from him but refused to yield to their demand. Oguis, he said, is a businessman and owns vast tracts of land in the barangay.

SINCE the Philippines will no longer allow the United States to put up military bases in the country, the government will focus on improving the Visiting Forces Agreement (VFA) with the US to enhance the capability of the military. Palace spokesman Edwin Lacierda echoed the statement of US Ambassador Harry Thomas that the US has no plans of establishing military camps in the Philippines. “Definitely, there are no basing arrangements with the Americans. That has been ruled out,” Lacierda said, adding that allowing the US to revive its military bases is not consistent with the 1987 Constitution. He said that the government will instead use the VFA to improve the capability of the country’s military. Under the VFA, US and Filipino forces conduct joint military exercises to increase their combat readiness. “The Visiting Forces Agreement would allow us to do joint military exercises to improve also our capability,” he added. Lacierda said that the government will not terminate the treaty with the US amid allegations of toxic waste dumping by a contractor of the US Navy in Subic Bay. Lacierda also effectively cleared the United States of any wrongdoing when he said that it was the obligation of the third party contractor, Glenn Defense Marine Asia Philippines, to ensure that the wastes they collect are disposed in accordance with the law. “[The Philippine government’s] position is that the VFA need not be terminated. Since Glenn Defense Marine Philippines is a third-party contractor, they’re obligated to [follow the law], regardless of whether there’s VFA or not,” he said. Glenn Defense Marine Asia Philippines is the local operator of Malaysia-based Glenn Defense Marine Asia. The company has been contracted by the US Navy to siphon waste from vessels docked at Subic Bay in the northern Philippine province of Zambales. The Subic Bay Metropolitan Authority had earlier accused the company of releasing waste water “beyond permissible limits” to Subic Bay.

This was in response to the testimony of an undisclosed member of the Bagani Special Forces during the Human Rights Violation Congressional Hearing held at the Davao Medical School Foundation recently. "Kung gusto gyud nila mapadali ang pag-imbestiga sa pagpatay kay Fr. Pops, i-identify dapat nila kung kinsa ang military personnel nga nagsugo. Sige na lang sila ug akusa sa military pero wala man diay gihapon silay mapoint-out nga specific nga tao. (If they want to hasten the investigation, they should identify the military personnel that made the order. They keep accusing the military for such killings but they can't point out a specific person),” said 10th Infantry Division spokesperson Lieutenant Colonel Lyndon Paniza. "If possible, at least they could provide the battalion or division where the suspected military personnel is assigned so that they would have leads. We could even prosecute that particular military personnel ourselves if the witnesses could provide any specifics," Paniza added. Paniza also said they are more than willing to cooperate in the investigation should the allegations be proven true. He said, however, that they are confident the suspected military personnel is not part of the 10th ID as the place of incident in Arakan, North Cotabato is not their area of responsibility. In the hearing, the unnamed witness claimed that their leader alias Jan "Kumander Iring" received orders from the military to kill Tentorio because the priest was allegedly a supporter of the New People's Army.

The Headquarters Philippine Air Force through the 3rd Air Division will be conducting an Interoperability Exercise with different units under the command of the Naval Forces Western Mindanao. The five-day exercise dubbed as “OPLAN DAGIT” is set to commence today after a short opening program to be joined by the commander of 3RD Air Division, Maj. Gen. Jose Tony E. Villarete as the keynote speaker. It will be the first time for the activity to take place in Zamboanga City since it started December of 2007. For the past years, the exercise has been conducted at both the Air Force and Navy Bases stationed at Sangley Point, Cavite City. The exercise is expected to enhance the competencies among participating Air Force and Navy units on Joint Air-Surface Operations. It also aims to test and assess the response mechanism for the Coast Watch System and the tactical level communication between the two major services. It shall be divided into classroom Instructions and field training exercises involving actual day and night flight and maritime operations. Sports activities will also be held in order to boost the mutual relationship and camaraderie among the participating personnel. Members of the Planning Committee from the Headquarters Philippine Air Force arrived yesterday to oversee the successful conduct of the exercise. They are expected to give inputs based on the exercises conducted during the previous years.

The SP (City Council) Resolution that Librado authored and supported by Dureza was truly an urgent necessity because militarization of civilian communities is detrimental to the security and safety of the residents, especially on the holistic development of the children and the youth,” Niel Brene Lopez, regional coordinator of Kabataan Partylist, said in a statement. The group cited human rights group Karapatan-Southern Mindanao Region’s claims that human rights violation committed by the Armed Forces of the Philippines (AFP) in Paquibato District alone includes three cases of extrajudicial killings (EJK), four cases of hostage and one case of “child rebel” accusation. Another Abu Sayyaf suspect, tagged in the spate of kidnappings in Basilan, was captured by police forces in a coastal remote village in this city, according to police. The captured suspect was identified as Jamiri Jawali Hamid alias Abu Gabby, a native of Basilan province. Hamid was captured by Special Weapons and Tactics (SWAT) unit of the Zamboanga City Police Office and the Regional Intelligence Division, and Regional Public Safety Battalion in his safehouse in Barangay Labuan Saturday afternoon. Hamid has a standing warrant of arrest issued by Basilan judge Leo Jay Principe for kidnapping with serious illegal detention. Hamid’s arrest was the second in a span of three days, when police forces also captured three Abu Sayyaf suspects and foiled the plot to bomb Lamitan City and kidnap a prominent resident. The suspects were identified as Patek Samson alias Mungkos, Jimboy Sahabat Mandul, and Hamid Damain, all members of the urban terrorist group (UTG) of the Abu Sayyaf group under notorious leader Puruji Indama. The police forces recovered from the three suspects two units of motorcycles – one rigged with improvised explosive device (IED) and another, which was stolen - and a caliber .45 pistol Mark IV Colt with silencer, magazine loaded with nine rounds of ammunition.

THE 47th Infantry Battalion (IB) based in Negros Occidental province extended assistance to the family and relatives of the late Julia Tabat, a top cadre of the New People’s Army (NPA) who died during an encounter with the government troops in Barangay East Candoni, Candoni, Negros Occidental last October 30, 2012. Tabat, who goes by the names Gab and Pinay in the NPA movement, was a medical staff of NPA’s Southwest Front remnants in southern Negros. The military provided assorted food stuff and coffee during the wake and transportation assistance during the funeral which the families and relatives of the late NPA rebel warmly welcomed. The personnel from the 47 IB even joined the funeral last November 4, 2012 as a gesture of reconciliation to the family of late Julia Tabat. According to Lieutenant Colonel Rodrigo Sosmeña, the battalion commander of the 47 IB, Julia Tabat was not singled-out in this operation but it was directed against the armed group which at that time was conducting training to their new recruits on medical expedients and landmine warfare. There is nothing personal in the fight against lawlessness, he stressed. The Army will always respond to the people’s call to put a stop to armed struggle and free the young and innocent victims from wanton recruitment of the rebel armed group, according to Sosmeña. “The government is opening its arms to help insurgents who are willing to return to the fold of law and start a new life with the local livelihood assistance program. Marami na ang naka-avail nito at ngayon ay nagbabagong buhay na. But for those who chose to fight it out, they will be dealt with by the full force of the law,” Sosmeña said....

The Executive Order creating the15-member Transition Commission (TransCom) for the Bangsamoro poltical entity is now with the Office of the Executive Secretary (OES) and should be out soon, Secretary Teresita Quintos-Deles, Presidential Adviser on the Peace Process, said. Deles on October 19 told MindaNews the EO would be out “in two to three weeks in light of Undas holiday.” On November 10, she said the OES is “proposing some reformulations – so we need a little more time to process.” Malacanang, she told MindaNews on November 10, wants to “ensure there are no legal infirmities.” While the OES is working on the “reformulations,” the peace panels of the government (GPH) and the Moro Islamic Liberation Front (MILF) resumed talks in Kuala Lumpur this week to finish the Framework Agreement on the Bangsamoro’s (FAB) annexes on power-sharing, wealth-sharing and normalization. The panels’ technical working groups are working on the annexes. Both sides hope to finish the annexes by December. Signed on October 15 in Malacanang, the FAB provides that the TransCom will have an all-Bansamoro membership of seven from the Philippine government (GPH) and eight from the Moro Islamic Liberation Front (MILF), including the chair. The TransCom, which will be created through an Executive Order “and supported by Congressional Resolutions,” will prepare the groundwork for the Bangsamoro political entity by 2016 and would have three main tasks:
- to work on the drafting of the Bangsamoro Basic Law with provisions consistent with all agreements entered and that may be entered into by the Parties;
-to work on proposals to amend the Philippine Constitution for the purpose of accommodating and entrenching in the constitution the agreements of the Parties whenever necessary without derogating from any prior peace agreements; and
-to coordinate whenever necessary development programs in Bangsamoro Communities in conjunction with the MILF Bangsamoro Development Agency (BDA), the Bangsamoro Leadership and Management Institute (BLMI) another agencies.

The Executive Order creating the15-member Transition Commission (TransCom) for the Bangsamoro poltical entity is now with the Office of the Executive Secretary (OES) and should be out soon, Secretary Teresita Quintos-Deles, Presidential Adviser on the Peace Process, said. Deles on October 19 told MindaNews the EO would be out “in two to three weeks in light of Undas holiday.” On November 10, she said the OES is “proposing some reformulations – so we need a little more time to process.” Malacanang, she told MindaNews on November 10, wants to “ensure there are no legal infirmities.” While the OES is working on the “reformulations,” the peace panels of the government (GPH) and the Moro Islamic Liberation Front (MILF) resumed talks in Kuala Lumpur this week to finish the Framework Agreement on the Bangsamoro’s (FAB) annexes on power-sharing, wealth-sharing and normalization. The panels’ technical working groups are working on the annexes. Both sides hope to finish the annexes by December. Signed on October 15 in Malacanang, the FAB provides that the TransCom will have an all-Bansamoro membership of seven from the Philippine government (GPH) and eight from the Moro Islamic Liberation Front (MILF), including the chair. The TransCom, which will be created through an Executive Order “and supported by Congressional Resolutions,” will prepare the groundwork for the Bangsamoro political entity by 2016 and would have three main tasks:
- to work on the drafting of the Bangsamoro Basic Law with provisions consistent with all agreements entered and that may be entered into by the Parties;
-to work on proposals to amend the Philippine Constitution for the purpose of accommodating and entrenching in the constitution the agreements of the Parties whenever necessary without derogating from any prior peace agreements; and
-to coordinate whenever necessary development programs in Bangsamoro Communities in conjunction with the MILF Bangsamoro Development Agency (BDA), the Bangsamoro Leadership and Management Institute (BLMI) another agencies.

The United States government is not keen on re-installing its military bases in the Philippines, US Ambassador Harry Thomas Jr. said Sunday. In an interview at the sidelines of the annual commemoration of Veterans’ Day at the Manila American Cemetery and Memorial in Taguig City, Thomas told reporters that US authorities had no plans to again put up military bases here even though the US military had been engaging the Philippine military in regular joint exercises . He said the US military would just continue training the members of the Philippine military. “No, we don’t want bases [here in the Philippines]. We never asked for [the return of] the bases,” Thomas said. “We do a lot of training with the Philippine [military], especially in terms of humanitarian assistance, which is our number one priority.” The US government is one of the countries extending humanitarian assistance to the Philippines each time it is struck by a calamity. Dr. Junn Teopengco, president of the Alpha Phi Omega-Bataan chapter, solicited the support of Senior Superintendent Ricardo Zapata, Bataan Police Provincial Office (PPO) director, for the project in this province. Teopengco said once the 2 million signatures is achieved, the testament of peace will be presented in December to President Benigno S. Aquino III at Malacañang.
Initially, the campaign will target students and the youth in a bid to make them bearers of the responsibility of establishing a peaceful new generation for the country. Teopengco spoke with Zapata during a visit at Las Casas Filipinas de Acuzar, a world-class beach resort and hotel which features unique century-old facilities. Lawyer Anwar Malang, ARMM executive secretary and current Interior and Local Government secretary, and lawyer Randolp Parcasio, MNLF legal counsel, signed the agreement at a hotel in Makati, with Misuari and Hataman witnessing. As an early Christmas gift to victims of atrocities, the Army conducted a gift-giving activity, stress debriefing, medical and dental mission, and repair of damaged barangay hall in a conflict stricken village in Compostela Valley. Troopers from the Army’s 71st Infantry Battalion (71IB) distributed toys, slippers, and food to at least 101 children from the village over the weekend, while a stress debriefing was also initiated with the help of Kiwanis Club of Tagum, Therma Marine Incorporated, Aboitiz Group of Company, and the local government of Maco. Free medical and dental services that benefitted 191 residents were also conducted. At least 43 residents availed of free cleaning and tooth extraction, while 148 others had their free medical consultation/check-up and subsequently were given appropriate medicines. Colonel Jerry Borja, 71IB commander said, “This activity will not be successful if there was no cooperation among the stakeholders. We are also thankful to the Barangay Council of Calabcab for their full support in this activity, and realized the importance of cooperation to have peace and development in their village.” A series of activities was also conducted to assess the adverse effects of violent attacks of the New People’s Army (NPA), and to help the residents of Barangay Calabcab, Maco, in Compostela Valley, especially children, to cope from their traumatic experiences.

Malacañang on Monday shot down a senator’s suggestion that the Philippines consider terminating the Visiting Forces Agreement over the alleged dumping of toxic wastes in Subic Bay that officials said was neither nuclear nor chemical. President Benigno Aquino III’s spokesperson, Secretary Edwin Lacierda, said that the VFA would not apply to the present case because the alleged dumping involved a contractor of the US Navy, but not the US Navy itself. “The DFA has already spoken, and we have already spoken — the alleged dumping, if any, was done not by US Navy personnel; and therefore the provisions of the VFA do not apply in this case,’’ he said in a briefing. And since this was done by a third-party contractor, “our position is that the VFA need not be terminated,’’ he added. Sen. Miriam Defensor-Santiago suggested that the government consider terminating the VFA, which has been governing the conduct of visiting American forces, following reports of dumping of waste by the barge MT Glenn Guardian in Subic Bay. The New People’s Army South West Negros Front hailed the slain Julia Tabat as a martyr of the revolutionary movement, for offering her life in fighting against the military, its spokesperson, Andrea Guerrero, said yesterday. Tabat, who had the with aliases of “Ka Gab” and “Pinay,” died recently in an encounter with 47th Infantry Battalion soldiers in Brgy. East, Candoni, Negros Occidental, military records show. Guerrero said Tabat reached the highest form of service to the masses by joining the NPA as a full-time red fighter in 2003, after having been actively involved in church activities as organizer of the Kristianong Katilingban, a day care center teacher, and technician-organizer volunteer for sustainable agriculture and environmental protection in southern Negros. A graduate of a forestry course, Tabat was captured with two others by 61st Infantry Battalion soldiers in Brgy. Molobolo, Cauayan in 2004, for illegal possession of explosives, military records also show. Guerrero said that Tabat served as a cadre of the Communist Party of the Philippines and a staff member of the South West Front –Negros, and as medical chief of the whole southern Negros district. Ka Julia was not only a dedicated mother to her family but served as “Mamang” to the communities she had served, Guerrero added.

Michael Mastura, Roberto “Maulana” Alonto, and Muhajirin Ali. The group is also part of the MILF delegation to the Foreign Ministers’ Conference of the Organization of Islamic Cooperation (OIC) which will be held in Djibouti starting November 15. The MILF describes the ongoing Kuala Lumpur meeting as a “7-day grueling session” as both parties discuss power-sharing, wealth-sharing, and normalization. “The meeting would be very tough especially on the matters of policing, decommissioning, and gradual redeployment of government forces,” Camlian said. But he admitted that the burden of the discussion belong to the three technical working groups since each panel is expected to deliver results especially with the overwhelming support of the people and the international community. Camlian also said that the meeting will also tackle the so-called MILF “political detainees”, inter-governmental relationship, transitional arrangement and modalities or political road map, third party monitoring team, independent commission on policing, multi-trust fund, and joint normalization committee. “Some if not all of these issues are still not easy,” he said. Earlier, Malacanang announced the creation of a 15-man Transition Commission that will guide the implementation of the Bangsamoro political entity, a new concept of autonomy that will dissolve the present Autonomous region in Muslim Mindanao (ARMM). “It is also expected that the parties will discuss the status of the 15-man Transition Commission which will be constituted after President Benigno Aquino III issued the Executive Order for its creation,” Camlian said.

The US Navy contractor at the center of a waste dumping scandal on Subic Bay insisted Monday it is a responsible company, as the case prompted calls in the Senate to review the Philippines-US Visiting Forces Agreement, which the contractor allegedly tried to use as shield to avoid an investigation. The Singapore –based Glenn Defense Marine Asia Phils. Inc. claimed it was only releasing “pre-treated waste” and not toxic waste in Subic Bay as earlier reported. “I categorically state that we release only water that has been treated and deemed suitable for release to the ocean…Everyone in our company has complied [with] and is committed to comply without compromise with internationally established laws and procedure to protect the environment,” retired Vice Admiral Mateo Mayuga, Chairman and CEO of Glenn Defense Marine Philippines, said in a press conference in Makati City. Mayuga described as “inaccurate or false” stories about his company, stressing that they are open to investigation by authorities. The company drew fire after reportedly using the VFA to bolster its claim that it was outside the jurisdiction of the Subic Bay Metropolitan Authority (SBMA), which had ultimate control over the Freeport—a bustling commercial zone transformed from a sprawling US naval base until the bases treaty was not extended in 1991. On Sunday, Malacanang Palace ruled out any possibility that the contractor would be allowed to use the VFA, stressing that it trusted the SBMA to conduct a full inquiry into the matter. “I would like to believe that this started from one inaccurate report that took on a life of its own. That is why I also appeal to the media to please be fair and accurate and please honor only sources that are willing to be quoted,” Mayuga said. The company, he explained, handles domestic waste coming from ships. This is waste that comes from toilets and kitchens. “These domestic wastes are already pretreated by the Navy ships before they are handed over to us. Pre-treating means the resulting fluid is strained and rendered inert or harmless and ready to be released at sea,” he explained. The standard releasing is at 12 miles from the shore as prescribed by the Maritime Pollution Protocol to which the Philippines is a signatory. The retired navy official also stressed that they are not claiming cover under the VFA. “We service only US navy ships but we are not in any way included in VFA arrangements,” he added. The US Navy contractor at the center of a waste dumping scandal on Subic Bay insisted Monday it is a responsible company, as the case prompted calls in the Senate to review the Philippines-US Visiting Forces Agreement, which the contractor allegedly tried to use as shield to avoid an investigation. The Singapore –based Glenn Defense Marine Asia Phils. Inc. claimed it was only releasing “pre-treated waste” and not toxic waste in Subic Bay as earlier reported. “I categorically state that we release only water that has been treated and deemed suitable for release to the ocean…Everyone in our company has complied [with] and is committed to comply without compromise with internationally established laws and procedure to protect the environment,” retired Vice Admiral Mateo Mayuga, Chairman and CEO of Glenn Defense Marine Philippines, said in a press conference in Makati City. Mayuga described as “inaccurate or false” stories about his company, stressing that they are open to investigation by authorities. The company drew fire after reportedly using the VFA to bolster its claim that it was outside the jurisdiction of the Subic Bay Metropolitan Authority (SBMA), which had ultimate control over the Freeport—a bustling commercial zone transformed from a sprawling US naval base until the bases treaty was not extended in 1991. On Sunday, Malacanang Palace ruled out any possibility that the contractor would be allowed to use the VFA, stressing that it trusted the SBMA to conduct a full inquiry into the matter. “I would like to believe that this started from one inaccurate report that took on a life of its own. That is why I also appeal to the media to please be fair and accurate and please honor only sources that are willing to be quoted,” Mayuga said. The company, he explained, handles domestic waste coming from ships. This is waste that comes from toilets and kitchens. “These domestic wastes are already pretreated by the Navy ships before they are handed over to us. The standard releasing is at 12 miles from the shore as prescribed by the Maritime Pollution Protocol to which the Philippines is a signatory. Dubbed as “Oplan Dagit”, the exercise’s objective is to improve PN-PAF’s capacity in joint maritime operations in support to the Internal Security Operations, Territorial Defense Operation and Coast Watch System. The exercise, which opened Monday and set to end Friday, is also aimed to improve areas of interoperability and opportunities for cross training between PN and PAF. The conduct of Oplan Dagit here in Zamboanga City is the first time since it started in December 2007. For the past years, the exercise has been conducted at both the Air Force and Navy Bases in Sangley Point, Cavite City. Naval Forces Western Mindanao (NFWM) deputy commander Capt. Rafael Mariano, the Oplan Dagit exercise director, said that the five-day interoperability exercise will involve series of lectures and practical to be participated by Task Force 61 ships, Naval Special Operations Group (NAVSOG), Naval Air Group (NAG) and Marines for the PN and Strike Wing, Tactical Helicopter Wing, Special Operations Wing (SPOW) for the PAF. Its chairman, retired Admiral Mateo Mayuga, stressed Monday they have complied with local and international laws regarding proper disposal of waste. “I would like to believe that all this started from one inaccurate report that took on a life of its own. This is why I also appeal to media to please be fair and accurate and please honor only sources that are willing to be quoted,” Mayuga, also chief executive officer, stressed. The former Philippine Navy commander made this statement after newspaper reports claimed his company dumped hazardous and toxic waste off Subic Bay waters last Oct. 15. Mayuga said they only release water that had been treated and deemed suitable for release to the ocean, adding the domestic wastes from the toilets and kitchens of US Navy vessels are already pre-treated before they are handed to them. “Pre-treating means the resulting fluid is strained and rendered inert or harmless and ready to be released at sea. Once released at sea at the prescribed distance, the fluid is naturally digested by the marine ecosystem,” he pointed out, “The resulting fluid is actually cleaner than most of the usual untreated sewage water coming (out of) our homes,” he added. Mayuga said it is a practice that their clients do the testing before giving it to them for disposal. He explained they also adhered to the procedures prescribed by the Maritime Pollution Protocol of which the Philippines is among the signatory countries on the standard distance for releasing such waste -- 12 miles from the shorelines. Asked if they had the necessary permission from government authorities such as the Philippine Coast Guard to release the waste water, Mayuga said they had. “We usually would inform the PCG and we have been at Subic for a long time that’s why I am very sure that the vessel informed the Coast Guard that we are disposing 12 miles from the coastline,” he said. Mayuga said the report about the alleged toxic waste dumping might have been part of a smear campaign by their business rivals. He refused to provide other details.

The GPH-MILF resumed formal talks in Kuala Lumpur Monday with the Technical Working Groups from both sides taking the center stage to craft the annexes on power-sharing, wealth-sharing and normalization. Government chief negotiator Dean Marvic Leonen, in his opening statement, said the work of the TWGs in threshing out the annexes on power-sharing, wealth-sharing and normalization would be easier given the positive reception to the Framework Agreement. The annexes will be part of the GPH-MILF Comprehensive Peace Agreement both parties expect to forge before the end of the year. Leonen said: "Our work on the annexes takes place within this umbrella of hope. I am certain that both of us will try to find solutions in order to complete the Comprehensive Agreement, preferably in this round. "All of us now are part of history, let us work together some more to make that history truly matter." MILF negotiating panel chair Mohagher Iqbal also expressed confidence the task of threshing out the annexes"“rests on the technical working groups." "The spirit of compromise is still very strong. I believe we can settle all the issues," he said. The Philippine government said the Framework Agreement sets the principles, processes and mechanisms for the transition leading to the replacement of the Autonomous Region in Muslim Mindanao with Bangsamoro, the new political entity. Gazmin made the disclosure during a media interview following the 73rd anniversary celebration of the Department of National Defense (DND) at the Officers' Club House in Camp Aguinaldo in suburban Quezon City Monday afternoon. He said that at this point in time, a South Korean company seems to be at the upper hand to supply one squadron or 12 jet-trainer fighter planes to the Philippine Air Force (PAF). However, Gazmin was quick to say that other countries may still be in the running to make proposals to supply the badly needed aircraft for the PAF. The PAF has no jet fighter interceptors since 2005 when the last F-5 jet fighters were retired because they were already obsolete. At the same time, Gazmin also revealed that the DND is also planning to acquire modern warships with missile-capability for the Philippine Navy (PN). The Navy badly needs new and modern warships to patrol the country's 36,000-kilometer long coastline which is twice as long as that of the United States. Unfortunately, the Navy's ships are mostly World War II vintage. PN acquired recently a cutter from the United States and another one will arrive in a month or two but these numbers are short of an ideal naval fleet....

Allowing the US to revive its military bases in the Philippines is not consistent with the country’s 1987 Constitution, Lacierda said. The Philippine government will instead focus on the Visiting Forces Agreement to improve the capability of the Philippine military. Under the VFA, US and Filipino forces conduct joint military exercises to increase their combat readiness. The Philippine military is in the process of modernizing its military, Lacierda said, adding that during the visit of Canadian Prime Minister Stephen Harper last weekend, the Philippines and Canada agreed for the purchase of military hardware for the Armed Forces of the Philippines. During the commemoration of the Veterans’ Day at the Manila American Cemetery and Memorial in Taguig City Sunday, US Ambassador Harry Thomas Jr. said the US government has no plans of putting up military bases in the Philippines despite President Barack Obama’s Pacific Rim policy. Under the new US policy, the American military aims to refocus its forces in the Asia Pacific region. Thomas said, however, that the US military will continue giving extensive trainings to Philippine military personnel under the existing military tie up. Aside from providing the Filipino soldiers' training, the US military is also committed in assisting the Philippines by extending humanitarian assistance particularly during calamities, he said. Under its military engagement in the Asia Pacific region, the US government has increased its military presence in Singapore and Australia. In light of the toxic wastes incident involving the US Navy and its private military contractor, the Bagong Alyansang Makabayan is calling on the President of the Philippines to immediately terminate the Visiting Forces Agreement. “All it takes is a written notice from one party to the other, then after 180 days, the agreement is considered terminated (Article 9, RP-US VFA)) . The termination has now become more urgent and necessary because of the toxic waste phenomenon in Subic. This is a throwback to the time when US bases operated in Subic and toxic wastes were routinely being dumped in our territory. Even without formal US bases, such criminal destruction of the environment continues under the VFA,” said Bayan secretary general Renato M. Reyes, Jr. “There is already enough evidence to prove the dumping of toxic wastes. There is no doubt these wastes were produced or generated by US ships and exercises. Will our government allow more of the same to continue?” Reyes asked.... Bayan said that the Philippine government must immediately suspend all scheduled port calls by US warships to the country.... The PH and US governments keep telling us that these are goodwill visits and routine port calls under the VFA. For all we know, these port calls are timed for waste collection and disposal. Crowned as the hope of any nation, the youth should partake actively in the nation’s quest for peace. In September 2012, famous personalities like Anne Curtis, Gerald Anderson and Aple de Ap overwhelmed the launching of the Office of the Presidential Adviser on the Peace Process (OPAPP) “I am for Peace” campaign. President Aquino led it himself, applauding the stars’ readiness to serve as national peace ambassadors geared for promoting peace and raising public awareness about the ongoing peace process with the Muslim community.
On October 28-31, 2012, the Armed Forces of the Philippines (AFP) launched the first National Youth Leadership Summit (NYLS) in Davao City participated in by more than 600 youths from all over of the country. AFP Chief of Staff General Jesus Dellosa said that NYLS was their “invitation for all Filipinos to take active part in winning the peace for our country and succeeding generations.”
First, the stars in the world of entertainment. Next, the common youth. Does the government think peace is achievable when endorsed by famous personalities? Are the youth really the AFP’s new army for peace or its mere instruments in waging peace against peace itself?....
There is nothing wrong with peace-building efforts. The question, however, should always be: for whom? For whom is the peace that the AFP strives for? Is it for the greater number of the populace, which are the poor or is it for the wealthy, ruling elite? Does AFP’s NYLS aim to teach the youth to be critical thinkers or does it inculcate conservatism that intends to maintain the status quo and thereby keeping peace itself at arms length?....
It is fitting when Comrade Mao Zedong said: “We are advocates of the abolition of war, we do not want war; but war can only be abolished through war, and in order to get rid of the gun it is necessary to take up the gun.”
The youth is a potent force for social change. They possess that beautiful youthful spirit that is made even more meaningful when fused with the struggles of the toiling masses. Confronted with the ever-worsening world capitalist crisis, the youth should never cease to fight against the oppressive system that aims to waste them. We enjoin the Filipino youth, take up arms and join the armed struggle!
