The Philippines and Canada signed on Saturday a memorandum covering security, investment and trade agreements, including the procurement of defense and military equipment from Canada’s $12.6 billion (US$12.6 billion) defense industry. The agreement was signed during the bilateral meeting between President Aquino and visiting Canadian Prime Minister Stephen Harper, who arrived in the country Friday night for a three-day visit. The President did not specify what equipment would be acquired or how much they would cost, but he told journalists in a briefing that the country only had two operational transport plans and 132 World War II-vintage sea vessels. “The fundamental issue is that we have a lot of outdated equipment,” Mr. Aquino said, noting that the country’s 132 sea vessels need to patrol 36,000 kilometers of coastline, excluding the area covered by the 200-mile economic zone in the West Philippine Sea. “There are legitimate needs [for us] to be able to defend our territory and our sovereignty,” the Chief Executive added. The Philippines recently acquired a Hamilton-class cutter from the United States Coast Guard and another one is set to be delivered this year. The government also announced it would buy five patrol boats from France for around $116 million....

A ranking official of a US Navy contractor which owns the ship that allegedly dumped toxic wastes into Subic Bay assured the Filipino people and the United States government that they did not commit any violation pertaining to environmental degradation, and at the same time expressed willingness to face a congressional inquiry. Retired Vice Admiral Mateo Mayuga, Chief Operating Officer of Glenn Defense Marine, said the company recognizes that they have a legal and moral obligation to protect the seas and will not do anything to harm it in any way. The Glenn Defense Marine owns the M/T Glenn Guardian, which allegedly dumped toxic wastes from US ships into the waters of Subic Bay. “We in Glenn Defense Marine Asia Philippines love the environment, too. We will not shirk from our moral and personal obligations to keep it from destruction, much more the waters that give us life, particularly our business that thrives on seas,” Mayuga said in a statement. The toxic wastes, according to a previous report, came from the USS Emory S. Land, which participated in a joint military exercise with the Philippines’ armed forces last October. “We welcome full-dressed investigations into the allegations that our ship dumped into the Subic Bay the wastes we collected from US naval ship USS Emory S. Land during the recent Visiting Forces Agreement exercise in the Philippines,” Mayuga said. “We are very much confident we will come out clean even in the most assiduous investigation. And if ever it will prove that toxic waste were indeed dumped, it cannot come from us,” Mayuga added. He explained that the accusation against Glenn has no proof since the issue is still being investigated, and added that the report was “premature and malicious.”

A major defense contract worth P3.2 billion is being considered by the government to beef up its air assets through the acquisition of attack helicopters from a local unit of a European firm. A ranking official of the Department of National Defense said yesterday they are now evaluating possible attack helicopters that may be acquired for service at the Philippine Air Force (PAF). Fernando Manalo, DND undersecretary for finance, munitions, installation and materiel, said this was after Eurocopter, the helicopter manufacturer being eyed to supply 10 brand-new attack helicopters for the PAF, backed out of the negotiations. “The 10 helicopters they offered to us were the subject of a contract they entered with another country. We were made to understand that the contract with that country has already been terminated, hence our proposal to acquire it,” he added. According to Manalo, the DND was already in the advance stage of acquisition and that the new attack helicopters should have been delivered before the end of the year had not difficulties with Eurocopter came around. “The attack helicopter project is still on go and evaluation of new options is ongoing. Before the end of November, we will already be able to determine the attack helicopters that we are going to procure,” Manalo said. The budget for the acquisition of 10 new attack helicopters for the PAF is P3.2 billion, he added. DND Secretary Voltaire T. Gazmin in August said the PAF would most likely be getting the new aircraft before the end of the year as they already presented the contract to the government policy and procurement board for evaluation. The body of the Eurocopter attack helicopter is made from 80 percent carbon fiber reinforced polymer and kevlar, 11 percent aluminum, and six percent titanium. The rotors are made from fiber-plastic able to withstand combat damage and bird strikes. Protection against lightning and electromagnetic pulse is ensured by embedded copper/bronze grid and copper bonding foil. Eurocopter’s armor can withstand 23 mm autocannon fire. The helicopter can be equipped with a variety of air-to-ground weapons, rockets, and even air-to-air missiles and state-of-the-art sensor and navigation systems.

The military paid the leader of the "Bagani Force" to hunt down and murder Italian priest Fr. Fausto “Pops” Tentorio, alleged a former member of the notorious private army in Arakan, North Cotabato. In a congressional hearing conducted this week by the Committee on Human Rights in Davao, Arturo (not his real name) revealed that he was a member of the Bagani Force and was present at the meeting convened by a "Kumander Iring" to announce that a P50,000 bounty money was raised allegedly by the military for the killing of the priest. “Seven days before the murder of Fr. Pops, all 6 members of the Bagani Force, including me, were called for a meeting by Kumander Iring. He told us that a financier in the military would give us P50,000 if we will killed Fr. Tentorio,” Arturo said. He added that Kumander Iring explained that the money was not to be divided among the group but would be their budget for the operation in hunting down the Italian priest....

The negotiating peace panel of the Moro Islamic Liberation Front (MILF) is seriously considering the translation of the GPH-MILF Framework Agreement on the Bangsamoro into several languages. Jun Mantawil, head of the MILF peace panel secretariat, told Luwaran that translating this historic document into the tongues of those who are the direct beneficiaries of the peace pact is very important. However, he said the main problem in this initiative is still the logistical side not the technical requirements especially the need to mass produce these translations in order for every individual or at least every household to have a copy. He disclosed that so far the MILF had already translated the Agreement into Arabic and Maguindanao languages, and very soon, he added, the Tausog, Maranao, and Tagalog translations will follow. He said the MILF aimed at reaching every man and woman in Mindanao and they should understand the Agreement in their own language. As this developed, members of the MILF peace panel had met more than 30 former MNLF leaders, who all hailed from Sulu, Basilan, and Tawi-Tawi, in Cotabato City, last November 3. They were briefed especially nuances and background of every provision of the document for more almost hours about the Agreement. One of the leaders of the group was the son of former MNLF commander Maas Bawang, who figured prominently during the early days of fighting in Sulu. The other leader is currently a town mayor in Tawi-Tawi, who with four others joined the MILF delegation during the signing of the Agreement in Malacañang Palace last October 15.The question-and-answer session lasted for almost two hours. The group also pledged to translate the Agreement into the Sama and Tausog languages. They also committed to use their own funds for the printing of these materials.

The Political Affairs Bureau and the Bangsamoro Islamic Armed Forces (BIAF) of the Moro Islamic Liberation Front (MILF) with approval from the MILF Central Committee, held another successful assembly at the Sulu State College Gymnasium in Jolo on Nov. 8, 2012. Despite the absence of an activity permit from the Municipal Government of Jolo which refused to issue such a permit, the MILF forces marched to the town with placards while thousands of Bangsamoro trooped to the venue to hear messages from the six-man delegation of MILF Central Committee members who explained and clarified about the Framework Agreement for the Bangsamoro signed between the Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF) last October 15, 2012 at Manila. About a hundred Marine and Philippine Army soldiers secured the area in the entire duration of the assembly which ended in success.

A ranking military commander denied knowledge of the existence of a militia that is now being held responsible for the murder of Italian missionary Fr. Fausto Tentorio in Arakan, North Cotabato. A member of the militia, known as Bagani Forces, surfaced recently to turn state witness.  Brig. Gen. Cesar Sedillo, head of the Army’s 602nd Infantry Brigade, the military unit that has jurisdiction over Arakan, made the denial as he testified on the second day of the two-day hearing conducted by the House committee on justice on extrajudicial killings in Mindanao on Friday. Asked by Alliance of Concerned Teachers Rep. Antonio Tinio about Bagani Forces in Arakan, which the military is allegedly supporting, Sedillo appeared to be at a loss for answers. Then he said he was uncertain if the group exists. When told by an aide that Bagani means “warrior,” Sedillo said he has not encountered the militia. Tinio butted in and said he wondered why Sedillo did not hear about Bagani when the existence of this group is well-known among indigenous peoples. The militia member who turned state witness said Bagani is being supported by the military. The Bagani member, whose identity is being withheld for his protection, said Bagani Forces is headed by John Corbala, alias Commander Iring, a militiaman. He said Corbala, “with the blessing of the military,” ordered the killing of Tentorio because of his being “a supporter of the New People’s Army.” .... When confronted with this information, Sedillo said he knew only of the Pulang Bagani Command operating in Davao, led by communist rebel leader Leoncio Pitao. “Bagani is common knowledge among the communities. But they are saying different things,” said Davao City Rep. Karlo Nograles, who heads the committee on justice, in comments made after the hearing. Nograles said the committee has asked the military, police and Commission on Human Rights to dig deeper into the existence of Bagani Forces.

More aid will pour into Mindanao as soon as the details of the recently signed peace agreement between the government and the secessionist Moro Islamic Liberation Front (MILF) are worked out, an Australian aid executive said. “As the annexes of the agreement become clearer, so will the opportunities for us,” Geoff King, counselor in the Philippines for Australian Aid for International Development (AusAid), said. The three annexes of the framework agreement include the guidelines on wealth-sharing, power-sharing and the decommissioning of the rebel armed forces. The peace agreement, which will lead to an autonomous Bangsamoro homeland, will be subjected to a referendum in 2016. Speaking to reporters on Wednesday on the sidelines of the awarding of some P20-million in grants to 11 Philippine-Australian Community Assistance Program (Pacap) projects in Mindanao and the Visayas here, King said donor countries like Australia wanted to “see what the agreement really was all about” so they would know what areas they could help in. “Until we really know what the details are, we will have to wait,” he said. But King said he had already envisioned the new agreement to usher in “more opportunities” for aid, for example, in education. He said Australia was “thrilled to see the signing of the framework, (which was) a watershed moment for the Philippines.” This early, AusAid was looking forward to building more schools and training more teachers in areas previously affected by conflict in Mindanao, he said. Currently, AusAid focuses on boosting education in Mindanao and is considered the country’s largest bilateral grant donor with some P5.5 billion in contributions for 2012 and 2013. Maribel Buenaobra, theme leader of Pacap, a program managed by the Asia Foundation, said three of their programs—which AusAid funded—were geared towards education. “We are trying to integrate the schools program, working to build schools, train teachers and provide structures for schools. We are already working in the area,” King said.  The peace agreement should end a 36-year rebellion in the southern Philippines by the MILF, currently the biggest Muslim secessionist group.

Amid revelations that a US Navy military contractor dumped toxic wastes in Subic, the Bagong Alyansang Makabayan called for a speedy probe into the operations of military contractors in the former American base. The group also urged a stop to frequent port calls by US warships, as well US military exercises.

“The US government is using private contractors so that it will not have any direct liability should there be problems with host countries. However, these private contractors arrogantly think that they are also insulated from any liability because they believe they are covered by the Visiting Forces Agreement. In the Subic waste dumping incident, we believe both the US government and its private contractor are liable,” said Bayan secretary general Renato M. Reyes, Jr......

“There are other private military contractors operating in Subic doing the work of the US military. Are they all operating under the same assumption as Glenn Marine? The PH government must take a firm stand that these private contractors are not covered by the VFA. Also, the US government, being the one directly hiring the private contractors, should always be ultimately liable for any violations of PH laws. To say otherwise shows the patent lopsidedness of the VFA in favor of the US,” Reyes said.

“This latest incident will again test the VFA. We firmly believe that the Philippines would be better off without this VFA and without the constant US military visits, exercises and virtual basing. The US government and its proxies will always find ways to exploit the unequal provisions of the VFA so that they could escape accountability,” he added.....

Bayan also reiterated its call for a stop to US war games and port calls by US warships. The group said that under the VFA, the PH government has no way of determining if these ships carry with them toxic wastes. Under the US rebalancing towards Asia, more and more US warships have been docking in PH ports. The US plans to reposition 60% of its warships towards Asia.....

ANATOMY OF UNMASKING OCTOPUS-LIKE PHILIPPINE GOVERNMENT
It is baffling to note that since day one in 1974, at the heights of the fierce Filipino-Moro war in Mindanao, the Philippine government under President Ferdinand E. Marcos had invited the Organization of of Islamic Conference [now 'Organization of Islamic Cooperation'] (OIC) to mediate in achieving peace in the colonized Bangsamoro homeland of Mindanao, Sulu and Palawan (MINSUPALA). But in the course of the peace process the government has always portrayed the jelly role of one big-head octopus with a variety of loose tentacles.
 
Indeed, is Philippine colonialism a singular-headed political establishment with several distinct tentacles to prey in neutralizing different adversarial forces?...
 
Clearly, this is the potent role of the Philippine government related to the freedom struggle of the Bangsamoro people against Filipino colonial hegemony in Mindanao....
 
On this note, why are the different presidential tentacles of the Philippine government up to only cosmetic peace process by conducting peaceful negotiations with the Bangsamoro freedom fighters and even signing peace agreements with them, but each tentacle government never has the political will to implement the forged peace agreement.
 
Is this the bottom line policy of the octopus-like Philippine government? ......

The Armando Sumayang Command of the New People’s Army South Western Command paid their last tribute to its fallen comrade and added her to their roster of martyrs. In an email statement, Ka Andrea Guerrero, spokesperson of the Armando Sumayang Command, said the revolutionary movement mourned yet felt proud of the martyrdom of Julia Pacheco Tabat, alias Ka Julia/Pinay/Gab who died in a gun battle with elements of the Philippine Army in Barangay East, Candoni town last October 30. Guerrero said Ka Julia had already reached the highest form of dignity by offering her life in fighting against the fascist military. She said Ka Julia is well loved all over the CHICKS (Candoni, Sipalay, Hinobaan, Ilog, Kabankalan and Cauayan) area because of her dedication to the cause she was fighting for. Guerrero revealed that Ka Julia had long served the masses by being active in activities of the church, organizer of the Kristianong Katilingban and even served as volunteer technician for sustainable agriculture in southern Negros.... The rebel spokesperson confirmed that Ka Julia, who graduated as high school salutatorian and finished a college degree in forestry, served as medical officer of the Armando Sumayang Command when she was killed in action in Candoni.

The Sangguniang Panlungsod passed a resolution on Friday calling for the pullout of military detachments from civilian communities in the city and its outlying villages. In a special session, members of the city council said the resolution was aimed at preventing civilians from being caught in the crossfire between government troops and New People’s Army rebels.... In the resolution, the city council asked the military to relocate detachments, especially those barangay halls and other public buildings, and to refrain from using civilian structures for military purposes. “Such detachments have to be pulled out,” the resolution said, adding that such military structures were “detrimental to the lives of the residents and school children.” Paquibato is among the hinterland districts of the city, where the NPA operates. “The situation in Paquibato is cause for alarm since the mere presence of armed men in uniform threatens and even endangers the lives of many people, including communities nearby,” Councilor Leah Librado said. “The situation is disturbing even to non-residents like us, knowing that communities could be hit in the crossfire should hostilities take place.”  The resolution also warned the military against setting up any more military detachments or similar structures near schools and population centers.

 The Cordillera Human Rights Alliance (CHRA) is accusing a unit of the Philippine Army of targeting civilians, specifically development workers, human rights advocates and members and leaders of people’s organizations. Late in October, the CHRA reportedly managed to secure a document titled “Municipality of Tinoc (Target Persons)” from a concerned element of the Charlie Company of the 86th Battalion (Highlander) of the 5th Infantry (Star) Division of the PA based in Tinoc, Ifugao. The document is allegedly a list containing the names of at least 28 individuals, all civilians. In six columns, the organizations, mobile phone numbers and supposed ranks or posts of the civilians were detailed. The two-page document bears the logos of the 86th IBPA and the 5th ID, and it also includes remarks and assessment points regarding the civilians on the list. Next to the names of the civilian names were tags such as “Suporter ng NPA” (supporter of the New People’s Army); “Nagbibigay ng Pagkain sa NPA” (gives food to the NPA); “Tulugan ng NPA ang Kanilang Bahay” (the NPA takes shelter in the person’s house) ; and “Imbakan ng Baril” (storage place for guns). The secretary-general of the CHRA Jude Baggo was number 22 in the list and was alleged to be “UTAK NG NPA” or brains of the NPA. According to the CHRA, the civilians whose names are on the list are all active participants in the promotion and defense of human rights. Most are involved in the implementation of community-based programs on human rights, sustainable agriculture, renewable energy and socio-economic projects in the communities of Tinoc and its adjacent municipality of Asipulo....

The military and the police are either clueless about the existence of the Bagani armed group in Arakan, North Cotabato, or just turning a blind eye on the group’s existence, according to members of the House Committee on Human Rights who conducted on-site hearings here. Both the military and the police admitted Friday that they do not have any idea whether or not the Bagani force, which is allegedly responsible for the killing of an Italian priest last year in Arakan Valley is an armed group, but said the group exists. Fr. Fausto “Pops” Tentorio, a member of the Pontifical Institute for Foreign Missions (PIME), was shot in the compound of the Mother of Perpetual Help parish church in Arakan on Oct. 17, 2011. At the two-day congressional hearing on human rights violations held here, some witnesses said Thursday the Bagani force was led by Jan Corbala, also known as Kumander Iring. On the second day of the hearing, on Friday, military officials claimed that Corbala is a member of the Bagani, but he is not in any way officially connected with the Armed Forces of the Philippines (AFP). The military also told the House Committee on Human Rights that they do not have any idea whether or not the Bagani group is armed. Brig. Gen. Cesar Dionisio Sedillo, assistant commander of the 6th Infantry “Kampilan” Division, said “bagani” is the vernacular term of the indigenous people (IP) or the Lumads for “warrior.”....

The US Navy has launched its own investigation into allegations that its contractor has been dumping on Subic Bay hazardous wastes which it siphons from US Navy ships docked here. In an e-mailed statement on Saturday, Cynthia Cook, deputy press attache of the US Embassy in Manila, said the US Navy had “initiated its own inquiry into allegations of hazardous waste dumping by Glenn Defense Marine Philippines, a contractor for the US Navy in the Philippines.”  Cook said the embassy was aware of the investigation being conducted by the Subic Bay Metropolitan Authority, and that it would “take appropriate action depending on the outcome of those processes.”  The SBMA board of directors is meeting on Monday to discuss the results of the initial investigation into the reported dumping by Glenn Defense Marine Philippines, the local operator of the Malaysian-owned Glenn Defense Marine Asia, said SBMA Chair Roberto Garcia....

Unscrupulous individuals have been monitored to be cashing in on the signed Bangsamoro Framework agreement between the government and the Moro Islamic Liberation Front (MILF) by recruiting, for a fee, would-be members of the proposed Bangsamoro police force. These activities have already reached the attention of the leadership of the Moro Islamic Liberation Front (MILF), which in turn issued an advisory on Saturday warning young Moros not be duped by these fake police recruiters posing as MILF officials. The warning came as the MILF is currently actively campaigning on the grassroots level on the importance of the recently signed framework agreement to the Bangsamoro’s desire to live in peace and harmony in Mindanao. “How could the MILF recruit policemen when the issue of policing is yet to be discussed by the parties this month in Kuala Lumpur?” said Jun Mantawil, head of the MILF peace panel secretariat, in a statement published by the MILF's official website Luwaran.  The modus operandi of the syndicate, is to entice young Moros to apply for membership on the proposed Bangsamoro Police and later charge them P500 each applicant after they have accomplished the application form. Applicants were also promised by members of the syndicate of a sure slot in the Bangsamoro Police, if they pay P2,000. “Most cases of this false recruitment were reported in Zamboanga and Sulu. Similar incidents were also reported in Tawi-Tawi,” Mantawil said....

The Moro Islamic Liberation Front ( MILF) today denied the reports that it was recruiting its own policemen in a new political entity to be set up in Mindanao under the newly signed peace framework agreement. Jun Mantawil, head of the MILF's peace panel secretariat, made the statement following reports that the group is recruiting policemen in Sulu, Zamboanga and Tawi-tawi. "How could the MILF recruit policemen when the issue of policing is yet to be discussed by the (peace talk) parties this month in Kuala Lumpur," said Mantawil, adding that the recruitment was done by people posing as MILF officials to make money. The MILF said in its website that victims are asked by those fake officials to pay P500 (about $12) for the application form and another $2,000 (about $48) for the approval of their application. MILF, the country's largest rebel group which has been pushing for an independent Islamic state in Mindanao, signed a peace framework agreement with the Philippine government on Oct.15.

Human rights activists accused the Philippine National Police of deliberately misleading relatives and lawyers of the son of a Cordillera rebel officer until they could file “trumped up” charges against him. Karapatan, in a statement Saturday, said the family and lawyers of Grayson Naogsan finally found him detained at the Ifugao provincial jail, almost a week after he was taken from SM Baguio November 5 by men who introduced themselves as police and said they were taking him to Camp Crame in Quezon City. Grayson is the son of Simon “Ka Filiw” Naogsan, spokesman of the Cordillera People’s Liberation Front. According to Karapatan, Naogsan’s family went several time to Camp Crame but were told he was not in custody there. Karapatan said its affiliate, the Cordillera Human Rights Alliance, earlier reported that “Naogsan was arrested on the basis of a defective warrant of arrest issued by the Bontoc Regional Trial Court Branch 35 which bore the name of a certain ‘Jason Naogsan’ and not Grayson Naogsan.” The CHRA claimed the warrant was amended Friday to correct the name, after which Naogsan “was then taken to Ifugao where another warrant of arrest was issued by the Lagawe RTC Branch 14” on charges of murder and frustrated murder. “No one should be arrested simply because he is a son or a relative of a person who is a member of the revolutionary movement,” Karapatan secretary general Cristina Palabay said in the statement as she cored what she called government’s “arbitrariness,” citing the case of security guard Rolly Panesa, who was apparently mistaken for communist rebel leader Benjamin Mendoza. Palabay said this was not the first time a member of the Naogsan family had been targeted for harassment. “In 2011, Pablo Naogsan, 83, Grayson’s grandfather, and the father of Simon … was also harassed by elements of the 54th (Infantry Battalion) in Bontoc,” she said. Soldiers allegedly forced their way into Pablo’s home, aimed rifles at him and searched the house.

Canada and the Philippines signed a deal Saturday, November 10, to help Manila buy military equipment to defend its territory, Canadian Prime Minister Stephen Harper and Filipino President Benigno Aquino said. The Philippine defence department and state-run Canadian Commercial Corp. signed the agreement as Harper met Aquino at Malacanang Palace in Manila, the two leaders announced at a joint news conference. The deal was inked amid a territorial dispute between the Philippines and China over islands and waters in the South China Sea. "This memorandum of understanding will enable the Philippines to acquire the equipment and expertise it needs to fulfil the country's defence and security agenda," Harper said. Under the deal, Filipino purchases of equipment and expertise from Canada's $12.6 billion (US$12.6 billion) defense industry are guaranteed by the Ottawa government, according to a Canadian government statement. "This will help us in our efforts to build our defense and security capabilities," Aquino said, declining to elaborate. "I cannot go into specifics lest they be observed by less friendly individuals," he added....

 A joint military task force on Thursday evening, November 8, nabbed 3 suspects believed to be responsible for the spate of crimes against businessmen and military men in Lamitan City, Basilan. Authorities said the suspects were apprehended at about 6:10 p.m. during an interdiction operation in Lamitan City after the task force received an intelligence report that members of the Abu Sayyaf Group - Urban Terrorist Group were planning to abduct prominent persons in Lamitan City.  The suspects, identified as Patik Samson, 18, Jimboy Sahabat Mandul, 17, and Hamid Damain, 19, were spotted roaming around Lamitan City proper since 1:00 p.m. of the same day and were believed to be scouting for their probable target.

Police caught the trio in illegal possession of one caliber 45 pistol loaded with one metal magazine, and 6 live ammunitions equipped with a suppressor/silencer.  Members of the Philippine National Police (PNP) and the Bravo Company of the 32nd Infantry Brigade, including Deputy Chief of Party Elvin Jon Macatangay, First Lieutenant Israel Galoria of the Bravo Company, and Coy Commander Psi Saidaini of the 53rd PNP Special Action Company conducted the operations. Last month, 3 soldiers were killed by suspected Abu Sayyaf rebels during an ambush in Lamitan City.

Some 483 individuals, including 101 children, have availed of the outreach program of the Philippine Army and non-government organizations (NGOs) in the hinterlands of Compostela Valley province. The medical and dental outreach program and stress debriefing were conducted Friday in Barangay Calabcab, Maco municipality by the Army’s 71st Infantry Battalion in partnership with the municipal government, Kiwanis Club of Tagum, and Therma Marine Incorporated of the Aboitiz Group of Company.  Col. Jerry Borja, commander of the 71st Infantry Battalion, said the stress debriefing activities was conducted to assess the adverse effects of the violent attack of New People’s Army (NPA) to Calabcab and help the residents, especially children, to cope up from the traumatic incident....  He said the Army’s Peace and Development Team (PDT) in coordination with Maco municipal government are currently repairing the Barangay Hall, Health Center and Day Care Center of Calabcab that were recently damaged in an attack staged by the NPA rebels.... The Army PDT personnel are also undertaking repair works on houses of civilians damaged during the NPA attack, Borja added.

The Autonomous Region in Muslim Mindanao (ARMM) and the Moro National Liberation Front (MNLF) have forged an agreement to mutually cooperate in addressing local peace and security issues in southern Philippines. Lawyer Anwar Malang, ARMM chief of staff and currently Interior and Local Governments secretary, met with Lawyer Randolp Parcasio, legal adviser of Nur Misuari, chair of a faction of the MNLF, in a Makati hotel last Friday. The MNLF move came as a total turn around from Misuari’s earlier provocative statements undermining the Framework Agreement on Bangsamoro signed by the government and Moro Islamic Liberation Front (MILF). ARMM is composed of Maguindanao, Lanao del Sur, Basilan, Sulu and Tawi-Tawi, areas covered by the Sept. 2, 1996 GPH-MNLF peace agreement. Parcasio and Malang signed the “ARMM-MNLF Peace and Development Compact.” Under the Compact, the group of Misuari is encouraged to cooperate with the ARMM leadership in addressing peace and order problems that have been causing poverty and underdevelopment in Muslim region....  Under the Compact, both the MNLF and ARMM leadership will cooperate “to protect life, liberty and property of all the people of ARMM.” Acting ARMM Gov. Mujiv Hataman said the ARMM-MNLF Compact should be consistent with the tripartite review of the GPH-MNLF accord and the ARMM Organic Act. Both the ARMM and the MNLF also vowed to jointly resolve family feud and clan wars in the autonomous region.

Punitive measures continue against the 10th Infantry Division-Armed Forces of the Philippines to counter its atrocious methods of terrorizing the peasant and Lumad masses in Paquibato District, Davao City. On Wednesday, at 2:20 PM in Km. 24 Pamantawan, Barangay Malibog, the 1st Pulang Bagani Company-New People’s Army used a command detonated explosive against three 72nd Infantry Battalion elements and 10 Alamara and Blackfighter bandits, wounding two of the Army troops and hitting six of the bandits.

The explosive is meant to warn the Lumad bandits and 10th ID-AFP from further exploiting and abusing the indigenous Manobos of Paquibato for its reign of terror and counterrevolutionary operations.

The military’s abuses are not limited in Paquibato. On October 31 in Purok 3, San Roque, Nabunturan, the 66th Infantry Battalion-10th ID-AFP mauled, tortured, buttstroked using an M203 grenade launcher a young peasant, Boboy Ayagina....

In Paquibato, the paramilitary Lumad bandits were led by Nomer Ogaw, son of Cawsing Ogaw, a notorious paramilitary leader of Blackfighters who was punished by the NPA last July....

The AFP has no qualms in arming innocent Lumads to become paramilitary troops or forced multipliers for its counterrevolutionary purposes....

By using hapless, innocent Lumads as its rabid dogs and torturing civilians, the 10th ID-AFP only perpetuates the very character of Oplan Bayanihan of the US-Aquino regime – that it is no better than the deadly Oplan Bantay Laya of the US-Arroyo regime.

In the last one and a half year of Oplan bayanihan operations, the AFP has shown itself as wholly reactionary, counterrevolutionary and fascist to the core. The 10th ID-AFP spokespersons and officials are wasting their time in depicting themselves to the public as peacemakers and human rights advocates. They are not. The Oplan Bayanihan has unleashed its fangs of fascism in the countryside leaving in its trail an increasing list of human rights abuses....
