Their names may sound alike, but they are mortal enemies who can't stand to be in the same room together. Last week, their feud reached a very public climax when members of Akbayan and Anakbayan engaged in a shouting and shoving match at a press conference that nearly came to blows. Akbayan accused the youth group of “hooliganism,” while Anakbayan called the party-list group a “puppet” of the Aquino administration. The stage was set for this episode when Anakbayan wrote a letter to the Commission on Elections (Comelec) earlier this month asking it to disqualify incumbent party-list Akbayan from the 2013 elections.... De La Salle University political science professor Antonio Contreras said the bitter rift between these two groups can be traced to the split of the Communist Party of the Philippines (CPP) in 1992.... He was referring to the division among the Left that happened more than a decade ago when Armando Liwanag (believed to be CPP founder Jose Maria Sison’s nom de guerre) issued a document called “Reaffirm our Basic Principles and Rectify Errors.” The document was an attempt to return the party to its founding principles of characterizing Philippine society as “semi-colonial and semi-feudal” and the waging of a protracted people’s war in the countryside to topple the government. Those who supported the document were called “reaffirmists” while those who refused to do so were called the “rejectionists....” Political scientist Ramon Casiple of the Institute for Political and Electoral Reform (IPER) agreed that the current feud between Anakbayan and Akbayan has ideological roots. He said Anakbayan’s request to disqualify Akbayan may be an attempt from the progressive bloc to “have the monopoly of Left parliamentary politics....”

The U.S. Navy’s forward-deployed aircraft carrier USS George Washington (CVN 73) arrived in Manila Bay on October 24. The Nimitz-class aircraft carrier is conducting a five-day goodwill visit that highlights the strong historic, community and military connections between the United States and the Philippines. “We have a longstanding history of partnership with the Philippines dating back to the Spanish-American War, and we are always appreciative of the opportunity to be able to work with one of our regional partners,” said Capt. G.J. MANILA, Philippines – The Philippine Constitution has to be amended for the Bangsamoro political entity to be established, according to Moro Islamic Liberation Front (MILF) chairman Al Haj Murad Ebrahim. Murad made this assertion despite assurances by chief government negotiator Marvic Leonen that the final peace agreement will be within the bounds of the Constitution. “Kung titingnan ninyo, mayroon doon probisyon na the transition commission can recommend to propose an amendment to the Constitution when necessary,” said Murad. Chairman Murad was pleased, but not surprised, by the support thrown by renegade MILF commander Bravo Macapaar for the signing of the framework agreement. Murad said he also expects the Bangsamoro Islamic Freedom Fighters (BIFF) headed by Umbra Kato to support the MILF leadership's quest for peace. The BIFF broke away from the MILF after the failed MOA-AD with the Arroyo administration. “Magtulungan nalang tayo dito sa pag-implement nitong framework agreement,” said Murad. Murad was only 21 years old when he began to bear arms. Now a senior citizen at 64, Murad says he can only retire when peace is attained by the Bangsamoro people. But he faces a different battle ahead, this time behind the negotiating table.

SUSPECTED members of New People’s Army (NPA) snatched a man from his home and executed him the other day in Surigao del Sur. The victim was identified as Emie Illigan, 27, of Bgy. Hinapuyan, Carmen, Surigao del Sur. According to CARAGA polcie spokesman Supt. Martin Gamba, suspected members of Guerilla Front 30 of the Northeaster Mindanao Regional Committee snatched the victim from his house Tuesday morning and brought him in the vicinity of Busay Creek where he shot repeatedly, killing him on the spot Police are looking into revenge as the motive behind the killing as Illigan was reportedly a suspect in the killing of the brother of one of his assassins.

Chief Culinary Specialist Ferdinand Delos Santos, in an interview with the Philippines News Agency, said "abodo", "lumpia", and "pansit" have become a part of the ship's cuisine and appreciated by majority of the crew. "Those staples are regular served on board and appreciated not only by Filipino crewmen but also the American ones," he pointed out.... He added "pandesal" and "sisig" are also served aboard occasionally. The USS George Washington has a crew of approximately 5,500 of which 800 are Filipinos or of Philippine-descent....

Multisectoral group Bagong Alyansang Makabayan (Bayan) today criticized the docking of yet another nuclear-powered US aircraft carrier and its escort ships in Manila Bay for a supposed goodwill visit. The group said that such continuing and increasingly more frequent presence of US warships in Philippine waters undermines stability in the region as it fuels the still raging tension with China over territorial disputes. Bayan said that diplomatic efforts to resolve the tension in the disputed areas in the West Philippine Sea and Panatag Shoal are being weakened by the continued and intensified force projection of the US military in the region as part of its so-called pivot to Asia Pacific.... Bayan said that aside from fueling regional tension, the presence of US warships also endangers the national security as these ships are likely carrying nuclear weapons that make the country vulnerable to nuclear disaster....The group also pointed out that the presence of a large number of US military personnel in foreign countries, especially during R&R of American troops, has resulted in various abuses against the locals.... The USS McCampbell was reported yesterday to be around 75 kilometers northwest of Lubang Island near Mindoro when it chanced upon and took in five fishermen whose boat began taking in water.... “Clearly, the US military forces operate in the Philippines way beyond the confines of so-called joint military exercises or humanitarian operations, and that these operations are being carried out in violation of Philippine sovereignty,” added the CPP.... “Under the puppet Aquino regime, the US military has gained so much leeway in conducting its operations that at almost all times, there are American military forces, ships and aircraft that conduct intelligence, patrol, independent and joint combat operations inside the Philippines.” “With the all-out backing of the Aquino regime, the US forces have become emboldened and extremely arrogant in strutting around with their big guns, big ships and big jets in total contempt for Philippine sovereignty, " said the CPP.

The PCG, in a report posted on its website, said a Filipino crew member of the Navy destroyer USS McCampbell informed it 4 a.m. that the ship sighted the fishermen. "The US Navy destroyer, which is one of three escort ships of the nuclear-powered aircraft carrier USS George Washington, was around 43 nautical miles west northwest of Lubang Island and supposedly on its way to Manila for a visit when they accidentally spotted the distressed group fishermen," it said. The PCG’s vice commandant for operations and present officer-in-charge said the crewmember, Garcia Magtanggol, reported sightning the capsized motor boat....

The Armed Forces of the Philippines (AFP) yesterday alerted its disaster response teams, particularly in the Visayas and Mindanao regions, in preparation for the possible effects of tropical storm “Ofel” which is forecasted top bring moderate to intense rains. Armand Balilo said a helicopter assigned with the Arleigh Burke-class guided-missile destroyer USS McCampbell sighted the fishermen and their capsized motor banca about 43 nautical miles off Lubang island around 1:30 a.m. “Immediately, personnel of the vessel rescued the fishermen and requested assistance to pick up rescued persons for proper turnover and further investigation,” Balilo said. The five fishermen are Richard Ralia, 27; Noel Aque, 22; Jimmy Aque, 34: Reynato Leorin, 33; and Erick Abaño, 26, all residents of Barangay Cawak in Subic, Zambales. Palparan Jr., who is now facing kidnapping and serious illegal detention charges, and sought the disqualification of another group called “ANAD.” Cristina Palabay secretary-general of Karapatan accused Palparan’s Bantay party-list of having done nothing in Congress during its tenure.... Rey Ardo, chief of the Western Mindanao Command (Westmincom), said the hunt against the terrorist groups, including the Abu Sayyaf and its cohorts Jemaah Islamiyah (JI) - terror cell of the al-Qaeda - will continue in the southern Philippines. “We know the situation and there is no negotiation with all the terrorists,” Ardo said. The military officer, however, said any military operation would be guided by intelligence reports to avoid disrupting the development efforts provided by the provincial government and various government agencies and groups.... DND Assistant Secretary Ernesto Boac told The STAR that the project costs P2.2 billion and would be funded by the Armed Forces modernization program and the Department of Energy. The government is planning to negotiate with Italian firm Agusta Westland for the purchase of five Agusta Westland (AW) 109 naval helicopters. “The helicopters will improve the capabilities of the Navy. These will be used for maritime security, internal security operations and disaster response,” Boac said.... Lt.j.g. Nelson Alquiza, a member of the negotiating team, said a pre-negotiation conference would be held on Nov. 5 while the submission of eligibility documents will be on Nov. 6. A notice of award is expected to be issued by Nov. 22 while the contract for the project may be approved by Dec. 3. Alquiza said the first batch of helicopters would be delivered by Oct. 17, 2013. The delivery of the five naval helicopters is expected to be completed by Dec. 17, 2013....

Misuari has been critical of the framework deal, and has warned that the agreement is “a recipe for war," as the pact is perceived to nullify the MNLF's September 2, 1996 peace deal with the national government. Mama said Misuari called his mobile phone before the signing of the agreement in Malacañang and asked him to convince the BIFM leadership "to do everything" to stop the crafting of the deal. "He (Misuari) called me and asked me to relay to the BIFM leadership that we have to do everything to stop the signing of the framework agreement before its October 15 signing in Malacañang,” Mama said. Mama said he immediately told Misuari that BIFM would be unable to prevent the signing of the framework agreement. "I told him we’ve got nothing to do with it and that it is something only between the government and the MILF,” Mama said. Speaking at the regular session of the city council Tuesday, Councilor Jimmy Dureza said soldiers must consider the safety of civilians in setting up camps within the community. He said military base must locate themselves away from the population since it causes danger to the civilians especially during attacks perpetrated by rebels. “Soldiers must be located far from the population because their presence might cause danger to the lives of civilians,” Dureza said. Councilor Leah Librado echoed Dureza saying that the soldiers must relocate away from civilian communities. The commanding officer of the USS George Washington, the United States nuclear-powered aircraft carrier in Manila for a visit, expressed hope Thursday that the territorial dispute between China and the Philippines will be worked out through diplomatic channels. Capt. Gregory Fenton said that they tried to avoid passing through disputed areas when they went to the Philippines for a five-day goodwill visit. Fenton was earlier asked if they saw Chinese ships when they passed by Scarborough Shoal. "What I cannot comment on is the specifics of our navigation and operations. We are very sensitive to the areas that are under dispute, if you will. And we do make a very conscious effort to stay away from those areas. I believe that we are firmly committed to helping support the nations that are involved in those disputes. But ideally, we'd like to see them sort out those disputes via diplomatic channels. So, we do make an effort to avoid those areas," Fenton said. As always, the US Navy brushed aside speculations that their visit in Manila was connected to the territorial dispute with China.

The captain of a US supercarrier said Thursday, October 25, the US Navy's presence in Asia would help safeguard "freedom of navigation," amid China's claims to sovereignty over vast waters in the region. The commander of the USS George Washington, which is on a port call to the Philippine capital, said the United States was not taking sides in territorial disputes but stood firmly for keeping sea lanes open. "One of the reasons we deploy throughout the region is so we can carry forth the banner of freedom of navigation. It is very important to us given the trade that travels throughout the region on the seas," Captain Gregory Fenton said. British Ambassador to the Philippines Stephen Lillie has assured the Moro Islamic Liberation Front (MILF) and the Philippine government that the United Kingdom will fully support the peace process in southern Philippines. Lillie made the assurance in his meeting with MILF chair Al Haj Murad in Camp Darapanan on Tuesday. “It was a cordial meeting, all of us were open and honest in discussing the issues surrounding the peace process and we laud the MILF and the GPH for coming up with a framework agreement,” Lillie said in a radio interview here....

The police are conducting thorough investigation to unmask the culprits behind the bomb explosion that missed the convoy of government authorities in the province of Zamboanga del Sur, a top police official said Wednesday. Zamboanga del Sur police director Senior Supt. William Manzan disclosed that the explosion took place around 6 a.m. Tuesday in Barangay Dipili, Bayog municipality. Manzan said that he and his personnel backed up by soldiers were on a convoy and passing the place when suddenly a bomb exploded along the side of the road near a military detachment. However, Manzan, who believed they were the target, said no one was either killed or wounded in the explosion of the improvised bomb fashioned out as landmine. Manzan said they were on the way to the nearby Barangay Depore to assist the Mines and Geosciences Bureau (MGB) personnel to implement the Cease and Desist Order against illegal miners.
